When it is deemed more convenient, this Specification can also be used for the
fabrication of tubulars and reducers/cones made by the roll bending process or the
press bending process followed by welding, although those products are normally
covered by ADMA-OPCO Specification SP-1108.

1.6.1 General
The latest edition (at the time of the contract award) of the Documents listed in
Appendix-D shall to the extent specified herein, represent part of this
Specification.
Where differences and/or conflicting issues occur between the referenced documents
themselves or the requirements of this Guideline, the requirements of this
Specification shall overrule unless otherwise advised by ADMA-OPCO. However
major conflictions shall be reported in writing to ADMA-OPCO Technical
Custodian for arbitration/resolution.

Where this Specification states no overriding requirements over the Standard
Engineering Documents requirements, the later shall apply in full.
The Contractor/Supplier shall equip himself with copies of all the referenced
Standard Engineering Documents referred in Appendix-D of this Specification and
shall make them readily available to all ADMA-OPCO or nominated representative,
personnel involved in the work.
Throughout this Specification, the words ‘will’, ‘may’, ‘should’ and ‘shall’, when
used in the context of actions by ADMA-OPCO or others, have specific meanings as
follows:

2. QUALITY ASSURANCE
2.1.1 The Contractor/Supplier and any of his sub-suppliers shall operate a Quality
Assurance System (QAS) within his organizations, which ensures that the
requirements of this Specification are fully achieved.
2.1.2 The Contractor/Supplier’s quality management system shall be based on the latest
issue of ISO 9001 and accredited by an international certifying agency.
2.1.3 The effectiveness of this quality system may be subject to monitoring by the ADMA-
OPCO or its representative and, may be audited following an agreed period of notice.
2.1.4 The Contractor/Supplier shall maintain sufficient Inspection and Quality Assurance
staff, independent of his production management, to ensure that the Quality Plan is
correctly implemented and that all related documentation is available.
2.2.1 The Contractor/Supplier shall submit project specific Quality Plan as well as
Inspection and Test Plan (ITP) to ADMA-OPCO within an agreed period after the
award of Contract. Evidence shall be included in the plan to prove that the QA team
is independent of production management.
2.2.2 The Contractor/Supplier shall also submit the operating procedures such as
Inspection, NDT, Handling, Storage etc. for ADMA-OPCO review. The documents
submitted shall be reviewed by ADMA-OPCO and any queries resolved prior to
commencement of fabrication.

2.3 Third Party Inspection Requirements
The third party inspection & certification requirements shall be carried out as per
stated in ADMA-OPCO Code of Practice CP-102 as indicated below and
supplemented by the Project Particular Specification.
The accuracy of all measuring and test equipment shall be periodically verified and
recorded as per Contractor/Supplier’s quality management system and demonstrated
to ADMA-OPCO or its representative throughout the execution of the Contract. All
such devices shall have valid calibration certificates.

3. GENERAL CHARACTERISTICS OF STRUCTURAL STEELS
3.1.1 The conventional designation of steel grades is based on the Specified Minimum
Yield Strength in N/mm2 for the smallest thickness range.
3.1.2 The general characteristics of steel selected in accordance with Design requirements
for Fixed Offshore Steel Structures – SP-1030 shall meet the requirement of
respective codes.
An extract of steel grade designations as given in clause 8.1.8 of SP-1030 has been
reproduced below. Steel category designated as I, S, II and A in the table below are
meant for use in primary, special, secondary and ancillary structural members
respectively as defined in SP-1030.

3.1.3 The tensile properties shall be satisfied for each steel grade are defined in the
sections pertaining to each product in this Specification.
3.1.4 As a general rule, different steel grades used within the same construction should be
avoided unless otherwise required. Difference in steel grades though shall be kept
minimal. In addition, the number of selected steel grades shall be reduced to a
minimum (2 or 3 maximum).

