1. INTRODUCTION
As L&T Heavy Civil Infrastructure IC moves towards a zero-harm vision through the L&T L.I.F.E.
program, there requires a management game changing shift and a complete gradual overhaul of
what was done in the past so as to meet the current business model.
L&T Heavy civil & infrastructure IC engage Sub-Contractors for various scopes i.e., back-to-back
contract, manpower supply or/and plant & machinery supply for the project execution across HCI-
IC. Majority of workforce are from the Sub-Contractor’s end and are on the front line who get
exposed to EHS Risks. This procedure is designed to ensure that Sub-Contractors comply with L&T
HCI-IC IMS Procedures, CEHSS, Client’s and Legal requirements during Project execution.
2. PURPOSE
This procedure is intended to define the EHS requirements and expectations that shall be attained
and implemented by Sub-Contractors, main objectives are:
• Engage the Sub-Contractor who meets the minimum EHS requirements.
• Effectively manage EHS with a proactive approach prior to tendering and mobilization.
• Describe a planned approach to Management of Sub-Contractor EHS that will ensure a
continuing improvement in EHS performance for all Sub-Contractor activities.
• Describe the role and responsibilities of key personnel in Sub-Contractor EHS management.
• To ensure Sub-Contractors understand and comply with HCI IC Project Strategic Plan.
• Continuously engage the Sub-Contractor to improve their competency through structured
training, meetings, campaigns, motivational programs, etc.
• Sub-Contractors are monitored and evaluated for their EHS performance regularly.
• Sub-Contractors are consulted and communicated to improve their EHS performances and
feedback.
• Guide the Sub-Contractors to support L&T to fulfill the goals on EHS.
3. SCOPE
This procedure shall be applicable to L&T Heavy Civil Infrastructure Project Sites, Offices and
operations globally. This procedure is intended to supplement, not to replace, any contractual
requirements, including, EHS Management System manual, guidelines, Standard Operating
Procedures, any requirements of Client, as well as Sub-Contractor's own EHS Program.

4. DEFINITIONS
Acceptance Criteria The level of EHS performance deemed acceptable for a given
period or phase of activity.
Sub-Contractor Refers to a company or individual having an authorized contractual
undertaking to provide services to the Company.
Sub-Contractor Senior management personnel with adequate authority to take
Representative decisions on behalf of Sub-Contractor
EHS Policy A statement of company intent and principles regarding its EHS
effects and from which its strategic objectives can be drawn.
Contract A formal business agreement detailing the terms and conditions for
the supply or provision of services.
5. RESPONSIBILITIES
IC Head Shall:

Ensure EHS code of conduct implemented thro’ Project EHS In charge at Project
sites.
Quarterly Review of Sub-Contractor’s competency based on the project’s EHS
performance reports and feedback from the Sub-Contractors.
Quarterly updates on the status of EHS performance to HQ-EHS & Procurement
department.
Cluster EHS Head Shall:
Ensure respective Project EHS code of conduct for Sub-Contractors is

charges/engineers.
Involve Sub-Contractors in the Risk Management and Incident investigation
process.
Discuss Sub-Contractor performance during monthly EHS coordination meeting
and suggest areas for improvement.
Quarterly updates on the status of EHS performance to Cluster/BU, HQ-EHS &
Procurement department.
P&M In charge
Ensure their employees wear appropriate PPE according to the nature of the
hazards.
Report any incidents and near misses to Project EHS in-charge.
Ensure their plant and equipment are inspected/certified prior to use and
maintained periodically.
Participate in Risk assessment and incident investigation process whenever
project requires.
Ensure competent operators, drivers and riggers are engaged for the job.
6. CATEGORY OF SUB-CONTRACTORS
Based on the type of Sub-Contractors, the degree of influencing EHS controls shall be applied as per
the below table.
Note: Incase the back-to-back contractor having manpower less than 50 will be considered as a Tier-2 category.

