The High Court of Delhi has issued a circular directing all district courts in Delhi to permit hybrid/video conferencing hearings whenever requested by any party in writing at least one day in advance. The request must include a certificate that other parties have been served. The court may schedule such matters and reject requests if physical presence is required. The video conferencing link must remain open from 10am to court hours each day with audio disabled except for hybrid hearings. All concerned must follow these directions scrupulously. The Principal District & Sessions Judge of Delhi districts are requested to provide views on the arrangement and infrastructure availability by May 27th.

CIRCULAR
It is hereby informed that Hon'ble the
Acting Chief Justice and Hon'ble Judges of this Court
have been pleased to direct that the District Courts in
Delhi, shall permit hybrid/video-
conferencing hearing (on all Court working days) whrever a request to this effect is made by ay
of the parties and/or their counsel,
provided such a request is made in writing/ through email at
least one day in advance i.e., on the
previous working day before 2.00 p.m. with a
certificate/declaration that an advance copy of such a request/application has been served upon
all the other counsels/parties appearing in the matter.

The Court may, however, fix a time slot for taking up all such matters where requests for
hybrid/video-conferencing hearing have been made or may take them up in such manner as such
Court deems fit and information in this
respect be displayed on the cause list(s)/website.
Further, the Court may reject such a request for hybrid/video-conferencing hearing where in
the opinion of the Court the physical presence of the parties/counsel in the Court is required or
where the Court is otherwise of the opinion that the matter should be heard physically in the
Court.

Furtheimore, the Courts shall keep the video-conferencing link open/live (with audio
disabled) on every working day from the start of the Court functioning ie. from 10.00 a.m. till the
Court holds its sitting; and the audio may be enabled only during actual hybrid/video-
conferencing hearings.
Above directions should be followed scrupulously by all concerned.
