1. INTRODUCTION

In reference to the relevant paragraphs given in the Contract, it is required that for a “Pre-
Construction Survey”, “During Construction Survey”, and “Post Construction Survey” Record,
TWWHA JO will carry out survey works for Topographic and Hydrographic Survey shown on
the drawings or as directed by the Engineer.

As specified in the Contract, it is required to perform Topographic Survey on the existing


ground of Administration Building Area and along the area interface between Phase 1-1 &
Phase 1-2 which has a total area of approximately 69.3 hectares by means of traversing and
leveling.

Another requirement is to carry out Hydrographic Survey divided in stages such as Pre-
Hydrographic Survey, Interim Hydrographic Survey, and Post hydrographic Survey.

Pre-Hydrographic Survey is necessary to configure the current seabed condition and


compare with it the previous survey data on the survey points provided by the Engineer. Any
discrepancies or errors in such data will be relayed to the Engineer for further direction prior
to the commencement of permanent works affecting seabed features.

For the Hydrographic Survey, echo-sounding survey is planned to be employed to generate


a high accuracy survey result.

This document, referred to as the Method Statement, describes the detailed procedures for
Topographic and Hydrographic Survey for Patimban Port Development Project (II) under
Package 5 Contract Car Terminal Construction located in Patimban, West Java, Indonesia.

The method proposed hereinafter will be addressed and applied for managing the
equipment, materials, and labor for the Topographic and Hydrographic Survey Works.

All survey works will be referred to the notable and principal points whose origin is shown on
the Approved Drawings by the Employer and directed by the Engineer. The survey
equipment will be checked, monitored, and approved by the Engineer and routinely
calibrated.

4. SCOPE OF WORKS

The construction of Patimban Port will be executed in accordance with the Technical
Specifications, Drawings and other relevant documents provided in the Contract. The
Topographic and Hydrographic Survey Work for Package 5 Car Terminal Construction as
specified in the Contract Bill of Quantities (BOQ), is comprised of the following:

1) Hydrographic Survey at Terminal and Dredging Area (69.3 ha)


 Survey Equipment to be employed is Multi Beam Echosounder (MBES)
2) Hydrographic Survey at Disposal Area (961390.6 ha)
 Survey Equipment to be employed is Single Beam Echosounder (SBES).
3) Topographic Survey at Terminal Area (6.9 ha)
 Survey Equipment to be employed is .Total Station (TS) and GPS Receiver

5. WORK LOCATION

The Patimban Port Project is located in Subang, West Java, which is approx. 140 km from
Jakarta and the layout of the project site can be seen in Figure 5-1.

6. ORGANIZATION CHART

TWWHA JO’s Site Organization will be established for this project to effectively manage,
control, execute and maintain the works in accordance with the contractual requirements. It
will also be established to develop the integrated planning, scheduling and subsequently
form an efficient progress control system during the execution of the Works.

The scope of works mentioned above will be performed by TWWHA’s Sub-Contractor P.T.
Anugerah Samudera Madanindo (ASM).

Outline of Site Organization structure is shown in Figure 6-1 below.

9.2 NARATIVE STATEMENT OF WORK EXECUTION


9.2.1 GPS Survey
Survey specifications describe the methods and procedures needed to attain a desired survey
accuracy standard. GPS surveying is an evolving technology. As GPS hardware and
processing software are improved, new specifications will be developed and existing
specifications will be changed. The specifications described in this section are not intended to
discourage the development of new GPS procedures and techniques.

STATIC GPS SURVEY


Benchmark verification of existing control points (JICA Benchmark) at Patimban shall be
performed by static GPS baseline observation survey. Baseline measurements achieve this by
recording GPS observations over time, then processing that data to provide the most accurate
result.

The reference (controlling) station for GPS Survey shall meet the requirement same or higher

order of accuracy as that intended for the project. The technique works by using minimum two

GPS receivers. These receivers are placed at each end of a line to be measured. The receivers
then collect GPS data simultaneously — the exact duration of the observation period varies
based on how long the line is and how accurate the measurements need to be. Once all of the
data is collected, a special type of software is used to calculate the difference in position
between the two receivers.

Multiple static GPS sessions will be observed over the project
monuments to establish a control network for the surveying
campaign.

Therefore, these benchmarks will be used as a new reference


point for construction purposes and also to transfer vertical
datum from height ellipsoidal (GPS elevation) to Chart Datum
after combined with tidal observation data.

