1. INTRODUCTION
PTI-Infraestructura de Desarrollo, S.A. de C.V. will construct a new refinery at Dos Bocas Paraiso,
Tabasco RDB to process heavy Maya crude oil (22 °API), based on a Delayed Coking/FCC
configuration to maximize distillate production. The refinery will have a single crude train with a
processing capacity of 340,000 BPSD. The main purpose of the RDB Project is produce valuable
products such as propane, propylene, gasoline and diesel and others, in order to reduce imports of
fuels from abroad.
This document provides detailed operating and control features of the Fluid Catalyst Cracking Unit
(Unit 21000) at the Dos Bocas Refinery. The objective of the unit is to convert heavy crude oil
fractions into lighter, more valuable hydrocarbon products at high temperature and moderate
pressure in the presence of a finely divided silica / alumina based catalyst, and to produce light
hydrocarbon gases (C2-) which are normally used within the refinery as fuel gas, LPG olefins and
paraffins, gasoline, light cycle oil (LCO), and clarified oil (CLO, sometimes referred to as main
column bottoms).

3.1.1 Objective
To control the Boiler Drum Level (in Flue Gas Steam Generator SPE-21012) by adjusting the Boiler
feed water flow rate to the Flue Gas Steam Generator SPE-21012.

3.1.2 Functional Description


The flue gas is generated from the burning of coke in the regenerator DC-21002. Heat is recovered
from the flue gas and is used to make steam. The flue gas cooler operates at low pressure. It takes
flue gas at essentially regenerator temperature and cools it by generating HP steam. Boiler feed water
is brought in to the steam drum on level control cascaded to an inlet flow controller. Continuous
blowdown is taken from the steam drum at a rate of approximately 5% of the incoming BFW.
The system is designed so that for every weight unit of steam make a weight unit of feed water is
introduced and the level controller (LIC-21007) signal is only used to compensate for blow down and
error in steam or water flow measurement.
Level of Steam Drum is controlled by adjusting FV-21057 via FIC-21057.
The Summer FY-21060 sums up the flow signals from FI-21059 and LIC-21007 while the output of

3.2.1 Objective
To control the Direct Fired Air Heater (BA-21001) Outlet temperature

3.2.2 Functional Description


The Regenerator (DC-21002) is provided with the Direct Fired Air Heater (BA-21001) that is used on
startup to supply heat to the system until the catalyst temperature is raised sufficiently for auto-
regeneration. The unit has been designed to run without the Direct Fired Air Heater (BA-21001)
during normal operation. However, it can be fired continuously in order to provide additional heat to
the Regenerator (DC-21002) if required by the process in the future. The air heater is also used for
refractory curing and dry out following repair or renewal of regenerator linings. The DFAH outlet
temperature is controlled by the fuel gas rate. Because air heater misoperation can cause damage to
regenerator internals, a high temperature shutdown TAHH-21917 is provided. For additional safety,
the air heater will also shut down on low air flow and loss of flame detection from a flame sensor.
The DFAH outlet air temperature is controlled by the TIC-21008 which resets PDIC-21011 acting on
PDV-21011 by adjusting the Fuel Gas to Direct Fired Heater Burner Differential Pressure. Also, a High
selector switch HY-21017 compares TIC-21008 with HIC-21017 (Burner minimum differential
pressure setting) to reset the PDIC-21011. PDIC-21011 will be momentarily set to manual and output
adjusted to 0% when PCID-21011 received signal from the IS-21001 via a communication link.

3.3.1 Objective
To control the discharge pressure of Fluffing Air compressor (GB-21002) by GB-21002 PLC.

3.3.2 Functional Description


The Fluffing Air compressor discharge pressure is controlled by throttling inlet air flow through PIC-
21528A or opening the vent valve to Atmosphere through PIC-21528B.
During normal operation, Fluffing Air compressor discharge pressure controller PIC-21528A maintains
pressure by adjusting inlet air flow control valve IGV-21528 and the vent valve XV-21529 is closed.
For a decreasing pressure on Fluffing Air compressor discharge, PIC-21528A will open the inlet air
flow control valve IGV-21528
For an increasing pressure on Fluffing Air compressor discharge, PIC-21528A will close the inlet air
flow control valve IGV-21528. If Fluffing Air compressor discharge pressure continues to increase
above set point, PIC-21528B will open the vent valve XV-21529.

