FOREWORD

I am pleased to present a copy of the 2017 Aviation Compensation Survey produced by the Wynford
Group for the Canadian Business Aviation Association. This report includes salary and employer
practice data for positions that are common to business aviation across Canada, and will be an
invaluable planning tool for flight mangers, corporate flight departments and others who are managing
their business while facing looming labour shortages in key aviation professions.

I would like to thank the CBAA steering committee members for their guidance, as well as Gail Evans
and Mitchell Wilkins of the Wynford Group for their expertise and professionalism in seeing the project
to completion.

This report is being distributed at no charge to those who completed the survey – one of the numerous
unique and valuable benefits that the CBAA is pleased to offer its members. As the CBAA has done
with its Economic Impact Study, the Compensation Study will be updated annually (or as required) and
will incorporate some of the recommended changes suggested by our members.

INTRODUCTION

The Wynford Group is very pleased to present the results of the 2017 Canadian Aviation
Compensation Survey sponsored by The Canadian Business Aviation Association (CBAA). There
were 45 industry organizations who participated in the 2017 report which is more than double the
custom version that was conducted in 2013/14.

In addition to providing the specific results of the 2017 survey by industry group, we have produced
comparison table of 2017 to 2013 results where data is available. Please note that there are
differences in the survey samples, as there was a larger proportion of 2017 participants from smaller
companies as well as a greater proportion of corporate aviation departments. However, this report still
provides a guide to the changes over the last four years.

We are certainly interested to receive feedback on the results as that enables us to continually improve

METHODOLOGY
This custom survey provides a summary of employment practices and compensation data collected during the
summer of 2017. On behalf of the CBAA, The Wynford Group collected and analyzed data for the following 51

CASH DATA METHODOLOGY NOTES:

 Annual Hours Worked – Reported figures are based on full-time annual salaries. For all non-pilot
positions, annual salaries based on 37.5 – 40 hour work weeks were left as is. Hourly or part-time
salaries were adjusted upwards to reflect a 40 hour work week schedule.

 Pilot salaries were not adjusted and are strictly based upon the recorded annual salaries.

 To ensure the statistical relevance of all reported results and to protect the anonymity of participants, only
sub-categories where a minimum of three organizations provided data have been reported.

 Where required, weighting was used to ensure that a single company represented no more than 20% of a
reported position data.

reported position. Detailed market analysis appears in Appendix A and the benchmark job descriptions
for the survey appear in Appendix B.

Short-Term Incentive Plans (STIPs)

Definitions:
 Individual Bonus - A form of additional compensation paid to an employee as a reward for achieving specific
goals or predetermined targets.
 Team Bonus - A form of additional compensation paid to members of a team of employees as a reward for
achieving specific goals or predetermined targets.
 Gainsharing Award - A payment whereby an employer agrees to share a portion of profits or cost savings when
certain productivity gains are achieved.
 Commission - The amount of money that an individual receives based on the level of sales he or she has
obtained. The sales person is provided a specific payment (typically a % of sale or specific fee per sale) based on
the amount of sales obtained which is in addition to the standard salary based on the amount of sales obtained.
 Profit Sharing - A plan that provides a payment to employees based on a share of the profits of the company.

 69% of organizations currently have an annual bonus/short-term cash incentive (STIP) plan in place.

Long Term Incentive Plans (LTIPs)

Definitions:
 Stock Options – Call option on the common stock of a company, granted by the company to an employee as part
of the employee's remuneration package.
 SARs/Phantom Shares – SARs, Stock Appreciation Rights (similar to Phantom Shares). SARs are a method for
companies to give their management or employees a bonus if the company performs well financially; an incentive
plan based on increases in the stock over time.
 Share Grants – The issuance of an award, such as a stock option, to key employees under a stock plan. A stock
option grants the employee the right to purchase a certain number of shares of the company's stock at a
predetermined price.
 Employee Share Purchases – A company-run program in which participating employees can purchase company
shares at a discounted price.
 Restricted Share Units – RSU is the promise of issuing stock or cash at a specific lapse or vest date. RSUs,
awardees do not own the shares, do not have voting rights, and they may or may not receive dividend payments,
depending on the RSU structure.
 Performance Share Units – Shares of company stock given to managers only if certain company- wide
performance criteria are met, such as earnings per share targets.
 Long Term Cash Plan – The LTIP is a performance based variable incentive plan that supports both retention
and performance motivation objectives that is paid in cash rather than equity.

