1.0 INTRODUCTION
1.1 SCOPE
1.1.1 This specification covers the minimum technical requirements for the design,
manufacture, documentation and testing of a Programmable Logic Control (PLC)
system intended for use as a standalone system or integrated into an overall control
system.
1.1.2 This specification addresses self contained PLC control systems designated to
control a particular piece of equipment or sub-set of the overall process that is
defined and limited in scope. These systems are common to what is generally called
packaged equipment (e.g. compressors, boilers, fired furnaces, filters, lube oil
systems, gas generators, etc.).
1.1.3 The PLC system is separate from what is defined as either the overall Control
System or the Safety Instrumented System (SIS) per the Project Technical
requirements.
1.1.4 Selection of a PLC manufacturer shall conform to IRPC Approved Manufacturer List
and shall be consistent for all PLC control systems used throughout the project.
1.1.5 All software shall be registered under the IRPC's name.
1.2 Conflicts and Deviations
1.2.1 All conflicts between this specification, the Project Technical Requirements, and the
applicable codes and standards shall be submitted in writing to IRPC for resolution.
1.2.2 If conflicting statements exist within this document or between this document and the
documents referenced, the Contractor shall bring these to the attention of the IRPC
for resolution.

2.0 CODES AND STANDARDS


As a minimum, all equipment shall be designed, manufactured and delivered in accordance with
the relevant section of the National/International Codes, Standards and Regulations as listed
below. The latest editions of Codes, Standards including all addendum, supplements or revisions
current at time of order placement, as issued by the following authorities shall apply:

3.0 GENERAL REQUIREMENTS


Application of Microprocessor-Based Controllers, free programmable controllers shall be applied
for all control tasks and data acquisition tasks at the particular control system as specified in the
Technical Specification. They shall be provided as complete, operable systems, including all
accessories necessary for erection, commissioning and maintenance/repair. Principally, they shall
be designed as stand-alone systems, with a basic design capable of interfacing with a higher
hierarchal level control system via standard extension modules.
3.1 Repair Time (MTTR)
Comprehensive self-monitoring functions including simple and clear status display of all
components upon operator's request via appropriate device shall guarantee a mean time to
repair (MTTR) of < 30 min.

3.2 Hot Repair


In general, any modules of the controller shall be replaceable while the controller is still
powered-up. This shall not cause damage to any electronic component nor cause
unintended software changes in any memory.

3.3 Redundancy
The PLC shall support redundancy of central processors, Power supply, communication, and
I/O modules.

The PLC shall support redundant, high speed, communications between control systems.
The cable link shall support transfer of all data types including alarms and diagnostics.
The cables link shall be fully redundant with separate routing to avoid a single accident event
from damaging both cables.
It shall be possible to mix redundant and non-redundant I/O modules within the one system if
required.

Redundant central processors and communications configurations shall be standard and


transparent to program coding. No custom wiring or programming shall be required.
Systems utilizing redundant central processors, communication, or I/O modules shall have
identical modules and shall have bump-less auto transfer capabilities on detection of a fault

in one of the units.( On failure of the primary processor, a bump-less transfer to the standby
shall automatically occur.)

3. 4 Network Interface Capability


Principally, the microprocessor-based, free programmable controllers shall be designed to
interface to LAN network.
The basic design shall include the capability to interface with a higher level control system
via bus/LAN network and data bus using a standard extension module.

3.5 Alarm Monitoring


Alarm monitoring functions shall be provided. The actual alarm memory shall be capable of
storing alarms. Alarm shall be printed in correct time sequence and include:
• Date & Time.
• Tag number.
• Alarm text descriptions (free programmable).
• Status.
• The printing shall be initiated either:
• Automatically without operator interference.
• On demand.
• Historical alarm, alarm summary and reports shall be included.

3.6 Electromagnetic Compatibility


Electromagnetic compatibility shall comply with IEC 61000-4 Electromagnetic Compatibility
(EMC) - Part 4
Tests shall be carried out with open cabinet doors. In addition, portable radio communication
equipment (walky-talky) as used during commissioning and maintenance tests shall have no
impacts on the controller operations.