3.2 Selection and Designation of Steel Qualities
3.2.1 General
The requirement of above steel qualities have been specified by directly referring to
the respective standard to which the steel conforms to, e.g. a steel material grade
conforming to BS EN 10025 shall refer to the requirements of the same standard,
when multiple references have been made separated by stroke (/).
Selection of steel quality shall be subject to ADMA-OPCO’S prior approval.
3.2.2 Notch Impact Toughness
The CEV and Pcm of steel shall comply with the BS EN 10025/10225/10210.
3.2.5 Steels with Specified Physical Properties after Stress Relieving Heat Treatment
(PWHT)

3.2.6 Steel with Specified Impact Toughness after Strain Ageing
3.2.7 Materials for Cold or Hot Forming with Subsequent Heat Treatment
a. The Purchaser shall obtain from the steel producing mill all the necessary
instructions and recommendations to perform the said forming and heat
treatment, so as to obtain the required steel characteristics at fabrication stage.
b. The information relating to heat treatment shall be made known to ADMA-
OPCO.
c. Impact tests as per this Specification shall be required on material further to
simulated forming and subsequent heat treatment.
a. The Purchaser shall obtain from the steel producing mill all the necessary
instructions and recommendations to perform the said hot forming and, when
necessary, the heat treatment to be made after forming, so as to obtain the
required steel characteristics at fabrication stage.
b. Those information shall be communicated to ADMA-OPCO.
c. Impact tests as per this Specification shall be required on material further to
simulated hot forming, and subsequent heat treatment, if any.

4. GENERAL REQUIREMENTS FOR STRUCTURAL STEELS
4.1.1 All materials shall be new. The list of Supplier/Contractors and/or Manufacturers
shall be submitted to ADMA-OPCO for approval prior to order.
4.1.2 When it is agreed with ADMA-OPCO that materials can be supplied from stocks,
then the following shall be met:
a. The list of potential stockiest/stock holders shall have prior approval of ADMA-
OPCO.
b. The original Mill certificates of materials shall be made available. The
certificates made by dealers or stockiest shall not be acceptable.
c. The original markings shall be easily visible on products.
d. MPS shall not be applicable (see 4.4).
The Manufacturer (or stock holder) shall ensure full traceability of the supplied
materials. The in-house traceability procedure shall be made available to the
Inspector on request.
4.3.1 The use of steel grades and qualities other than those required by this Specification
shall not be made unless a written approval from ADMA-OPCO is obtained.
4.3.2 Substitution of a steel for another (from this Specification or a different standard)
shall not in any manner modify the requirements of this Specification regarding
acceptance tests and inspections to be made (with related criteria), marking to be
applied on products and documentation to be supplied.

4.3.3 Appendix-A to this Specification shows, for information, some equivalent steels in
ASTM and API Stds provided that, in some cases, certain steel characteristics are to
be further checked or measured for full compliance to this Specification. Equivalent
grades are only for guidance and information and selection of material as substitute
shall be subject to verification by review and testing of some or all its properties.
4.3.4 Any substituted steel from another ADMA-OPCO approved Std (e.g. BS, DIN, NF,
ASTM, API, etc.) shall, in addition, fully comply with the requirements of the said
Std.
The Manufacturer shall establish a detailed specification (called MPS herein) for the
manufacture and inspection of proposed materials, giving full details of the
characteristics of the materials, describing all proposed manufacturing and inspection
operations in their correct sequence together with their parameters of execution. The
proposed specification shall include, but not be limited to, all information concerning
the following;

4.5 Technical Queries /Non-Conformance Reports
4.5.2 A deviation to specifications shall not be considered as accepted as long as it has not
been submitted to and accepted by the ADMA-OPCO through a Technical Query.
4.5.4 Any work performance or any test result which is found, at a later date, not in
conformance with the ADMA-OPCO specifications or agreed procedure shall be
subject to a Non-Conformance Report (NCR) to be issued by the Supplier/Contractor
for submission to ADMA-OPCO. NCR report shall indicate corrective action
intended by the Supplier/Contractor.
5.1 General
Steel plates and rolled sections shall comply with the requirements of BS EN
10025/10225 for the respective grades of steel.

