What happens after the paperwork is delivered to
City Hall?

The precinct’s paperwork is

delivered to the Receiving Board.

The Receiving Board is a team of

inspectors responsible for
preparing the paperwork for
delivery to the Board of
Canvassers. They confirm that
the containers are sealed
properly and that the paperwork
is complete and accurate.
The Receiving Board seals the paperwork in envelopes
to be delivered to the Board of Canvassers at
Oakland County.

The Board of Canvassers is responsible for canvassing the votes

cast and certifies the election for all jurisdictions in Oakland
County.

The Board of Canvassers informs the City Clerk of any

errors/omissions/discrepancies with the election paperwork, such
as missing signatures, numbers that do not balance, etc. The
City Clerk is responsible for resolving the issues or providing an
explanation. Any unresolved issues may cause the precinct to
be deemed not re-countable.
The Board of Canvassers forwards the final report of their
findings to the City Clerk.
Here are the most common items included in the
Canvass report:
 Chair/Co-Chair does not sign paper pollbook after giving oath to
inspectors, or additional oaths for part-time inspectors
 Applications to Vote not initialed by inspector
 Applications to Vote must be returned to City Hall in the orange

Processing Voters with Status Flag(s)
Some voters have status flags that need to be addressed before issuing a ballot.
Something happened in the registration process that needs follow-up. Examples:
A signature was not obtained, the voter missed checking an answer to the
citizenship question, an absentee ballot was issued, the clerk received reliable
information the voter may have moved.

A voter has a status flag if he or she has a red “?” next to his/her name.

Read the message in the Voter Status window at the bottom of the Voter Details
to determine the issue. If necessary, refer the voter to the Help Desk (Chairperson
or Co-Chair).

Absentee Ballot sent by clerk

This voter was sent an absentee ballot. The voter must surrender the absentee
ballot or complete the Affidavit of Lost or Destroyed Absentee Ballot after
approval from the Clerk. Process as a Regular ballot and allow voter to tabulate
ballot as usual. Place the AV ballot in the Local Clerk envelope or if voter does
not have the absentee ballot to surrender, have the voter complete the AV
Ballot Oath form (in red Procedures binder). Place AV Ballot Oath form in orange
bag to return to City Clerk.

This voter has been formally challenged and must complete the challenge
process before being issued a challenged ballot. Seek assistance from the
precinct chairperson to complete this process. The EPB processing is the same as
a regular voter except Challenged ballot is selected in the Issue a ballot box. A
CHAL will appear next to the voter’s name after processed.

Must show ID before voting (Federal Requirement)

This voter must show photo ID or a paycheck, government check, utility bill, bank
statement, or a government document which lists his or her name and address
(if no photo ID but provides one of the documents listed above, must sign the
Affidavit of Voter Not in Possession of Photo ID as well) prior to being issued a

to enable the option and the
cursor automatically moves to
the License field
 If the voter has a DL/PID,
swipe the DL/PID or scan the
barcode to add the ID
number and the Unlisted
Voter window will
automatically close. The ID
number can also be hand-
typed, then click OK.

After the voter is added, a ballot number must be assigned. Follow the
instructions provided on the receipt to select the correct ballot type button
(Regular or Challenged).

23 Updated 10/13/2022
If the receipt says that the ballot must be prepared as “challenged” perform the
following steps:
1. Write the ballot number in pencil on the upper left-hand corner of the
ballot, being sure to avoid any barcodes or timing marks (not on the ballot
stub).
2. Conceal this number with a small piece of white paper taped over the
number.
3. Use the Challenged ballot button to enter the voter’s ballot number into
the e-Pollbook. If your precinct has more than one ballot style, issue the
ballot style noted on the receipt.
4. The voter will then vote the ballot and place the ballot in the tabulator as
usual.

IMPORTANT NOTE: You must manually enter ballot numbers for unlisted voters,
and the next regular ballot issued (for that ballot style) will need to be adjusted;
it will not auto advance correctly.

