While the CWTS focused on programs to enhance the living conditions of the people, the Literacy
Training Service has a more limited yet equally useful objective that is to “train students to become
teachers of literacy and numeracy skills to school children, out of school youth, and other
segments of society in need of their service”. LTS thus specializes in the education of the people,
strengthening the education sector to empower the people through education.
The Civic Welfare Training Service is geared towards activities that have social impact
through activities that could contribute to “health, education, environment,
entrepreneurship, safety, recreation and morals of the citizenry”, thus the CWTS
component of the NSTP stressed the importance of youth involvement in broad
programs or activities that will benefit the people. While the CWTS focused on
programs to enhance the living conditions of the people
These three NSTP components was implemented effective on the 1st Semester of
Academic Year 2002-2003, all freshmen male and female students in the tertiary
level are mandated to finish within one (1) year any one of the three (3) components
as a prerequisite for graduation from any baccalaureate degree course or from any
two (2) year technical/vocational course.
2. Who are the agencies that were given the authority to implement the ROTC
component? Discuss their individual roles.

Technical Education and skills Development Authority (TESDA),
Department of National Defense (DND)
Philippine Association of State Universities and Colleges (PASUC)
Coordinating Council of Private Education Associations (COCOPEA)
And other concerned government agencies may design and implement such other
program component as maybe necessary in consonance with the provisions of this
act.
--> Under the NSTP Program, both male and female college students, starting
School year (SY) 2002-2003, enrolled in any baccalaureate degree course or
technical vocational course in public or private educational institutions are
required to complete one of the NSTP components as requisite for graduation.
i. Students who have already taken NSTP from a prior degree completed;
ii. Transferees and shiftees who have completed NSTP prior to transferring or
shifting; and
iii. Foreign students or aliens
*This will teach students the knowledge, values and skills of nation-building, to
instill a sense of patriotism and nationalism in the students, and sustainable
social mobilization for youth development, community building and national
security.
* This is useful because students train to become well-disciplined and efficient. NSTP
courses are effective in teaching self-improvement, performance, and community
involvement.
3. As a youth in your community, what is your role in accordance with the NSTP
program implementation?
--> One way I can contribute to my community is by being a good role model. I
can set a good example for others by being kind, respectful, and responsible.
I can also help out my community by volunteering my time to different events
or causes. For example, helping out during the outreach programs - feeding
program, donating goods for those affected by calamities and etc. This will not
only help my community become a better place but also allowing myself to
learn humility, generosity, compassion and to care for others. I believe that
when others see these good deeds they will do the same.
