1.0 PURPOSE
The Port of Fujaraih, is currently preparing for the project of refurbishment of the bulk handling
terminal at the city of Dibba. The Project scope consist briefly of the supply and performance of a
handling system from the new platform that will be performed by others and existing jetty at the port
area, to a new stockyard.

The handling conveyor alignment runs from the port to the new stockyard area in a 4.4 Km
approximated total length. Within this length there is a 1.2 km tunnel stretch from the port to the city
suburbs. After the tunnel, the conveyor runs upon steel supports founded upon reinforced concrete
raft footings.

The purpose of this document is to specify the requirements for development of the topographical
survey of the complete project field and other related areas. This specification set forth the minimum
requirements that must be met by the “Electra Surveying Engineering” during execution of the
topographical survey on shore in the areas specified for this project.

The survey shall be carried out in order to establish elevations and coordinates of all natural and
manmade features within the project area. Due to the large extension of land covered by this Project,
the work will be focused on two areas.

Two different optimal options will be carried out along the handling conveyor alignment, adapting the
type of survey to the type of orography present throughout the area of study, using the combination
of two methodology: Traditional GPS Survey and new data acquisition with UAV- Drone Survey.

For this matter TYPSA appointed Electra Surveying Engineering on behave of PHB, to perform
Topographical mapping using GPS GNSS System and UAV photogrammetry for the requested area
as detailed in this Method Statement.

The deliverables of this SOW are not just a mapping of the area but also full understanding of the
present capability and future capacity of the site so the most unique design can occur in near future.
All work will be performed and presented in accordance with the approved standards to ensure that
collected data has certainty in delivery quality and procedure.

Electra Surveyors in making Topographical mapping will use accepted terrestrial GPS Surveying
and UAV System (Photogrammetry Method) with mm accuracy to collect the most accurate data.

The latest edition of the following codes and standards shall establish the minimum standards for the
work
• “Geometric Geodetic Accuracy Standards and Specifications for using GPS Relative
Positioning Techniques”, Federal Geodetic Control Committee Version 5.0: May 11, 1988
• Coordinates will be based on WGS84 UTM Zone40 Coordinate System
• Elevations will be based on Dibba Municipality Datum

The proposed marine site is in port of Dibba and land site is outside of Diba
city in mountain area. Both situated approximately 147 km NE of Dubai and 40km N of Fujairah,
United Arab Emirates (UAE).

2.0 SCOPE
The scope of work for this project is to perform topographic survey using the combination of GPS &
Drone under observance of all local laws and regulations.

Scope of work will include the performance of the following:

• Reconnaissance Survey, Data Collection and Verification

A site visits even before starting with the survey work will be carried out to identify existing municipality
control points, Electra will conduct a verification survey of the existing benchmarks to confirm if
suitable for use, Static or RTK survey will be used for the verification procedure.

• Topographical survey

Data will be collected to provide a comprehensive digital map, containing the minimum requirements
mentioned in the scope of work according to the technical specification provided by PHB.

• Terrestrial Topographic Survey (GPS GNSS Survey)

This survey will be conducted in stages as follows:


a) Marking the limit and recording by RTK GPS
b) Topographic survey by RTK GPS including Reflectorless Total Station

The area for GPS GNSS Survey will be 1.5km in length with 40m wide (20m each side) or total area
of 7.6 ha. This area could be modified according to the real situation on site, if necessary or by client
request.

• Establishment of “GCP” - Ground Control Points

More than Fifteen (15) numbers of Ground Control Points will be established and placed strategically
throughout the project area for the Aerial Drone Survey. The GCP will be place on the ground and
painted using a visible color.

RTK GPS will be used to measure the values of the GCP and a center mark will be placed to helps
eliminate any confusion.

• Aerial Drone Survey- UAV photogrammetry

The area UAV- Drone Survey will be 2.5 km in length with 100m wide (50m each side) or total area
of 25.0 ha. This area could be modified according to the real situation on site, if necessary or by client
request.