Processing Other Voter Types

Process a Voter Challenged by a Challenger

If a voter is challenged by a Challenger, the voter must be issued a Challenged
ballot and that Challenged ballot must be recorded in the EPB. Please note, the
Challenge must be directed to the chairperson and all steps must be carried out
prior to issuing the challenged ballot. Follow the instructions below to issue a
challenged ballot in the EPB software.

To issue a Ballot to a Challenged Voter:

Pull the voter’s record up in the EPB software, lock it in if necessary and:
 Click Challenged ballot
 Verify the ballot number being issued is correct or enter the ballot number
and Click OK

IMPORTANT NOTE: The ballot number must be written on the physical ballot and
covered with a piece of paper or post-it tapes. In addition, full documentation
of the challenge must be recorded in the paper binder pollbook.

Record a Voter Assist Terminal (VAT) Ballot

When a voter requests to use the Voter Assist Terminal (VAT) to vote, issue a blank
ballot (with a numbered stub). Since they will make their selections using the VAT
which prints their votes on a blank ballot, they will not receive a regular ballot
with a traditional number sequence.

To record such ballots in the Electronic Pollbook, search for the voter in the EPB
as usual and select a ballot type to record. When assigning this voter’s ballot
number, indicate that it is a VAT Ballot by checking the VAT box. This action tells
the system to use the blank ballot numbering sequence when auto advancing.
If it is the first VAT ballot of the day, enter the first ballot number of the blank ballot
stock. VAT ballot numbers will advance automatically like other ballots do when
the Auto Advance option is enabled and after the first number is entered.

To record a VAT ballot:

 Click the button for the kind of ballot being assigned (Regular, Provisional…)
 Add a checkmark to the VAT box
 If this is the first VAT ballot of the day, enter the ballot number in, otherwise,
confirm the VAT ballot number matches the sequence and click OK.

Avoid or Correct Mistakes
If a voter is selected in error, simply click Unlock this voter without performing any
action to return to the main screen.

If an entry mistake occurs, whether the wrong ballot number or the wrong voter
was issued a ballot, using the Undo function will aid in correcting the mistake.

To correct a mistake:
1. Search for the voter, using
the DLN/Name search box
2. Select the voter
3. Click Lock this voter record
4. Click Undo
5. Click Yes

Notice the action you are undoing

is in brackets next to the Undo
button and in the confirmation
box. Use the Application(s) to
Vote to ensure you are making the
correction properly. The Undo
function should not be used to
attempt to fix major mistakes.
Call the City Clerk’s Office ASAP at
(248) 524-3316!

Important! Important! Important!

The next ballot number must be manually entered.
The Undo feature should be used with extreme caution. The potential for errors
increases greatly when this function is used. The Undo option should only be used
to correct the last voter transaction. If multiple corrections are needed, contact
the City Clerk’s Office for assistance before proceeding.

Make a Remark
Any time a correction is made, a remark should be entered. In addition, remarks
should be made throughout the day to document events that happened in the
polling place that are significant. Providing this information aids the Clerk in
understanding what took place throughout the day. There are two types of
remarks General or Specific, be sure to use the correct type based on the
comment you need to make.

To make a general remark:

1. Click File (or the General Remarks button and skip to step 3)
2. Click Remarks
3. Click New
4. Enter Remark. (Be very detailed when recording remarks!) The EPB
automatically records the date and time of the entry; however, if entry of
the remark is delayed from the time the event occurred, then include the
time the event took place in the remark.
5. Click OK
6. Click Close

29 Updated 10/13/2022
To make a voter remark:
Pull the voter’s record up in the EPB software, by typing the voter’s name into
the DLN/Name field, entering the last name first, click Lock this Voter Record
and:
1. Click Voter Remarks
2. Enter Remark. (Be very detailed when recording remarks!) The EPB
automatically records the Voter Name, Voter Number, and date and time
of the entry, however, adding the time is recommended as the EPB is not
always available for remark entry at the time the event took place.
3. Click OK

If there are no other actions to perform on that voter, Unlock the voter and
proceed to process the next voter.