7. SUB-CONTRACTOR SELECTION
7.1. Communication of EHS requirements
The Procurement/ Planning team shall issue the following to Sub-Contractors to sensitize and bringing
the common understanding on EHS requirements of HCI.
• EHS requirements to be followed by the Sub-Contractors as per EHS code of conduct of the
respective activity.
• In addition, Sub-Contractors shall submit the filled up EHS capability (Tier 1 & Tier-2) assessment
sheets to Procurement/planning/respective dept and EHS team members for evaluation.
• HCI Procurement team shall carry out the EHS audit for Tier-1 sub-contractor in their existing
projects to understand the compliance to EHS standards and fulfilling the EHS requirements.
• Sub-contractors shall submit the filled up EHS capability (Tier-1 and Planning & site /HQ admin/HQ
or respective department to HQ procurement and EHS team for evaluation
• Tier 2 Sub-Contractors shall submit the filled-up assessment sheets to Procurement/Planning team
and EHS team.
• Details about the HCI IC expectations from Sub-Contractors shall be discussed & explained as per
Annexure (1 to 5) relevant to the nature and scope of work.
• EHS In charge shall recommend the acceptance/ rejection in EHS evaluation sheet (IM 13 E) based
on the above evaluation to Procurement team.
• A centralized database should be kept with all the details of the Sub-Contractors and their
performance. This information to be maintained and available for all BUs or upload in a common
platform which could be referred by the required BUs for future needs.
the Sub-Contractor office/sites for inspection, if the contractor attains more than 80% or more in
the set EHS requirements in the EHS Capability Evaluation form (IM 13 B & IM 13 C) he is qualified
and advised to take up the shortfalls to take necessary corrective action within specified time.
• If 80% requirements are not met, HCI Project EHS in-charge rejects the Sub-Contractor’s application
to register and asks him to re-submit after rectifying the EHS requirements through Procurement
team.
• For Tier-1 sub-contractor If any fatal accident & major accidents (RLTI/DO) previous happened for
the sub-contractor (more than one) will be disqualified for the EHS evaluation process.
• If Tier-2 sub-contractor has any fatal accident in previous years will be evaluated by the
procurement /EHS dept. to decide on deploying.
• If the Sub-Contractor qualifies, Procurement team/Planning team will inform the Sub-Contractor
about his acceptance for registration. Procurement/Contract team will inform all BU’s / Dept.
Head’s / PM’s by a memo and a copy of updated list of pre-qualified Sub-Contractors.
• Continuation of services of Sub-Contractor on the ongoing sites lies with the responsibility of the
Project Manager. The Sub-Contractor shall not be awarded any new contract for work/services,
until he re-qualifies in EHS requirements.
• On monthly basis, each Sub-Contractor’s EHS performance shall be assessed by site EHS as per the
specified format i.e., “13. A- Sub-Contractor EHS Monthly Performance Evaluation Form.”
8. PRE-MOBILIZATION
8.1. Submission of EHS documents by Tier 1 Sub-Contractor
Within 15 days from the date of LOI/ WO receive by the Sub-Contractor, it is expected to submit the
following documents,
• Project specific EHS plan. (Complying HCI IC and its client requirements)
• EHS organization chart.
• Key personnel’s Biodata of (Project/Construction/EHS/Other Departmental & Functional Heads)
9. EXECUTION
9.1. EHS Staff deployment & supervision for Tier 1(Back-to-Back Contractor)
• Sub-Contractors shall deploy qualified and experienced EHS personnel exclusively responsible for
fulfilling the EHS requirements for implementation / Co-ordination as indicated in the table below.
• All EHS personnel deputed by the Sub-Contractor at the site shall be free from all other
responsibilities.
• The required qualification and experience of the EHS personnel should meet criteria as indicated
below. Minimum strength of EHS personnel shall be deployed depending on the volume of job and
workmen deployed as mentioned below.

