1. INTRODUCTION
Hon’ble National Green Tribunal Principal Bench New Delhi issued
direction in OA 710/2017 Shailash Singh vs. Sheela Hospital & Trauma Centre and
Shahjahanpur and ors. on 15/07/2019 & in OA No 360/2018 Shreenath Sharma vs.
Union of India & ors. on 26/09/2019 to prepare District Environment Plan. In
compliance of above order passed by Hon’ble NGT on 26-09-2019, District
Environmental Plan (DEP) was prepared and submitted to M.P. Pollution Control
Board Bhopal vide letter no. 3483 dated 04.12.2019. MPPCB Bhopal submitted the
Action Plan to CPCB along with the DEPs of other districts of M.P. Hon’ble NGT
passed following order on 29.01.2021:

In view of above, having regard to the significance of the issue and


inadequate progress, we direct the Chief Secretaries of all the States/UTs to
oversee and monitor compliance by the concerned District Magistrates for
preparing the requisite plans and execute the plans already prepared. Further
steps for preparation and execution of State and National plans may also be
taken in the interest of scientific and effective protection of environment and
public health.

To comply above order CPCB wrote a letter to Principal Secretary


department of Environment Govt. of M.P. vide letter no. 1637 dated 24.05.2021
stating that “Upon examining the DEPs, it is observed that there is scope for
improving these DEPs w.r.t. thematic areas, action points and corresponding
agencies and time lines.” Hence in view of the same, the concerned departments
and the DMs may be directed to implement the DEP in time bound manner. In
this regard, while the action points identified in DEPs may be implemented, the
DEPs may be improved further to cover all thematic areas. CPCB also enclosed
an indicative template to improve the DEPs for ready reference.

Further to comply the above directions issued by Hon’ble NGT and
CPCB, Member Secretary, M.P. Pollution Control Board issued letters to all the
district Collectors of the state vide letter no. 109 dated 06.07.2021 to revised
the DEPs as per directives of Hon’ble NGT and CPCB. Thus the DEP of district
Singrauli is submitted as here in below as per guidelines received from CPCB.
It is pertinent to mention here that as per order issued by Hon’ble NGT,
Collector Singrauli constituted District Committee comprising of following
members to evolve and execute District Environmental Plan vide letter no.7790
dated 25.11.2019.

1.0 District Profile:

Singrauli District :
Singrauli an important town in Singrauli district is famously known for its Coal

mining and power plants. The location coordinates of Singrauli is 24.1992〫 North, to

82.6645〫 East longitude. While the city is spread over an area of 2,200 sq km , the

district of Singrauli covers an area of 5,672 sq km. Singrauli, also known as India
Energy Capital is one of the most important districts in Madhya Pradesh. It covers a
region comprising of the eastern part of Sidhi district in Madhya Pradesh and the
adjoining region in southern part of Sonbhadra District in Uttar Pradesh. Due to its
immense natural potential and huge reserves of coal, it is also known as ‘Urjanchal’ –

the land of energy. Singrauli is the 50th district in the state of Madhya Pradesh,which
covers a region comprising of the eastern part of the Sidhi District in Madhya Pradesh
and the adjoining region in Sonbhadra District in Uttar Pradesh. Historically Singrauli
belonged to the princely state of Rewa, a part of the Baghelkhand Region. Singrauli
has a history spanning from the emergence of pre-historic man to the present age of
industrialization. Total 3 Vidhan Shabha of Singrauli is ( Chitrangi , Singrauli ,
Deosar).

About Singrauli City:


Singrauli and its adjoining coal producing areas are considered to be South
Asia’s largest industrial units. This busting city has some of the oldest thermal power
stations and operational coal mines run by the state owned NTPC and Northern Coal
Fields Ltd. The total installed capacity of these thermal stations amounts to 10% of the
total installed capacity of India. The important change in the last decade has been the
arrival of private sector players to tap the coal reserves.

a. District Administrative Set-up:-

The district Singrauli is divided in to 05 Tehsils namely Deosar, Chitrangi


Singrauli, Mada, Sarai. The district has 03 Development blocks namely Deosar,
Waidhan & Chitrangi. The district is headed by District Magistrate and the S.D.M. are
posted at Block level. Also in Panchayati Raj structure, the CEO Jila Panchayat is
posted at district level.

