MEMORANDUM

TO ALL PDs/CD, DIVISION CHIEFS AND UNIT CHIEFS

SUBJECT GUIDELINES ON THE SUBMISSION OF DAILY TIME


RECORD OF ATTENDANCE (DTR)

r-D/i tTht following issues and concerns were raised during the meeting of
CRA focai persons iast October 26, 2022, at the regional office, viz:
1. Absence of internal policies on attendance and other CSC rules and
regulations in the field offices;
2. Late submission of DTRs by the field officers which resulted to late
submission of CRA to the regional office;
3. CRA are submitted to the regional office way beyond the prescribed
date of submission;
4. Overlapping of activities of the field officers which resulted to the
late submission of DTR;
5. Late printing of DTRs from LGUs for MLGOOs who uses the
biometric of LGU where they are assigned;
6. Submission of DTRs with lacking/incomplete attachments;

In this regard, and to ensure compliance to CSC rules and regulations


and Commission on Audit's (COA) requirement that all Government
mployees must submit the required record of service rendered, the following
guidelines relative to the submission of DTR are hereby prescribed, viz:
1. DTRs are released by the Personnel Section/ personnel in-charge of
CRA for the field offices, every 3rd working day of the month for
employees' validation and signature;

2. All personnel are required to observe the regular and on time


submission of the Daily Time Record with complete attachments
every 5th day of the following month;
3. If the 5th day falls on a Saturday, Sunday, or holiday, the deadline
of submission would be the last working day prior to the 5th day of
the succeeding month to ensure submission of the Consolidated
Report of Attendance to COA and Central Office every 10th day of
the month;
4. The signatures of the employee and supervisor signify their assent
and/or attestation as to the correctness of the entries;
5. Duly validated/signed DTRs shall be transmitted back to the
Personnel Section by the concerned Supervisor on or before the 5th
working day of the month;
6. Submission of Consolidated Report on Attendance (CRA) by the field
offices to the regional office should be every 5th day of the ensuing
month;
7. Failure or late submission of duly accomplished and approved DTR
and its attachments within the prescribed period would cause the
non- inclusion of the concerned personnel In the Payroll for the
current month;
8. A checklist shall be attached to the DTR certifying the completeness
of the attachments by the employee.
Required attachments shall include the following:
a. On official • Regional Order/Provincial
Business/Travel/Attendance to Order
Seminars Additional Requirements for COS
• Memo Brief/Aide Memoire
• Pass Slip

b. On Personal Business • Pass Slip


c. Biometric Malfunction • Photocopy of Employees DTR
duly certified by the Chief of
the Admin. Division/PD
d. Leave of Absence • Approved Application for
Leave (CSC Form 6)
e. Work From Home • Approved Accomplishment
Report
f. Leave of absence due to • Medical Certificate issued by a
Quarantine and/or treatment government physician
relative to COVID-19 • Completion of (Quarantine
Certificate issued by the local
quarantine/health official
• Leave Application
9. Should a personnel's Biometric generated DTR entry requires
corrections, the same should be submitted to the Human Resource
Management Office or the designated HR in the Provincial Offices for
proper action.

10. In cases when the employee fails to log in or log out with the
Biometric, he/she must provide a justification to avoid the same
failure in the future, to be noted by his/her immediate supervisor.

11. Provincial Offices are required to issue their respective internal policy
on attendance and other CSC rules and regulations.
