1. Purpose
The purpose of this Method Statement is to establish a safe consistent work procedure, to
be applied during pulling and testing of OPGW & UGNMFOC and to ensure activities
conform to relevant project specifications/standards, and safety procedures in HV/EHV Over
Head Transmission Lines (OHTLs).
2. Scope of work
This Method Statement covers Safe Steps & Description of work for installation,
pulling and testing of fibre optic cable (UGNFOC & OPGW), it also includes
installation of Joint Boxes, OFMR and FSTP covered by NG contract No.
4400013032 / BI No. 10-243
3. Responsibilities
Construction Manager:
Implementation and compliance to this method statement SEC/NG HSE
requirements and amicably arrange all required resources (i.e., manpower,
equipment & tools and materials).
Ensuring all works are performed on a safe and timely manner and in compliance
with the approved procedure (MOS).
Permit Receiver:
To secure work permit, ensure safety documents available at site and to implement
that activities, manpower, equipment and tools as per signed safely documents.
Safety Officer(s):
Checking and identifying any unsafe conditions in construction area prior to start of
work, ensure that works are carried out in accordance with this MOS and to ensure
that tailboard meeting is conducted before start of the activity.

5. SEQUENCE OF ACTIVITIES
The UGNMFOC shall be installed inside the rigid sub-ducts in dedicated duct
banks and routed from the Gantry joint boxes up to the OFMR inside SEC
room in accordance with the SEC standard TCS-T-111.08. The UGNMFOC
shall be coiled (minimum of 15 meters) at Gantry and inside the SEC Room.
Pulling of UGNMFOC
The cut desired fiber optic cable length should be arranged before
pulling.
U GOSP 10, at pull box attached the pulling rope to fiber optic cable and
pulled the rope at the gantry side, at the other end of fiber optic
cable attach the pull rope and then pull the rope at the sec /
communication room area.
Pull the cable slowly and maintain communication during pulling.
Upon optic cable reaching gantry and sec room, pull extra 25 meters.
Under the floor at sec room, place FOC inside PVC flexible pipe up to
FSTP.
At gantry area place UGNMFOC inside liquid tight flexible conduit.
6. TEST TO BE PERFORMED
CONTINUITY TEST
The continuity test is carried out to check for any damage and to
confirm the length of cables, as per packing list.
Continuity of all fibers shall be checked by means of an OTDR.
ATTENUATION TEST
This test is performed to confirm that the attenuation values of the
fibers are within the specification requirement. The attenuation value
shall be measured by means by OTDR after the continuity test. The
specification requirement of attenuation limits are as given below :
Splice loss test is required to be carried out to ensure that the loss at
the splice locations are within the specification requirement. Splice loss
test can be done in two methods.
METHOD 1
Perform the testing when the splicing work is being carried out by
looping of Fibers at one end and monitoring by OTDR from the other
ends, as shown below.
METHOD 2
Perform the test after splicing of fiber at all the joint Boxes in one section by
using OTDR from both sides. If any of the fibers splice loss is more than the
specified value, then carryout the re-splicing work, until the splice loss is
within the specified value. Report to SEC representative if splice loss does not
reach specified value.
Splice loss test shall be carried on Bi-directional basis and the average actual
splice loss shall be less than the specification requirement of 0.05dB/splice.
End to End test shall be carried out after completion of all works and prior to
connecting to Terminal equipment. End to end test shall be carried out by
both OTDR and power meter/light source from both ends, CD & PMD.

Splicing: splice loss via OTDR Test at 1310nm and 1550nm = 0.05db
The test data sheet as per shall be properly documented and customer
acceptance signature to be obtained at all stages of construction/Testing
work. Final documents shall be submitted to the Customer after completion
of all works as per contractual terms and conditions
7. RISK RATING
As the activities carried out above ground with through and strict
supervision, competent work force provided the risk rating is Low.
8. SAFETY REQUIREMENTS.
Ensure work permit from concerned Saudi Aramco issuer and SEC
permit.
Encroachment permit should be available at site
Safety “Tool Box Talk” meetings shall be conducted by Site Supervisor
with participation of field Safety Officer on site to discuss the hazard
risk and control measures based on the activities to be done.
Documents such as work permit, MOS, JSA etc.. should be available at
site.
MCC ensure that all required and mandatory PPE’s are provided and
must be worn by all staff and site personnel.
Work Permit Receiver, Site Engineer, Site Supervisor ,Safety Personnel,
Fire Watchman,Flagman & Stand by man shall be deployed full time
at the work site.
Availability of fire extinguisher and first aid kit in workplace at all times.
During unsafe circumtances such as bad weather condition and
damaged tools safety officer shall suspend the work.
Only Certified splicer shall be assigned in splicing activities.
Any incident or accident should be reported to project management.
Safety personnel and site engineer must ensure that all workers
understand the hazard and danger of the activity.