9.2. EHS Staff deployment & supervision for Tier 2(for all other than Back-to-Back Contractor)
• HCI IC Project Head/EHS In charges shall be responsible for deployment of EHS Stewards/ safety
supervision in the work locations for Tier-2 Sub-Contractors for less than 50 workers.
• One EHS steward on full time responsibility for every 50 workers Contractor on all the shifts.
• To improve the competency level and keep Sub-Contractors up to date on HCI EHS requirements,
EHS In charge shall continuously engage our Sub-Contractors workmen through various training
and skill development program. Based on the Training Needs identification, the Execution/ EHS
Team shall identify the area of training requirement.
• Workforce Induction and Skills Application (WISA) program or equivalent similar type of app shall
be used by all HCI Projects to maintain a complete database of grade wise workforce helps to retain
and to utilize their services in all projects.
• Sub-Contractor shall engage their workmen on mandatory EHS induction training and other skill
improvement training before start of the activities.
• Each Worker deployed by the agency shall be given mandatory training related to job, firefighting,
first-aid and reporting of accidents.
• All sub-contractor employees including workmen shall be given safety training as per the site EHS
training plan.
• Refresher training program to all workmen/staff shall be conducted at regular intervals as per EHS
training matrix and EHS training plan.
• Trade wise training to be provided for the workmen and refresher training to be provided on
periodical intervals. i.e., at least once in a year.
• For more details & requirements applicability for the sub-contractor on the Competency
Development – Refer IM 11 Competency Training & Induction Procedure.
• The work permit that shall be used in the project are listed in IM-14 Work permit Procedure.
• Other than the HCI Work permits, Client specific requirements on work permits shall be included
during execution of the project.
• Permittee who requires work permit shall fill the applicable permit after taking necessary
precautions and shall produce it to the authorized person with a copy to Site EHS team before
specified time.
• Authorized person shall check the conformance with the permit requirements at the work location
and shall approve the permit. Once the work is completed, permittee shall close the permit (after
taking close-out precautions) and report it back to the authorized person/ Site EHS team
The Sub-Contractor shall maintain the following records within the contract duration at the job site:
• Lifting tools and tackles inspection records, 3rd party testing certificates
• Training attendance sheets including date, name of participants and subject of training program
etc.,
• Safety meetings or toolbox meeting records or minutes showing date of meeting, who attended,
and the topics discussed.
• Job site inspection / Tool Inspection / audit reports and status of the action plans reports, if any
violation.
• Log of all first aid cases reported and treated, with date, time, name of injured, job nature of injury
and type of treatment given.
• All incident investigation reports (i.e., injury, illness, property damage, environmental incident and
as well as near miss incidents)
These ratings shall be used for improving their performance on continual basis and to consider for future
award of contracts.
9.9.1 Sub-Contractors
• Sub-Contractors who score high in the above evaluation, shall be declared as “Best Safety
Conscious Sub-Contractors” once in quarterly basis and rewarded with gift/ trophy/ shield and
appreciation certificate.
• The evaluation shall be conducted as per the format provided in IM 13.G- Selection Criteria for Best
Sub-Contractor.
• HCI EHS team in consultation with concerned Section In-charge (like Electrical, Mechanical and Civil)
will identify the best performing employees trade wise (like Crane Operator, Rigger, Fitter, Welder,
Gas Cutter, Grinder, Mason, Scaffolder, Fitter, Driver, Electrician, Helper etc.) by every quarter.
• HCI EHS team in-consultation with PM will finalize the number of employees/All the staff of the
team to be awarded and type of awards to be given.
• After completion of the quarter, immediate next week the motivational award program will be
organized at site. Necessary arrangements for the award programs like Gifts, Certificates, etc. will
be organized under the guidance / with the support of PM.
• Workmen shall be declared as “Safety Person of the Quarter” in ratio of 1 Worker per 250 Workmen
(this ratio may be increased based on-site decision).
Following are the consequent actions for Sub-Contractor, staff, and workmen
All above Penalty /Violation memo details shall be shared with concerned person who make RA Bill for the
respective subcontractor.
In case Sub-Contractor fails to employ the required EHS professionals, the department may at the cost
and risk of the Sub-Contractor deploy additional/required EHS professionals. The cost incurred towards
this shall be deducted from Sub-Contractor's bill at following the rates or actual whichever is higher.

▪ The amount collected from the above penalty system shall be utilized for welfare, appreciation, and
rewards.
Based on evaluation, respective EHS In-charge and Planning In-charge shall jointly prepare Sub-Contractor EHS
Performance and submit Close out Report to Procurement team and Project Head as a part of project closure
report and final settlement of the contract for considering in future award of contract.