30 Updated 10/13/2022
Reject a Ballot
A ballot is rejected only in a situation where a voter will not be issued a new
ballot. Valid reasons for rejection are:
• Exposure – A voter intentionally exposed his or her marked ballot to others
at the polling place.
• Missing stub/ballot number does not agree – It is discovered during the
ballot serial number verification process that the stub on the ballot that was
issued to the voter at the polls is missing or bears a different number than
the number recorded on the voter’s Application to Vote.
• Ballot was left in booth/voter did not tabulate – A voter neglected or refused
to tabulate his or her ballot.

If any of these situations arise, a voter may not be issued a replacement ballot.
The ballot must be rejected.

To Reject a ballot:
Pull the voter’s record up in the EPB software, by typing the voter’s name into the
DLN/Name field, entering the last name first, click Lock this Voter Record and:
1. Click Reject a ballot
2. Verify ballot number is the same as assigned - Click OK
3. Click OK
4. Record a Voter Remark (See previous page) that includes the reason for
rejection

The EPB software will not allow another ballot to be issued to a voter with a
rejected ballot. If a ballot was mistakenly rejected, the rejection must be
removed by using the Undo button.

After The Polls Close
After the close of polls on Election Day, data processed in the EPB software must
be saved one last time to the encrypted flash drive and reports must be
generated to complete the paper binder pollbook. The EPB software generates
the three reports necessary for completion of the paper binder pollbook/official
record of the precinct in just a few steps. Those reports include the Ballot
Summary, the List of Voters, and the Remarks report. After reports are saved and
printed, save voter history in a manner that can easily be uploaded into the
Qualified Voter File (QVF) in a matter of seconds, ensuring accurate recording of
voters in the master voter registration database.

Important! Important! Important!

Review and complete the next six required steps.
1. Save one last Backup file
2. Save Voting History (This is a frequently missed step, so please pay extra
attention here!)
3. Save the Ballot Summary Report
4. Save the List of Voters Report
5. Save the Remarks Report
6. Look at the files saved on the flash drive and go back to save anything
that was missed.

Save Backup
After all voters have
been processed in the
EPB, perform one last
Backup to ensure all
data is saved to the
encrypted flash drive.

The Ballot Summary documents the total number of ballots assigned to the
precinct and how each ballot was used. You already recorded spoiled or
defective (F), rejected (G) and Provisional “envelope” (I) ballots and the
software enters those numbers. The designated inspector enters the remaining
numbers, and the EPB software will calculate and balance the Ballot Summary.
Type in numbers carefully and use the Tab key to move between fields.

To complete the Ballot Summary:

 Click Reports.

EMERGENCY PROCEDURES
FOR PRECINCTS

Prior to opening the precinct at 7:00 AM:

 Locate the emergency evacuation plan for your precinct

location. Check with an employee/custodian of the facility if
the emergency evacuation plan is not prominently displayed
in the lobby area.
 Establish a location outside of the precinct for all Election
Inspectors to meet in the event of an evacuation.
 Review the “Precinct Emergency Phone Call Guidelines” on
the reverse side of these instructions that outlines specific
instructions for calling in an emergency to the 9-1-1 Operator
(Police and Fire Departments). It is important that these
instructions are kept in a location that is easily accessible on
Election Day in case of an emergency.
 The Chair or Co-Chair will assign an Election Inspector to
sound an alarm if an emergency necessitates evacuation of
the precinct.
 In the event an evacuation is required, make certain to take
the Electronic Poll Book (laptop) with you. ONLY IF THERE
IS SUFFICIENT TIME, power down the Verity Scan and Verity
Touch Writer and take the unvoted ballots and precinct keys
with you when you evacuate the building.

Determining the Validity of Ballot Markings
Michigan Bureau of Elections
Issued 5.27.04 - Revised January 2018

DETERMINING THE VALIDITY OF BALLOT MARKINGS

Michigan election law, MCL 168.799a(3), provides the following direction on recounting ballots:

If the electronic voting system requires that the elector place a mark in a predefined area
on the ballot in order to cast a vote, the vote shall not be considered valid unless there is a
mark within the predefined area. A stray mark made within a predefined area is not a valid
vote. In determining whether a mark within a predefined area is a stray mark, the board of
canvassers or election official shall compare the mark subject to recount with other marks
appearing on the ballot. The secretary of state shall issue instructions, subject to the
approval of the board of state canvassers, relevant to stray marks to ensure the fairness
and uniformity of determinations made under this subsection. A secretary of state's
instruction relevant to stray marks shall not be applied to a ballot unless the secretary of
state issued the instruction not less than 63 days before the date of the election.

