Fiscal Responsibility
The Village of Streamwood recently adopted its 2023 Balanced Budget. This financial plan, once again, has no new
taxes or fees. Furthermore, water and sewer rates will continue to remain flat through the end of 2023. The majority
(80%) of the General Fund Budget represents our commitment to core services (Police, Fire, and Public Works
Departments). Streamwood has a long tradition of offering exceptional services in a cost-effective manner to our
residents that has served the community well. The Business Development Assistance Program (debuted in 2022) was
a resounding success. In 2023, businesses will be able to apply for grant funding for eligible improvements to their
property. The Village is also investigating potential residential assistance opportunities.
 
Improving Public Spaces
The 2023 Budget includes a plan to continue progress on a Village-wide
interconnected bike pathway system that includes a pedestrian bridge
over IL-59 near Irving Park Road. The Village will also be developing a
plan to renovate Kollar Pond. These projects are in-line with the Village’s
Comprehensive Plan which is focused on reinvesting in our community and
enhancing our natural resources. Annually, major capital projects (including
over 6 miles of streets each year) are funded with current available
resources. The Village utilizes a “pay as you go” philosophy to properly plan for and make these buildable projects a reality. By managing its resources effectively,
Streamwood can perform all of these projects without impacting Village taxpayers. To view the 2023 Budget, please visit our website at streamwood.org.

Chief Clark’s Retirement


Fire Chief Chris Clark retired after 31 years
of dedicated service to our community.
Chief Clark started his career as a volunteer
firefighter/paramedic in the Village of
Bellwood. He joined the Streamwood Fire
Department in 1991. He was promoted to
Lieutenant in 1997, Battalion Chief in 2006,
and Fire Chief in 2011. Under his leadership,
the department elevated its professional
standing including obtaining an Insurance
Service Office (ISO) rating of 2, which
directly benefits residents and businesses.
The department expanded its outreach to the
community through improved public education
including instituting a fire information program
to our elementary schools. He oversaw
improvements to each fire house as well as
supporting equipment improvements to better
serve our community. A walkout ceremony
was held at Fire Station 31 on November 18.
We wish Chief Clark the best in his retirement!

The Natural Resource Conservancy Commission offers some tips on recycling after the holidays!
• Recycle Holiday Greens: Groot will collect Christmas trees, wreaths, and holiday greens during
the first 3 pick-ups in January. Please remove all lights, tinsel, and ornaments. Regular yard waste
collection will not resume until April 1.

Works collects household batteries (single cell, sizes AAA, AA, C, D, or 9-volt). Simply place all
batteries in a clear plastic bag and drop off at the outdoor collection bin at Public Works (565 S

Bubbling Water Means Water


Main Breaks
If you happen to see water bubbling up along a
parkway or street, it is generally a telltale sign of
a water main break. Water main breaks are more
frequent with the cold and changing weather. If
you spot a water main break, please call the Public
Works Department at 630-736-3850.

Updated Illinois Smoke Alarm Law - Effective Sunday, January 1


Any newly installed smoke alarm within a single or multi-family home is required to feature a 10-year
sealed battery. Existing smoke alarms may remain in place until they malfunction or they expire
(10 years from date of manufacture). Exceptions: homes built after 1988 that already have hardwired
smoke alarms and/or homes with wireless integrated alarms (Wi-Fi or Bluetooth).

Benefits of 10-year sealed batteries: no more climbing ladders to change batteries or annoying ‘low
battery’ alarm chirps, and no more costly AA or 9V battery replacements (estimated $40 over the life
of the alarm, per unit).

At least one smoke alarm and carbon monoxide detector must be installed on every level of the

Veterans Day 2022


It was a bright, but chilly day, as hundreds of people came out to honor
our veterans on November 11. Our keynote speaker, Major Dorian
Oleksak (Army), talked about the sacrifices our veterans make in the
defense of our freedoms.

Luminaria
Windy weather limited some lighting but couldn’t dim the holiday spirit! Luminaria 2022 saw hundreds of families and friends get the holiday season off to a
great start. Santa and Mrs. Claus heard holiday wishes, while the Streamwood High School Choir sang holiday favorites. Two lucky winners helped President
Roth light the Christmas tree in the Veterans Memorial, which had over 17,000 lights!

School District U-46

50 Years Of Bilingual Education


School District U-46 celebrated the 50th anniversary of its award-winning bilingual
program with a panel discussion, musical performances, and a video. The event
was held this fall at Tefft Middle School and was hosted by the U-46 Multilingual
and Multicultural Education Department, formerly known as the English Language
Learners Department.
The panelists at the October 29 event included Dr. Annette Acevedo, U-46 Executive Director of Middle Schools; Jack Fields, former U-46 Bilingual Director; Dr. Rodney
Fitzgerald, former U-46 teacher; and Jaime Garcia, former Executive Director of Centro de Información and a former U-46 principal. They spoke about the evolution of
bilingual education in U-46, areas of success and challenges, and why bilingual programs are critical for students’ success. The event also featured a performance by
Mariachi Joya Dorada de U-46, the district’s student mariachi band.

Student Advisor To State Agency


Rossi Gutierrez, a senior at Streamwood High School, has been selected to serve on the Illinois State Board of Education’s
Student Advisory Council for the 2022-23 school year. Only 25 students are chosen for the council from across the state,
and they have all demonstrated the ability to advocate for educational equity on behalf of all Illinois public school students.
Rossi has served for the past two years on the Student Advisory Council for U-46 Superintendent Dr. Tony Sanders. She
is also part of Streamwood Principal Dr. Jennifer Van Deusen’s student advisory board. Rossi said she applied for the role
because “I wanted to be the voice of the kids who never speak up. Getting this position gives me a voice not only for me
but also for the thousands of kids in the district.”

Unite U-46
Work continues around Unite U-46, a community engagement initiative that seeks to develop recommendations on the best way to implement the long-range vision
of the U-46 Board of Education; this vision includes shifting middle school to include grades 6th, 7th, and 8th (the current model has 6th grade as part of elementary
school); using the space in elementary schools to expand early childhood opportunities across U-46; and to replace and/or renovate some of the district’s older buildings
to provide equitable access to learning environments that support academic success for all. Community chairs for Unite U-46 delivered their recommendations to the
U-46 Board of Education at its December regular meeting. That meeting can be viewed on the district’s YouTube channel at youtube.com/user/SchoolDistrictU46, and