5.7 Destructive Tests
6. HOLLOW SECTIONS
6.1 General
6.1.1 This section specifies the technical delivery requirements for hot finished hollow
sections of circular, square or rectangular shape, fabricated by a seamless or welded
process.
6.1.2 Electric resistance welded hollow sections shall not be permitted when thickness
exceeds 9.52 mm.
6.1.3 Hollow sections shall fully comply (including testing and inspection methods and
procedures) with BS EN 10210-1 and BS EN 10225 for the steel grades and
qualities, which meet the requirements of this Specification, including the
requirements stated in section 4 (when applicable), unless otherwise specified
hereafter.
6.1.4 Note: Cold formed hollow sections are not considered in this section. However, these
products can be used for Category II members only.

6.4 Ladle Analysis
7. WELDED TUBULARS
Welded tubulars shall comply with the requirements of BS EN 10210 and 10225 as per the
requirements of respective grades.
Steel making process shall comply with the requirements of BS EN 10210/10225 &
API 2B as per the requirements of respective grades.
7.2 Welding

7.3 Mechanical Properties
a. For tubulars made from Z 35 steel, the plates shall be tested before forming by
tensile tests in the through thickness direction, per mother plate, under the
conditions specified in clause 3.2.4 of this Specification. Alternatively, those
tests may be performed on tubulars (instead of on plates).
b. Where the permanent deformation (straining) produced by cold forming is
greater than 5% (i.e. when D < 20 t), without any subsequent heat treatment, an
accelerated ageing test shall be made in accordance with the provisions of clause
3.2.6 of this Specification.
c. The impact test results obtained after tensioning and after ageing at the test
temperature corresponding to the quality of the steel tested shall comply in all
cases with the requirements of clause 3.2.2 of this Specification.
d. This test shall be made once per steel source, grade and quality. Grouping of
materials in each test lot may be agreed with ADMA-OPCO for the materials
which are of similar chemical composition.
Chemical composition shall comply with BS EN 10210 and BS EN 10225 for the
respective grades of steel.
Ladle analysis shall comply with BS EN 10210/10225 for the respective grades of
steel.

7.6 Destructive Testings/Production Tests
7.7.1 Steel plates shall be ultrasonically tested in accordance with the requirements of BS
EN 10210/10225 for the respective grades of steel.
8. SEAMLESS TUBULARS
8.1 General
8.1.1 This section specifies requirements for seamless tubulars manufactured by pipe mills
which are qualified to produce tubulars according to API specifications.
8.1.2 Seamless tubulars shall fully comply (including testing and inspection methods and
procedures) with BS EN 10210/10225 & API spec. 5L respectively, for the steel
grades which meet the requirements of this Specification, including the requirements
stated in section 4, unless otherwise indicated hereafter.
8.2.1 Steel making process shall be the Basic Oxygen Converter or the Electric Furnace. In
all cases rimming steel shall not be permitted.
8.2.2 Steel making process, deoxidization method, as well as special treatments, when
applicable (such as degassing, etc.) along with casting method shall be stated to
ADMA-OPCO when the bids are submitted.
The seamless tubular manufacturing process shall comply with the requirements of
BS EN 10210/10225 & API-5L.

8.4 Mechanical Properties
The type and frequency of tests shall comply with BS EN 10210/10225 & API-5L
respectively.

8.9 Non-Destructive Testings
8.9.1 a. All tubulars shall be ND Tested over their full length. Ultrasonic testing shall
apply for WT of 10 mm and above. Electro Magnetic Inspection (EMI) can be
used for WT less than 10 mm.
b. All pipe ends not scanned by the full automatic technique may be cut out or
otherwise may be inspected by manual ultrasonic examination (or by automatic
electromagnetic testing technique when WT is less than or equal to 10 mm).
8.9.2 NDT procedures shall comply with BS EN 10210/10225 & API-5L respectively. All
NDT procedures shall have prior approval of ADMA-OPCO.
8.9.3 For ultrasonic testing, the reference standard shall contain N5 notches oriented
parallel and transverse to pipe longitudinal axis, located on both inside and outside
surface, and also a longitudinal flat bottomed groove.
Except for the case mentioned in Subsection 9.4 (products in small sizes) materials shall be
identified by markings (namely, paint stenciling, colour coding and die stamping) as detailed
in the following.
9.1.1 Paint stenciling of materials shall be made with white paint and shall include, as a
minimum, the following:
a. ADMA-OPCO’s name
b. Project name
c. Purchase Order no.
d. Heat/cast no.
e. Steel designation
f. Requisition no/Items no.
g. Dimensions
h. Manufacturer’s mark/logo.

