Problem intend to study /Objective of study :-
The objective of the study is to identify the challenges in public procurement and
suggestive measures to be taken for streamlining the system : - A government
entity which is also known as government-owned enterprise or government-owned
corporation or statutory corporation or government-owned-company or nationalised
company in India is a Statutory Corporation, companies and other bodies in which
Government of India has a Financial or Controlling Interest or is established by
the government 
India's public procurement market is estimated to be between 20 and 22 per cent of the
GDP, or about $500 billion annually. Therefore, it is utmost important to have an eye on
Procedure and rules to be followed for procurement.
Public procurement covers Public sector enterprises (PSUs), Autonomous bodies,
Statutory bodies, Promotion councils, Boards, Agencies and offices under various
ministries. These all govt bodies procurement activities come under public procurement.
PSUs which comes under Maharatnas, Navratnas and Miniratnas like BHEL, SAIL, BPCL,
Coal India, GAIL, NTPC, RNIL, REC are self-sufficient in their procurement through their
profits. While procurement in govt. institutions are different from PSU ‘s and Private
sectors public limited companies and have less frequency.

However, in general the following lacking have been observed during initial studies in
procurement of govt. institutions: -

 The absence of a comprehensive procurement Act for central funded govt.


institutions.
 Lack of standard bid documents
 Delays in activities in procurement cycle
 Presence of anti-competitive elements
 Low participation of the domestic MSEs
 Absence of an independent grievance redressal mechanism etc.
 Auditors failure in finding and suggesting loopholes in the systems.

I am going to put insight on procurement of centrally funded technical institutes, which


are hereunder :-

Location for study : Raipur (Chhattisgarh), where following major govt. funded institutes
are located and being major contributors of economic development of Cental India.

Scope.: (Scope should indicate the broad area taken up for study investigation and
indicate limits within which the study is being conducted. (e.g. the time period,
geographical area, departments of an organization etc.).

We will analysis the following broad parameters in the Centrally funded technical
institutions, which will give us crux of our study to reach the conclusions.

portal (CPPP) in institutions.
6) Roll of GFR-2017 (General financial rules) for procurement in institutions.
7) Import -Export of goods and services (Incoterm-2020)
8) Importance of Make in India initiative for public procurement.
9) Exemptions by Govt in public procurement
10) Vendor selection process and their evaluation
11) Inventory management in Centrally funded govt. Institutions.

Limit for the research Project :- Although research is being done for the centrally funded
technical institutes in Raipur area, we will have a limited contacts over other institutes
and we can have overview of the procedures and problems in a limited manner. Our focal
point for study will be IITBhilai.

Time Period for study : Data of last Financial year (FY 21-22) & 1 st & 2nd Quarters of
(FY 22-23). Existing state of affairs of the organization will be considered for the study.

Geographical area : - A project report will be prepared in capital city of Raipur. IIT Bhilai is
operated in transit campus of Govt Engineering college ,Raipur. Where the data will be
collected . Data from other CFTI’s will be collected based on telephonic discussions and
general assumption for the institutes.

Departments of the Organizations:- We will do a qualitative analysis for the stores &
purchase department and feedback from the departments of Physics, chemistry,
Mechanical , EECS lab will be taken for the same.

Brief background ( About the organization where the study will be conducted)
1) Indian Institute of Technology (IIT) Bhilai was established in the state of Chhattisgarh
by Ministry of Human Resource and Development in the year 2016.
IIT Bhilai offers Bachelor of Technology (BTech), Master of Technology (MTech), Master of
Science (MSc) and Doctoral programs (PhD) in various departments.

IIT Bhilai is striving for research-driven undergraduate and postgraduate education. Our
objective is to create an education system with multifaceted outcomes including
research, entrepreneurship, technical leadership, and above all, responsible citizenship.

2) National Institute of Technology Raipur (Formerly Government Engineering College


Raipur) with sweet memory of foundation ceremony by our president Hon'ble Dr.
Rajendra Prasad on 14th September 1956 started with Metallurgical and Mining
Engineering .At present the institute offers graduate level courses in twelve disciplines. 11
Postgraduate (including M.C.A and M.Tech. in Applied Geology) and 18 Ph.D programs.
The institute offers facilities for Ph.D. and also under takes R & D activities, provides
testing, consultancy and other extension services

3) AIIMS Raipur : It is one of the Six AIIMS healthcare institutes being established by the
Ministry of Health & Family Welfare, Government of India under the Pradhan Mantri
Swasthya Suraksha Yojna (PMSSY). With the aim of correcting regional imbalances in
quality tertiary level healthcare in the country, and attaining self sufficiency in graduate
and postgraduate medical education. It has got 49th place in NIRF ranking and 5th place in
All India rankings of AIIMS.

4) The Indian Institute of Management Raipur (IIM Raipur, IIM-RR) It is the tenth Indian


Institute of Management (IIM) established by the Government of India established in
2010. It offers the following full-time and part-time academic programmes i.e Post-
Graduate Programme in Management, Executive Post-Graduate Programme in
Management, Fellow Programme in Management The Post Graduate Programme in
Management for Working Executive to prepare efficient workforce to modern MNC &
Business. It has ranked 15 by the National Institutional Ranking Framework (NIRF)
management ranking in 2021.

Methodology:-
Qualitative research method is being used for this Project report. Departmental work
procedures will be observed under guide and all the data from the Govt offices will be
collected as per govt norms.
Based on collected data existing challenges in the department/ Central funded Govt.
institutions will be identified.
The following methods will be used for qualitative study for the research project ,during
detail study in nearby institutes procurement team ie. IIT Bhilai, NIT Raipur, AIIMS Raipur
& IIM Raipur : -
1) Open ended question will be asked for knowing the common difficulties which
is being faced by the Procurement team.

2) Survey & Questionnaires will be prepared for knowing expectations of


customers of the procurement dept ie. Various departments in the institutes,
who directly deals with procurement team of the institutes.
Conclusions /Recommendations: -
In order to realize the desired outcomes from the budgetary outlays in India, an efficient
and effective public procurement is essential ,where strong and consistent
implementation of the prescribed rules and regulations is equally critical. Therefore, it is
extremely important to deal with issues arising out of procurements.
It is imperative to know that procurement in govt. institutions are 180 degree apart, than
the private institutions. The govt institutes uses public money to incur expenses and
therefore the the competitive bidding is must for public procurement.
There should not be any favour against bidders & No government official should be
involved directly or indirectly in the offering of goods and services .Collusions / cartel of
Bidders should be identified. Technology needs to be more leveraged for procurement of
public goods.
We are in study of the details for the particulars for the govt. institutions through
qualitative analysis. Once the research project will be completed a firm conclusion will be
presented.
