WHAT IS AN LGU?
It means LOCAL GOVERNMENT UNIT of a
province/municipality/city
Ex. Nueva Ecija Province/Cabanatuan LGU/
Cabanatuan City
*It is governed by R.A. 7160 known as the “Local
Gov’t. Code” which states the responsibility for the
delivery of basic services and facilities of the
national government has been transferred to the
local gov’t.
*This involves the devolution of powers, functions &
responsibilities to the local government both
provincial & municipal. (PHN by Cuevas,et,al,2007)

R.A, 1082 “RURAL HEALTH ACT”
* Implemented in 1953
* Called for the employment of RHU
personnel (physicians, dentists, nurses,
midwives, sanitary inspectors)
* RHU personnel are assigned in barrios to
help alleviate their health conditions
especially on preventable diseases.
* It created first 81 RHUs.

This Act strengthened the health & dental
services in the rural areas and created
RHUs (Rural Health Units) of 8 categories of
staffing pattern corresponding to the
population groups of municipalities to be

population.

R.A. 9173 – “PHIL. NURSING ACT OF 2002”
Sec. 28. Scope of Nursing
*A person shall be deemed to be practicing
nursing within the meaning of RA 9173 when
he/she singly or in collaboration with
another, initiates and performs nursing
services to individuals, families and
communities in any health care settings

FUNCTIONS OF RHU STAFF & PERSONNEL
RHP/MHO – over-all head of the RHU
* manages medical tx of referrals
* do consultations
RHD - manages & treated dental cases
Dental Aide – assists the RHD
RHM – manages minor cases & normal OB
cases; manages BHS; do contact
tracing; assists PHN

RMT – performs laboratory/diagnostic tests;
do contact tracing
RSI – takes charge of environmental
concerns like water supply inspection & tx,
waste disp0sal facility, etc.
Ambulance driver – conducts patients to &
conducting point to RHU or referred
health facility and vice-versa
BHW (Bgy. Health Worker) – assists RHM;
performs simple nursing procedures & txs,
home remedies, ff. up cases at home,
assists in immunization & BHS activities

A PHN is the 1st contact of the patient in the RHU
where she screens cases according to established
program protocols. Makes referrals to RHP/MHO if
not within her responsibilities to manage.

The Bgy. Captain heads the whole barangay supported & assisted
by his/her council. Each Bgy. Kagawad has committee in charge for
health, education, environmental, public works, agriculture
appropriation/budget,women,children & senior citizen’s affairs. SK
The BNS(Bgy. Nutrition Scholar)is in charge of nutrition services. KGWDS
The Bgy. Secretary works on documentations & Bgy. Treasurer
works on budget, procurement, expenses & liquidations.
