GOAL
How to to Define an Application User That Has All The Privileges in User Management Responsibility as SYSADMIN User
SOLUTION
When a role is assigned to a user, the user obtains all of the access privileges defined for that role and for all of its sub roles.
This is called role inheritance.
In order a user has Security Administrator privileges the user needs to have inherit the Security Administrator Role.
Security Administrators manage all user accounts in the system, and can assign / revoke all roles. Security Administrators also
manage system accounts (such as GUEST), that are not tied to a person.
4. Search and find the user one wants to inherit the Security Administrator Role.
8. Apply.
