ON THE SCHOOL LEARNING ACTION CELL
S.Y. 2021 – 2022

Reorientation on “RA 4670: Magna Carta Law for Public School Teachers” and
“Grant of Service Credits to Teaching and Non-Teaching Personnel”
January 24, 2022

Denis Waitley, an American motivational speaker, writer and consultant said,”Never


become so much of an expert that you stop gaining expertise. View life as a continuous
learning experience.”

Though teachers are considered as providers of knowledge, we know that as


individuals we are not all-knowing. That is why, we have this pledge to seek life-long
learning and grab every opportunity that can contribute to our growth.

Thankfully, the Department of Education is considerate of the educators’ need for


professional development. Trainings and seminars that can aid teachers’ growth are
regularly provided by the sector ranging from international up to school-based scale. One
traditional practice of schools that bridges knowledge gaps and strengthens teachers’ skills
is the Learning Action Cell or LAC.

A Learning Action Cell (LAC) is defined as a group of teachers who engage in


collaborative learning sessions to solve shared challenges encountered in school. This is
often conducted to encourage critical reflection amongst teachers that can further increase
the understanding and knowledge of the curriculum and classroom practices.

In compliance to this, on January 24, 2022, at exactly 8AM, San Leonardo National
High School conducted a School Learning Action Cell session that provided a reorientation
on RA 4670, also known as the “Magna Carta Law for Public School Teachers” and the
“Grant of Service Credits to Teaching and Non-Teaching Personnel.” The activity is
conducted online, utilizing the Google Meet app.

The day started with a virtual Flag Raising Ceremony led by Ms. Katrina May F.
Nepomuceno, Teacher I and Grade 7-Love adviser. Below is the flow of the said activity:

Following this, is the conduct of the School Learning Action Cell. The program was
divided into four (4) parts; namely:
Part I: Opening Program;
Part II: Session Proper;
Part III: Open Forum / Focused Group Discussion;
Part IV: Closing Program.

Mr. Jhefferson Y. Roxas, the School


LAC Coordinator, formally began the event
by providing a brief rationale of the
activity. This was quickly followed by the
session proper; wherein Ms. Jonalyn C.
Seastres, the first speaker, concisely
discussed RA 4670 or the “Magna Carta
Law for Public School Teachers.”

After, an orientation on the“Grant


of Service Credits to Teaching and Non-
Teaching Personnel” was then given by the
2nd speaker, Mrs. Lolita P. Ramos, Teacher
III from SLNHS.

Open forums ensued after each discussion, and SLNHS teachers eagerly engaged in
giving their insights and answering the questions asked by the speakers.

Dr. Joselito S. Malamanig, the OIC-Principal, Assistant School Principal II of SLNHS,


also gave an additional orientation on the kinds of leaves that teachers may avail.

The last part of the program involved the awarding of Certificate of Recognition to
the speakers and the Certificate of Participation to the attendees.

This event was led by Mr. Jhefferson Y. Roxas and Mr. Jowel C. Padilla, the school
LAC coordinators, with the guidance of the school head, Dr. Malamanig.

For more details, attached herewith are the school memorandum, activity matrix,
schoolworking committee, and the program of the School Learning Action Cell.