Hours of Work

Definitions:
 Flex Days - days that are granted by the company as personal days to be schedule, not earned hours by the
employee. Flex days usually allotted per month or quarter rather than annually, cannot be banked, and must be taken
within a set fiscal year.
 Sick Days - a number of days allotted by the company within a fiscal year specifically for days that employees are
unscheduled absent due to illness.
 Personal Days - a number of days allotted by the company within a fiscal year specifically for days that employees are
unscheduled absent due to appointments/ family issues.

 12.8% of organizations provide flex days.

 Comments:
 Flex days include personal days.
 Flight crew hours are based on need for flight duty and reserve days. Depending upon flight schedule, they may
work more or less than 40 hours in a week. Their salary and benefits are based on a 40 hour work week.
 High variability in weekly hours for flight crew. Flex/sick/personal days are tracked but not limited (nor abused).
Expectation is 10 maximum for majority, less for flight crew.
 Sick days are allowed with no yearly maximum and no carry-over.

 All eligible employees bank their OT and OT is also paid out quarterly if time off not used
 Except in highly unusual circumstances, additional compensation for overtime will not be paid to overtime-
exempt employees as overtime has already been contemplated in establishing the pay level for the job.
 Time and one half are paid on hours worked in excess of 8 hours per day and or in excess of 40 hours per week.

APPENDIX B - BENCHMARK POSITION DESCRIPTIONS

MANAGEMENT
101 - Director, Flight Operations (DFO)
Responsible for the overall safety and reliability of flight operations. Responsible for ensuring organizational compliance with
all regulatory requirements with respect to flight operations. Duties may include:
 Controls operations and ensures operational standards of all airplanes are met.
 Ensures the organizations operations are conducted in accordance with current regulations, standards and air operator
policy.
 Manages the coordination functions which impact operational control (eg. maintenance, crew scheduling, load control,
equipment scheduling).
 Supervises all flight operations, including flight logistics regulatory matters, cabin safety; crew scheduling and rostering;
training programs; and flight safety.
 Produces, amends and supervises the Company Operations Manual.
 Acts as liaison with regulatory authorities and other external agencies on all matters concerning flight operations and the Air
Operator Certificate.
 Ensures crew scheduling complies with flight and duty time regulations.
 Ensuring efficient utilization of Flight Ops personnel.
Typically holds or has held the appropriate licenses or ratings required to operate the fleet aircraft in addition to 10+ years in
commercial aviation and 5+ years of management experience.

102 - Director of Maintenance


Senior Level. Responsible for all portions of CARs which are applicable to the AMO scope of work and the overall productivity,
efficiency and cost effectiveness of the organization’s Maintenance department. Duties may include:
 Develops and implements maintenance strategies, processes and programs in preventative and predictive maintenance
which maximize the efficiency of equipment and minimize lifecycle costs and reduce unscheduled downtime.
 Oversees the overall maintenance budget; monitoring the cost and effectiveness of activities to optimize resources and
prioritize spending. Ensures measurable yearly maintenance operating and capital targets are prepared and implemented
to maximize both the short-term and the long-term value of the maintenance program.
 Oversight of all maintenance activities carried out within the maintenance facility, providing guidance and alternatives to
senior personnel as required.
 Negotiates large or strategically important supplier and vendor contracts to secure terms that are in the organization's best
interest.
 Establish and implement standards, policies and procedures to ensure that all maintenance activities comply with Transport
Canada regulations and the organizational AMO.
 Developing and implementing safety standards and ensuring the maintenance facility adheres to these standards at all
times.
Must have completed a Transport Canada approved Maintenance and Technology Program and be qualified in accordance
with CAR 573.04. Typically has 6+ years of experience as a Licensed AME (M1 & M2) and has 5+ years supervisory
experience.

103 - Maintenance Manager


Directs the maintenance and inspection of aircraft on a daily basis. Directly supervises crew chiefs and Maintenance Crews
as necessary. Duties may include:
 Schedules, supervises and coordinates required maintenance tasks and ensures that they are completed within the time
allotted in the Maintenance Schedule.
 Oversees and monitors the control of flight line maintenance tasks; directly responsible for applying tolerances when
required and certifying aircraft released for flight.
 Ensure aircraft work orders and deferred defects are completed within a reasonable time frame and have been serviced
correctly to prevent reoccurrences.
 Communicate with other departments to ensure the smooth integration of maintenance within the organization – Dispatch,
Flight Checks and parts departments.
 Train and familiarize new hires, create shift schedules and oversee maintenance staff.
Must have completed a Transport Canada approved Aircraft Maintenance Engineers Technology Program with 5+ years as a
licensed AME (M1 & M2) and a minimum of 2 years supervisory experience.

