Subject SUPPLEMENTAL GUIDELINES FOR THE CONVERSION/


CREATION OF LICENSING EXTENSION OFFICES TO LICENSING
CENTERS

This Supplemental Guidelines for the Conversion/Creation of Licensing Extension Offices


to Licensing Centers is formulated in consonance with legislative acts creating LTO
Extension Office (EO) , Satellite Office (SO) and Licensing Center/Branch (LC/LB) and
pursuant to Memorandum Circular (MC) No. 2020-2200 Guidelines in the Creation of LTO
District Offices (DO), Conversion of EO into DO I Upgrading of DO Classification
Licensing Extension Offices (LEO) into Licensing Centers (LC), and in relation to Item
IV.4 of subject MC and MC No. 2020-2208 Supplemental Guidelines for the
Establishment of LTO EO, SO and LC/LB Created by Legislation.

A Licensing Extension Office (LEO) exceeding an average number of 200


applicants per day or an average annual volume of 52,800 transactions may be
recommended for conversion to Licensing Centers (LC) .

II. LC shall have a function specific only to the issuance of driver's license,
conductor's license, student-driver's permit, foreign license conversion and other
miscellaneous licensing transactions.

Strengthening the Policy Regarding Driver's License by Extending the Validity
