Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

The great challenge to all teachers out there is to deal with the

implementation of ICT at school due to fast transformation of the technologies these

days. One of the factors why they should take advantage of technologies is to be

globally competitive in all phases of trends. Some of them considered this as a

lifelong learning that furnishes them to a new opportunity. Information and

communication technology (ICT) is complex and constantly evolving that in actual

fact it affects the daily life whether you are evocative on it or not that through the

years it has been bumping off the lives of everyone in terms of socialization, work,

and even in academe.

The Education Project was started in 2012 as a way of addressing the low

quality of education in the Northern and Volta Regions. The idea is to introduce

teachers and school administrators to ICT tools that will facilitate their management

of school data and teaching and learning in classrooms. It is expected that this shift

from the conventional way of teaching to a technological approach using ICT tools

will translate into better performance of students. Since 2011, teachers and

administrators from schools in the Northern and Volta Regions have been trained to

use ICT tools in their work. These teachers continuously receive support to ensure

that they apply the new technologies in their teaching and learning activities

(Savana Signatures, 2016).

Worldwide research has shown that ICT can lead to improve student

learning and better teaching methods. A report made by the National Institute of

Multimedia Education in Japan, proved that an increase in student exposure to

educational ICT through curriculum integration has a significant and positive impact

on student achievement, especially in terms of "Knowledge Comprehension" •

"Practical skill" and "Presentation skill" in subject areas such as mathematics,

science, and social study. However, you can see that there are many education

technology solutions provided in the world which may cause confusion among

educators about how to choose the right ICT solution. Let's have a look at the

advantages and disadvantages of ICT tools for education and discover what kind of

education ICT solution is suitable for your school needs (ELMO, 2016).

DepED GOVPH (2014) while here in the Philippines, the Department of

Education (DepEd), through the Information and Communications Technology (ICT)

Unit, boosts its efforts in the nationwide computerization projects for all schools and

DepEd offices. Secretary of Education Armin Luistro stressed the thrust of the

department’s ICT Programs. “Our ICT efforts have always been directed in aiding

our stakeholders to attain accessible and comprehensive education, wherever they

may be in the country,” he said. Among these ICT programs is the Enhanced Basic

Education Information System (EBEIS), an online facility for encoding, storage and

report generation of all school information — such as enrolment, resource

inventories and special programs. Luistro said that moving towards an online and

automated system of gathering data and putting it into a relational database now

provides the Department with more relevant, accurate and up to date information

for decision making and planning. Further, the whole system also intends to harvest

materials developed by our own teachers with the intent of recognizing quality

material and share it with fellow teachers and educators under an open sharing

platform. “These programs will help our learners have more access to relevant, up-

to-date and quality education materials. It also provides a database to our

educators where they can derive their lessons from. These materials will assist

them in their lesson plans, and may also give an array of contextualized classroom

discussions,” Luistro said.

RAPPLER (2015) during the DepED’s National Research Conference held

in Koronodal last April 16 to 18, 2015, we were tasked to give a plenary talk about

“Cutting Edge Research Methods.” In this talk, we showed how collecting and

analyzing data has changed dramatically because of information communications

technology (ICT), which has spurred the era of Big Data. We are drowning in a

flood of data, with ICT changing our ways of doing things and learning. We could

imagine having access to a huge database where we collect every detailed

measure of every student's academic performance drilling down to every answer

he/she makes to an exam question, and add to these are information on the

students (from the socio-economic profile of his/her family, to his teachers, to

whether or not he/she supplements classroom learning with Internet online

learning). This data could be used to design the most effective approaches to

education, starting from reading, writing, and mathematics, to advanced college

courses. While we don’t have this database yet, but little by little, we are getting

there. The increasing access to the Internet and social media has been

phenomenal.

The researcher is so considerably fascinated to form a study relating to the

effectiveness of ICT implementation, intended for the respondents’ assessments

according to their profile, in the school assessment once ICT implementation is

applied, and what ICT-enabled teaching learning program can be proposed to

better accomplish by expending it.

Background of the Study

Teachers in this day and age are the modern ones. As the technology

cultivates, we be supposed be part of it as it lends a hand to grip the importance of

new civilization. ICT implementation not only cleanly talks about internet and

computer but also it ranges to a lot of features of technology that creates a lot of

enjoyments and new experimentations that lead to a more meaningful way of living.

Stand-Alone Senior High School in Barangay Fort Bonifacio was

established in 2017 with two strands available for the school year 2022-2023

Humanities and Social Sciences (HUMSS) and Accountancy, Business and

Management (ABM) with 234 students in total for grade 11 and grade 12 with six
full-time SHS teachers under the management of Mr. Ferdinand G. Delgado.

