EXCERPT FROM THE MINUTES OF THE MEETING OF THE LOCAL HEALTH BOARD OF CORDON,
ISABELA HELD ON APRIL 11, 2019 AT THE MUNICIPAL SESSION HALL

RESOLUTION APPROVING THE LOCAL INVESTMENT PLAN FOR HEALTH


(LIPH) 2020-2022 AND ENDORSING THE SAME TO THE SANGGUNIANG
BAYAN OF CORDON, ISABELA, FOR ADOPTION

WHEREAS, the Department of Interior and Local Government (DILG) in Joint


Memorandum Circular No. 2007-001 provides guidelines on the harmonization of local
planning, investment programming, revenue administration, budgeting & expenditure
management and strengthen the interface between local government units (LGUs) and national
government agencies (NGAs);

WHEREAS, pursuant to relevant provisions of the Local Government Code (LGC) of 1991,
all LGUs shall prepare their comprehensive development plans, Local Development Investment
Programs (LDIPs). Annual Investment Programs (AIPs), Annual and Supplemental Budgets in the
context of and in harmony with national and regional policies, goals and strategies;

WHEREAS, all LGUs in coordination with NGAs, Government Owned and Controlled
Corporations, Government Financial Institutions shall adhere to the provisions of law and
principle of complementation and participation between and among LGUs and private
sector/non-government organizations in the preparation of their plans and budgets;

WHEREAS, the Local Investment Plan for Health (LIPH), 3-year plan, is the local
expression of the DOH national implementation framework that support the Philippine
Development Plan (PDP) towards achieving sustainable development goals;

WHEREAS, the LIPH shall be utilized to leverage better performance of the local health
system;

NOW, THEREFORE, I, LYNN M. ZUNIEGA, Municipal Mayor of the municipality of


Cordon, Isabela by virtue of the powers vested in me, hereby approve the Local Investment for
Health Plan of the local government of Cordon, Isabela.