EHS Code of conduct for sub-contractors Tier-1 (back-to-back work)
1. No workmen below 18 years and above 58 years of age shall be engaged for a job.
2. All workmen shall be screened by L&T HCI IC as per Project Medical Screening
procedure before engaging them on the job. Physical fitness of all employees shall be
considered to ensure employees are fit to carry out their assigned job safely i.e. height
pass for work at height, vision and audiometry test as minimum for Drivers & Operators
etc. before employment. The final decision rests with the L&T HCI IC site management
to reject any person on the ground of physical fitness.
3. All workmen deployed by Sub-Contractor must attend EHS orientation prior to
commencing work.
4. Workmen shall attend safety briefings and toolbox meetings conducted at site before
start the job.
5. Sub-Contractor shall deploy only those equipment and plants which are inspected and
approved by site management confirming fit for use and holding a valid “GREEN
CARD” issued by the site management. Subsequently, these equipment shall also be
subjected to monthly periodical inspection and the deviations identified during
inspection shall be rectified within given time and then only validity of GREEN CARD
will be extended for next one month.
6. Sub-Contractor must ensure daily pre-use checks by the user/operator for all
equipment, vehicles, tools and tackles and portable power tools.
7. All lifting equipment and gears must meet L&T HCI IC requirements. These shall be
certified by third party periodically as per the local legislation/L&T HCI IC CEHSS and
IM Procedure.
8. Sub-Contractor shall ensure that all the vehicles / machinery are operated by only
authorized persons holding valid driving license which shall be carried by them at all
times, and they must respect the traffic rules and signage.
9. Sub-Contractor shall ensure that workmen /supervisors are not using mobile phones
when operating vehicles /equipment or working at height or while walking at
construction workplace.
10. Sub-Contractor shall ensure that electrical connections / repairs to be carried out by
only authorized electricians. All electrical installations shall meet the standards i.e. All
the connections to electrical installations, light fittings, power driven equipment are
connected through the power source routed through ELCB / RCCB.
11. Appropriate mandatory personal protective equipment shall be worn by all of Sub-
Contractor workmen / supervisors at all times when working at site (e.g. safety helmet,
safety boots, reflective vest in all work locations and other risk based personal
protective equipment as recommended by the EHS dept. for the specific work area).
Personal protective equipment shall be kept in good condition. Any defects shall be
reported to Sub-Contractor immediate supervisor.
12. Sub-Contractor shall obtain Permit-to-work before commencing any specialized work
for which a Permit-to-Work system applies e.g. Confined Space, Hot work, Excavation
Works, Lifting, Radiography, and Working at height etc.
13. Sub-Contractor shall ensure that electrical connections / repairs to be carried out by
only authorized electricians. All electrical installations shall meet the standards i.e. All
the connections to electrical installations, light fittings, power driven equipment are
connected through the power source routed through ELCB / RCCB.
14. Sub-Contractor shall ensure that adequate illumination is provided at workplace. No
work to be continued with inadequate illumination.
15. Sub-Contractor shall ensure that none of workers smoke at workplace or consume
alcohol / drugs while they are on work.
16. Sub-Contractor shall ensure that none of the equipment deployed by Sub-Contractor
is overloaded while carrying out lifting activities, material transportation and
transportation of workmen.
17. Sub-Contractor shall provide safe means of transportation to the workmen being
transported to the workplace. In cases of using L&T HCI IC transportations they must
follow L&T HCI IC requirements.
18. None of Sub-Contractor workmen are allowed to do cooking inside the living rooms in
workmen accommodation.
19. Good housekeeping to be maintained at all locations. Sub-Contractor shall ensure that
the workplace be kept clean and tidy. Clear access shall be maintained at all times in
the work locations. Materials shall not be stacked to the dangerous height at
workspace.
20. All excavated pits shall be provided with hard barricades, signs posted. Barricade to
be maintained till the backfilling is done. Safe access / egress shall be ensured for all
excavations. TRAP (Traffic Risk Assessment Procedure) shall be followed.
21. All the incidents including near miss accident cases shall be reported to the concerned
L&T HCI IC EHS engineer / Site engineer.
22. Sub-contractor shall rectify all the unsafe conditions / unsafe acts reported
immediately. Any STOP WORK instruction by the EHS engineer shall be respected in
view of prevailing hazards and work can be resumed only if the safe conditions are
restored and after getting clearance from the area EHS personnel.
23. Sub-Contractor shall appoint a competent Safety engineer /safety supervisor to co-
ordinate and follow up the compliance of safety requirements under the guidance of
L&T HCI IC project safety team.
24. Sub- Contractors shall ensure adequate supervisor at workplace. They shall ensure
that all persons working under them shall perform the job safely and don’t create any
hazard to self or to any co-workers.
25. All the dangerous moving parts of the portable / fixed machinery being used shall be
adequately guarded.
26. Ladders being used at site shall be adequately secured at the bottom to top. Ladders

