1.0 PURPOSE
2.0 SCOPE
This procedure specifies the Radiographic Testing on piping and pipeline for EPCC of
Oil Gathering Facilities (Phase-3) PROJECT.

4.0 RESPONSIBILITIES
Be responsible for tracking, inspecting and confirming the work of Radiographic Testing.
5.0 PREREQUISITES
All personnel performing radiographic examinations shall hold the certificate of ASNT
level Ⅰ/ level II or other equivalent level II certificates such as issued by ChSNDT (equal
to ISO 9712), PCN-level II etc. The personnel who possess ASNT levelⅠor level II
certificate shall be trained and certified by ASNT level Ⅲ person. Radiographic
interpreter (RI) can do the work when shall hold a valid ASNT- level II certificate or

equivalent level II certificate such as PCN etc. and PCIHBV accepted their name and
qualifications. All NDT personnel involved in this PROJECT shall have their eyesight
tested and shall be able to read standard jeager-2 drawing in the range of 300 mm.
Examination area includes weld, HAZ and at least 13mm of adjacent base metal.
The selection criteria of X-ray energy: with sufficient force of penetration, selected X-ray
with lowest energy. While adopting higher voltage, appropriate exposure should be
guaranteed.
Adopt the following equipments specified in table 1 while conducting the X-ray
examination included in this procedure, but not limited to:

Size of ray source: According the documents provided by equipment manufacturer or
supplier, or the written documents which defined the actual or maximum size of ray
source to assess the size of ray source, and determine size of ray source.
X-ray: ASTM Class 1 or Dupont, Gevaert, Kodak and Fuji film with fluorometric
screen, the pre-exposure for of the film shall not be greater than 0.3 density and
meet ASTM E1815 or equivalent.
It is required that film manufacturer should make sure delivered film is accordant
with specified requirement, and all technical information about preservation and
use of film should be provided. The film which is out of operation time specified
by manufacturer is prohibited to use. Before usage, it has to be preserved
according saving temperature and moistness specified by manufacturer. If it is
greater than 0.30 H & D, as measured with a densitometer calibrated against a
National Bureau of Standards, the whole box or roll shall be rejected. The film
warranty stored in normal conditions is 5 years.
5.4.3. Densitometer
The densitometer shall be verified before its use and after 8h of continuous use or when
the aperture is found to change, whichever comes first.
Radiographic sensitivity measured with the IQI calculation accordance to ASME Sec V
and AWS D1.1.
For the welds with reinforcement of weld(WR), when an IQI selected, the
thickness is the nominal thickness of single wall where an IQI is positioned plus
the estimated value of permissible WR, that is, actual WR measurement is not
required, without regard to the thickness of lining ring or plate.

For the welds without WR, when an IQI is selected, the thickness is the nominal
thickness of single wall where an IQI is positioned, without considering the
thickness of lining ring or plate.
The film viewer is used for RT film assessment and shall be able to reach a
variable brightness of at least 4.0 for the base film density observation.
For the parts unnecessary to observe or with excess light transmission intensity,
they shall be provided with appropriate baffle plate which thickness is 0.125mm
to shield the intense light.
The light inside the film observation room shall be dim, but should not be
complete dark. The surrounding brightness shall be basically equivalent to that of
the light passing through the negative film. In addition, there shall be no light that
generates reflection on the negative film.
The baffle plate is used for shielding the backscattering or limb occultation scattering
impact on the radiographic quality and a lead letter "B" with min dimension of 1.6 mm
thickness by 12.7 mm height shall be placed on the back of the each film holder. A lead
plate of 2 mm in thickness shall normally be used, with its size selected properly
according to the actual conditions.
The metal intensifying screen must be in close contact with the film to avoid
image unsharpness caused by the intensifying screen.
No wrinkles, no scratches.
See table 2 for selection of material and thickness of the metal intensifying
screen.