The pressure of Treated Dry Gas header is controlled by controller PIC-21046.

3.5.1 Objective
To control the flow of Raw oil and Atomizing Steam to Regenerator

3.5.2 Functional Description


The torch oil nozzles for an FCC regenerator provide a means of injecting heavy oil, such as raw oil
feed, into the regenerator when extra heat is needed, e.g. during startup. This control uses a board
mounted flow controller (FRC) with a split range output to the torch oil flow and the torch oil
atomization steam. The torch oil assembly is provided with a continuous steam purge to the annular
space around the torch oil nozzle to keep it clear of catalyst. This purge steam flow is regulated with
a restriction orifice. In addition, a small flow of steam is often sent through the nozzle when not is not
being fired (no oil flow) to help cool the nozzle and keep the nozzle from plugging with catalyst when
not in use. This cooling steam flow is also regulated with a restriction orifice.
The flow level control is by signal from controller FIC-21073 which regulates the valves FV-21073A
and FV-21073B in order to maintain the Flow.
The FIC-21073 controls with split range as follows;
- 0 ~ 50% : Low Flow signal opens FV-21073B first.
- 50 ~100% : Low Flow signal opens FV-21073A last.

3.6.1 Objective
To control the Regenerator (DC-21002) pressure and maintain the differential pressure between
the Reactor (DC-21001) and Regenerator

3.6.2 Functional Description


The regenerator pressure is indirectly controlled by operating the flue gas slide valves SPE-21004
from a controller PDIC-21039 that measures the differential pressure between the reactor
and the regenerator. A DPRC (differential pressure recording controller) holds the proper pressure
balance between the reactor and regenerator by controlling the position of the double disc flue gas
slide valves. The main air blower discharge pressure floats directly on the regenerator pressure. PIC-
21017 is the primary pressure controller for the regenerator.
The PDIC-21039 and PIC-21017 are compared in a High Selector switch PDY-21039C which adjusts
the flue gas slide valves SPE-21004.

3.7.1 Objective
To control the flow of Regenerated catalyst and Reactor temperature

3.7.2 Functional Description


The flow of hot regenerated catalyst between the reaction and regeneration sections occurs through
the regenerator standpipe to the “wye” section of the riser where it contacts the lift gas and steam.
This catalyst flow is regulated by the regenerated catalyst slide valve SPE-21001. Reactor
temperature is controlled by the amount of catalyst required to raise the gas and oil streams to the
desired operating temperature. The reactor temperature controller TIC-21056 controls the opening of
the regenerated catalyst slide valve through a low signal selector (LSS) TY-21056 to regulate the
amount of catalyst entering the reactor. A safety feature incorporated into all the catalyst slide valves
is the pressure differential PDIC-21020 override. If the pressure differential across the slide valve
drops very low or becomes negative indicating low or reverse flow, the pressure differential controller
PDIC-21020 sends a signal to the LSS TY-21056 to close the valve. This prevents oil from entering
the regeneration section that could result in very high temperatures and equipment damage.
The low differential pressure signal and High temperature signal closes SPE-21001.

3.8.2 Functional Description


Spent catalyst flows out of the reactor into the spent catalyst standpipe. Catalyst flow to the combustor
is regulated by the spent catalyst slide valve SPE-21002 that maintains the reactor catalyst bed level.
The level controller LIC-21005 sends a signal through the low signal selector LY-21005 to the valve
actuator regulating the slide valve opening. Reactor catalyst bed level is controlled just above the
bottom of the VSS enclosure. This allows minimum catalyst inventory while fully utilizing the stripping
steam. A pressure differential controller PDIC-21038 sends a signal to the LSS LY-21005 to close the
valve in case of low or negative pressure differential. This minimizes the possibility of air entering the
reactor during upsets.
The low differential pressure signal and low level signal closes SPE-21002.