Kinematics GPS Survey


Kinematic GPS surveys make use of two or more
GPS units. At least one GPS unit is set up over a
known (reference) station and remains stationary,
while other (rover) GPS units are moved from station
to station. All baselines are produced from the GPS
unit occupying a reference station to the rover units.

Kinematic GPS surveys can be either continuous or


“stop and go”. Stop and go station observation periods are of short duration, typically under two
minutes. Kinematic GPS surveys are employed where third-order or lower accuracy standards
are applicable. RTK is used for application that require high accuracies, such as centimeter-
level positioning, up to 1cm + 1ppm accuracy. In its application this

method are used for DGPS Navigation (CDM, CPM, Dredger Barge and Survey Boat),
positioning (Earthwork Survey) and also GPS Tide.

9.2.2 Topographic Survey


The area for the Topographic Survey is planned as shown in Figure 9-11 and Figure 9-12
below.

Traverse surveying around topographic survey area of 6.9 hectares will be carried out after

development and planning, civil applications such as reports on cut and fill volume and as
built drawing. Establishment minimum of two (2) temporary reference and control points for
vertical and horizontal control will be carried out as approved by the Engineer.

A topographic survey determines the location of natural and man-made features of the land
along with its elevations. The topographic survey shall be undertaken with the Topcon GM-
101 Total Station around the survey area approximately 6.9Ha. The survey team will obtain
coordinates and level to define the existing surface on site (natural features and man-made
structures on site).

All traverse control points will be tied in and corrected to the verified coordinates of existing
JICA’s benchmarks and National Control Point (JB04 and JB05)

In measuring vertical and horizontal distance , tachymetry method will be used. The distance is
measured using a telescope with cross hair and prism. The closed traverse reading begins and

ends at fixed control points of known location. This permits checking, calculation and
adjustment for closure error obtained during the reading.

UTM grid scale factor, MSL correction, atmospheric correction, curvature, and refraction
correction will be applied in the data calculation.

Levelling shall be undertaken with the ATB2 Automatic Level Machine to make data more
accurate for elevation. Levelling may either start and finish at the same known point or start and
finish in two different points. This will ensure the difference in levels of the points and the
levelling is completed to a satisfactory accuracy.

All stations shall be established by closed traversing with an Angle Closure Error equal to 10
√ N or better and Linier Error shall be at least 1:10,000.

Closed levelling shall be established for Vertical Contour where the Tolerance shall fulfil 10√ D
mm (D = Total Distance in kilometer).

Detailed topographic points on 6.9 ha area will be picked up with radial method at specific areas
such as building, road, coastal line, and undulated/steep terrain to obtain surface, contour, and
description similar with the condition. All points of the survey will be tied in and corrected to the
new coordinates of existing JICA benchmark (JB04 and JB05).

Data processing will carry out after data acquisition and will be downloading the data at the end
of each day. Data is validated into the Terramodel software and rendered to generate a 3D
model. To make the data show more drastic height differences, a floating surface is created for
the map’s base height and a factor of 4 is used to differentiate the heights of the individual data
points. Without these manipulations, the 3D image would have very little variation in height and
would have looked flat due to how close the data is in terms of elevation.

The report will include any available maps, including surface springs and watercourses, and
any other major features.

Terramodel software will be used to generate the figure of GPS network, traverse network, and
drawings of topographic maps using a scale of 1:2500 in A1 sheet with benchmark positions,
and any surveyed field features on the map. The draft drawing will be updated every day and
checked accordingly so that if any discrepancies found, the survey team can immediately
correct or revise by further verification on site.

Hydrographic Survey will be carried out by one survey team for approximately 69.3 hectares
construction and dredging area and 390.6 961 hectares of disposal area.

According IHO S-44 standard in Hydrographic Survey, TWWHA will carry out in special order
to meet minimum standard for bathymetric coverage.

There are two (2) types of sounding lines available in Hydrographic survey which are the main
line and the cross line. The principal line is made to cover the proposed survey area for
Hydrographic plan production. The interval between principal lines is based on requirement.

Positioning by RTK GPS Method with auto elevation correction will refer to existing Chart
Datum. The procedure involves setting up the DGPS base unit at the control point and
observed by the rover unit. Sounding line interval is described in the table below.