c) Sub-contractor shall be responsible for dust control resulting from their work.
d) Sub-Contractor shall take necessary action to control and mitigate pollution and
emission resulting from their activities which included but not limited to
emission control of plant and machinery, diesel generators, vehicular pollution,
waste water generation, spill and any other source of pollutants as identified
during construction/execution of work.
e) Sub-Contractor shall be liable for recordkeeping of all environmental
documents which includes but not limited to waste record and disposal
approvals, emission records, hazardous material classification details and
related approval for its procurement, storage, movement and final disposal.
f) Sub-Contractor shall ensure that construction plant and machineries are
regularly maintained in a sound workable condition with routine service, free
from any spillage and leaks and emissions are within the regulatory limits.
g) Sub-Contractor/supplier/service provider shall ensure that environmental
consideration has been given priority in their supply chain to reduce carbon
foot print by giving priority preference for ecofriendly materials I.e., materials
and products with recycling content, regionally sourced materials & products,
product with high bio degradable and inert contents and energy efficient
product and services.
h) Sub-Contractor shall ensure that they will consider energy and resource
conservation initiatives through recycling & reuse, energy and water
conservation, reduction in consumption of office stationery specially papers.
i) Sub-Contractor shall provide full cooperation to L&T for the implementation of
its environmental program and will provide all necessary environmental training
to its workforce.

All PPEs shall be provided by contractors (category 1 – major and back to back
contractor) or L&T shall provide and debit the amount to contractors as the case

particular contractor is beyond their workmen strength, suitable debit shall be
made in the bill with prior notice). Any PPE and safety devices shall be
purchased only from authorized vendors of L&T, this is to ensure that only
standardized products of L&T are in use across all the projects of L&T.
d) Fall Protection
o All personnel working over 1.8-meter height shall use the full body
harness and have the lanyard tied to a fixed structure before starting
the work at height.
o Specification of harness: Full body harness webbing made of Nylon with
front single D- ring for fall arrestor attachment (Class: L), with double
lanyard (Polyamide rope – 12 mm) & double scaffold hook, Shoulder &
Thigh adjustable with tool kit pouch (near right thigh position - Size : 260
X 150X 50 MM) and fall indicator, ISI or CE Certified. Webbing Color:
Body- Yellow & Thigh - Blue
o Horizontal life-line shall be provided wherever permanent anchoring
points are not available.
o Rope grab fall arrestor in conjunction with vertical life-line shall be used
to protect fall during vertical movement such as climbing vertical ladder,
structures, etc.
o Floatation devices shall be provided at the periphery of the island to
facilitate emergency rescue.
e) Eye Protection
All personnel those who are exposed to injury related to eye shall be provided with
eye protection. This may include activities, such as, welding, grinding, chipping,
hammering, drilling, etc.
f) Ear Protection
Those who are exposed to noise at work area which exceeds the acceptable level
shall wear suitable ear protection.
g) Respiratory Protection
Employees those who are working near dust, fumes, poisonous and toxic gases shall
wear appropriate respiratory protection
h) Protective Clothing
Special protective clothing shall be worn to protect body from injury for specified
task. Following is the typical PPE matrix to be followed in the project, however
based on client/ specific site conditions, this matrix shall be modified and adhered