3.9.1 Objective
To control the flow of recirculation catalyst

3.9.2 Functional Description


The recirculation of hot regenerated catalyst from the regenerator to the combustor is important in
controlling the coke combustion rate. By controlling the amount of catalyst recirculated, the following
parameters are controlled in the combustor: the precombustion mixing temperature, the catalyst
density, catalyst flux and catalyst residence time. This, in turn, allows the coke combustion rate and
catalyst regeneration to be optimized. The recirculation catalyst slide valve SPE-21003A/B is
controlled through a low signal selector DY-21006A/B and a slide valve DPRC (differential pressure
recording controller) PDIC-21018/21019. The HS-21004/21005 gives the setpoint of the DIC-21006
signal provided by HIC-21004/21005. Position 1 of HS-21004/21005 (labeled “Hand Control”) the
controller output from HIC 21004/21005 is sent to DY-21006A/B. Position 2 of HS-21004/21005
(labeled “Density Control”) the controller output from DIC-21006 is sent to DY-21006A/B and DY-
21006A/B selects the lower signal from the DIC and PDIC controlling the valves. The recirculation
slide valve position is controlled by a density instrument (DT-21006) mounted on the combustor vessel.
The low differential pressure signal and high density signal closes SPE-21003A/B.

TV-21110A and TV-21110B is controlled through multiplier TY-21110A and TY-21110B block
respectively by TIC-21110 which measures temperature of Main Column bottoms in tube side

3.23.1 Objective
To control the flow of filtered Main Column Bottoms product to storage tank and Delayed Coker Unit.

3.23.2 Functional Description


Bottoms product is withdrawn to maintain a steady bottoms level in the Main Column (DF-21101). The
product stream is steam stripped in the Main Column Bottoms Stripper (DS-21101) for flash point
adjustment. The stripped product stream is cooled by heat exchange with the Main Column Bottoms
Product-Feed Exchangers No 2 (EA-21102A/B) before entering the Main Column Bottoms Product
Filtration System (SPE-21101) for catalyst fines removal. The filtered Decanted oil is cooled further
by heat exchange with the Main Column Bottoms Product-Feed Exchangers No 1 (EA-21101A/B).
About two-thirds of the cooled product is sent to the Delayed Coker Unit (by others) and storage for
further processing while the remaining cooled product is sent to the circulating slurry return line to the
Main Column (DF-21101).
The flow of Decanted oil to Delayed Coker Unit and Storage is controlled by controller FIC-21111.
The Summer FY-21111 sums up the flow signals from FI-21104 and FI-21112 (FY-21111.OP = FI-
21104.PV + FI-21112.PV). Output of Summer FY-21111 sends signal to FIC-21111 as process value.
which is the set point for FIC-21111.

3.24.1 Objective
To control the flow of Circulating Heavy Cycle Oil return to Main Column (DF-21101).

3.24.2 Functional Description


HCO is withdrawn from the Main Column (DF-21101) and used to provide heat to the Debutanizer
Reboilers (EA-21213A/B) in the Gas Concentration Unit. HCO flow to each of these exchangers is
regulated by a flow controller. Each controller is set by the operator to achieve desired product or
process specifications.
The HCO circulation rates also provide proper reflux in the HCO section of the column. A decrease in
heat removal from the HCO circuit will require an increase in heat removal elsewhere in the column.
A spillback to the Main Column (DF-21101) is provided for control of internal reflux.
The FIC-21130 receives output from LIC-21117 to control FV-21130.When the process value from
LIC-21117 increases, the set point to the FIC-21130 increases and FV-21130 starts to open.

The LCO stream from LCO stripper exchanges heat with BFW at Light Cycle Oil Product-Boiler
Feedwater Exchanger (EA-21105A/B) before being cooled with air the Light Cycle Oil Product Cooler
(EC-21101) and sent to the Intermediate Distillate Hydrodesulfurization Unit (by others).
The temperature of Light Cycle Oil product from EC-21101 is controlled by TIC-21152 using split range
controls on TV-21152A/B.
The TIC-21152 controls with split range as follows;
Low temperature signal closes TV-21152A (Air cooler outlet).
High temperature signal closes TV-21152B (Air cooler bypass).

3.26.1 Objective
To control the flow of Light Cycle Oil product going to Intermediate Distillate Hydrodesulfurization Unit
(by others) and Storage Tank.