Similar direction is provided under Michigan election law, MCL 168.803(2):

If an electronic voting system requires that the elector place a mark in a predefined area on
the ballot in order to cast a vote, the vote shall not be considered valid unless there is a mark
within the predefined area. A stray mark made within a predefined area is not a valid vote. In
determining whether a mark within a predefined area is a stray mark, the board of
canvassers or election official shall compare the mark with other marks appearing on the
ballot. The secretary of state shall issue instructions, subject to the approval of the board of
state canvassers, relevant to stray marks to ensure the fairness and uniformity of
determinations made under this subsection. A secretary of state's instruction relevant to
stray marks shall not be applied to a ballot unless the secretary of state issued the
instruction not less than 63 days before the date of the election.

The above provisions of law were enacted to accommodate those situations where the tabulating
equipment employed to count ballots cast at an election is unable to recognize a properly cast vote.
Such situations generally stem from the voter not making a mark in the predefined target area.  They
can also occur if the ballot marking is too light or small for the tabulator to recognize the presence of
a vote.

The proper way to indicate a vote on a ballot is to make a mark within the predefined area
designated for casting a vote.  Markings that are inconsistent with this standard cannot be counted as
votes.
Determining the Validity of Ballot Markings
Michigan Bureau of Elections
Issued 5.27.04 - Revised January 2018

Valid markings:  Each of the examples provided below is a valid vote as there is a mark within the
predefined target area for casting a vote.

For ballots with ovals:                                For ballots with boxes:

Invalid markings:  Each of the examples provided below is an invalid vote as a mark does not appear
within the predefined target area designated for casting a vote.

For ballots with ovals:                                   For ballots with boxes:

Corrections:  A correction that causes a false tabulator read does not count as a valid vote.

For ballots with ovals:                                   For ballots with boxes:

In each example above, count the top position only.

Stray Marks:  A stray mark made within a predefined target area is not a valid vote.  In determining
whether a mark within a predefined target area is a stray mark, the board of canvassers or election
official (or board of election inspectors, when visually inspecting an absentee ballot rejected by the
tabulator) shall compare the mark with other marks appearing on the ballot.  Note, a cross or
checkmark appearing in the predefined target area is not considered a stray mark and is a valid vote
even if the voter does not consistently mark the entire ballot with a cross or checkmark.

For ballots with ovals:              For ballots with boxes:

Assistance Procedure with Using the Verity Touch Writer

If a voter wishes to use the Voter Assist Terminal (Verity Touch Writer), the
Station 2 Inspector will issue a ballot in the EPB.

The Station 3 (ballots) Inspector will:

 Pull the next blank ballot from the stack of ballots
 Record the ballot number and initial the Application to Vote.
 Remove the ballot stub and hand it to the voter or place it in the secrecy
folder, and place the Application to Vote in the plastic pocket on the back of
the secrecy folder.
 Place the blank ballot in the VAT Ballot Storage Envelope
 Hand the secrecy folder to the voter.
 An Inspector must assist the voter at Verity Touch Writer by creating and
entering the access code.

At the Verity Touch Writer, an Election Inspector must:

 Press the blue Poll Worker button
 Enter the Poll Worker password and tap Accept.
 Tap Create ballot access code
 Choose the correct precinct from the list and tap OK.
 Tap Yes, print the code. (Place the code slip in the Orange Transfer Bag.)
 Enter the code.
 Instruct the voter to tap Begin Voting
 An Election Inspector should be available to answer any questions the
voter has, while also protecting their privacy.

