INVITATION FOR BIDS (IFB)

Through
INTERNATIONAL COMPETITIVE BIDDING (ICB)
For Execution of
CIVIL, ELECTRO MECHANCIAL (E&M), HYDRO MECHANICAL (H&M), SWITCH YARD
WORKS OF
PAUDITAL LASSA (3 x 8 MW) HYDRO ELECTRIC PROJECT
IN HIMACHAL PRADESH, INDIA
ON EPC BASIS

1. This invitation for bids follows the general procurement notice for this project that
appeared in the newspapers of India.

2. Bidding is open to all bidders from eligible source countries as defined in the IBRD
Guidelines for Procurement. Bidders from India should, however, be registered with
the Government of Himachal Pradesh/Other State Governments/Central
Government/Government Undertakings. Bidders are advised to note the qualification
criteria specified below to qualify for the award of the contract.

3. M/s Greenko Hatkoti Energy Private Limited (GHEP) herein after called the “Employer”
now invites sealed bids from eligible Bidders on EPC basis including planning, detailed
designing, construction of civil, electro-mechanical, hydro-mechanical and switch yard
works including supply, transport, assembly, erection, supervision, field testing at site,
commissioning, load testing, and Test Run complete as per the specifications given in
the tender documents for Paudital Lassa HEP (3 X 8MW) (herein after called the
“Project”) on Pabbar river, Shimla District, Himachal Pradesh, India.

a) Construction of civil works shall comprise (but not limited to) Trench Weir, head
race tunnels, desiliting chamber, silt flushing tunnel, adit tunnels, surge shaft,
penstock, power house, transformer, tail race tunnel, approach roads and all & any
other civil works related to the Project as specified in the tender technical
document.

b) Electro-mechanical works shall comprise (but not limited to) turbines, generators,
transformers, and all auxiliary equipments including governing equipment, main
inlet valves, equipment for auxiliary systems such as compressed air, cooling water,
centralized grease lubricating system, oil, water and air piping with valves and
fittings, cables, instrumentation, control and safety devices (as required), speed
increasing gearbox, excitation system, voltage regulating equipment, neutral
grounding, generator terminal equipment including CTs, PTs, Surge protection
equipment, power factor controller installed, voltage reduction at frequency
reduction, bearings with grease lubrication and regreasing system with grease
regulation (if required), spares for five (5) year trouble free operation of the plant,
special tools etc. have to be provided as specified in the tender technical document.

c) Hydro Mechanical Works shall comprise (but not limited to) penstock, gates
including hoists, trash rack, etc required for the Project as specified in the tender
technical document.

d) Outdoor switchyard equipment for the Project including interface equipment,


control panels and associated equipment for the safe and efficient supervisions,
protections, control, metering, annunciation and operation of E&M and auxiliary
equipment as specified in the tender technical document.

4. Bidding will be conducted through the International Competitive Bidding (ICB)


procedures and is open to all bidders from eligible source countries as defined in the
guidelines.

5. A two-envelope International Competitive Bidding (ICB) procedure will be adopted.


Bidders are to submit simultaneously two sealed envelopes, one containing the Techno-
Commercial proposal and one containing the Price proposal. Initially only the Techno-
Commercial proposals are opened. Techno-Commercial proposals which are submitted
by non–qualified bidders or which are not substantially responsive are rejected. The
substantially responsive Techno-Commercial proposals which have been submitted by
qualified bidders are discussed with the bidders and bidders are requested to adjust
their proposals to reflect the changes and amendments requested by the Employer. The
bidders are further requested to submit supplementary price proposals which contain
the changes in price resulting from the discussed changes in Techno-Commercial
proposals. The original price proposal and the supplementary price proposal are
opened simultaneously in the presence of the eligible bidders.

6. The Contract will be awarded under the procedures of International Competitive


Bidding (ICB) and are eligible for Deemed Export Incentives. All Deemed Export
Benefits shall be to the account of the Employer accordingly the Contractor shall give a
disclaimer certificate in favor of the Employer. Contractor shall also provide all
necessary documents required for claiming the Deemed Export Benefits.

7. Interested eligible bidders may obtain further information from the Employer and
inspect the bidding documents in their office address given below on all the working
days from 1000 Hrs to 1800 Hrs.
8. A complete set of bidding documents in English may be purchased by the interested
bidders starting from the date specified below on submission of a written application
and upon payment of a non-refundable fee specified below in the form of Demand Draft
in favour of Greenko Hatkoti Energy Private Limited payable at Hyderabad.

9. All bids not accompanied by a bid security will be rejected.

10. Techno-Commercial bid will be opened on the same day in the presence of Bidder’s
representatives who choose to attend on the specified date and time. In the event of the
date being declared as a closed holiday for Employer’s office, the due date for
submission of bids and opening of bids will be the following working day at the
appointed times.

11. The Employer will not be responsible for any costs or expenses incurred by Bidders in
connection with preparation or delivery of Bids.

12. The Employer reserves the right to reject any or all bids or cancel/withdraw the
invitation for Bids without assigning any reason whatsoever and in such case no
bidder/intending bidder shall have any claim arising out of such action.

Qualification Criteria

1. The Bidder (sole/consortium) must have experience in construction, installation, and


commissioning at least one HE project of 12 MW or above on EPC basis, which is in
successful operation or substantially completed.

In case bidder does not have experience of EPC execution under single contract, it should
posses the experience of executed individually all components of hydro power project(s)
(run-of-the-river) of 12MW or above including civil components, E&M equipment supply,
erection and commissioning, hydro mechanical, etc. under multiple contracts. In such a
case it shall also furnish a tie up arrangement with design specialists/ agency having the
requisite experience for design & engineering works.

2. The average annual turnover of Bidder in the preceding three (3) financial years as on the
date of bid opening, shall not be less than INR 100 Crores (US$ 25 million). Financial
reports such as audited profit and loss accounts, balance sheets, auditor’s report, banker’s
certificates are to be submitted to substantiate the financial strength.