• Processing and extraction of data

The survey data will be processed in Electra Office as follows in order to derive the final required
submissions:

• Data processing: Data will be downloaded and processed daily in order to ensure the quality
and validity.

• GPS data: All GPS data will be downloaded and processed on a daily basis using Leica
Geo Office (LGO) software. All GPS vectors will be imported into LGO and the final positions
determined by a least square’s adjustment.

All above ground features will be extracted from the point clouds. A DTM will be generated from
the point cloud which then derived contours and annotated spot heights.

• Final deliverables (CAD & Report)

All data will be compiled in one uniform data set and then imported into AutoCAD software or
Autodesk Civil 3D, where the final drawings will be produced.

• Results

The accuracy of the final CAD drawings will be checked by positioning certain features extracted
from the point cloud utilizing GPS equipment.

The GPS derived coordinates will be then checked against the coordinates derived from the
point cloud.

The final CAD drawings will be presented at scale 1:500 in AutoCAD Software v.2010.

4.0 RESPONSIBLITIES
It is responsibility of Electra supported with client documents to seek and obtain permission from
management authorities before entering any property to undertake survey work . Work may
include, but is not limited to, traversing, surveying and aerial photogrammetry.

Electra shall maintain a written report of all contacts. Details about each contact are to be
outlined in the Topographical Survey Metadata statement. Any queries made by individuals with
respect to the project are to be referred to Electra Project Manager.

Anyone carrying out operations on a mountain area or road/ internal road and open to any traffic,
has a duty of care under common law to take all reasonable measures to prevent accident or injury
to workers damage to assets owned by client & other utility providers and to maintain existing
environment.

All data capture and submitted information for Topographical Surveys must conform to Dibba
local authority and regulations.

5.4 ESTABLISHMENT OF TEMPORARY GROUND CONTROL POINTS – GCP

Upon location and elevation of existing Municipality Benchmarks is set, check and find suitable to
use, Electra will establish temporally ground control points around the survey area (tide to the
existing one) the location of the new benchmarks and the number will be based on the length as
described on below Picture No 6.

5.5 TOPOGRAPHICAL SURVEY USING TRIMBLE GPS/GNSS SYSTEM

GPS RTK Survey: Upon proper establishment and verification of network (polygonal network) RTK
surveying will start as per the specific requirements in the technical specification provided by PHB.

RTK is a relative positioning technique which measures the position of two GNSS antennas relative
to each other in real-time. One antenna is setup on a static point with fixed coordinates and is known
as the base station.

The RTK base station transmits its raw observations to the rover(s) in real-time the rover uses both
“rover and base” observations to compute its position relative to the base, following a proper field
procedures and basic steps will produce – generate valid resultant’s.

RTK survey can achieve relative positioning with centimetre (cm) precision when following a set
of best practices, there are several important factors that need to be accounted for doing an RTK
Surveys and they include: calibration, atmospheric errors, satellite geometry and validation.

Electra will use Trimble R8 s series GPS GNSS were: The accuracy of the Trimble instruments as
stated in the technical specification by the manufacturer is as follows:

5.6 TOPOGRAPHICAL SURVEY USING TOTAL STATION

Total Positioning Solutions." In general, there are aspects of any construction project: survey, layout,
design, execution, and inspection.

TPS systems can make sure the work we do, is precise and under our control, for this project “Electra
Surveying” also will use TPS Survey if in the given area has some obstruction causing multipath
errors and weak signals for GPS.

To ensure that the topographic survey is as accurate and precise as possible, TPS positioning
techniques will be used for surveying the corners of building or high trees if they are entering in out
limit for survey.

Topographic survey using Total Station will be executed from the existing and verified control points
in the area.

Electra will use Trimble S5 and Trimble M3 Robotic Total Station with 1” accuracy for easy
completion of site and office work.