b. Local Institutions:-
As stated here in above, there are 05 Tehsils in district Singrauli. The Tehsildar
are posted in each of the tehsil as Revenue officers. The Janpad Panchayat office is
setup at tehsil level and the offices are headed by CEO Janpad Panchayat. There are
316 Gram Panchayats in District Singrauli. The offices are headed by respective
Sarpanch & Panchayat Sachiv.
c. Natural Resources:
Water bodies-

The son is the major river which traverses the region. The other rivers which
are present here are Rihand river, Gopad, Myar, Khachan, Chalki, Kanjas, Silhor,
Bijul, Juri etc.

Availability of water resources –

Singrauli is bestowed with numerous rivers which traverse the region,


the most important of which is river Rihand. Rihand or Rhed as it is known locally,
rises from the Matringa hills and flows north into Uttar Pradesh via Singrauli and
finally joins the Son. The Rihand dam constructed in 1962 was one of independent
India’s architectural achievements for hydro power generation. Total area of the dam
456 sq. kilometer, out of which about 30% submerge area in M.P. and remain 70%
area in U.P. water storage capacity of dam is about 78127 millon metre cube (mm3)
and maximum water level is about 268 M. Rihand Dam is major source of water for
Thermal Power Plants located in region of M.P. and U.P. About 12000 MW power
generation is in only MP region.The other revivers in the region are Son, Khanchan,
Gopad, Mayar, Rihand, Bijul, etc.

Forest coverage-

Singrauli was initially a densely forested area before the coming of the
mining industry. It had one of the most luxurious forest covers in the country of the
dry deciduous variety. Forests have now given way for development but even today
about 11841 hectares of the land in the region is under forest cover. The forests are a

source of trees like Sagaun, Mahua, Chironji, tendu etc which provides a source of
live hood to the local tribes which inhabit the region.

f. Climate

Singrauli lies in the warm tropical monsoonal belt of India and experiences hot
summers and chilly winters. The mean maximum temperature ranges between 21.60 C
in January and 45.30 C May and a mean minimum temperature of 5.40 C in January
and 31.90 C in June. The average rain fall recorded in the region is about 1100 mm
most of which is received during July to September. It experiences warm humid

summers with a summer high of 42〫 C and the winters are dry and chilly with

temperatures dropping to about 7〫C.

2.0 Indicative Gap Analysis and Action Plans for Complying with Waste
Management Rules

Preamble : Solid Waste Management Plan :

The Ministry of Environment, Forest and Climate Change, Government


of India has notified the Solid Waste Management Rules, 2016. As per the Rules, the
role of local body has been specified in Rule no 15 and as per Rule no 16, M.P.
Pollution Control Board shall enforce these Rules through local bodies.

With respect to effective implementation of Solid Waste Management Rules, 2016,
Hon’ble NGT had laid down several orders, of which, Hon’ble National Green
Tribunal, Principal Bench on 22nd December 2016 has passed judgment in Original
Application No. 199 of 2014 filed by Mrs. Almitra Patel with regard to Solid Waste
Management.
Further, for effective implementation of the said Rules, the Hon’ble
NGT in its orders dated 31.08.2018 had constituted Apex Committee,
Regional Committee and State Committee. Also, as per Hon‟ble NGT order dated:
16.01.2019 in O.A. No. 606/2018, State Level Monitoring Committee (SLMC) in
Madhya Pradesh has been constituted under the retired Justice.

