ORBITAL RESOURCES LIMITED

(Herein after referred to as ORBITAL) is a private
owned Construction and oil & gas services company,
focusing on the Upstream sector of the Nigerian
oil & gas industry.
ORBITAL was incorporated under the Laws of the
Federal Republic of Nigeria on the 4th day of
January, 2001.
Our core activities include:

Having a presence both in Nigeria and globally,

we are better placed to respond quickly and

removing costs from the supply chain of
customers. We have turnkey capabilities through

our technical partners.

PROCUREMENT

ORBITAL Procurement Group is

responsible for Purchasing, Inspection,

Expediting and Traffic. This group issues

all purchasing orders from requisition

prepared by the Design and Project

Engineering Group. Equipment and

materials are acquired from reliable

sources of supply on a worldwide basis,

guaranteeing the specified quality and the

committed delivery time at the lowest

possible price compatible with the project

requirements.

The Procurement Group’s Inspectors make periodic visits to suppliers and fabrication shops to
ensure compliance with quality, specifications, standards and drawings. Expediters monitor the
adequate flow of documents such as engineering, specifications, bonds,
insurance, import permits, etc., as well as the delivery of equipment and materials to the job-site
on schedule.

The Traffic section establishes the most convenient routing to minimize shipping rates, transit time
and cargo damage.

Regular reports are issued on the procurement phases in order to ensure their efficient coordination.

The daily and permanent professional relations that ORBITAL maintains with vendors and suppliers
of proven reliability leads to efficient procurement for the benefit of any project.

ORBITAL provides all aspects of project planning and feasibility studies through its consulting
services division. The highly specialized personnel of this area can determine if a given project is
technically, economically and financially feasible.

Our quality management system described in this QAPM complementary to all other
requirements contained in our contract terms or orders and to any applicable statutory
or legal requirements that may exist.

ORBITAL RESOURCES LIMITED utilizes a process approach to quality management where

feasible to assure that the work we do add value.

SCOPE

The intention of our Quality System is to consistently provide insurance broking services
that meet customer and applicable requirements. We achieve customer satisfaction
through the effective application of our system, including our processes for continual
improvement.

GENERAL REQUIREMENTS

It is the policy of ORBITAL RESOURCES LIMITED to establish, document,

implement, maintain and continually improve a quality management system in
accordance with the requirements of ISO 9001:2008.

To implement our quality management system, ORBITAL RESOURCES LIMITED

has identified and documented the processes needed for the quality management
system, determined the sequence and interaction of these processes, and
determined criteria and methods required to ensure the effective operation and

QUALITY POLICY

ORBITAL knows that quality is important to her

clients. To meet these obligations, ORBITAL has
established this Project Quality Policy to comply
with all the specified requirements of her
clients and the principles of ISO 9001 standards
including pertinent national statutory requirements.

It is the policy of ORBITAL Management that all

personnel engaged in any project must work to
achieve the following:

1. Sustain the required quality level so as to continually meet contract requirements.

2. Justify the confidence placed on them by ORBITAL Management by ensuring the
intended quality is not only attained but sustained.
3. Ensure ORBITAL ability to sustain desired quality level at every stage of contract(s) is
not undermined when exposed to the audit.
COMMUNITY AFFAIRS POLICY

The ORBITAL Community Affairs

program will follow a proactive
approach to communicate with the host
communities. We will foster healthy
long-term relationships with
communities through observance of the
highest standards of our conduct.

To accomplish these goals ORBITAL will attempt to maintain good public relations with
host communities.

ORBITAL will educate all

personnel in proper community affairs
awareness. All new employees will attend an
orientation/induction course.
ORBITAL considers that it is
the duty of all employees to report any
confrontations with the host communities and prevent confrontation between themselves
and members of the host communities to the best of their ability.

Accurate and timely reporting of all hostile confrontations or misunderstandings with host
communities will give Management the opportunity to investigate and eliminate the
underlying causes.

