HOW TO USE THIS MODULE

Welcome to the Module “Contributing to Quality System”. This module


contains training materials and activities for you to complete.

The unit of competency “Contribute to Quality System” contains the


knowledge, skills and attitudes required for Shielded Metal Arc Welding
(SMAW) required to obtain the National Certificate (NC) level II.

You are required to go through a series of learning activities in order to


complete each of the learning outcomes of the module. In each learning
outcome there are Information Sheets, Job Sheets, Operation Sheets and
Activity Sheets. Do these activities on your own and answer the Self-Check at
the end of each learning activity.

If you have questions, do not hesitate to ask your teacher for assistance.

Recognition of Prior Learning (RPL)

You may already have some basic knowledge and skills covered in this
module.

If you can demonstrate competence to your teacher in a particular skill, talk


to your teacher so you do not have to undergo the same training again. If you
have a qualification or Certificate of Competency from previous trainings show it
to him/her. If the skills you acquired are consistent with and relevant to this
module, they become part of the evidence. You can present these for RPL. If you
are not sure about your competence skills, discuss this with your teacher.

After completing this module, ask your teacher to assess your competence.
Result of your assessment will be recorded in your competency profile. All the
learning activities are designed for you to complete at your own pace.

INSPECT WORK DONE

Introduction

The inspection of works related to welding is essential requirement for


production. The inspection of welds, materials, operations and safety are the
company’s concern to meet the production standards as viewed at the different
level of codes and standards. It is proper therefore to organize the quality
assurance of the products.

Production inspections may perform their job differently. They have a


specific skills and expertise to the task(s), and to mention the category of
inspections are as follows: Weld Visual Inspection, Material Inspection,
Dimensional Inspection and NDT inspection. These in-house production
inspectors discharge their duties in the separate manner and not anyone of
them could be placed at any assignment to do, because of skills and
qualification of a person. If any work practices found not bound with the
standard requirements, then it is a subject for rectification or revision.

Quality Systems and Procedures

Work Instructions

The work instructions are taken from jobs/projects to be made in the


work place. These are the package of instructions allocated in the various shops
of the company. These are sets of work instruction for production and another
set for quality control department. The specific duties and responsibilities of
each department to implement the program of works and activities and that are
formed in the contracts and agreement between the fabrication and the client.

Documents pertaining to contracts, work orders and specifications were


discussed and approved by both the Fabrication Company and the client. The
two parties assume their specific responsibilities in time of preparations and
implementation of the project. Some of the four reasons why do e keep records
intact and accessible anytime:

▪ Records serve as basis for future reference of information.

▪ Records and reports can be the basis for turn-over works in case of leave
of absence or shifting.

▪ Records will be the protection should question arise later.

▪ Records as pre-qualification test for welders, materials, procedures,


processes and NDT for future referral/review by both parties.

Welders and workers will have to respond positively on the cases of


quality record keeping and reporting as to maintain the standard operations in
the workplace.

Safe Work Procedures

It is a mandate that anyone of the workers of the company no matter who


they are. Everyone must observe and follow work safety; either concern is for
human or product safety. These are many progresses and activities regarding
safety in the welding production, and some of these includes safety program in
workers and in safety program in workers and in the safety of the products
produced.

Welding Quality Standard/ISO

ISO 9003 – A Model for Quality Assurance in Final Inspection and Test

To ensure the quality, reliability and strength of weldment, an inspection


program of the company are strictly observed and followed. The fabrication
details reflected in the plan in the procedure has been developed based in
selected codes and standards. The Welding Procedure Specifications (WPS)
which considered the bible of welders is always made available and if possible,
the WPS is placed in areas that are accessible to information. The products that
are subjected to inspection must be included in quality program of the
production so that it will be easier to monitor and evaluate the flow of operation.
There are critical weld joints that must pass through intensive post-weld during
after welding. These category of weld joints fall under fabricated structures such
as Boilers, Reactors, Heat Exchanges and High Pressure vessels. Since these
products calls for critical services the weldment must pass to inspection
requirements and utmost be approved of certified for acceptability in the weld
profile requirements.

Welding Codes and Standards/ISO

The selection of codes and standard to be used maybe based upon several
factors, including the following:

 Many government agencies (local, state, federal) require that a


specification code or standard should be followed.

 The manufacturers consider cost and reliability; that is, a s stricter


standards are applied to the weld he made, the cost of the weld
necessarily increases.

 The code and standard used is considered to the standard one for
industry and has been use for sometime.

 The fitness of the service weld requirement as established through


testing.

The perfect welds are not required. The difference between what is
acceptable and fit for service, such perfection what is known as tolerance.
Agencies that issue codes and standards and each give the specific tolerance.

Communication Process

Simple, concise and clear information that received by workers and


employees of the company would give better understanding between production
and quality department. Office communication in the forms of memorandum,
letter of instructions, work procedures, an inspection reports, observation and
safety report and etc. are considered communication routine of the company to
promote effective productive operation.

Production managers, supervisors, and quality inspectors are


communication of workers. They are task(s) to promote high productivity output
and one way to achieve this through effective communication will determine
easier and faster response of the worker. Also, in the manner to avoid delay in
the decision, because of update information on the operation procedures and
processes. The worker of less information of the things they do cannot be
competitive in turn-out of product output.

LO2: Apply Quality Standards to Work

Introduction:

Once a code and standard has been established and selected. The quality
control department will have to decide the methods for the pre-qualifications
procedures and processes applied to the production.

