PROJECT ENGINEER’S REPORT

This refers to the construction of Kapyaan Heights project intended for the
Government Employee’s including the Uniformed Personnel and Overseas Filipino
Workers (OFW). The project was awarded to Rotaflex Construction and
Development Corporation per Board Resolution No. 6658 dated February 28, 2020
and officially started last August 17, 2021.

The developer requested for Contract Time Extension No. 1 due to unworkable days
caused by the inclement weather condition on the site and Work Suspension Order
No. 1.

a. Time Extension due to unworkable days caused by Inclement Weather


Condition

Attached are the Daily Rainfall data from the period of November 15, 2021 to
February 28, 2022 issued by PAGASA Davao Complex Station located at Old Airport
Rd., Sasa, Davao City summarized as follows:

b. Time Extension due to Work Suspension Order No. 1

The construction operation was first suspended for ninety (90) calendar days on
August 17, 2021 by Work Suspension Order No. 1 (WSO No. 1) due to inability to
secure the following permits and clearances of the project, to wit:

1. Land Reclassification and DAR conversion clearance certificate;


2. Preliminary Approval and Locational Clearance (PALC); and
3. Development Permit (DP);

The work suspension was lifted on November 15, 2021 by Work Resumption Order
No. 1 (WRO No. 1).

It is therefore recommended the approval of this request due to the above-cited


reasons, thereby adjusting the contract duration from Seven Hundred Twenty (720)
Calendar Days to Eight Hundred Forty-Nine (849) Calendar Days and revising the
target completion date from August 17, 2021 to December 13, 2023.