4.0 MECHANICAL CONSTRUCTION


• The controller shall be located in a control board and be mounted in a 19-inch rack or rail with
modular expansion capabilities.
• Local PLC shall be designed to provide for free airflow convection cooling. No internal fans or
other means of cooling, except heat sinks, shall be permitted.
• Spare and Expansion Capacity At least 20 percent spare capacity shall be available within each

system. This includes marshalling cabinets, terminations, monitor switches, and I/O.
• User program memory shall have at least 40 percent spare capacity.

• Packaged equipment PLC systems are designed to stand alone and are completely ready for
the control application. These systems are completely programmed. They include the PLC
installed and completely wired in a local or remote cabinet. The extent of external wiring shall
be defined at the time of project execution.

5.0 POWER SUPPLY UNIT


• Power Supplies shall be redundant for critical PLC applications, with each capable of supplying
complete system power.
• The system shall accept power from two different power sources, one of which can be an
uninterrupted able power supply (UPS).
• Power supplies can be replaceable online without disrupting the process and without impacting
PLC control capability.
• System power supplies shall have over temperature protection, integral fuse protection, and
status LEDs to indicate power supply faults. In addition, each power supply shall have an alarm
contact to indicate the presence of a fault.
• Switching Power supply of PLC must be automatic from the main supply to the backup supply
and must provide an alarm. Loss of any component of the main power supply shall not degrade
the backup power which must be capable of supplying 100 percent of load.
• The power supplies shall have separate input terminals and breakers in order to connect to two
in dependent sources of incoming AC power.
• Power supplies shall be designed for fully loaded cabinets with 20 percent reserve above inrush
current.

6.0 CENTRAL PROCESSING UNIT (CPU)


6.1 General Requirements
The CPU modules shall be of the plug-in type. The CPU operating system shall be stored in
devices mounted on the same module.

6.2 Self-Monitoring Functions


Permanent self-monitoring functions shall be included in case of a failure of any I/O modules,
memory module or other modules, and also in case of a failure of the CPU itself, a fail-safe

designed potential-free contact shall initiate an alarm signal. Local manual reset shall be
necessary after such a fault occurs.

In case of power supply interruptions, automatic restart of the CPU shall be provided without
operator interference. It shall be noted that this does not necessarily mean that the
technological process system shall be restarted automatically.

6.3 CPU Processing Capacity


Under peak load conditions the CPU shall not be loaded more than 60% of its available
capacity. The processor word length shall be 32 bit minimum and shall be the
manufacturer’s latest offering at the time of equipment purchase. Corresponding CPU
loading calculations shall be submitted.

6.4 Maximum Processing Time


The processing time of the particular controllers shall be dedicated to the requirement of the
controlled technological process and shall be in accordance with the following three
categories, with maximum processing time not exceeding the specified limits:
50 ms for quick-acting processes, e.g. electrical reclosing system.
150 ms for normal open-loop controls, e.g. pump controls or valve actuator controls.
250 ms for closed loop controls.
The above processing times include input operation, logic or function processing and output
operation.
Deviations due to specific process requirements shall be stated by the CONTRACTOR and
be subject to approval by OWNER.

6.5 Diagnostics
The maximum internal diagnostics shall be provided on all PLC system hardware. This shall
include processors, power supply, I/O and communications modules as well as remote I/O
module faults.
Light emitting diode (LED) indicator lights shall be provided to indicate the following
information:
• Power on
• Program executing
• CPU failure
• Memory battery backup available

7.0 MEMORY MODULES


For application software and data storage purposes, memory modules shall be provided.
7.1 RAM and Flash Memory Modules
The system shall be provided with RAM and flash memory modules. RAM memory size shall
be at least 4 Mbytes
Each module shall have its own battery backup with lithium batteries. The RAM backup time
shall be not less than 15 days. Low battery voltage alarm shall be indicated.
7.2 EPROM Memory Modules
In addition to the RAM memory modules, a complete set of EPROM memory modules,
including EPROMS, shall be provided for application software and data storage purposes.
Exchange of the RAM modules by EPROM modules shall be possible without exchanging
other, additional modules.
7.3 Spare Memory Capacity
For each kind of memory modules, at least 40% spare capacity shall be provided and
included.