EHS Code of conduct for sub-contractors Tier-2 (General)
1. No workmen below 18 years and above 58 years of age shall be engaged for a job.
2. All workmen shall be screened by L&T HCI IC as per Project Medical Screening procedure
before engaging them on the job. Physical fitness of all employees shall be considered to
ensure employees are fit to carry out their assigned job safely i.e., height pass for work
at height, vision and audiometry test as minimum for Drivers & Operators etc. before
employment. The final decision rests with the L&T HCI IC site management to reject any
person on the ground of physical fitness.
3. All workmen deployed by Sub-Contractor must attend EHS orientation prior to
commencing work.
4. Workmen shall attend safety briefings and toolbox meetings conducted at site before start
the job.
5. Sub-Contractor must ensure daily pre-use checks by the user/operator for all equipment,
vehicles, tools and tackles and portable power tools.
6. Sub-Contractor shall ensure that workmen /supervisors are not using mobile phones when
operating vehicles /equipment or working at height or while walking at construction
workplace.
7. Appropriate mandatory personal protective equipment shall be worn by all of Sub-
Contractor workmen / supervisors at all times when working at site (e.g., safety helmet,
safety boots, reflective vest in all work locations and other risk based personal protective
equipment as recommended by the EHS dept. for the specific work area). Personal
protective equipment shall be kept in good condition. Any defects shall be reported to
Sub-Contractor immediate supervisor.
8. Sub-Contractor shall obtain Permit-to-work before commencing any specialized work for
which a Permit-to-Work system applies e.g., Confined Space, Hot work, Excavation Works,
Lifting, Radiography, and Working at height etc.
9. Sub-Contractor shall ensure that electrical connections / repairs to be carried out by only
authorized electricians. All electrical installations shall meet the standards i.e. All the
connections to electrical installations, light fittings, power driven equipment are connected
through the power source routed through ELCB / RCCB.
10. Sub-Contractor shall ensure that adequate illumination is provided at workplace. No work
to be continued with inadequate illumination.
11. Sub-Contractor shall ensure that none of workers smoke at workplace or consume alcohol
/ drugs while they are on work.
12. Sub-Contractor shall ensure that none of the equipment deployed by Sub-Contractor is
overloaded while carrying out lifting activities, material transportation and transportation
of workmen.
13. Sub-Contractor shall provide safe means of transportation to the workmen being
transported to the workplace. In cases of using L&T HCI IC transportations they must
follow L&T HCI IC requirements.
14. None of Sub-Contractor workmen are allowed to do cooking inside the living rooms in
workmen accommodation.
15. Good housekeeping to be maintained at all locations. Sub-Contractor shall ensure that the
workplace be kept clean and tidy. Clear access shall be always maintained in the work
locations. Materials shall not be stacked to the dangerous height at workspace.
16. All excavated pits shall be provided with hard barricades, signs posted. Barricade to be
maintained till the backfilling is done. Safe access / egress shall be ensured for all
excavations. TRAP (Traffic Risk Assessment Procedure) shall be followed.
17. All the incidents including near miss accident cases shall be reported to the concerned
L&T HCI IC EHS engineer / Site engineer.
18. Sub-contractor shall rectify all the unsafe conditions / unsafe acts reported immediately.
Any STOP WORK instruction by the EHS engineer shall be respected in view of prevailing
hazards and work can be resumed only if the safe conditions are restored and after getting
clearance from the area EHS personnel.
19. Sub-Contractor shall appoint a competent Safety engineer /safety supervisor to co-
ordinate and follow up the compliance of safety requirements under the guidance of L&T
HCI IC project safety team.

verified by the admin personnel during initial screening and requisite govt.
identity card/ Aadhar card will be verified to the effect.
Any non-compliance to the above requirements is liable for imposing penalty. EHS performance
shall be monitored monthly. Repetitive /serious non-compliances may be dealt with termination
of contract and will not be considered for award of future jobs of L&T HCI IC.

given time and then only validity of GREEN CARD will be extended for next one month.
6. Sub-Contractor must ensure daily pre-use checks by the user/operator for all equipment,
vehicles, tools and tackles and portable power tools.
7. All lifting equipment and gears must meet L&T HCI IC requirements. These shall be certified
by third party periodically as per the local legislation/L&T HCI IC CEHSS and IM Procedure.
8. Sub-Contractor shall ensure that all the vehicles / machinery are operated by only authorized
persons holding valid driving license which shall be always carried by them, and they must
respect the traffic rules and signage.
9. Sub-Contractor shall ensure that workmen /supervisors are not using mobile phones when
operating vehicles /equipment or working at height or while walking at construction
workplace.
10. All vehicles should have reverse horn, indicator lights, fire extinguisher, first aid box and valid
Pollution Under Control (PUC) certificate.
11. Sub-Contractor shall ensure that electrical connections / repairs to be carried out by only