Responsible for the supervision, training and evaluation of all Purchasers and Stores employees. Oversees the purchase of
required parts and services to maintain a large fleet of aircraft. Duties may include:
 Directs the management and coordination of the acquisition of materials, equipment and services from various supplies.
Directly handles large purchase orders.
 Develops, implements and oversees an effective inventory control process.
 Conducts annual performance-based reviews of all Purchasing and Stores employees.
 Market investigation for parts availability; monitors industry for alternate or superseded approved parts sources. Meets with
large suppliers and makes final decision on large or complex procurements.
 Preparation, monitoring, and administration of the annual operating and capital budget for the department with an emphasis
on cost effectiveness and timely delivery of parts.
 Communicates with other departments to ensure appropriate stock levels are maintained; ensures the purchasing function
integrates smoothly and efficiently with all other business units.
Typically has a post-secondary education is required with 5+ years aviation purchasing experience, 3+ years supervisory
experience and a strong knowledge of aircraft parts/services.

105 - Customer Service Manager


Responsible for leading, managing and directing the organization’s customer support department. Duties may include:
 Management of the day-to-day operations of the Customer Service department including activities such as guest check-in
and handling of customer, vendor and employee inquiries.
 Ensures customer service procedures are established, understood and adhered to by all Customer Service employees.
 Manages staffing levels, schedules, overtime requirements and leave requests. Involvement in staff hiring, evaluation,
termination and promotions.
 Coordinates with other departments as necessary to ensure the efficient operation of all customer service related tasks.

106 - Flight Attendant Manager


Responsible for managing the professional standards, regulations, direction and overall supervision of the Flight Attendants
and any crew assigned on-board duties under his/her authority. Duties may include:
 Management and supervision of the Flight Attendants team.
 Ensures a current and approved Flight Attendant Manual and Training Program are in place; conducts initial and recurrent
training as necessary.
 Monitor customer service practices and standards and make necessary recommendations to improve service standards.
 Action and distribute accident, incident and/or other occurrence reports.
 Review customer service complaints and develop/ communicate strategies to avoid reoccurrences.
 Assist in the development and implementation of in-flight safety procedures.
Typically has post-secondary education with 3+ years of management experience. Must meet the requirements identified in
the Commercial Air Service Standards 725.07(2)(d).

107 - Ramp Manager


Responsible for planning, managing, directing and coordinating all requirements for the organization’s Ramp and Facilities
Services. Duties may include:
 Develops and implements short and long-term ramp and facilities strategies, processes and programs which maximizes
efficiencies. Manages the ongoing progress of these strategies and adapts to changes in operational goals.
 Manages staffing levels, schedules, overtime requirements and leave requests.
 Involvement in staff hiring, termination and promotions.
 Responsible for establishing and maintaining personnel training records (re: De-icing, glycol mitigation, towing, etc.) as per
regulatory requirements and implementing Standard Operating Procedures for all ramp personnel.

quote requests and bookings. Duties may include:

generating sales and meeting client needs.

Responsible for Flight Watch of all company aircraft. Acts as the centre of communication for maintenance, flight operations
and flight coordinators. Acts as the primary point of contact for customers, crew and maintenance. Duties may include:
 Maintaining of daily flight logs, ensuring updated flight information is provided to crew schedulers as flights are booked
and/or updated and making certain all flight crew have checked-in and are advised of their flight schedule.
 Acting as the primary point of contact for operations, clients and other outside agencies.
 Coordinating all aspects of flights.
 Providing superior customer service to all clients with respect to quotes, booking, payments and any other customer
requirements.
 Providing flight following; includes checking NOTAMS and weather reports, notifying flight crews as necessary, logging flight
times and verifying flights in FOS.