8.0 INTERFACES TO OTHER SYSTEMS/DEVICES


Interfaces to other systems and/or devices shall be provided completely operational, including all
necessary hardware and software. The following interfaces shall be provided:
8.1 Data bus / LAN Network Interface
If the particular controller is part of an overall control system, it complete, redundant data bus
interface shall be provided for signal exchange with other controllers and the monitoring
system.
8.2 RS-232 Interface Port
A standard RS-232 interface port shall in any case be provided, including all necessary
hardware and software.
8.3 Interface to Motor Control Center (MCC)
For signals to the MCC, active 24 VDC signals shall be provided to interposing relays
located in and supplied with the MCC.
For signals from the MCC, potential-free contacts will be provided in the MCC.
8.4 Hardwired, Parallel Interface
Particular, hardwired signals shall be provided in accordance with the system requirements

as specified in the corresponding Technical Specification sections.

9.0 INPUT & OUTPUT MODULES


9.1 General Requirement
In general, inputs and outputs of a particular technological process system shall be grouped
in such a way that a failure of one particular I/O modules shall be kept isolated to that
technological system, but shall not cause any disturbances in other systems.
Both inputs and outputs shall be protected from over currents by fuses and/or other
protective devices or circuits
9.2 Binary Input Modules
24 V dc. shall be used as binary input signal voltage. The input modules shall be noise proof
and the external signal voltage shall be completely isolated from internally used voltages.
They shall be equipped with over voltage protection.
Input voltage range corresponding to binary 0 signals shall be -30 V to +4 V dc.
Input voltage range corresponding to binary 1 signal shall be + 13 V to +30 V dc.
Rated input current shall be not less than 5 mA (24 V dc.). Status indication by LED shall be
provided for each input in the front of the particular modules.
The ON and OFF delay time shall not be more than 20 ms.
9.3 Binary Output Modules
24 V dc. shall be used as binary output signal voltage. Each binary output shall be short
circuit protected and the external signal voltage shall be isolated from internally used
voltages.
Output current rating for each binary output shall be at least 0.5 A, 24 V dc. Status indication
by LED shall be provided for each binary output in the front of the particular modules. Over
voltage protection shall be provided for induced surge voltages caused by the switching of
inductive loads.
9.4 Analog Input Modules
Standard analog input signal shall be 4 - 20 mA, corresponding to a range of 0 - 100%
Each analog input signal 4 - 20 mA shall be supervised on a life-zero, which means that an
alarm, shall occur d the input signal is less than 3.9 mA. or higher than 21 mA.
Each particular analog input shall be isolated from the others and from ground in order to
avoid erroneous signals caused by ground loops.
Analog-digital (A/D) conversion shall be done at a minimum resolution of 13 bits, resulting in
a conversion accuracy of < 0.1 %.

9.5 Analog Output Modules


Standard analog output signals shall be 4 - 20 mA, corresponding to a range of 0 - 1 00 %.
Each particular output signal shall be isolated from the others and from ground in order to
avoid erroneous signals caused by ground loops.
Digital-analog (D/A) conversion shall be done at a minimum resolution of 13 bits.

10.0 OPERATOR WORKSTATION (OPS)


Operator workstation shall be designed for Workstation class and continuous operation without
any shutdown.
10.1 Human Machine Interface
The PLC is required to interface to overall control system that will provide a Human Machine
Interface (HMI) as well as any other local operations panel requirements.
Local HMI panel equipment (displays, switches, indicators, lamps) require OWNER approval.
Particular attention must address readability indirect sunlight conditions.
These specifically designed graphics shall provide operations with all the process permissive
and procedures in a step-by-step format to enable startup, normal, and shutdown operations.
The HMI operating system shall be an on-line real-time display system to provide the
operator, either automatically or on demand, up-to-date information regarding the status and
operating condition of the processes. The database and real-time displays shall be updated
to ensure that all data used or displayed are valid. An alarm shall be generated if a display is
frozen.
The HMI operating system and user programs shall be auto-booted from memory in Cold
starts In the event of a power loss.
10.2 Custom Graphic Displays
Overall control system operator graphics shall be supplied by OWNER. The vendor is
responsible for supplying all information required to build these graphics.
10.3 Security Management
The program shall be protected from unauthorized changes by the use of security measures
such as passwords or key lock switches. Protect against inadvertent changes in the
programs.
10. 4 Programming Unit
The programming unit shall be Notebook computer or desktop type with accessories

equipment and software license, designed to be used during commissioning on site.