5.7 UNMANNED AERIAL VEHICLE FOR TOPOGRAPHICAL SURVEY


UAV PHOTOGRAMETRY WITH LEICA AIBOT AX20 DRONE

UAV – Drone survey is used as complete solution for surveying engineering, heavy
construction including visual Inspection work. For this project Drone Survey will be use for
the mountainous area where GPS method will be less productive. The photogrammetry
technique which Electra is using is obtaining 3-5 cm accuracy which meets the standard
requirements.

Before any drone services start on site, Electra will obtain “No Objection Certificate” for Aerial
Works using RPAS.

This “No Objection Certificate”, for all Aerial Works in UAE using RPAS/UAV/DRONES is
mandatory for all companies who wish to conduct Aerial Works and shall obtain a “No
Objection Certificate” (NOC) from General Civil Aviation Authority and Ministry of Defence.

Requested documents for obtaining No Objection Certificate (NOC) from General Civil
Aviation Authority and Ministry of Defence is NOC letter from client and Project Owner to
Electra.

Appropriate mission planning will ensure the highest possible accuracies of surveyed data the
following factors will be taken into account when deciding on the best time to conduct the survey.

The process is detailed below:

Note: It is important to highlighted that after the data acquisition, all raw files will be taken by
the Ministry of Defence Officer, (who will be present on site during the capture) MOD will
preview the data internally in their office and after 7 days they will call us to collect where
official data processing can start.

• ZEISS Ventum lens has excellent image quality: sharpness of the images and give better results.

• In poor lighting conditions (flat lighting due to overcast clouds, low shutter speed, higher ISO),
the 28mm gets blurrier, whereas the Ventum is still very good.

Survey procedures and equipment used must relate to the attainment of the spatial tolerance
nominated for each data quality class.

Survey checks should identify the following types of errors:

• Systematic errors.
• Instrument errors or equipment calibration.
• Errors in information such as control marks, or design information.
• Human error.

Preferably the checks should be independent of the surveying process being checked. Redoing
the same survey process as a check is discouraged and should only be used as a last resort (too
often the same mistake is made again).

Examples of independent checks include:

• Closed traverse loops;


• Checking distances between points radiated;
• Check shots to survey control marks in electronic tachometry surveys;
• Checking distances to other features whose position has been verified;

The objective is to assure that the survey is correct when completed. In this regard an honest
effort must be made to identify parts of the survey process that could produce errors and make
every effort to assure against this happening.

5.9 VERIFYING SERVICES ON SITE

A site visit is necessary to identify any assets not identified in preliminary data searches and if
required survey the assets to improve data accuracy.

5.10 PERSONNEL

All personnel who will attend site must hold a Safety Awareness. All Survey work must be undertaken
by Survey professional with a relevant Bachelor Degree or Diploma of Surveying, adopting survey
methods which meet the required accuracies.

The lead location technician must be a suitably trained professional with minimum 2 y e a r s
‘experience in the requested field.

Location personnel must be prepared to overtake mounting areas drone survey with safety all around.

data integrity, same calibration certificate will be sent to client for his kind preview and approval.

5.12 IDENTIFYING FEATURES

Services located are to be marked on site with paint – colours that match the site sketch and any
files lodged in the final submission.

5.13 STANDARD COLOR

The following colours should be used in the field and also on location plans:

▪ Cadastral boundaries–Black
▪ Text – Preferably black with a white halo otherwise Black or White
▪ Utilities related to water supply– Blue
▪ Utilities related to storm water- Green
▪ Utilities related to sewerage – Brown
▪ Utilities related to copper communications – White
▪ Utilities related to electricity – Red
▪ Reticulation and unknown services – Black

Other features – can be any colour as long as it is clearly indicated in the legend of the plot.

6.0 PROCESS DESCRIPTION


6.1 QUALITY ASSURANCE / QUALITY CONTROL

Electra strictly believes and follows the five basic steps to insure quality and outstanding client
service in surveying and mapping. These steps may be defined as:

Electra is committed to provide clients with the highest quality and standard of services. Thus, all
equipment used are calibrated and up to standards required by the project.