3.26.2 Functional Description


LCO Flow to the storage is cooled in the Light Cycle Oil Product Trim Cooler EC-21101.
The rate is set by a flow controller and is normally non flowing, except when the Intermediate Distillate
Hydrodesulfurization Unit (by others) is not operating.
The flow of Light Cycle Oil product to storage through EC-21101 is controlled by FIC-21135 using split
range controls on FV-21135A/B.
The Summer FY-21135 sums up the flow signals from FI-21136 and FI-21137 (FY-21135.OP = FI-
21137.PV + FI-21136.PV). Output of Summer FY-21135 sends signal to FIC-21135 as process value.
which is the set point for FIC-21135.
FIC-21135 provides signal to low signal selector FY-21135C through multiplier FY-21135A which
compares signal from FY-21135A and Intermediate Distillate Hydrodesulfurization Unit and gives the
lower value to FV-21135A through multiplier FY-21135A. Also, FIC-21135 provides signal to FV-
21135B through multiplier FY-21135B.
Low flow signal opens FV-21135A first.
Low flow signal opens FV-21135B last.

3.28.1 Objective
To control the overhead vapor temperature of Main Column (DF-21101)

3.28.2 Functional Description


Reflux to the Main Column (DF-21101) controls the overhead vapor temperature. This temperature
determines the endpoint of the gasoline product. The reflux also heat balances the column. If heat
removal from one section is changed the reflux rate will respond in the opposite direction to maintain
a constant top temperature.
A portion of the total overhead is pumped back to the Main Column (DF-21101) as reflux. The quantity
of reflux is regulated by a flow controller FIC-21127 which is typically reset by the temperature
controller TIC-21130 at the top vapor outlet of the Main Column.
The FIC-21127 receives output from TIC-21130 to control FV-21127.When the process value from
TIC-21130 increases, the set point to the FIC-21127 increases and FV-21127 starts to open.

order to maintain the level.

The debutanizer net bottoms is pressurized to the Naphtha storage tank. A recycle stream of stabilized

Bottoms product is withdrawn to maintain a steady bottoms level in the Debutanizer (DF-21201).

1) Stripper Feed Outlet Temperature:


The heat transferred to the Stripper Feed from Debutanizer Bottoms through Stripper Feed

3.35.2 Functional Description


Stripper Vapor Rate is the primary control on the Gas Concentration Unit. Normally all other variables
are held constant and this vapor rate is varied to control the H2S content of the LPG.
The stripper strips out hydrogen sulfide (H2S), ethane and lighter components. Stripping action is
provided via Stripper Reboiler Exchanger (EA-21211) and Stripper Reboiler (EA-21210) at the bottom
of the column. The Light Cycle Oil from FCC unit is used in Stripper Reboiler (EA-21210) and
Debutanizer Bottoms is used in Stripper Reboiler Exchanger (EA-21211) for heating Stripper Bottoms.
The overhead vapor flow rate is controlled by adjusting the Light Cycle Oil flow rate from FCC unit to
Stripper Reboiler (EA-21210). The FIC-21224 provides set point to FIC-21225 which operates FV-
21225 in order to maintain the LCO Flow and thus controlling the amount of Heat input to the Stripper
which will result in adjusting the Vapor flow rate.

3.38.2 Functional Description


The debutanizer (DF-21201) column pressure is controlled by a pressure controller PIC-21219 on
split range maintained at around 12.5 Kg/cm2 g acting on PV-21219A on the overhead vapor line &
and PV-21219B on PSV bypass line and by a pressure differential controller PDIC-21220 in the hot
vapor bypass line. The pressure controller PIC-21219 controls vapor flow to the condenser to control
the column pressure. The pressure differential controller PDIC-21220 keeps the receiver pressure
from dropping too low, bypassing some hot vapor to keep the pressure control valve in range.
PIC-21219 provides signal to PV-21219A/B through multiplier PY-21219A/B C respectively. PY-
21219A is an Auto/ Manual over ride switch to operate PV-21219A manually. PY-21219C B is an Auto/
Manual over ride switch to operate PV-21219B manually. PY-21219A/B has indication of the input
from the controller and the manually adjusted output.
The PIC-21219 controls with split range as follows;

To control the level of C3/C4 Splitter (DF-21401)