9.1.2 Arrangement of Paint Stenciling
a. For plates, paint stenciling shall be arranged at right angle to the principal rolling
direction and located at top and bottom of plate. This does not apply to mother
plates for tubulars where paint stenciling may be according to Mill’s standard
approved by the ADMA-OPCO.
b. For tubulars, paint stenciling shall be made at one tubular end as follows:
b.1 OD > 457 mm = on inside
b.2 OD < 406 mm = on outside.
c. For rolled sections and hollow sections, paint stenciling shall be made at one end
of product.
9.1.4 Paint stenciling shall start at 200 mm minimum from end of product.
9.1.5 A protective coating with clear varnish shall be applied on stenciled area.
Colour coding shall apply to Special and First Category materials to identify steel
grades and steels qualities. This shall be carried out as follows.
a. Colour coding shall be made by 50 mm wide painted bands or stripes using the
following colour coding:
a.1 K + 20 = unpainted
a.2 K0 = white
a.3 K-20 = blue
a.4 K-30 = yellow
a.5 K-40 = red
a.6 K-50 = purple
a.7 Z 35 (whatever the impact test temperature) = green (as an additional band
or stripe).

b. Arrangement of colour coding shall be as follows: (see sketches of Figure 9.1)
b.1 For plates:
b.1.1 Special Category: paint on one longitudinal plate edge (full length)
b.1.2 First Category: paint on both edges of two opposite corners (over 300 mm
in length, each side of corner).
For Z 35 steel, an additional green paint on one transverse plate edge (full
length) for Special Category and on both edges of the two other opposite
corners (over 300 mm in length, each side of corner) for First Category.
b.2 For cans, reducers, crown shims:
b.2.1 Special Category: a longitudinal stripe (full length of product).
b.2.2 For Z 35 steel, an additional longitudinal green stripe full length.
b.3 For any other tubulars:
b.3.1 Special and First Category: a circumferential band at 300 mm

9.2.2 Steel Grades
In addition to the above quality coding, colour coding for steel grades shall be made
by a painted stripe (50 mm wide x 400 mm long) located below the stencilling as
above in clause 9.1.2 (i.e. at both ends) using the following code:
a. S 235 = unpainted
b. S 275 = white
c. S 355 = blue.
9.3.1 Die stamping shall apply to plates, welded tubulars, cans and cones (if any) in
Special and First Category steels.
9.3.2 Die stamping shall include heat/cast number (and plate No. for plates) as a minimum.
It shall be located at 300 mm approx. from one end of product and located below
paint stenciling. For tubulars, it shall be made on inside surface for OD > 457mm and
outside surface for OD < 406 mm.
9.3.3 The rolling direction of plates shall be die stamped (and circled with white paint) and
also paint marked by an arrow.
9.3.4 Die stamping shall be made using round nosed dies and digits shall be at least 8 mm
high.
Rolled sections and hollow sections of small sizes (size 200 mm and below) in
Secondary steels may be delivered in bundles. In this case the marking will be using
metal labels fixed to bundles (at least two metal labels per bundle).

10. MILL CERTIFICATES
10.1 Structural materials shall be supplied with Mill inspection certificates in accordance
with BS EN 10204.
10.2 Mill certificate shall make reference to the present General Specification and
applicable PPS, if any.
10.3.2 Type of tubular (e.g. seamless, welded) together with manufacturing process (e.g.
UOE, Bending Roll, Press Bending)
10.3.4 Mechanical test results and product chemical analysis (including CEV and Pcm) with
reference to product no
11. INSPECTION
11.1 General
11.1.1 Inspection of materials shall be carried out in accordance with the requirements
stated in the present General Specification and applicable PPS, if any.
11.1.2 The Supplier/Contractor shall notify the Inspector sufficiently in advance to enable
him to be present at qualification tests and at all other tests or stages of manufacture
subject to acceptance in accordance with this Specification and approved Quality
Control Plan.
11.1.3 The Supplier/Contractor shall ensure that the Inspector has full and free access to all
parts of the plants mill, workshops, laboratories or other locations where the
fabrication, inspection and testing of materials are performed complete or in part.