(i) Solid Wastes Management in Singrauli District:

In Singrauli District, there are 01 Municipal Corporation. The total


quantity of Solid Waste Generation is around 70 tons / day. Municipal Corporation
has taken various required measures for collection, transportation, treatment &
disposal of Municipal Solid waste & Construction & Demolition wastes however the
work done so for is not found to be adequate so as to comply the provisions of Solid
Waste Management rules 2016. Municipalities of the district have started 100% door
to door collection but the segregation of solid waste, processing of wet waste, disposal
of dry waste & construction of scientific sanitary landfill is yet to be done. Annexure -

(ii) Plastic Waste Management

The Govt. of India has notified Plastic Waste Management Rules 2016.
These rules are applicable in State of Madhya Pradesh also. In order to prevent the
pollution problems caused by Polythene Carry bags, Department of Environment,
Govt. of MP has imposed complete ban on manufacturing, storage, transportation,
sell, purchase and use of all type of polythene carry bags vide order no. F5-2/2015/18-
5 dated 24.05.2017. All the local bodies and District Administration have been asked
to carryout inspections and impose penalties on violators along with seizers. Also in
District Environment Plan - Singrauli (M.P.) Year 2021 8|P a ge
order to comply the provisions of the rule and to give thrust on Plastic Waste
minimization, source segregation, recycling, involving waste pickers, recyclers and
waste processors in collection of plastic waste fraction either from households or any
other source of its generation or intermediate material recovery facility and adopt
polluters pay principle for the sustainability of the Plastic Waste Management is to be
practiced.

All the local bodies are directed to ensure that the recyclable Plastic Waste are sold to
the recyclers, low value plastic are utilized for road laying, the non-recyclable Plastic
Waste to co-incineration in Cement Plant and the remaining inert to landfill site for
disposal. Awareness program to reduce plastic usage are conducted regularly. The
details regarding action areas, Data requirement, Measurable outcome, the details of
proposed interventions & stakeholders are given for ULB as mentioned in various
Annexure mentioned-1.

(iii) C&D Waste Management

The Govt. of India has notified C&D Waste Management Rules 2016. These
rules are applicable in State of Madhya Pradesh also. In Singrauli district the
generation of C&D waste is mostly found in city Singrauli. So far none of the local
body of the area has taken adequate steps for collection, transportation, treatment &
disposal of Construction & Demolition wastes. Except, Singrauli city, other local
bodies the C & D waste generation is very minimum and they are advised to ensure
that the C&D waste are disposed in suitable abandoned quarries without affecting the
nearby Environment.

The details regarding action areas, Data requirement, Measurable outcome, the
details of proposed interventions & stakeholders are given for each ULBs as
mentioned in various Annexure mentioned-1

(iv) Bio-medical Waste Management

In Singrauli District 34 Government Hospitals, 01 Veterinary Hospitals


and about 20 Private Hospitals/Health Care Facilities are functioning.

All the Private Health Care facilities have made agreement with
Common Bio Medical Waste Facility owned by M/s. Indo Water Management &
Pollution Control Corporation Pvt. Ltd., located at C-32 2nd floor Prijat Complex
,Bittan Market ,E-5 Arera Colony Bhopal. All the major Govt. Hospitals are also
sending their waste to Satna district incinerator. All the Govt. Primary Health Centers
and Veterinary Hospitals are persuaded to send their waste to CBWTF Satna. The
details of Singrauli district related to action areas, measurable outcome and proposed
action required to be taken along with stakeholder are given in Annexure-2

(v) Hazardous Waste Management

There are 30 industries/units which have obtained authorization from MPPCB


in Singrauli District. Industries have obtained authorization for 65863.52 MT. The
hazardous waste which is landfill able is sent to M/s. M.P. Waste Management Co.
Ltd., at Pithampur for secured landfill And Industrial HW is sent to authorize
recyclers. The details as required in Model format of CPCB are enclosed as
Annexure-3.

(iii) E-Waste Management

The Govt. of India has notified E-Waste Management Rules 2016.


These rules are applicable in State of Madhya Pradesh also. There is no recycler &
dismantlers authorized by M.P. Pollution Control Board for E-Waste Management in
this district. The E-Waste of the area is channelized to authorized recyclers at Indore.
The details of E-Waste for Singrauli district with respect to action areas, measurable
outcome and proposed action required to be taken along with stakeholder are given in
Annexure-4.