A functional keyboard which supports different types of programming methods shall be


included.
At least the following functions shall be included:
(1) On-line programming.
(2) Off-line programming.
(3) Support of at least two different programming methods, preferably the functional logic
diagram method.
(4) Flexible corrections during input.
(5) Full screen editing functions.
(6) Absolute and symbolic programming.
(7) Input of comments and title blocks for complete documentation.
(8) Complete application software documentation functions. Printouts of application
software logic functions shall preferably be in the form of functional logic diagrams.
(9) Load and transfer functions.

Troubleshooting shall be made possible by:


(1) Dynamic status indication of a complete open-loop circuit with sufficiently high
resolution.
(2) Status indication of all kinds of inputs, outputs, timers, counters, registers etc.
(3) Absolute overrides of any input or output status.
(4) Failure indication of the controller itself.
(5) Freeze functions.
(6) Search functions.
(7) Check on failures of any system elements using diagnostic functions included in the
programming tools.

10.5 Printer
A printer shall be supplied in order to print out any document necessary for system
documentation.
One set of printer shall be supplied and included all interfaces for connection to the
programming unit.
Type of printer, functionality, report format, and print priorities shall be approved by OWNER.

11.0 APPLICATION SOFTWARE


11.1 Programming Methods
Programming shall be kept as simple as possible through the use of contacts, and common
function blocks (such as math blocks, PID blocks, etc.). When more complex functions are
needed, these functions must be carefully documented as to their exact function.
When a PLC system is used for PID control, the PLC Vendor's standard logic shall be used.
The configuration of the PID instruction shall be menu driven and not require additional
programming on the part of the user.
Functional logic diagram symbols indicating particular open-loop circuits by standard logic
symbols as graphic display shall be applied
The system shall support a structured, modular programming. At RAM the following
standard operations shall be applicable:
(1) Logic functions (such as AND/OR/AND NOT etc.).
(2) Timer functions (externally adjustable).
(3) Counter functions.
(4) Skip functions.
(5) Comparison functions.
(6) Limit value functions.
(7) Arithmetic functions.
(8) Physical unit functions.
(9) Closed-loop functions such as P/Pl/PID/etc. (where required).

12.0 DOCUMENTATION
12.1 Design output information shall include and submit to OWNER consideration, but not be
limited to the following categories:
 P & ID Drawing.

13.0 Control Consoles, Cabinets, and Panels


13.1 General
The scope of Cabinet, Consoles, Boards and Panels specifically covered by this item
includes the following:
• Control Console.
• PLC system cabinets and boards.
• Packaged Control System cabinets, local control panels.

Each Panel, board and cabinets for Plant shall have dimensions 2,000 mm. in height X 800
mm. wide X 800 mm. Depth and base frame 100 mm. Doors shall be furnished on the front
and rear of each section. Each side of cabinet shall have single door panels. Steel sheet
thickness shall be at least 2 mm. Inside and Outside of panel and cabinet shall be painted
with Colour RAL7035.

The CONTRACTOR shall provide all required accessories for a complete installation,
including cut-outs, nameplates, mounting brackets and slide guides, fire stop, cable gland,
circuit breaker, panel wiring, terminal blocks, duct/cable seal, cable clamp, support channel,
cable duct and etc.

Panel internal wiring shall be provided for all devices installed in the panels. Each end side
of internal wiring shall have cable mark with cable numbering.
All cabinet interior wiring shall be neatly installed in conduit or equivalent plastic wiring duct
with covers. Grommet holes shall be provided for cables between front and back mounting
plates.
The cabinets shall be consists of the followings:
• Electronics Systems Cabinets.
• Relay Cabinets.
• Remote I/O Cabinets.
• Control I/O Cabinets.
• Power Distribution Boards.

14.0 SPARE PARTS


Included in the scope of supply shall be one (1) operable piece/module of each type of modules,
including any add-on cartridges or other devices.

15.0 TESTS
Tests shall be carried out in accordance with test requirements specified in the Technical
Specification. FAT and SAT shall be performed and conducted by Vendor and witnessed by
CONTRACTOR and OWNER.

16.0 TRAINING
All system shall be witness tested. Training of Operation, Maintenance and Engineering Personnel
shall meet Project requirements.