If the voter maintains that he or she wishes to cast his or her ballot with assistance,
proceed as explained below:
Assistance Procedure by Precinct Inspectors
 Under state law, a voter requesting assistance by the precinct board does not
need to state a reason for the needed assistance. However, two inspectors of
differing political parties must assist the voter.
 Record in the Remarks section of the EPB a complete record of the matter
that includes the name of the assisted voter and the person(s) who gave the
assistance.

Assistance Procedure by Person of the Voter’s Choice

 Federal law allows a voter who is blind, disabled or unable to read or write to
be assisted by any person of the voter’s choice, other than the voter’s
employer or agent of that employer or an officer or agent of a union to which
the voter belongs.

 Record in the Remarks section of the EPB a complete record of the matter
that includes the name of the assisted voter and the person(s) who gave the
assistance.

If a voter indicates that he or she wants to receive voting assistance from another
person, the following question must be asked of the voter:

“Are you requesting assistance to vote by reason of blindness, disability

or inability to read or write?” (A “yes” or “no” answer to this question is sufficient.)

If the answer to the question is “yes,” the person who will provide assistance is
asked:

“Are you the voter’s employer or agent of that employer or an officer or

agent of a union to which the voter belongs?”

If the answer to this question is “no,” the voter may be assisted by the person.
The person assisting the voter may be of any age. If it is determined that the
voter is not requesting assistance to vote by reason of blindness, disability or
inability to read or write or if the person who has accompanied the voter to the
polls to provide assistance is not eligible to provide assistance, two inspectors
who have expressed a preference for different political parties must assist the
voter.

The Help America Vote Act (HAVA) requires that voting systems be accessible
to voters with disabilities “in a manner that provides the same opportunity for
access and participation (including privacy and independence) as for other
voters.”

The responsibility lies with Inspectors to assist all citizens wishing to cast their
vote privately and independently in a discreet and respectful manner. Treat all
voters with respect and dignity.

The following Assisting Senior Citizens & Voters with Disabilities etiquette guide
provided by the State of Michigan Bureau of Elections will help to guide
Inspectors when asked for assistance by voters with disabilities.

Poll Worker Script
Verity Touch Writer & Scan - Assisting Voters with Disabilities

IMPORTANT - General Considerations:

 This script is designed for poll workers, with best practices to provide voter service to persons with disabilities.
 Orientation and voter education on the Touch Writer (and Scan) device can be greatly beneficial to achieving
voter confidence and voter satisfaction.
o Be aware that it may take several minutes to explain the voting process.
o Ask each voter how you can be helpful, or what particular needs he or she may have.
o Be patient, answer questions, and do not rush during the orientation process.
 This script contains information only, and every step described herein can be accomplished in a manner that
respects every voter’s personal space; it is not necessary to physically touch any voter, in any way.
 The use of this script is optional; voters are not required to receive help from poll workers. To begin voting,
sighted voters can enter their Access Code on Touch Writer, and voters with visual impairments simply need
to be told, “Turn the wheel clockwise to hear the audio.”

STEP 1: Explain the overall workflow of the voting process.

TIP: Initially, do not worry about doing specific “how to vote” instructions (i.e. how to use the wheel, how to use
the buttons, etc. You will get to that later, after the voter is at the machine, and oriented to its physical features.
Initially, just make sure that the voter understands how the overall voting process works, and how the two
machines relate to each other.)
1 To vote and cast your ballot, there are two steps, and two devices:
 First, you will mark your ballot at the Touch Writer; after you make your choices, it prints a marked ballot on a
piece of paper, just like everyone else’s.
 You will scan your marked ballot at the separate scanning machine (Verity Scan).