EHS Code of conduct for sub-contractors - Launching Girder Operation
1. The Sub- Contractor shall ensure that a valid certificate of fitness for all lifting appliances
including synchronised mobile jacks, pre-stressing hydraulic jacks, jacks fitted with launching
girders etc. and Employer’s approval before inducting to the site. Only after obtaining the
approval from the Employer any lifting appliances and gear shall be used.
2. All lifting appliances and loose gears shall be clearly marked for its safe working load and
identification by stamping or other suitable means.
3. As launching operation is one of the riskiest job, the Contractor shall take utmost precaution
at all stages like; planning, establishing casing yard, casting segments, transporting segments,
fabrication and erection of launching girders, launching of segments, pre-stressing, auto
launching of girders and dismantling of launching girders.
4. The Contractor shall prepare a comprehensive Method Statement for the launching
operation, adhering to the EHS conditions laid down in conditions of contract on EHS and
Project EHS Manual. Particular reference shall be made to the provisions on working at height.
As the entire process of launching has to be undertaken at an elevated level, the safety of
workers and the girder is paramount important. The following general guidelines shall be
adhered throughout the launching operation.
a) Necessary ‘working platforms’ and fall protection anchorage arrangement
shall be provided in the launching girder itself.
b) Provisions for mounting light fittings shall also be made available in the
launching girder.
c) The workmen engaged in fabrication of reinforcement, concreting the
segment shall be provided with necessary PPEs including compulsory hand
protection gloves.
n) Test certificate for all lifting gears including Macalloy bars shall be maintained
at a location closer to the launching girder itself so that it can be referred
during all inspections.
o) Adequate lighting at all time shall be ensured in the entire area of operation
p) Proper access ladders/stairways shall be maintained for safe ascending /
descending of workmen / engineers.
q) Access to drinking water & toilet shall be ensured to all workmen engaged for
launching process
5. In case of failure of launching girder, lifting appliance, loose gear, hoist or building and other
construction work, machinery and transport equipment at a construction site, such
appliances, gear, hoist, machinery or equipment and the site of such occurrence shall, as far
as practicable, be kept undisturbed until inspected by the Authorities
6. Reporting of dangerous occurrences collapse or subsidence of soil, tunnel, pipelines, any wall,
floor, gallery, roof or any other part of any structure, launching girder, platform, staging,
scaffolding or means of access including formwork;
7. No workmen below 18 years and above 58 years of age shall be engaged for a job.
8. All workmen shall be screened by L&T HCI IC as per Project Medical Screening procedure
before engaging them on the job. Physical fitness of all employees shall be considered to
ensure employees are fit to carry out their assigned job safely i.e. height pass for work at
height, vision and audiometry test as minimum for Drivers & Operators etc. before
employment. The final decision rests with the L&T HCI IC site management to reject any
person on the ground of physical fitness.
9. All workmen deployed by Sub-Contractor must attend EHS orientation prior to commencing
work.
10. Workmen shall attend safety briefings and toolbox meetings conducted at site before start
the job.
11. Sub-Contractor shall deploy only those equipment and plants which are inspected and
approved by site management confirming fit for use and holding a valid “GREEN CARD” issued
by the site management. Subsequently, these equipment shall also be subjected to monthly
periodical inspection and the deviations identified during inspection shall be rectified within
given time and then only validity of GREEN CARD will be extended for next one month.
12. Sub-Contractor must ensure daily pre-use checks by the user/operator for all equipment,
vehicles, tools and tackles and portable power tools.
13. All lifting equipment and gears must meet L&T HCI IC requirements. These shall be certified
by third party periodically as per the local legislation/L&T HCI IC CEHSS and IM Procedure.
14. Sub-Contractor shall ensure that all the vehicles / machinery are operated by only authorized
persons holding valid driving license which shall be carried by them at all times, and they must
respect the traffic rules and signage.
15. Sub-Contractor shall ensure that workmen /supervisors are not using mobile phones when
operating vehicles /equipment or working at height or while walking at construction
workplace.
16. Sub-Contractor shall ensure that electrical connections / repairs to be carried out by only
authorized electricians. All electrical installations shall meet the standards i.e. All the
connections to electrical installations, light fittings, power driven equipment are connected
through the power source routed through ELCB / RCCB.
17. Appropriate mandatory personal protective equipment shall be worn by all of Sub-Contractor
workmen / supervisors at all times when working at site (e.g. safety helmet, safety boots,
reflective vest in all work locations and other risk based personal protective equipment as
recommended by the EHS dept. for the specific work area). Personal protective equipment
shall be kept in good condition. Any defects shall be reported to Sub-Contractor immediate
supervisor.
18. Sub-Contractor shall obtain Permit-to-work before commencing any specialized work for