The GPS Equipment used provides accuracy of +/- 10mm for horizontal data and +/-20mm for
vertical.
TPS Equipment used provides accuracy of +/- 5mm for horizontal and +/-10mm for vertical.

The following considerations will be taken into account:

1. All the equipment’s to be used shall be checked for calibration.


2. Only well-adjusted and calibrated equipment’s shall be used for observations and Validity
of survey equipment calibrated will ensured prior to use
3. If required calibration shall be done and certificate shall be submitted to project consultant.
4. Internal checks will be carried out by the Surveyor in accordance with the manufacturer’s
manual and external checks by qualified companies.
5. Calibration schedule, certificates and records will be maintained and forwarded to the
QA/QC section for updating the project register
6. All equipment will be checked on a regular basis, by way of internal and external checks
7. Work shall be carried out as per specifications of the client
8. Survey work shall be carried out by competent surveyors and under the supervision of chief
surveyor.
9. Project manager shall brief the actual requirements of the project to the chief surveyor and
other surveyor in detail.
10. Survey record shall be maintained for each day progress done by surveyors.
11. Data downloading shall be done by experienced CAD Operator for processing.
12. Drawings so prepared shall be verified at site. Any data found missing shall be incorporated.
13. Horizontal and vertical control network shall be surveyed twice independently.
14. Accuracy of computed position of each horizontal control point used in compiling the map
shall be correct within the limits of second order.
15. Electra shall work in co-ordination and as per instructions of the consultant
16. Survey drawings and deliverables will be checked by chief surveyors and approved by
project manager after verification

6.2 HEALTH AND SAFETY

ELECTRA SURVEYING is committed to managing health and safety effectively to protect our
employees and other persons with whom we interact because we recognize that we have not only
a moral and legal duty but also that our employees are our greatest asset.

Our Health and Safety Policy Statement sets out our commitment and the objectives we aspire to in
managing health and safety. It is signed by the most senior person in our organization to demonstrate
that our commitment is led from the top.

Our approach to managing health and safety will be pragmatic and proportionate and will be
prioritized according to risk with the objective of maintaining continuous improvement. We accept
that we cannot eliminate risk from everything we do but we can manage risk in such a way that
exposure to hazards is controlled as far as is reasonably practical.

Our success in managing health and safety will be measurable and we look to establish performance
standards against which we can monitor our progress to identify future actions to go into our
improvement programme.

The Management Team have the ultimate responsibility for the health and safety of Electra
Surveying Engineering but discharges this responsibility through the individual managers,
supervisors and employees.

The Electra Surveying have nominated Mr. Engin Guzel, to have special responsibility for health
and safety. He will ensure that:

➢ All its decisions reflect its health and safety intentions
➢ Adequate resources are made available for the implementation of health and safety
➢ Promote the active participation of workers in improving health and safety performance

Access to Site and Safety

The following considerations will be taken into consideration related to the safety on the
works field:

• All survey equipment/devices shall be inspected and shall be intrinsically safe.


• All work will be carried out in a manner so no damage to existing facilities will occur.
• Approved emergency procedures by Electra shall be implemented
• Works should not be carried out if wind velocity is more than 17 knots.
• Any incident to be reported to Electra’s personnel in charge.
• All personnel should be aware of Marshal Point and Emergency Telephone/Mobile numbers
of Electra and the involved personnel in the project.

Protection to Personnel

• Toolbox talks shall be conducted and documented on a daily basis by the Electra’s personnel
in charge at site prior to execute the work.
• All personnel shall use PPE as required.

List of PPEs

• Safety helmets
• Safety shoes
• High visibility vests
• Protective eye wear (glasses), if necessary
• Safety Gloves
• Alcohol-based hand rub/sanitiser
• Face covering, if the social distance if not possible
• Any other PPE deemed appropriate and necessary

No additional PPE should be carried out because of the Covid 19 but to manage the risk through social
distancing where possible, hygiene and fixed teams or partnering.

