 Expression of interest/ request for proposal for empanelment of
Sports Architects/Project Management Consultants for
sports infrastructure projects

The Sports Development Authority of Tamil Nadu (SDAT) is the official

sports organ of the Government of Tamil Nadu. Its role is to promote sports and
physical fitness throughout the State, utilizing resources drawn from
Government, Sports Associations, sports minded philanthropists, institutions and
anyone committed to sports and physical fitness.

2. In this endeavour, the Sports Development Authority of Tamil Nadu focuses

its attention on:

• Providing opportunities for talent identification.

• To Develop identified talent to excellence at State, National and

International levels

• Bringing in a competition culture throughout the State in order to promote

physical fitness, talent identification, competitiveness and brotherhood.

• Establishing sports infrastructure and encouraging the same in the private

arena to suit a wide range of requirements – from community level sports
meets to that of international competitions.

• To develop appropriate coaching methods through coaching clinics,

workshops, courses in India and abroad so as to ensure that correct
techniques are taught at the learning stage and appropriate techniques
towards international performances are in line with research based
advancements abroad.

3. Upcoming project opportunities:

• Upgrading and revamping of existing stadiums

• Construction of specialized stadiums

• Office buildings, hostel buildings

• Construction of new stadiums, mini stadiums and gymnasiums.

4. The empaneled Agencies will be utilized to design/ develop/

monitor/construction works of the above projects. The agencies will be selected
on a limited tender basis for such works in accordance with the Tamil Nadu
(Transparency of Tenders) Act and Rules 2018.

5. SDAT invites eligible firms for empanelment as Sports Architects/Project

Management Consultants for sports infrastructure projects of SDAT. Agencies
are requested to submit a non-binding Expression of Interest/proposal
indicating their capability of providing above services. The applications will be
scrutinized by an expert committee. The shortlisted Agencies may be called for a
presentation regarding their strengths and proposals before empanelment.

6. The empanelment is valid for two years or or till 31.07.2022, whichever is

earlier. SDAT at its discretion may categorise the firms as per their past
credentials and project execution capabilities. SDAT at is discretion reserves
right to offer any project assignment to any agency outside the empaneled list of
agencies also.

7. Eligibility Criteria

i. The bidder shall be a registered Company / LLP / Proprietary firm in

existence for atleast 5 financial years as on 31.03.2022.

ii. The firm should have at least five years of experience in architectural
designing and PMC of sports infrastructure or commercial infrastructure.

iii. The firm should have done architectural design work for atleast one
single commercial or a sports infrastructure project of total project cost
of more than Rs.3 Crores or two projects of Rs.1.8 crore each in any of
the last 5 years. (excluding land cost)

iv. The firm shall have employees with adequate knowledge of international
practices and guidelines (to be confirmed by the work done in executing
sports infrastructure works) and profile of architects and structural
engineer with the firm.

v. Average annual turnover in any three of the last five financial years
shall not be less than Rs.1.5 Cr. (Auditor certificate with copy of IT

 returns / Certified IT returns shall be submitted).
vi. The bidders should not be debarred/blacklisted by any
Govt/PSU/Autonomous body/any Registered body (Self undertaking to
be submitted.
vii. Bankers’ certificate for solvency shall be submitted.

8. Selection process for empanelment

Firms shortlisted on the basis of eligibility criteria will be evaluated as

per parameters given below. Only those firms who secure 70 marks out of 100
will qualify for empanelment:

9. Submission of bids

i. The bids shall be submitted either online or offline before the dates
mentioned in the notice.

ii. All the pages of the bid document should be signed with date and seal of the
organization should be put near the signature of the authorized signatory on
all pages.

iii. Agencies shall bear all cost associated with the preparation and submission
of their proposals. SDAT is not bound to accept any proposal, and reserves
the right to annul the selection process at any time, without thereby
incurring any liability in any form, to the agencies. If need arises, SDAT can
call for any additional information not specified above.

10. Evaluation of bids:

i. The bids duly submitted shall be evaluated by a Committee constituted for
this purpose by SDAT.

ii. The bids without any accompanying EMD shall be rejected without any
notice.

iii. If at any stage during the process, if it comes to the knowledge of SDAT
that the applicant firm has been debarred/blacklisted/ left any work
incomplete with any agency of GoI/GoTN/PSUs/local bodies/ Govt
universities or other Govt institutions, the bid shall be summarily rejected.

11. General terms & conditions: -

i. The empanelment shall be valid for 2 years from the date of issue of
order or till 31.07.2022, whichever is earlier.

ii. The agency shall be willing to deploy their teams to do PMC works

 anywhere in Tamil Nadu.

iii. Participation in this EOI does not guarantee any assignment of project
unless notified in writing through specific work orders.

iv. SDAT reserves the right of rejecting any offer without assigning
reasons.

v. Any offer received after due date may not be considered. There is no
business and guarantee/commitment to the empaneled
Consultant/Agency.

vi. All matters relating to this activity shall be governed by the laws of
Union of India. Courts at Chennai shall have the jurisdiction to decide
or adjudicate on any matter, which may arise at any stage of to this
process and empanelment.