The changing bag shall be used to prevent light leaking and have a good contact with
the film and good applicability.
Pipe size less than 3.5”, the X-ray tube will be positioned so that the radiation
passes through both walls and both walls are viewed for acceptance on the same
film. Unless otherwise specified, either elliptical or superimposed projections may
be used. For elliptical projections, where the weld is not superimposed, at least
two views separated by 90° shall be required. For superimposed projections a
minimum of three views is required at approximately 0°, 60°, and 120°.
Pipe size more than 3.5”, the x-ray tube will be positioned so that the radiation
beam passes through the centre of the section under examination, and will be
offset from the plane through the weld by the minimum distance required to
prevent the image of one side of the weld confusing the image on the other side,
the film will be placed diametrically opposite the focal point with a minimum
number of 3 exposures at 120 displacement to ensure full coverage of
circumferential weld.

Negative film density measuring position: the IQI wire schedule is required to
approach the area or where to be examined.
During the double-film evaluation, the minimum single density is 1.3; the
maximum double-film density is 4.0.
When the negative film meets the above requirements, the density change of the
examined area shall be controlled at:-15%D~ +30%D, D is the negative film
measured value.

T1 refers to the highest category; T4 refers to the lowest category. (Note: this
procedure will not adopt T4 type of film)
The films at or above Cat.T3 shall be used when the RT is carried out Via X-ray.
5.6.4. Sensitivity
Wire-Type IQIs shall be used and IQIs shall be manufactured and identified in
accordance with the requirements or alternates allowed in SE-747. ASME standard IQIs
consist of those in Table 4 for wire type. And the sensitivity shall be 2% or better(as per the
penetrated thickness).

The designated wire diameter shall be selected as specified in Table 5. The thickness
on which the IQI is based is the nominal single wall thickness plus the estimated weld
reinforcement. Backing rings or strips are not to be considered as part of the thickness in
IQI selection.

double wall single image (DWSI)
Film Coverage:
Pipe size less than 3.5”, a minimum of 2 exposures per weld at 90
displacement for elliptical projections and A minimum of 2 exposures per weld at
approximately 0°, 60°, and 120°for superimposed projections to ensure full
coverage of the welds.
Pipe size more than 3.5”, a minimum of 3 exposures per weld each covering 120
of the full circumference plus 20mm overlap between adjacent exposures.
Additional films shall be used for bigger pipe as necessary to ensure coverage as
specified.

Prior to the RT, the welding inspector shall inspect the surface of the welds and the HAZ
visually and assess whether they comply with the specifications. The examined area
shall be free from the redundant substances that impact the observation and
assessment on the negative film, such as spatter and welding slag, etc.
The order sheet shall be filled out and issued as per the sample in Appendix B.
The associated NDT personnel must verify the contents of the order when
receiving the order sheet and determine whether the surroundings are
convenient for the operation of detection and execution of safety protective
measures or not.
For construction
Marker system and lead numbers shall be used to produce permanent identification on
the radiograph with at least the following information:

When performing radiation test in site, we should set control area and management area,
put up warming mark and appoint specific personnel for supervision. The radiation level
should be tested when performing test work around the control area border. The test
worker should wear personal measure and bring with the dosage alarm.
When performing radiation test on site, we should set secure line and warning light.
There must be obvious warning mark on the secure line, and the following should be
observed.
When the penetration is performed in the workshop or on the site, the road must
be closed. One zone should be restricted from the other parts with security
warning or flash warning light, the size of which depends on the intensity of the
radiation source and the position of the tested welds.
In principle, the IQI shall be placed on the radiation source side. If the IQI can not
be placed at the source side due to its geometric dimensions, it can be placed at
the film side, with an “F” mark added next to it.
When a linear IQI is used, it shall be across the weld, with the longitudinal
direction of the metal wire perpendicular to that of the weld. Its ID and typeface
“F” (if necessary) shall not be placed in the examined area, except when the
conditions don’t permit due to its geometric dimensions.
When the double-film radiography is used, if the IQI image is not displayed on
any negative film, but displayed when the films are superposed and observed,
the superposed films must be used during the assessment on the negative film.
For materials of equal thickness and transition thickness, 2 IQI shall be used for
welds length of 10 inch or more
In general, each negative film shall have at least one IQI image.
The linear IQI shall normally be placed at one end of the welded joint on the
workpiece surface at the source side (at the position of 1/4 of the length of the
examined area), with the metal wire placed across the weld and filament placed
at the outer side.
Generally, the film and the changing bag must be placed close to the examined
welded joint.
6.2.9. Exposure
Exposure task completed which required in such order, cut down power supply of X-ray
machine, retrieve operation box, cable cabinet and X-ray machine, make sure that the
equipments are in good condition, than put them into specific storage room, retrieve
safety-line and warning device.
Regain the changing bag and equipment, keep the equipment properly. In addition,
submit the radiographed changing bag to the film development operator of the dark room
at the first time. A darkroom processing of the film must be carried out within 30 min ~ 8
h.
Regain the film, store the intensifying screen and changing bag and develop the film
according to the procedure specified in Table 6. Recommended development time of film
manufacturer as Table 7.