STEP 2: Allow voter to get physically comfortable/oriented at the Touch Writer

TIP: Do not hand the voter the headphones yet. The goal in this step is simply to get the voter comfortable with
the physical machine itself, and its controls – not the actual process of moving through the ballot; that information
will come later.
1 Let the voter know he/she can use the touchscreen or the Access audio-tactile interface (ATI), including
“jelly switches,” if necessary, for persons with dexterity impairments.
2 If the voter is blind or visually impaired….
 Allow him or her to be seated in a comfortable position.
 Provide a specific description of the outlines of the machine. You can offer the voter the opportunity to touch
the voting machine itself, to allow the voter to get oriented…the voter can feel the edges, feel the
touchscreen, and generally understand the outlines of the device.
 Mention that the printer is on the <right or left> side of the device, and let the voter know that when the
ballot marking process is done, he/she will collect the printed ballot.
 After the voter understands the general outlines of the device, and its relationship to the printer, suggest that
the voter feel the Access ATI.
o Point out the distinctively shaped buttons; let the voter feel the edges; if the voter reads Braille, point out the labels.
 Explain what each button does, using specific directions such as…
o “On the far right is the circular ‘MOVE’ wheel; turn it clockwise to advance through the ballot. Every time you turn
the wheel a click, you will hear audio. The wheel acts as a trigger for the audio.”
o “On the far left is the rectangular ‘SELECT’ button; once you land on a selection you want to choose, press SELECT.”
o “In the middle is the triangular ‘HELP’ button.”
3 Make voters aware that they can hold the ATI in their lap, if desired.

poll worker script: Touch Writer & Scan - Assisting Persons with Disabilities 2
STEP 3: At the Touch Writer, before entering the Access Code, inform the voter about
Audio and Screen Options
1 Hand the voter the headphones.
2 “If you turn the wheel clockwise, you will hear that every click plays the next audio item.”
3 “If you turn the wheel clockwise until you hear ‘Audio’ or ‘Screen,’ you can customize the volume, audio
speed, text size, contrast options, and other choices.”
4 “Do you want to make any changes to the audio or screen at this time?”
TIP: For voters who are blind and who will only use the audio, they may want to disable the screen completely,
for reasons of privacy, and to streamline audio-only navigation.

STEP 4: At the Touch Writer, explain the voting process, and how to mark the ballot.
1 Only after the voter has gotten totally physically oriented, then explain how to use the Access ATI to
mark the ballot (see standard voter instructions):
a. To start your ballot, enter each number of your access code, one at a time, and then select “Accept”.
b. Before you begin voting, you can learn about your ballot (“About your ballot”).
c. To start, select “Begin Voting” and mark your choices for each contest.
d. Review and print your ballot.
e. To record your vote, insert the ballot into the separate scanning machine.
2 “Are you ready to begin? I have a random number to ensure that you get the right ballot…it’s called an
Access Code…I will read each number, one at a time, and you can enter the numbers by turning the
wheel and pressing SELECT.”
TIP: Emphasize this point: “If you’re ever unsure of what to do, just keep turning the wheel clockwise, to keep
moving forward through the ballot….”

STEP 5: At the Touch Writer, after the ballot is printed

1 Direct the voter to collect his/her printed ballot.
2 If the voter is blind, describe where to find it…
 “If you’d like to take my elbow, I’ll direct you to the printer….Okay, we’re standing right in front of the
printer…it’s about waist-high…if you reach out, you can feel your ballot….”
3 Privacy sleeves are useful to protect the ballot, once it has been retrieved.

STEP 6: At Verity Scan, scan the ballot to cast the vote

1 “If you’d like to take my elbow, I’ll direct you to the scanner.….Okay, we’re standing right in front of the
scanner…it’s about waist-high…”
2 If the voter is blind, provide specific instructions about where to find the ballot insertion slot, and
instruct the voter to place his/her hands on the tactile features of the Scan….
 Instruct the voter to feel the “ribs” along the edge of the slot.
 Direct the voter to place his/her hands on the “guide rails” at the edge of where the paper needs to be
inserted, so the voter can feel the edges of where the paper needs to go.
3 “To cast your ballot, you can insert it into this slot in any orientation…”
4 Pay attention to any messages or audible sounds indicating that the ballot has been returned to the
voter, and/or may not be properly marked. (NOTE: Touch Writer cannot produce overvoted ballots, and most
scanners are configured to accept undervotes, so this step is unlikely to occur.)
5 Remind voters that the American flag or the audible “ding” are a clear indication of when the ballot
casting process is complete.