11.2 Inspection by the Supplier/Contractor/Manufacturer
11.2.2 He shall, for this purpose, take all necessary measures, making use of suitable means,
devices and qualified personnel, enabling him to ensure permanent and effective
control at each stage of steel production.
11.2.3 All NDT operators shall be qualified to level 2 of CSWIP, PCN, EN or COFREND
schemes.
11.2.5 In addition, the Supplier/Contractor shall provide the services of a Third Party
Inspection as stated in Subsection 11.3 hereafter.
11.3.1 ADMA-OPCO may elect an independent inspection agency, so-called the ADMA-
OPCO’s Third Party Inspection, to carry out inspections on supplied materials on
behalf of the ADMA-OPCO.
The nominated agency will be notified to the Supplier in due time, with related scope
of work.
11.3.2 ADMA-OPCO reserves the right to re-check tests carried out by the Supplier. For this
purpose, ADMA-OPCO may request the delivery of samples or specimens for analyze
in an independent laboratory chosen by ADMA-OPCO.
11.3.3 All Special and First Category materials shall be subject to inspection and approval
by a recognized and independent inspection body, as indicated in subsection 2.3 of
this specification.

11.3.4 The third party shall sign and stamp all 3.2 certificates. The date of stamping and
signature shall be mentioned on certificates.

11.3.5 Unless otherwise agreed with the ADMA-OPCO, the minimum scope of work of this

12.1.3 Full technical features of the proposed materials/products. This shall include as-

12.2 Upon Completion of Materials Production
12.2.1 A production report shall be supplied by the Supplier/Contractor. It shall include, but
not be limited to, the information and documents stated hereafter:
12.2.2 The PPS shall state the number of originals and copies of the Mill certificates and of
production report which are to be supplied to ADMA-OPCO.
12.3 Schedule
12.3.1 Materials with 3.2 certificates shall be dispatched only after a Release Note has been
issued by the nominated Supplier/Contractor’s TPI inspection agency.
12.3.2 All Mill certificates shall be supplied at the time of dispatch of the materials.
12.3.3 The full production report as above in clause 12.2.1 shall be transmitted to the
Purchaser without delay after completion of materials production. The latest date of
submission of this report shall be three weeks max. after materials dispatch.
Whenever possible, the production report will be supplied on a CD ROM, as well.

13. MATERIAL STORAGE
13.1 Material storage conditions shall be such that permanent deformation is prevented
and corrosion kept to a minimum.
13.2 Any product position liable to induce water stagnation on the product shall be
avoided.
13.3 All material shall be properly stored on wood timbers or pallets and shall be
protected from stagnant water, corrosive products, blast cleaning, painting and
dropped object.
13.4 Damaged materials or materials with defects shall not be used in the fabrication.
Replacement of this material shall be approved by Inspector.
13.5 All materials shall be handled with suitable and approved handling devices and
methods which does not induce excessive deformation or stresses.

APPENDIX-A: EQUIVALENCE BETWEEN ADMA-OPCO SP-1107 & ASTM/API STDS
A.1. The aim of this Appendix-A is to give equivalence in grade and quality between the steels
defined in this Specification and those existing in ASTM Stds or API Specs, for the
following products:
a. Steel plates
b. Rolled sections
c. Longitudinally SAW tubulars
d. Seamless tubulars.
A.2. The present Appendix-A constitutes only a guide. It is not part of this specification, but is
included for information purposes only. It is the responsibility of the Engineering
Company/Contractor to check the equivalence of proposed alternate steel against this
specification. Relaxation may be granted by ADMA-OPCO on a case-to-case basis
according to the severity of the construction.
A.3. All steel qualities (e.g. KL 0, KT - 20, etc.) shall be selected first according to provisions
of this specification.
A.4. The equivalences between steels are based on Yield Strength (YS) and Tensile Strength
(TS) only. Where the equivalence is restricted to a certain thickness range, this means
that beyond the said range the tensile properties as required in this specification are not
met by the alternate steel.
A.5. Any steel substitution shall not release the steel Supplier/Contractor to produce the
acceptance tests and documentation as required in this specification.