All Sub-contractors will be expected to conduct their activities in a way that is completely
in accordance with the Companies Community affairs Policy.
Our goal is to foster healthy long-term relationships with communities through observance
of the highest standards of our conduct and to develop mutually beneficial solutions to
eliminate any negative impact of our operations on the host community environment.
SAFETY POLICY

It is the policy of ORBITAL to conduct all of its activities in a manner by which the Health and
Safety of all its employees, its sub-contractors
and the communities of the areas in which it works are
properly safeguarded. ORBITAL will conduct its
activities in line with the Companies Safety Guidelines,
the requirements of our Clients and all relevant
Government requirements.

ORBITAL is dedicated to the precept of

maintaining the highest possible Safety
standards, with the same dedication as
production and considers these two
objectives to be inseparable. Because
an efficient operation is a safe
operation, no operation can be
considered to be efficient if it is not safe.
ALL ACCIDENTS ARE
PREVENTABLE: This slogan is the
heart of our safety Policy.

ORBITAL will educate all personnel in proper safety awareness. All new employees will
attend an orientation/induction course. ORBITAL considers that it is the duty of all
employees to prevent self-injury and to safeguard against injury to co-workers.

safety of all persons involved in our operations.
ENVIRONMENTAL POLICY

It is the policy of ORBITAL to

conduct all of its activities in a manner, which
the environment in which it operates is
properly safeguarded. ORBITAL
will conduct its activities in line with
the Company’s Environmental
Guidelines, the requirements of our
Clients and all relevant Government
requirements.

ORBITAL is dedicated to the precept of minimizing the effect of our operations on the
environment. ORBITAL believes that no operation can remain efficient if it is not environmentally
sustainable. This slogan is the heart of our Environmental Policy.
ORBITAL will educate all personnel in proper environmental awareness and recycling. All new
employees will attend an environmental indoctrination course. ORBITAL considers that it is the
duty of all employees to practice environmental management as well as disposing of waste
materials in the proper manner to provide a clean and safe working environment.

All ORBITAL personnel will adhere to the practices

for reporting spills and other environmentally

unacceptable practices, will follow proper disposal
methods, and develop and maintain recycling efforts.
Accurate and timely spill reporting will give Management
the opportunity to identify and eliminate the causes of
environmental spills and pollution which is the ultimate
goal of our Environmental Policy.

All Sub-contractors will be expected to conduct their activities in a way that is completely in line
with the Company’s Environmental Policy.

Our goal is to work together in improving our environmental awareness as well as the
environmental awareness of all persons involved in our operations.
SECURITY POLICY

It is the policy of ORBITAL to conduct all of its activities in manner in which all of the employees,
equipment, and sub-contractors are properly secure from hostile action.
ORBITAL will conduct its activities in line with Company’s Security Guidelines, the requirements
of our Clients and all relevant Government requirements.
To accomplish these goals ORBITAL will attempt to maintain good public relations with host
communities. In addition, ORBITAL will maintain contact with governmental security agencies
and request their assistance when necessary as a deterrent to prevent theft, confrontations with
hostile parties, destruction of equipment, or harm to personnel.
ORBITAL will educate all personnel in proper
security awareness. All new employees will attend an
orientation/induction course. ORBITAL
considers that it is the duty of all employees to report any
theft of company assets and prevent confrontation between
themselves and members of host communities to the best
of their ability.

All ORBITAL Personnel will adhere to the community relations procedure. Accurate and timely
reporting of theft of company assets and all hostile confrontations will give management the
opportunity to investigate and eliminate the causes.
All Sub-contractors will be expected to their activities in a way that is completely in line with the
Companies Security Policy.

ALCOHOL & DRUG POLICY

It is a serious offense for any employee

of ORBITAL to be under the influence
of alcohol or in possession of or under the
influence of any non-prescription drug
while working or residing on any jobsite,
including all property under the control of ORBITAL
.

Personnel may be tested to determine usage of alcohol or illicit

drugs at any time. Failure to cooperate with testing will be viewed
the same as a positive result. This rule applies to all operations and
all locations on a 24-hours basis.