Multibeam
Survey lines for multibeam surveys should follow the contours of the sea bottom. This will
reduce the changes in the bottom coverage created by different water depths.

Multibeam echosounder collect soundings with a wide, fan-shaped swath of acoustic beams,
swath data are interfaced with a precision positioning system, includes 3D translational and
motions sensors to map soundings.

Multibeam Bathymetry survey will be performed using MBES (Multi Beam Echo Sounder)
System. Survey will be performed with the following procedure:

 Bathymetric Survey will be conducted in Special Order


 Bathymetric Coverage is 100%
 Bathymetric Feature Search is 100% to be detected
 Vessel speed shall be maintained at 3-4 knots during data acquisition
 CD (Chart Datum) as vertical datum reference & WGS84 as horizontal datum reference
 Tidal correction based on GPS Tide (real-time processing) or Tide Station (post-processing)

Singlebeam
Survey lines for single beam surveys should run perpendicular to contours. This will help
determine changes in the bottom relief.

Single Beam bathymetry survey will be performed using SBES (Single Beam Echo Sounder)
System. Survey will be performed with the following procedure:

 Main lines will run with 50m spacing for disposal area.
 Supplemental survey line (perpendicular to the main survey line), proposed at the interval of
500m.
 Vessel speed shall be maintained at ±3-4 knots during data acquisition.
 CD (Chart Datum) as vertical datum reference & WGS84 as horizontal datum reference
 Tidal correction based on GPS Tide (real-time processing) or Tide Station (post-processing)

The survey is following through design survey lines, which respectively one way going through
designated disposal/terminal dredging area. Each survey lines are written down on survey log by
the surveyor as their logbook. Survey line identity, time, heading, no. of event, and other related
information will be recorded accordingly.

Setting Up Equipment on Survey Boat


A suitable boat with sufficient space, safety features for the setting-up of the survey equipment
onboard, high mobility for manoeuvringmaneuvering during survey will be used as the survey
boat. The setting of equipment on the survey boat are as follows:

 A steel pipe is attached at the side of the boat for GPS rover place.
 Hardware is installed accordingly onboard the survey boat.
 Data acquisition software is installed in a computer and properly connected to onboard
device.
 Navigation system and echosounder data acquisition are synchronized precisely.
 DGPS, transducer, cable, motion sensor, single beam echosounder and multibeam
echosounder and computer are installed properly on the survey boat.
 A generator set is prepared as power supply during hydrographic survey for all electrical
devices.

GPS Trimble with zephyr antena type base station will be operated at Verified Benchmark or
similar order then connected to DGPS navigation system at survey boat as a RTK GPS rover.
The DGPS antenna offset will be measured to echo sounder’s transducer

The hydrographic survey will be carried out in the area in which the survey boat will travel along
survey lines with cross line interval specified in Table 9-2. The equipment to be used is a
combination of Echosounder as depth measurement equipment and DGPS system as
positioning equipment.

Navigation System
PDS2000 Navigation Software is configured first to allow the connection of the remote
external monitor displaying information and graphic representation of the desired course for the
helmsman to follow. The addition of multi-port adapter boards fitted to the navigation computer,
other “input” and “output” devices (DGPS, echosounder, motion sensor) are connected to the
navigation computer to make an integrated package.

DGPS, laptop computer and navigation software are used as positioning system. DGPS and
echosounder unit system are linked to the laptop for positioning survey and data logging. All
proposed survey lines are pre-arranged and input into the navigation computer for guiding the
helmsman to manoeuvremaneuver the survey boat along the path/alignment intended.

The program receives positional data from the DGPS system and converted it to UTM
coordinates in real time, so that the helmsman’s display is continuously updated with the
vessel’s current position.

During the survey, the system is set up to generate a fix every 3-meters (single beam) and 1-
meter (multibeam) along the currently selected line section once fixing is initiated, then
continued until stopped by the operator. Each time a line or new section starts, the length and
direction of run are logged, along with the date and file name of the data.

Data Acquisition

The survey will be following through design survey lines, which respectively one way going

be recorded accordingly.