1. Water Quality Management Plan

The Hon’ble NGT in its order directed the States to review the existing
framework of restoration of all the water bodies by preparing an appropriate action
plan as per the guidelines prescribed the CPCB.
Water quality of rivers and lakes in Madhya Pradesh is monitored regularly on
monthly basis by Madhya Pradesh Pollution Control Board under GEMS and
MINARS programme and the reports are submitted to the Central Pollution Control
Board. Based on the consolidated reports of GEMS and MINARS programme the
Central Pollution Control Board has identified 351 river stretches as polluted river
stretches in the country for not meeting the prescribed water quality standards. None
of the stretch of the river is found to be polluted in the area. River Son, Gopad ,
Rihand water quality is found to be in category-A in various locations being
monitored by MPPCB. In present District Environment Plan all the water bodies
(Lakes, Tanks, Ponds, Ground Water) in District Singrauli have been considered along
with above polluted stretch. The rivers flowing in the district along with their length
have been identified. Also the tanks, ponds along with their submerged area have been
provided by WRD. The details of Water bodies of Singrauli district and the action
areas, measurable outcome and proposed action required to be taken along with
stakeholder are given in Annexure-5.

2. Domestic Sewage Management Plan

CPCB and MPPCB have periodically issued directions to the urban/


local bodies to set up Sewage Treatment Plants (STPs) of adequate capacity including
provision for sewerage system to cover the entire local/urban areas and the treated
effluent to comply with the Standards in order to prevent deterioration of surface, sub-
surface waters.
There is no sewage treatment plant installed by any of the local bodies.
The Singrauli has been directed to install sewerage network along with appropriate
STP. As per proforma provided by CPCB the information about sewage generation,

treatment, sewerage network etc. has been collected for Class-II, Class-I and above
towns. The details of action areas, measurable outcome and proposed action required
to be taken along with stakeholder are given in Annexure-6.

3. Industrial Waste Water Management Plan

Singrauli district is industrialized. A very huge industries like (NTPC,


Sashan Power, Hindalco etc.) are working in industrial area Singrauli. The area is
known for The Capital Of Power. The oldest thermal power stations and operational
coal mines in the country. Apart from this there are also other industrial units like
aluminum smelting plant, coal mines, coal-fired power plants, railroad lines and other
related infrastructure. All the industries having ETP / STP in their own plant / colony
areas.
All the Air/Water polluting industries of the area are having adequate pollution control
arrangements and complying provisions of Air/ Water Acts. The details of Action
areas related to industrial areas, Water polluting industries, Air polluting industries,
measurable outcomes, proposed interventions etc. are given in Annexure-7.
4. Air Quality Management Plan
The major source of air pollution in Singrauli is vehicular emission,
construction activities, industrial emission etc. M P Pollution Control Board is
regularly monitoring the Ambient Air Quality at Singrauli. As per proforma provided
by CPCB the information about Air Quality Management Plan has been collected for
district Singrauli The details of action areas, measurable outcome and proposed action
required to be taken along with stakeholder are given in Annexure-08.

5. Mining Activity Management Plan

District Singrauli have major mineral deposits. 10 no. of coal mining


activities are in operation out of 10 coal mines projects 08 projects are of Northern
Coal Fields Limited and remaining 02 no. projects are of private player as Reliance
and Jay Prakash Power Ventures Ltd. Coal production of Northern Coal Fields

Limited are 95.72 MTPA and remaining two projects of private player annual coal
productions are 22.8 MTPA. Other than coal mining activities Sand Mining (39),
Stone Bolder / Gitti (202), Muram (07), Clay (08) mining activities are also exists.
The details of mining activity, mining licenses issued along with action areas, details
of data requirements, measurable outcome etc provided by mining officer Singrauli.

6. Noise Pollution Management Plan-


Singrauli district there is 01 Municipal Corporation. The noise pollution
problem is observed only in Singrauli Municipal Corporation Area. The major source
of Noise pollution in Singrauli is Vehicular Traffic, Transport and Industries etc. MP
Pollution Control Board is randomly monitoring the Ambient Air Quality of Noise at
various locations of Singrauli. As per proforma provided by CPCB the information
about Noise Pollution Management Plan has been collected for district Singrauli. The
details of action areas, measurable outcome and proposed action required to be taken
along with stakeholder are given in Annexure-10.