which a Permit-to-Work system applies e.g. Confined Space, Hot work, Excavation Works,
Lifting, Radiography, and Working at height etc.
19. Sub-Contractor shall ensure that electrical connections / repairs to be carried out by only
authorized electricians. All electrical installations shall meet the standards i.e. All the
connections to electrical installations, light fittings, power driven equipment are connected
through the power source routed through ELCB / RCCB.
20. Sub-Contractor shall ensure that adequate illumination is provided at workplace. No work to
be continued with inadequate illumination.
21. Sub-Contractor shall ensure that none of workers smoke at workplace or consume alcohol /
drugs while they are on work.
22. Sub-Contractor shall ensure that none of the equipment deployed by Sub-Contractor is
overloaded while carrying out lifting activities, material transportation and transportation of
workmen.
23. Sub-Contractor shall provide safe means of transportation to the workmen being transported
to the workplace. In cases of using L&T HCI IC transportations they must follow L&T HCI IC
requirements.
24. None of Sub-Contractor workmen are allowed to do cooking inside the living rooms in
workmen accommodation.
25. Good housekeeping to be maintained at all locations. Sub-Contractor shall ensure that the
workplace be kept clean and tidy. Clear access shall be maintained at all times in the work
locations. Materials shall not be stacked to the dangerous height at workspace.
26. All excavated pits shall be provided with hard barricades, signs posted. Barricade to be
maintained till the backfilling is done. Safe access / egress shall be ensured for all excavations.
TRAP (Traffic Risk Assessment Procedure) shall be followed.
27. All the incidents including near miss accident cases shall be reported to the concerned L&T
HCI IC EHS engineer / Site engineer.
28. Sub-contractor shall rectify all the unsafe conditions / unsafe acts reported immediately. Any
STOP WORK instruction by the EHS engineer shall be respected in view of prevailing hazards
and work can be resumed only if the safe conditions are restored and after getting clearance
from the area EHS personnel.
29. Sub-Contractor shall appoint a competent Safety engineer /safety supervisor to co-ordinate
and follow up the compliance of safety requirements under the guidance of L&T HCI IC project
safety team.
30. Sub- Contractors shall ensure adequate supervisor at workplace. They shall ensure that all
persons working under them shall perform the job safely and don’t create any hazard to self
or to any co-workers.
31. All the dangerous moving parts of the portable / fixed machinery being used shall be
adequately guarded.
32. Ladders being used at site shall be adequately secured at the bottom to top. Ladders shall not
be used as work-platforms.
33. Erection zones and dismantling zones shall be barricaded and nobody will be allowed to stand
under suspended load.
34. Horseplay and running is completely prohibited at workplace.
35. Materials shall not be thrown from heights. While loading/ unloading the barricading to be
provided to prevent unauthorized personnel entry.
36. All scaffoldings/work platform shall be strong enough to withstand the expected load.
Scaffolding erection, dismantling and modification shall only be done by trained and certified
scaffold erectors. Entire activities shall be supervised by training and certified supervisor.
Scaffolding shall be inspected weekly by the inspector/supervisor and tagged as per L&T HCI
IC procedure.
37. All tools and tackles shall be inspected before use. Defects are to report immediately. No
lifting tackles to be used unless it is certified by the P&M In charge/ Safety Coordinator.
38. Adequate fire equipment’s shall be made available at workplace and persons are to be trained
in firefighting techniques with co-ordination of Site Safety Co-coordinator.
39. Work area shall be secured to prevent entry of unauthorized personnel.
41. Environmental
a) Sub-Contractor shall abide all the regulatory and contractual environmental
compliance requirement pertaining to their scope of work.
b) They will be responsible for the management of their waste materials which includes
but not limited to C&D waste, hazardous waste, biomedical waste, E-waste any other
waste stream as identified during the execution of their scope of work.
c) Sub-contractor shall be responsible for dust control resulting from their work.
d) Sub-Contractor shall take necessary action to control and mitigate pollution and
emission resulting from their activities which included but not limited to emission
control of plant and machinery, diesel generators, vehicular pollution, wastewater

shall be provided by Sub- Contractor to manage and coordinate EHS programs
on all the shifts.
b) Workmen
All above Penalty /Violation memo details shall be shared with concerned
person who make RA Bill for the respective subcontractor.
In case Sub-Contractor fails to employ the required EHS professionals, the
department may at the cost and risk of the Sub-Contractor deploy
additional/required EHS professionals. The cost incurred towards this shall be
deducted from Sub-Contractor's bill at following the rates or actual whichever is
higher.
EHS Steward/Marshal Rs. 500/day
The amount collected from the above penalty system shall be utilized
for welfare, appreciation, and rewards.
Any non-compliance to the above requirements is liable for imposing penalty. EHS
performance shall be monitored monthly. Repetitive /serious non-compliances may be dealt
with termination of contract and will not be considered for award of future jobs of L&T HCI
IC.