School is the foremost fountain of knowledge children are exposed to. It

gives a chance for them to acquire knowledge on various fields of education such

as people, literature, history, mathematics, politics, and other numerous subjects.

This contributes to cultivation in the thought process. When one is exposed to the

influences coming from various cultural sources, his/her on world and existence

becomes vast (EducationWorld, 2021).


Theoretical Framework

The Philippines is one of the insistent countries that have been laying out on

information and communication technology (ICT) as an effective instrument to get

better working, socializing, teaching, and learning of most Filipinos. But up until

now, application of ICT is still delinquent due to many causes corresponding to the

absence of ICT and how in actuality it should be implemented. 12

Shown in the figure above is the impact of integrating social media in

language teaching and learning. It is stated in Jamaludin’s Theory, “The design is

meant to indicate the impacts of integrating social media in language teaching and
learning and gauge their perception on towards the use of social media during the

teaching and learning process” (Anis Safiah Binti Jamaludin, 2014).

Conceptual Framework

The researcher came across for the profile of the teachers respondents in

selected public high schools in terms of effectiveness of information and

communications technology implementation; the assessment of ICT implementation

in the school in terms of availability of software and hardware, technical knowledge,

technical skills, and trainings and seminars attended; the significant relationship

between the profile of the respondents and the effectiveness of ICT implementation;

what are the problems encountered while implementing ICT; and what ICT-enabled

teaching learning module can be proposed were also discussed.

Statement of the Problem

This study determined the (TOPIC) at Pateros National High School-SHS in

Pateros M.M., for the school year 2021-2022.

Specifically, the study sought to answer the following questions:

Hypothesis

There is no significant relationship between the respondent’s profile and the Class

Observation Tool (COT) in the teachers’ performance and professional

development of teachers.Significance of the Study (TOPIC).

Significance of the Study

This study is expected to find out the (TOPIC OF YOUR THESIS) to the

respondents at Pateros National High School-SHS in Pateros M.M..

The results of this study will also be beneficial to the following:

DepEd Officials. This study would provide a valid result of assessment on how to

cook properly.

Division Supervisor. They will identify the conditions of teachers having ICT

implementation. In that said, the division supervisor will be aware of the factors needed for

the students.

District Supervisor. The outcome of the study will offer truthful information about

the effectiveness of ICT implementation in district supervision that will serve as a guide for

what activities to be considered as far as the teachers are concerned.

School Administrators. This will help them identify possible course of actions in

improving the ICT implementation to make the platform more effective and functional.

Teachers. This will identify what ICT-enabled teaching learning module can be

proposed for the development of teachers.


Parents. This study will help them to fully understand why ICT is very important for

their children as part of the learning process.

Students. This study would give them encouragement and inspiration to see their

teachers performing at their easiest way of conveying information thru the use of ICT.

Future Researchers. This study may contribute to the next researcher similar to

their topic. The findings and recommendations will be indispensable input for the

improvement of their research related to this.

Scope and Limitations

This study focused on the (THESIS’ TOPIC) of SHS Grade 11 cookery with 40

participants out of 100 at Pateros National High School-SHS in Pateros M.M. during the

school year 2021-2022.

Definition of Terms

To facilitate better understanding of the study, terms are hereby defined

conceptually.

Cookery. It means information and communications technology is an

umbrella term that includes any communication device or application,

encompassing: radio, television, cellular phones, computer and network

hardware and software, satellite systems, and so on, as well as the various
services and applications associated with them, such as videoconferencing

and distance learning.

Effectiveness. It suggests of having effective ways of creating a perfect

output in ICT implementation.

Information. It advocates of giving an informative knowledge of the status

of the teachers with the use of ICT.

Communication. It refers of exchanging information about the

effectiveness of ICT when teacher applies it in the school.

Technology. It is an application of scientific knowledge about the right use

of ICT to the public high school teachers.

Implementation. It gives an application about the effectiveness of ICT

implementation.

Module. This provides a set of standardized platform on how to showcase

ICT implementation effectively for the teachers as their guideline.

Software. This is something to do with programming and other

operating information used by a computer or any related electronic system.

Hardware. In relation to the machines, wirings, & other physical component

of a computer or other electronic system.


Technical Knowledge. It is an understanding of modern technology, its

working and advances. The detailed understanding of anything that can be applied

or reasoned with in any shape or form for any issues or applications.

Technical Skills. Are the knowledge and capabilities to perform specialized

tasks. Management often needs to have technical skills in order to communicate

effectively.

Trainings and Seminars Attended. It involves of an experience acquired

and a big meeting for discussion by the school to the teachers regarding ICT

implementation.