3.40.2 Functional Description


The C3/C4 Splitter Net Bottoms of mixed C4 stream product is routed to Huels Selective
Hydrogenation Unit/Storage after passing through C3/C4 Splitter Feed Bottoms Exchanger (EA-
21401A/B) and C4 Products cooler(EA-21404). The net bottoms product is pumped out on flow control
FIC-21402 acting on FV-21402 in order to maintain the level.
LIC-21400 is acting in split range on the Splitter bottom to Huels Selective Hydrogenation Unit (to LY-
22001D low signal selector at Huels Selective Hydrogenation Unit) and on FV-21402 on Storage line
unit as follows;
- 0 ~ 50% : High level signal opens the valve first at Huels Selective Hydrogenation Unit.
- 50 ~100% : High level signal opens FV-21402 last.

3.41.2 Functional Description


C3/C4 Splitter Reboiler Condensate Drum (FA-21404) is used on the condensing sides of C3/C4
Splitter Auxiliary Reboiler (EA-21403) to provide a liquid seal that prevents uncondensed vapor from
blowing out of the Reboiler (EA-21403) into the condensate system. C3/C4 Splitter Reboiler
Condensate Drum (FA-21404) level indicator LT-21401 measures the level and gives the signal to
LIC-21401. FT-21403 measures the flow in condensate stream from FA-21404 and send the signal
to FIC-21403.
Low signal selector FY-21403 selects the low value between LIC-21401 and FIC-21403 and send the
output to FV-21403 and control FV-21403 in order to maintain the Flow.

3.42.1 Objective
To control the level of C3/C4 Splitter Receiver (FA-21401) and maintain reflux to the C3/C4 Splitter
(DF-21401)

3.42.2 Functional Description


The mix C3 stream, a mixture of propane and propylene separated in C3/C4 splitter leaves at the top
and after passing through the C3/C4 Splitter Air Condenser (EC-21401) enters C3/C4 Splitter
Receiver (FA-21401). The overhead liquid from receiver splits into two streams; the one stream serves
as a reflux to the Column and the other stream is net overhead stream goes to the Deethanizer and
both pumped by a common pump C3/C4 Splitter Overhead Pumps (GA-21401 A/B).
The net overhead stream going to the Deethanizer is pumped on flow control FIC-21407 acting on
FV-21407 in order to maintain the level.
The FIC-21407 receives output setpoint from LIC-21402 to control FV-21407.When the process value
from LIC-21402 increases, the set point to the FIC-21407 increases and FV-21407 starts to open.
The temperature controller TIC-21402 located on an upper tray in the column is the main control for
holding the composition of the overhead product (C3-) stable, the controller is cascaded to the reflux
flow. The reflux stream going to the C3/C4 Splitter is sent on flow control FIC-21405 acting on FV-

3.45.2 Functional Description
Deethanizer overhead material gets condensed partially through a water-cooled exchanger,
Deethanizer Condenser (EA-21406) and enters into the vessel, Deethanizer Receiver (FA-21402)
which is operated at the controlled pressure of 22.8 kg/cm2g. The liquid stream from receiver is
pumped by, Deethanizer Reflux Pumps (GA-21402 A/B) and sent as total reflux to the Deethanizer
column.
Level controller LIC-21408 on the Deethanizer Receiver (FA-21402) resets FIC-21413 acting on FV-
21413 in order to maintain the level.

3.47.1 Objective
To control the split between propylene and propane from C3 Splitter

3.47.2 Functional Description


A Heat Pump Compressor System (HPC) is used instead of the conventional reboiler and condenser.
It allows low pressure fractionation of propylene from propane. The overhead vapor flows into a
Compressor Suction Drum (FA-24103 21403), to a heat pump compressor (GB-21401), to the C3
Splitter Reboiler (EA-21407) and returns to the C3 Splitter (DF-21403). The overhead vapor is heated
via compression and is used to reboil the column.
After cooling and condensing, the overhead material combines with the overhead liquid from the
Compressor Suction Drum and returns to the column as reflux. This assures that there is adequate
reflux to give the desired separation of propylene from propane.

