1. Identify disaster risk / hazard present in your barangay, including risk due to natural calamities.

- Flood. Flood or flashflood is the sudden rise of water in the event of a storm that is mostly rain or
southwest monsoon. This can be deadly and catastrophic as it destroys livelihood, jobs, and lives. The
recent typhoon Ulysses and Rolly showed how flashfloods are disastrous.

2. Based on your own observation, describe the disaster readiness of your barangay in terms of:

a. Preparedness

- According to my grandfather, who is a kagawad in our barangay, we have 1 rubber boats and life vests
if flood may come and ravage our community. Our community is slowly becoming flood prone due to
growing population and demand for housing and dumping of garbage at irrigation canals. If flood may
come upon us, we are not ready and we do hope that it is not severe as we expect.

b. Information Dissemination

- Whenever there is a news of an impending storm or southwest monsoon, our barangay captain,
together with the kagawads, are organizing a meeting to alert us and think a resolve to mitigate the
effects of the storm. They are also alerting us by sending as a text frequently to make us take the
necessary precautionary measures before the event of a flashflood.

c. Mitigation

- Since we are slowly becoming a flood prone area, we are now having a weekly clean up drive in our
irrigation canals. We saw in typhoon Rolly and Ulysses that garbage became one of the factors why
waters suddenly rose making rivers and esteros overflow. Our barangay captain will also propose a
"flood risk map" for our barangay which will be laying out by the municipal engineers and architects.
The purpose of this is to know the flood prone sitios in our area that needs more attention and focus to
avoid a catastrophic damage.

d. Disaster Management System and Implementation

- As I have mentioned earlier, our barangay currently own one rubber boat and a bunch of life vests if
an event of flood will come. Our barangay council are conducting drills where they can practice and
anticipate an event of flashflood and how they can respond properly. In order for a disaster
management to work, our barangay council conducts meetings and demonstrations on how we can
also help in the event of catastrophe. A group of barangay tanods are dispersed in each sitios if there is
an impending bad weather to report immediately the status of each sitios. The elementary school in
our barangay will serve as our evacuation center if there is a need to evacuate brought by a storm. If
there came an event of flashflood in our barangay, our barangay has stocks of relief goods to be given
and will immediately disperse manpower in those severely affected. They will rescue the victims and
will fetch them going to the evacuation areas. After the event, they will provide financial assistance and
manpower to the victims and help them rise again in life and begin a new livelihood.
3. Research further about "BUILD BACK BETTER". Explain your thoughts about it in no less than 200
words.

- We all know that our country, Philippines, is situated near the so called "Equatorial belt" where
typhoons are mostly formed. As we become resilient every year due to typhoons, the government are
doing its best to develop programs to mitigate the effects of typhoon. Build Back Better is a program of
the Aquino administration to facilitate, sustainable, long-term recovery in typhoon-affected areas
through rehabilitation and reconstruction of damaged city and municipal buildings.

Every year, more and stronger typhoons are hitting the Philippines, leaving our countrymen devastated.
This program of our government will help us, especially those who are greatly affected by the typhoon.
The aim of Build Back Better program is to to empower local authorities and communities to incorporate
better planning measures in post-disaster recovery. The program is really beneficial especially to remote
controlled areas because if the government will focus on fortifying its infrastructures in these places, the
damage will be decreased. Since it is a remote-controlled area, government help will not be immediately
present due to difficulties in the terrain or transportation. By decreasing the damages of a typhoon
through the fortification of the infrastructures in the area that could be used as evacuation areas such as
covered courts, schools, gymnasiums, and barangay hall, the government will be confident that more
lives will be saved and be away from risks. The only downside of the program is if corrupt officials will
again pocket the funds for the project, leaving the people at risk of an impending typhoon. Second, the
program only supports local infrastructures to be strengthened. What about the people's livelihoods? It
would be nice if the program will also cover the livelihood infrastructures of the people like the
community market that is substantial whenever there is an event of typhoon.

Overall, the program Build Back Better of the Aquino administration is a big counter for typhoons to
mitigate its effects to the communities. By rebuilding and replanning the community with a disaster-
resilient infrastructure, it will lessen the damage and loss of life in the event of a typhoon. Even though
the government has a program like this, we should still consider seriously to take the necessary
precautions because the only one who will help us in the time of need is only ourselves.
