Mobility Strategy

LTE(L1800 & L2100 Priority 6, L2600 Priority 7) • We have five carriers on 3G.

deployment of second carrier on L2100 on-

UE limitations:
LTE(L1800 & L2100 Priority 6, L2600 Priority 7) • 3G mobiles can search maximum two addition
frequencies at a time in both idle and dedicated.

3G with priority 4 Neighbor definition scenario:


• Considering above limitation we can configure
neighbors of only two frequencies for efficient
U2100 – F1 search and reselection.
U900 – F0
• All sectors should be configured to search two
frequencies according to given figure. Priority is
given for co-located frequencies.
• U900 F0 is currently configured to search all
U2100 – F2 three U2100 frequencies and also F4 if available,
it is recommended to change according to
U900 – F4
shown scenario.
• If F4 is configured on site then we can skip
U2100 – F3 F2 definition.
• These settings can be controlled by SIB11IND
flag in per neighbor basis.

• UE can select a cell and access network if EcNO is above -18dB and RSCP is above -115dBm
• Intra-frequency search starts at EcNo below -8dBm.
• Inter-frequency search starts at EcNo below -10dBm. It is recommended to change this threshold for U900 to start search at EcNo below -2dBm. This way we can
push more users to U2100 which is supporting dual carrier HSDPA. U900 is mostly single carrier and dual band DC-HSDPA feature is not available in most of the
Ues. Thus our payload may increase.
• IdleQOffset2Sn is also tuned to push more users to U2100, but without starting search this setting is not very useful. Details of relation level parameters shown in
coming slides.

Overall Camping Strategy – DRD– Intra 3G
• DRD is active in the network right now within U2100 layers.
• DRD is not active from or towards U900.
• TH2RNCH1 has measurement based DRD on, which increases the PS call setup time significantly.
• Following are recommended settings for DRD.

It is highly recommended to enable location based multi-band

DRD feature in the RNCs. Currently this feature is not available
and needs to be purchased. Following are the advantages of this

feature:
• U900 to U2100 DRD can be done based on pathloss of
Blind DRD serving U900 cells. Thus ensuring successful DRD attempts
without degrading RAB SSR while also saving time by not
U900 – F0 & measuring target frequency.
U2100 – F2 • U2100 to U900 DRD can be done based on pathloss of
F4 serving U2100 cells. Thus only sending endge users to U900,
Blind DRD ensuring maximum users take advantage of DC-HSDPA
function on U2100.
• Disable measurement based DRD switch in RNC and cell level.
U2100 – F3 • Details of parameter settings and switches are given in below
table.

• UMTS to LTE Fast return is enabled on RNC Level.(It is recommended to add cell level control for
this feature. For eg A UE did CSFB to a 3G Cell & move away from LTE Coverage , in that case after
release the call UE will keep on searching the LTE service during this time UE cannot start a call or be
paged)

Overall Camping Strategy – 3G to LTE Redirection

Currently there is no feature of redirection from 3G to LTE is available for non-CSFB users. If a user in in PS mode or connected
mode it cannot be redirected to LTE until it finishes it’s session and move to idle mode. It is therefore strongly recommended to
purchase and install one of the following features to enhance user experience and LTE Traffic Share.
• Service Based PS Redirection to LTE. (Priority 1): This feature allow us to redirect all LTE capable mobiles to LTE in following
scenarios:
• Normal call release
• Iucs release
• Iupsrelease
• Best cell change
• RB Reconfiguration
• Low activity
• Periodic redirection.
• Coverage Based PS Redirection to LTE: This feature allow us to redirect to LTE in case of low coverage of 3G. Thresholds
defining low coverage for 3G can be tuned and we can set it aggressively to redirect more users.
• Load Based PS Redirection to LTE: This feature allow us to redirect to LTE in case of high load on 3G. Load thresholds can be
tuned to control.

• Current scenario has most of the network with single carrier, either L1800 or L2100.
• Recently second carrier is being integrated to have both L1800 and L2100 layers.
• In dual carrier sites we have 15Mhz on L2100 and 10MHz on L1800.
• This presentation discuss how inter-frequency traffic is balanced and HO threshold to 3G are configured.

Overall Camping Strategy – Intra LTE Idle
• Both layers has same priority.
• Both layers can be access if RSRP is better -120dBm and RSRQ is better than -18dB
• It is recommended to remove RSRQ threshold and use only RSRP for cell access
• L1800 is 10MHz while L2100 is 15MHz
• Below figure shows the strategy to push more users on L2100 and keep relatively lower users on L1800 in idle mode.
• Mainly search threshold is currently more relax on L1800, it is recommended to make qOffsetFreq as highlighted to take
more advantage from higher BW on L2100. • L1800 starts search when it’s level drops below -100dB and reselects to
L2100 if L2100 level is 3dB better than L1800.

Qhyst = 3dB as L1800.

• MLB based on both PRB and user number should be enabled.
• Trigger conditions for L1800 are more relax compare to L2100 to push users to L2100
