S. Lignes, our city council member headed by Vice
Mayor Mark William U. Tan, department heads of
national and local offices, co-workers in public
service, good morning.
The City of El Salvador Housing and Urban
Development Office (CESHUDO) will render its
office update.
One of the flagship programs of the local
government of El Salvador is the Socialized
Housing for the underprivileged, informal and /or
displaced settlers, vulnerable and urban poor
sector. As mandated by the Local Government
Code of 1991 (RA 7160) and the Urban
Development and Housing Act of 1992 (RA 7279).
The Local Government had acquired a total land
area of 11 hecs. More or less compose of Cayam,
Brgy Molugan; La Fortuna, Brgy Amoros; Linabo,
Brgy Cogon(Phase 1 & 2) , Sto. Niño, BLISS &
Mullhull Brgy Poblacion; Tigkawayan, Brgy
Sinaloc; and Zone 7, Brgy Himaya. these lots have
been declared as sites for resettlement and
socialized housing projects in the city.
The local government thru the Office of The
Sangguniang Panlungsod has an Approved
Resolution Adopting its Local Shelter Plan (2018-
2027). Thus, it will be vital in the implementation of
the Socialized Housing Program of the city. Last
year of Dec 2021, the DHSUD facilitated the
updating of LSP by validating the ISF of the 15
brgys of the city through the brgy enumerators.
B) Updates on selected relocation sites
1.1 Cayam, Molugan
90 lots generated with 90 bens and has
70 houses
1.2 La Fortuna Relocation, Amoros
70 beneficiaries out of 95 lots, 35 have
houses
1.3 Tigkawayan Relocation, Sinaloc
45 lots with 45 beneficiaries with
houses.
1.4 Himaya Relocation
26 bens transferred from sandig vill.
and isf’s from Himaya and Molugan
To date, we are in the process of
adjudication and disposition of areas
allocated for LGU as special use since
the area is classified as forestland and
within the framework of the CBFM.
1.5 SHFC housing Project for our LGU employees

1.8 Linabo Phase 2
Total lots 205 (189 rowlots, 16 lot only)
24 units of Rowhouses which starts its
repayment on July 2022. Total
generated is Php 26,900 as of
September 2022
63 rowhouses are ongoing (funded by
NHA for its 2nd grant to the LGU) and it
will be completed this December 2022
10 rowhouses were newly completed
this month of September (funded by
LGU)
BP2 by NHA – Funding of 63 units
amounting to 25M was approved and is
soon to be implemented this year.
For both Linabo P1 and P2 There are 307
lots generated. The total number of
houses constructed within this year will be
201 units (funded by LGU 28M and NHA
grant 50M). The total houseowner to be
relocated from tuburan area, Market area
that needs houses and lots is 201 which is
just enough to fill in the houses.
Another additional site for relocation is the
Pacuma Area, which generates 40 lots.
This is just beside the Linabo P2. This will
be the area for the underprivileged
families that has a court order for eviction
and demolition. So far, to date, there are
32 households started to construct their
houses.
1.9 Also the conduct of the National Assessment
on Local Planning for Shelter Dev’t. under the
DILG.This assessment is designed to evaluate
the existing conditions of ISF's and the institution
and technical capabilities of the LGU where it is
situated.The result of this survey will be the basis
for providing technical assistance to LGU before
handing over the devolved housing and
resettlement functions of national key shelter
agencies.
2.0 Another update was ISF Validation of 15
barangays thru the CESHUDO by the
enumerators of every brgy funded by the
DHSUD. This activity was also in line with the
spatial mapping on ISF and government idle
lands conducted by the Land Use and Urban
Planning of the DHSUD. This data will be used
to update our LSP w/c expires in 2027.
From the survey of enumerators of 15 brgys
The results are as follows: Total ISF = 2,399
(eviction=1,411, flood=452, coastal=424)
the threat of Flood and Coastal found in
Molugan, Amoros and taytay, while a threat of
Eviction is in all brgys, 1st three highest brgys
are molugan, poblacion & Sambulawan.
(eviction=no security of tenure.)

common good, undertake, in cooperation with
the private sector, a continuing program of
urban land reform and housing which will
make available at affordable cost, decent
housing and basic services to underprivileged
and homeless citizens in urban centers and
resettlement areas.
Lastly, Rest assured that the LGU through the
good governance of our Hon. mayor Edgar S.
Lignes will continue to intensify its relocation
campaign of the Informal Settler Families (ISF’s)
of the City of El Salvador.