Bathymetric data acquisition will be corrected by Chart Datum based on the tide station data for
post-processing or using GPS Tide for real-time processing. Tide station provides critical
information for any marine hydrographic survey – periodic tidal elevation data. While a
hydrographic survey boat is colletingcollecting soundings, the tide station continuously records
the water level related to defined datum to allow the gradual rise and fall of the sea surface to
be incorporated into hydrographic data. All depths are reduced to tide data logging with time set
interval of 15 minutes over the period of survey.
9.2.4 Tide Observation
Manual Tide Observation
Conventional tide gauge will be used temporarily at site. The tidal level reading is manually
observed and then recorded for 24 hours with 1 hours interval, covering a 30-day period. Staff
gauge is accurately positioned vertically at a location with 0m at Chart Datum level. The
variations in water level every 1 hours are noted manually by a worker by seeing the staff
gauge directly from some distance. Experienced workers will be appointed to record the
readings; three shifting schedules for operators will be implemented during observation. The
conventional tide gauge will be replaced immediately after new digital tide gauge is established.

Automatic Tide
One digital tide gauge station will be installed at survey location after setting up existing Chart
Datum as 0m elevation on the tide pole. The tide level will be observed during bathymetric
survey to obtain the correction referred to Chart Datum during bathymetric survey. Tide
correction is the difference between Chart Datum and water level.

The tide gauge or tide radar sensor and measures the distance between water level to the
sensor. Once the offset (difference of the vertical reference level to the sensor) is known, the
tide can be calculated by taking the difference between the fixed offset and the measured
distance (sensor to water line). The tide gauge log records will be synchronized with the GPS
clock.

The tidal observations over the work area will be accomplished by means of an installed tide
station as near as possible to the working and survey area. The system used will be a Valeport
Tide Recorder, transmitting through a radio-modem or radio-telemetry to be able to have
online tide-compensation during surveys and dredging activities. The tide station will transmit
data at 3-minute interval and will continually log all tidal data for downloading later. The tide
station will log and transmit simultaneously.

The Chart Datum value obtained will be used to determine the tide corrections which will be
applied to correcting depth from bathymetric survey to be referenced to Chart Datum. All
elevations of new benchmarks and coastal details obtained from RTK GPS Survey will be
referred to this Chart Datum as well.

Levelling Survey will be carried out using automatic level machine (water pass) and two high
accuracy steel rods to accurately determine the elevation relationship between tide station (with
zero reference at sensor) and benchmark. Based on this elevation relationship, the Chart
Datum value related to tide observation can be determined and then the tide corrections for

bathymetric survey and elevation correction for coastal measuring by RTK GPS Survey can
then be determined accurately.

For checking and comparing the tide constituents, the tide observation data after 15 days will
be processed using Admiralty Method to check tide constituents, tide type, and elevation
datum. The statistics of the tide constituents from 15 days tide observation will be used to
generate tide prediction data for next two stages (interim dredging and post dredging).

9.2.5 Bathymetric Survey Data Processing


Data processing of bathymetric survey is to interpret and process raw data of echo-sounding x-
y coordinate and z depth by using software tools.

The survey data will be downloaded and processed at the end of each day. Computation and
adjusted coordinates are referred to the existing or fixed reference with known coordinates.
Raw data of bathymetric survey will be in “.txt” format. Adjusted data that has been corrected
with grid and tide reduction is recorded and saved in “.hpo”, “.dlt” and excel format. Final
sounding data with x-y coordinates and final depth after reduction will be saved in excel format.

Bathymetric charts are prepared in two (2) types, as original sounding lines and after terra-
model into each cross-section area. A check and verification are also performed to review the
quality of the data recorded. The accuracy of control survey measurements should comply
standard tolerance. A sample result for the bathymetric survey map is shown in Figure 9-20.

9.2.6 Submission of Reports


Field Daily Report
The field survey progress and raw data from the survey work will be reported to the
management daily. The field daily report will be organized and submitted to the Client. The
drawings will be prepared progressively and be submitted on a weekly basis.

Final Report
The final report will be furnished after the data processing of field works is finished and will
include finalization and approval of the drawings. All gathered data are arranged into an integral
part of the final report as data deliverables to the Client. The final report will consist of the
following:

 Calibration, Settings, List of Equipment


 Survey Operations
 Survey Logs, Station Descriptions
 Survey Results, including:
 Bathymetric Charts
 Topographic Charts
 General Site Features

The final report, including drawings, will be issued in two (2) sets of hard copy and the native
PDF files of report (texts, tables, and figures) and digital DWG files will be issued in two (2)
pieces of flash disk to client.