1) Propane analyzer-controller and reflux rate


The propane analyzer-controller is the main control for holding the composition of the overhead
product stable. Changing the set point of the propane analyzer-controller will affect the component
distribution in the column. The propane analyzer-controller should be set to meet the propane
specification for the final propylene product.
The analyzer controller AIC-21400 is cascaded to the Propylene product flow control valve, FV-21417
via the controller FIC-21417. The compressor suction drum level controller LIC-21414 is cascaded to
the Reflux flow controller FIC-21422.
The summer FY-21422 sums up the flow signals from FI-21418 and FIC-21417. The output of the FY-
21422 is the measurement signal to FIC-21422, which controls the reflux flow control valve FV-21422.
2) Pressure control
A slip stream of overhead vapor from the compressor is sent to the C3 Splitter Trim Condenser (EA-
21408A/B) where it is condensed and returned to the Compressor Suction Drum (FA-21403). The
flow through the condenser is varied to control pressure in the Compressor Suction Drum and thus
the pressure in the C3 Splitter.
The pressure controller PIC-21412 is cascaded to the slip stream flow control valve, FV-21420 via the
controller FIC-21420. When the process value from PIC-21412 increases, the set point to the FIC-
21420 increases and FV-21420 starts to open.
3) Heat Input
Heat input to C3 splitter reboiler EA-21407 is provided by overhead material from the Heat Pump
Compressor (GB-21401) discharge. This material is sent to the reboiler tube side at a temperature
higher than the liquids on the shell side thereby effecting boil up. The liquids heated up on shell side
along with the vapors entrained rise up the reboiler return line and flash into the reboiler compartment
of the C3 Splitter.
There is flow control valve FV-21416 at the exit of tube side of reboiler which is controlled
independently by the flow controller FIC-21416.
Increasing the set point on FIC-21416 increases vapor circulation through Heat Pump Compressor
(HPC) and accordingly increased the work done across HPC acting as a heat source.

4. Configure a summing function. The system is designed so that for every weight unit of steam make a
weight unit of feed water is introduced and the level controller signal is only used to compensate for
blowdown and error in steam or water flow measurement. A moderate proportional band and slow reset
on the level controller is required so that sudden changes in level will not affect the feedwater flow

• FYsummer is the output of the summer, and is the remote setpoint to FICboiler feedwater, the boiler feedwater flow
controller.
• C is a factor to convert the mass flow of produced steam to an equivalent quantity of boiler feedwater,
depending on the units of measurement.
• FIsteam is the steam flow indication in mass units.
• The level controller output is in units of percent.
• A bias signal - set at 50% - is subtracted from the level controller output to enable the level controller to
adjust for both increasing and decreasing level.

The boiler feedwater flow controller shall be capable of independent flow control when not in cascade

and FI-21418 (Reflux). The output signal of the summing function is the measurement signal to FIC-
21422 controller (Total Overhead Liquid).

The computation shall be made as follows:

Output  Net Overhead Liquid + Reflux

The function of this system is to automatically increase or decrease the reflux flow by the same quantity
as any decrease or increase of the net overhead liquid flow. Thus the total overhead liquid flow rate is
unchanged unless the level in the receiver changes. A change in the net overhead liquid flow rate will
result in an immediate corresponding change in the reflux flow rate.

When the timer is on, set point selector XY-21301D will put the Lean Caustic to Caustic Prewash
Circulation flow controller FIC-21309 into automatic mode with the set point selected by the operator.

When the timer is off, FIC set point will be set to zero, its FAL will be set inactive, and it will be put into
manual with an output of zero. Also, the selected Prewash Water Injection Pumps, and Prewash Caustic
Injection Pump, will stop via relay XY-21301A and XY-21301C, and the selected Caustic Injection
Pumps, will stop via relay XY-21301B. The timer will initially be set to be on for 60 minutes and off for
the remainder of a 24 hour period and shall be adjustable by the operator in one minute increments.

2. Provide an adjustable timer to start Merox WS-2 Injection Pump (as selected by the Hand-Off-Auto
switch in the field, provided by others). The timer will initially be set to be on for 45 minutes and off for
the remainder of a 24 hour period and shall be adjustable by the operator in one minute increments.

3. Provide a pump running indicator in the distributed control system for each service listed below. The
running indicator will be actuated by contacts in the associated motor starter.
