1. INTRODUCTION

PT. Persero Tbk, hereinafter referred to PERSERO is a State-Owned Enterprises (SOEs)

which is engaged in the transmission and distribution of natural gas. In line with this,
PERSERO will invest to develop an integrated pipeline infrastructure in order to increase the
utilization of natural gas in the province of Riau, particularly the region Dumai. The area is
becoming one of the company’s priorities as it has a huge potential in terms of energy needs
and supported by an adequate infrastructure. On the supply side, the area is quite strategic
because it is located in the area of oil and gas resources.

The development of Natural Gas Distribution Line Facilities in Riau Province and Dumai City
is expected to have positive impact.

The overall project scheme, as showed in figure below, will comprise: The Works for this
project will normally transport 111 MMSCFD of natural gas from Dumai Offtake Station (OTS)
to Dumai Distribution Network which consist of Lubuk Gaung and Pelintung Distribution
Pipeline.

The natural gas flow shall be measured by Ultrasonic meter, analyzed by gas chromatograph,
controlled by Pressure Regulating Valve, odorized and transported to Lubuk Gaung and
Pelintung Distribution Pipeline to serve the customer demand in Dumai City using MR/S
Costumer Attachment Package. The natural gas will be send to costumer plant and