Manual development:
When not in use, it is necessary to take measures to keep the developing
solution and fix bath properly to prevent against oxidation and evaporation.
The water used for the film processing shall be clean and free of suspended
particles and filtered as much as possible.
Humectants can be used to prevent against water track formed on the film during
the drying.
Be very careful during the rinsing to avoid occurrence of false defect( mechanical
or chemical) which will impact the film assessment on the negative film.
If the above defect is minor and only occurs on one of the double films, repeated
radiography can be eliminated.
In general, the film for development shall be the same brand, if the comparison
test proves to be feasible, other brands of films can also be developed.

The purpose of inspections is to ensure that the developed film can be kept for a long
period of time. The items to be inspected are as follows:
Whether the exposure technology is used correctly or not;
Whether the film’s density meets the requirements or not, see section 6.6.3;
Whether the IQI display meets the requirements and can reach the required
image quality or not;
The film identification proposes is to discern the film, establish the archives and
locating the defects. Whether the film identification meets the requirements or not,
it can’t cover up the image at the examined position (area of interest);
There are no false defects (such as scratches, marks, water, trails, contaminates,
chemical grease pits and static stripe, etc.) that impede the negative film
assessment on the negative film.
During the film assessment, handle the negative film carefully in order to avoid
fingerprint and scratch, and wear protective gloves if necessary. The negative
film shall be separated with film folder. The original information on film
assessment shall be recorded on the film holder;
The information on film assessment shall at least include: negative film number,
date of radiography, acceptance standard and level, type of defects, defect
position, defect size, scope of density and assessment results, etc;
All the negative films that meet the quality requirements must be assessed. The
acceptance standard is executed in accordance with the relevant codes or
standards;
Process piping evaluated as per ASME B31.3 chapter VI para 341.3.2, and WQT
as per ASME IX;

Trunk line evaluated as per API 1104 section 9.3, and WQT as per API 1104;
AWS D1.1 evaluated as per AWS 1.1, and WQT as per AWS 1.1.
6.2.15. RT Report
The RT report shall include the details which can refer to Appendix C;
After the RT film is assessed and reviewed, the RT report shall be issued. See
Appendix C for report format.
6.2.16. Archiving
CONTRACTOR shall ensure that all films are thoroughly washed and dried before
packaging and that all film is packaged in correct order with a copy of the RT report as
Appendix C.
When the disqualified defects are found during the negative film assessment, the
assessment personnel shall issue the weld repair notice as per the sample in Appendix
D, and the location map of the defects shall be sketch on the repair notice to facilitate
the positioning and repair.
6.2.18. Repair
When performing radiation test in site, we should set control area and
management area, put up warning mark and appoint specific personnel for
supervision. The radiation level should be tested when performing test work

around the control area border. The test worker should wear personal measure
and bring with the dosage alarm.
All the operators executing the NDT on the site shall obey the unified HSE
management requirements.
When performing radiation test on site, secure line and warning light shall be set.
There must be obvious warning mark on the secure line.
When the radiography is performed in the workshop or on the site, the road must
be closed. One zone should be restricted from the other parts with security
warning, revolving or flash warning light.
The radiation does meter must be equipped among safety devices, at least one
qualified radiation dose meter under normal condition (with effective verified
certificate) should be maintained during the whole process of the project. The
operators should stop working immediately when the dose meter alarm rings.
The aged developer and fixing solution should be stored centrally, and submitted
to environment protection department or unit with relevant qualification for
unitized disposal, they can’t be directly discharged to the site to pollute the
environment.
This procedure shall be revised if it is found to be inadequate for the purposed work
upon completion of engineering/new construction practice/new site information or as
requested by PCIHBV.