10. CONSTRUCTION SCHEDULE

TWWHA Joint Operation has developed and maintained a Master Construction Schedule
that will be used to monitor and track construction progress; critical tasks; critical decision
dates and critical actions required by relevant parties.

Attachment - 2 in this document indicates the micro schedule of this Method Statement.

11. QUALITY CONTROL

TWWHA JO has established the Quality Control Procedures to be implemented in this


project to ensure the Works will be executed to the highest quality standard; in order to
provide the Employer with an end-product conforming to or surpassing all the requirements
of the Contract. Such procedures outline the approach to quality control in respect of the
principal elements of the Works that comprises of documentation to be submitted to the
Engineer prior to commencement of the Works, the stage inspection and testing and

12. HEALTH, SAFETY & ENVIRONMENT

TWWHA JO has established a Health, Safety and Environment Management Program for
this project to take into consideration the Employer’s specific requirements and constraints.
It shall also comply with all applicable laws, by-laws, rules, and regulations of Indonesia on
health, safety, and environment in the execution of the works.

Please refer to Transmittal No.: XXXXXXXXXXXX dated XXXXXX for Health and Safety
Management Plan, Transmittal No.: XXXXXXXX dated XXXXXXXX for Environmental
Management Program.

Attachment - 4 in this document indicates the Job Safety Analysis (JSA) intended for this
method statement.

13. LIAISON AND COORDINATION PERMITS FOR SURVEY WORKS

TWWHA JO will obtain the Survey Permit and all other necessary Permits for the Works
from the relevant Permit Offices. For that purpose, TWWHA will prepare any necessary
drawings, along with the additional descriptive data and technical information necessary to
ensure that he can secure the appropriate permits from the Indonesia Authorities. TWWHA
will at his own cost pay all fees or charges necessary to secure the survey work permits.

14. THE PROVISION OF NOTICES TO MARINERS, PORT AUTHORITIES, THE


OPERATORS, AND OTHER CONTRACTORS AWARE OF PLANNED ACTIVITIES

TWWHA JO will make himself fully aware on a daily basisdaily of all ongoing port
operations near the Site, both onshore and offshore, and will, as far as possible, allow right
of way for vessel traffic flow of the channel and port area, all in accordance with the
dictates of the Maritime Agency of Indonesia.

TWWHA JO will strictly adhere to the mooring positions of vessels and floating construction
equipment, and the time schedule therefor, as agreed with the relevant parties, and will not
lay down or provide any other mooring positions in any location whatsoever nor extend the
associated time schedule. Before moving his vessels or floating construction equipment to

or outside of the designated working areas, TWWHA will give advance notice to the
Engineer of such matters and follow all directions thereafter given by the Engineer or the
Maritime Agency of Indonesia.

Notwithstanding the requirements above regarding the TWWHA's obligation to follow the
directives of the Indonesia Side, TWWHA will ensure that he complies in every way with the
requirements of every Authority having jurisdiction with respect to navigation and
movement of his vessels and floating construction equipment. In the event of conflict
between the requirements of any such Authority and/or the directives of the Indonesia side,
TWWHA will bring the matter to the attention of the Engineer for clarification before acting,
unless an emergency is involved.

15. COMPLIANCE TO INTERNATIONAL MARITIME REGULATIONS, PORT


REGULATIONS AND INSTRUCTIONS FROM THE PORT AUTHORITIES AND
COMPLIANCE WITH ALL NATIONAL AND LOCAL SAFETY REGULATIONS AND
NAVIGATIONAL REQUIREMENTS INTERNATIONAL MARITIME REGULATIONS,
PORT REGULATIONS AND INSTRUCTIONS FROM THE PORT AUTHORITIES AND
COMPLIANCE WITH ALL NATIONAL AND LOCAL SAFETY REGULATIONS AND
NAVIGATIONAL REQUIREMENTS.

TWWHA JO will comply with and follow all the regulations that have been regulated in the
International Maritime Regulations, Port Regulations, and instructions from the Port
Authority (such as: International Maritime Organization (IMO): Maritime Safety Committee
(MSC), STCW (International Convention on Standards of Training, Certification and
Watchkeeping for Seafarers, 1978/1995/2010), Regulation of The Minister of
Transportation of the Republic of Indonesia PM Number 57 Year 2020). In addition,
TWWHA will comply with all national and local safety regulations and navigation
requirements (such as: National Profile on Occupational Safety and Health in Indonesia
2018).