Personnel not directly involved in physical work who are visiting the site must also wear all the
required PPE at all times when they are outside of their vehicle.

Vehicle Driving and Transport

• All drivers shall possess a valid driving license for the type of vehicle he is expected to drive
before deputing him to the job.

• Each vehicle shall have a designated driver available. It is the driver’s responsibility to identify
any damage/failure of the HSE equipment in the vehicle and to report it to the concerned
persons.

• Drivers and passengers shall wear seat belts and each vehicle will be equipped with safety
equipment (fire extinguisher, first aid kit, rollover bars, emergency water, etc.) and basic toolkit.

Training and education on Covid-19 to avoid the spread of the virus

• Circulating up-to-date information on good hygiene practices and provide any necessary
equipment to facilitate this, such as hand sanitizer’s

o Cover your mouth and nose with a tissue or your bent elbow/sleeve (not your hands) when you
cough or sneeze

o Put used tissues in the bin immediately

o Wash your hands thoroughly with soap and water for 20 seconds or use alcohol-based hand
rub/sanitizer before putting a face covering on, and after removing it, if this is needed.

o Avoid touching your eyes, nose or mouth without washing your hands first

o Practice social distancing, including (amongst other things)

o When wearing a face covering, avoid touching your face or face covering, as you could
contaminate them with germs from your hands.

o Change your face covering if it becomes damp or if you’ve touched it.

o Continue to wash your hands regularly.

o If the material is washable, wash in line with manufacturer’s instructions. If it’s not washable,
dispose of it carefully in your usual waste.

o Maintain at least 1-meter (3 feet) distance between yourself and people who are unwell

o Avoid shaking hands

First Aid

First aid will refer to the emergency care provided when a person is injured or ill until full medical
treatment is available. For minor conditions, first aid care is enough.

First Aid Boxes

First aid boxes will be provided within the workplace to ensure there are adequate supplies for the
nature of the hazards involved.

Portable First Aid Kits

Portable first aid kits will be available for staff members required to work away from the normal
workplace, where access to facilities may be restricted, such as work with potentially dangerous tools
and machinery away from base location.

6.2.2 RISK ASSESSMENT EVALUATION

Due to the COVID-19 pandemic, a special attention shall be put to combat heat stress during the
works.

The following considerations will be taken into account, as detailed in the risk Assessment:
• Leverage the Power of Choice
• Remain Vigilant about PPE
• Stay hydrated
• Take breaks and avoid overexertion
• Understand the elements, considering time of day when scheduling jobs

Risk assessment is a systematic examination of what within our business can cause harm to people
and it helps us determine whether we are doing enough or further actions are required to reduce the
likelihood of injury or ill health.

NOTE: We may be controlling risks in various ways, determining the effectiveness of those controls
is part of our risk assessment process.

7.0 ENVIRONMENT
Electra Surveying Engineering (ESE) provides a mechanism for environmental management
throughout all areas and departments. The environmental management system is designed to cover
environmental aspects which the facility can control and directly manage, and those it does not control
or directly manage but can be expected to have an influence.
Electra Surveying Engineering has established and will maintain a procedure for internal and external
communications regarding environmental aspects.

7.1 ENVIRONMENTAL ASPECTS AND IMPACTS

Electra Surveying Engineering (ESE) will provide the necessary resources to establish, implement,
maintain and continually improve an environmental management system committed to compliance
with applicable environmental laws, regulations, policies, procedures and other adopted
requirements. All Electra Surveying Engineering (ESE) executives, managers, supervisors and
employees are accountable and have a personal and corporate responsibility to ensure that this
commitment is incorporated into daily activities and functions.

We strive to improve our environmental performance by:

order to carry out the required works for the topographical survey.
• Gate passes (if any) along with the permission to enter and carry out the required survey
works, also will be arrange accordingly with client.