Assists the Captain in flying fixed wing jet aircraft, transporting passengers and freight on scheduled or charter routes. Duties
may include:
 Under supervision of the Captain, ensures the safe operation of the aircraft being piloted. Monitors all information pertinent
to each flight and operates within organizational SOPs and Transport Canada standards.
 Assists the Captain piloting the aircraft.
 Ensures absolute adherence to all safety regulations as per company requirements, Transport Canada, CARs and any other
regulating parties/documents.
 Other related duties as assigned by the Chief Pilot and/or Deputy Chief Pilot.
Must hold a valid Airline Transport Pilot’s License and a valid Instrument and Type rating. Typically requires 1500+ hours total
time, with additional Multi-Engine and/or Pilot-in-Command time.

SAFETY
601 - Director, Safety
Responsible for developing and managing organizations (or divisions) occupational health and safety and environment
programs and compliance. Duties may include:
Plans, implements, and supervises all project safety, accident, and fire protection programs for the organization.
 Interfaces with government, industry, and regulatory bodies to ensure compliance with standards and regulations.
 Analyzes need and determines specifications for protective safety equipment, materials, and gear.
 Directs surveillance inspections and controls hazardous working conditions, or unsafe employee activities.
 Ensures all required records and reports are complete, accurate, and submitted per established procedures.
 Management and supervision of department staff and budget.
Post-secondary degree in business or related field, and familiarity with and procedures for Aviation safety,
regulations, emergency procedures and requirements. A minimum of 10 years related industry experience

602 – Flight Safety Specialist


Responsible for working with the Director of Safety and Flight Operations staff to develop safety programs, processes, and
procedures. Duties may include:
 Aids the Director of Safety in updating, maintaining, and enhancing safety programs, policies and procedures.
 Works with the Flight Operations staff mitigate hazards, maintain acceptable flight operations, and reduce overall risk.
 Works directly with Flight Operations leadership in support of flight safety investigations, and along with the Director of
Safety, supports flight safety activities with other divisions and departments as necessary.
 Monitor and evaluate the results of corrective actions with respect to flight operations hazards, incidents and accidents.
 Monitor the adequacy of the training for flight operations personnel as required by the SMS training program, and develop
and deliver safety training as required.
SMS certificate & Commercial Pilot License required with 5 years’ experience in commercial aviation & SMS. Flight safety
training and other safety programs considered an asset.

603 – Ramp Safety Specialist


Responsible for working with the Director of Safety and Ramp Leadership to mitigate hazards, reduce risk, and maintain
acceptable operations. Duties may include:
 Works directly with ramp personnel regarding all safety and maintenance matters.
 Maintains the safety data systems to monitor and analyze trends in incidents and hazards. Ensures efficient data collection
for safety systems related to ramp & flight operations.
 Investigate/analyze potential issues and enhance safety protocols in coordination with the Director of Safety.
 Monitor the training of maintenance and ramp personnel as required by training programs.
 Develop and maintain ramp safety performance goals for staff, while promoting overall safety.
Minimum 3 years of aircraft maintenance experience with direct SMS experience. Proficiency in verbal & written
communication, as well as experience in Microsoft Office Suite.

ROTARY
701 – Rotary Chief Pilot
Responsible for managing the professional standards and supervision of all flight crews. Duties may include:
 Has full knowledge of and involvement in the Air Operator’s SMS.
 Develops, maintains and updates standard operating procedures (SOPs) – ensures accordance with aircraft publication
amendments.
 Develops, maintains and implements all required training programs for flight crews, including maintaining regulatory
approval and pilot training records.
 Supervises all flight crews and monitors the pilot roster to ensure proper crew coverage.
 Oversees and verifies the operational suitability and requirements of all aerodromes and air-routes served by the
organization.
 Reports, actions and distributes accident, incident and other occurrence reports.
 Maintains pilot flight time/flight duty records as required.
Requires an Airline Transport Pilot License (helicopter) or a Commercial Pilot License (helicopter). Minimum 2 years’
experience as pilot-in-command of multi-engine helicopters with 3,000 hours of helicopter flight experience.

702 – Rotary Pilot

include:
 Ensures the safe operation of the aircraft being piloted. Monitors all information pertinent to each flight and operates within

 Oversees all flight crew.
 Ensures absolute adherence to all safety regulations as per company requirements, Transport Canada, CARs and any other
regulating parties/ documents.
 Other related duties as assigned by the Chief Pilot and/or Deputy Chief Pilot.
Requires an Airline Transport Pilot License (helicopter) or a Commercial Pilot License (helicopter). Minimum 2,500 hours of
helicopter flight experience.