Some of the pre-qualification testing that has to be done. These are pre-
qualifications of welders, procedures, materials, welding positions and welding
processes. These activities have to be recorded and documents for ensuring that
all structural products that are fabricated meet the quality standard.

International Organization for Standardization (ISO)

ISO 9001 is an International Standard for Quality Management Systems


(QMS) issued by the International Organizations for Standardization. ISO is an
internationally recognized series of quality system standard that provides
quality management guidance, and identify generic quality system elements
necessary to achieve quality assurance.

 Has been widely used in commercial transactions whereby


suppliers and buyers agree on very clear guidelines for achieving
consistent product quality and customer satisfaction.

 Seventy-four (74) countries adapted these International Standards.

 Used as framework for continuous improvement.

How ISO Quality Management are Developed

In 1987, ISO 9000 was published by ISO which initially adopted all
provisions of BS 5750. Harmonization of BS 5750 and ISO 9000 was done to
become equivalent documents. EC adopted harmonized standard and was
designated as European Norm EN 2900. ASQ/ANSI established and published
Q-90 series which is identical to ISO 9000.

Quality (as defined by ISO) is the totality of the Characteristics of an


entity that bear on its ability to satisfy stated or implied needs. In final Analysis,
quality is when a supplier meets what his/her customer expects.

International Organization for Standardization (ISO)

ISO Certifying Companies here in the country use standards, norm,


regulations that are prescribed and recognized by the International Institutions
as they evaluate firm or a school for that matter, that demonstrated utmost level
of excellence and had completely satisfied all requirements necessary in the
performance of its duties. People’s perception of passing ISO standards means
you have threaded the eye of the needle.

Workplace Visitation/Observation

Company visitation and observation tour in the welding production is at


routine works that the group of persons is doing everyday. The company may
invite guest and customer for promoting jobs and their assessment they may
offer investment to the company.

Another Schedule of visitation and observation and the whole workforce of


inspectors. The purpose of inspection is to assess the general operations as well
as specific processes by getting information from the production officials and for
the in-house inspector. All of these persons may call them inspectors because
they do inspect welds even a portion of their jobs. These officials include
owners, Government representatives, production representatives and in-house
inspectors.

Three general categories into which the inspectors work function can be
grouped into:

 Overseer
 Specialist
 Combination of Overseer and Specialist

Record Maintenance

Keeping of records and documents in the welding production is very


essential. There’s no such production of welds without a system of recordings
because it’s hard for the company to attract multi-million projects from the
customers. The complete record system and update of the whole processes of
the company must always be pointed-out in favor of the client.

Most codes place the burden of responsibility for qualification in the


fabricators or contractors. Therefore, welding qualifications are statements by
the company that the welding procedures and personnel have been tested in
accordance with the proper codes and specifications.

The most important parts of the procedure qualification processes are the
utilization of that procedure during actual production welding. But, too often,
companies perform qualification testing only to satisfy some customer’s
requirements. Once qualified, they should be kept in a folder, or binder buried
someone’s shelf, or in a file of cabinet. This does not help the welder on the flow
that needs to know the information stated in the procedure qualification forms.

The procedures are the readily available forms are always available to the
welder during production. But due to the physical limitations of proper in the
welding or paper enclosed in plastic which are durable enough to withstand
being close to the welding.

Communication Process

Workers in the workplace must learn the communication requirements


adopted by the company. There are basic information and messages commonly
applied to the plan, familiarity with the verbal and written instructions coming
from co-workers and from the authorities in one department into the other.

The Management must provide desirable places in posting information


and communication for conveying workers to comply of any task(s) relative to
productions, procedures and processes. Safety signs must be also a primordial
concern of the management. In places that with the access of workers sight
must have safety signs as t o avoid and minimize injuries and damage.

Introduction:

The company in an industry operates in a well-manner basic


policies and regulations that emanates from the Policy Body Board of the
Organization. The company aims to deliver the maximum quality service
in terms of products and in the customer’s satisfaction through the
company’s policy statements and for the quest for improvement of the
service. The management will have to initiate reforms by reviewing the
existing productions and operations. The results of the assessment will
be the grounds for improvements.

Company System, Processes and Quality Requirements

The Company manuals or procedure manuals are the documents


that provide all information regarding the company operations. These
documents include the abstract presentation of the sites, buildings,
facilities, products, and quality procedures.

The quality standard manuals and the inspection record manuals


are of separate documents that are kept in the quality control
department. All information and guidelines pertaining to the quality is in
the manuals. The inspection record manuals are specific instructions for
all inspections activities. These include materials records, inspection
records, processes involved and various sample forms of inspection
reports. The inspection reports involved and various sample forms of
inspection reports. The inspection reports attended in all finished
products and registered in the Inspection record Manuals for purposes of
future reference and in the review of the production procedures.

Processes and Quality Requirements, both are tailored based on


the agreement between the client and the manufacturers. Each of the
sectors has the specific works to perform during the production. But the
task(s) and directions of these individuals coming from both directors are
sometimes in trouble during the exercise of their duties and function

properties.

Handling of Tools and Equipment

The common practice, when tools and equipment issued in the


production shops. The shop manager or superintendent is responsible,
accountable and subjected for auditing on a schedule basis. The
maintenance schedule of both tools and equipment must be designed in
periodic schemes and with proper coordination to the maintenance
section of the company as not to hamper daily operations of the
production. The maintenance schedule should be placed in the workshop
production corners for information. There are cases that the urgent call
coming from the production shop may possibly happen and should be
actuated upon receiving the call. This kind of information certified as
ASAP (as soon as possible) In this case, the operations stopped for
sometime and maybe a long loss on production outputs. The repair
