REVISED RULE AND REGULATIONS FOR SY.

2022-2023
The following are not allowed at Filamer Christian University and violations will be
subjected to disciplinary action:

A. MAJOR OFFENCES

Based on DECS Service Manual 2000, chapter 3


The following are grounds for suspension or expulsion:

1. Coming to school drunk under the influence of liquor or intoxicating drinks and
prohibited drugs.
2. Bringing into/or drinking within the campus of intoxicating drinks and harmful and
outlawed drugs.
3. Vandalism, destroying or defacing any university property.
4. Hazing
5. Threatening, assaulting students, faculty, employee or any school authority
6. Cheating in any form during examinations and quizzes, and/or in subject
requirements.
7. Tampering and forging school records, clearance, parents’ signature, documents,
official notes, credentials, announcements, bulletin boards or displayed streamer
8. Carrying of deadly weapons such as bladed weapons, other pointed objects, and
guns.
9. Provoking a violent confrontation, rumble, melee and the like within and outside the
campus.
10. Producing and/or distributing written, printed or mimeographed materials
containing language that is defamatory, slanderous, and libelous.
11. Smoking or VAPING inside the campus.
12. Drinking outside the campus while wearing the proper uniform.
13. Defaming, bullying in any form, insulting abusively any employee, student, faculty
members, or any school authority.
14. Fighting with other students.
15. Participating in any violent trouble within the campus or outside the campus
wearing the school uniform.
16. Membership to any fraternity.
17. Organizing a gang within the campus.
18. Repeated violation of the school policies, rules, and regulations.
19. Open refusal to accept corrective or disciplinary measures.
20. Unwholesome conduct such as gossiping, stealing, shoplifting, lying, sowing discord,
sexual misconduct and harsh speech inside & outside the classroom.
21. Extortion
22. Bringing outsiders causing trouble and resulting injuries to students, teachers and
school personnel.
23. Bringing, Selling, and Exploding firecrackers inside the school.
24. Bringing/playing playcards, magic cards, and/or gambling or betting in any form.
25. Bringing and/or being found in possession of obscene, immoral and pornographic
magazines/materials and videos.
26. Public Display of affection
27. Assault of person in authority and/or insubordination to school authority
28. Using of MP3, MP4, PSP, Ipod, cell phone, laptops, and other electronic
gadgets/gizmos during class without permission of the teacher.
29. Wearing of school uniforms at public places such as malls, cafes and computer shops
for loitering, strolling, computer gaming, dating and other unnecessary lzzzzzzzzaaàì
such as buying and drinking liquor, buying and smoking cigarettes etc, is strictly
prohibited.

SANCTIONS/DISCIPLINARY ACTIONS FOR MAJOR OFFENSES:

FIRST OFFENSE:
Community Service
SECOND OFFENSE:
Three-Day Suspension
THIRD OFFENSE:
Expulsion

Note: Dealing with any misbehavior of the student should pass through the adviser
before the Teacher-In-charge of Discipline.

DECS Service Manual 2000, Chapter 3: For first and other offenses which are not very
serious in nature, a suspension not to exceed three (3) days may be authorized by the Principal.
Parents are to be informed of any misconduct for which disciplinary action is necessary.
In all cases of suspension, a written promise of future exemplary conduct signed by the
student and countersigned by his parents or guardian shall be required as a condition of re-
admission.

B. MINOR OFFENSES

1. Disturbing classes and administrative work or function directly or indirectly by voice or


presence.
2. Violation governing the use of school facilities.
3. Displaying materials of information without prior approval from the proper school
authority.
4. Creating or organizing a group without a least one faculty member/staff as adviser.
5. Littering pieces of paper, dirt or any refused materials.
6. Lying at the hearing or charges against himself/herself.
7. Refusing to identify students who violated a school regulation when he/she knew the
students.
8. Violation of traffic rules.
9. Coming to school without identification cards or using tampered ID.
10. Using indecent language, immoral behavior or conducting one lewdly.
11. Spitting on the floor.
12. Kicking of the wall.
13. Improper wearing of jewelry, clothes, and haircuts (earrings for boys, double earrings
for girls, long and polished nails are discouraged.
14. Wearing colored socks (for girls) while earring the school uniform.
15. False accusing another student.
16. Sporting colored hair (for boys and girls) and long hairs for boys and girls.
17. Caught escaping and cutting classes.
18. Staying at the covered walk, guardhouse, canteen, and under the trees while classes are
still going on and during the library hour.

SANCTIONS/DISCIPLINARY ACTIONS FOR MINOR OFFENSE:

FIRST OFFENSE:
Parents are informed about the misbehavior of the students
SECOND OFFENSE:
Community service
THIRD OFFENSE:
Three-days Suspension

ABSENCES
Absences mean non-attendance to classes and other activities sponsored and
recognized by the school.

Classifications

1. Unexcused Absences
This absence is not authorized/allowed by the school nor by the parents.
Students committing this absence have no valid reasons to justify their absence.
Commission of this type of absence is limited to three times after which parents will be
officially informed by the unit through the adviser.
2. Excused Absences
If the absence is committed by the students with official permission from proper
school authorities either as official representatives of the school to any activities or as
requested by parents for important activities or work to do and whose
permission/request is done prior to his absence. Dropping is done when students
committed 20 percent unexcused absences of the total number of school days.

ATTENDANCE

Punctuality and regularity of attendance are required in all classes. In the event
the child incurs three (3) instances of absences, parents must come for a conference
after which repetition of the same offence will be ground for a serious disciplinary
action.
Assembly time is 6:30-6:45 AM. Flag ceremony is at 6:45 AM on Mondays and
Fridays. Other days, the flag ceremony is done in homerooms. First period class is at
7:00 AM. Habitual tardiness especially during the first period in the morning shall not be
allowed. Guidance counselor shall call for the parents of the student concerned.
1st Offence – reprimand
2nd Offence – non-admittance in the 1st period class
3rd Offence – parents shall be called for a conference
Note: Parents must inform the adviser and subject teachers of their child’s absence
from classes. Student must present his/her written excuse letter/medical certificate
upon return to classes.

SPECIAL TEST
A special test is given to students who are absent from their classes with valid
reason.
A. Sickness
If one is absent due to sickness, there must be a doctor’s certificate. If he just takes a
rest at home and takes self-medication, there must be a receipt of the medicine
bought. Sickness that needs only rest to recover requires a parent/guardian to come
to the office to attest personally that the student was sick. A mere letter/call from
the parents or guardian is acceptable.
B. Death/Sickness in the Family
Family here includes mother, father, sisters and brothers. Grand-parents, uncles,
aunts, and other relatives may be included provided they are within the student’s
family home.
C. Family Occasion
This can be valid only once when the absence is pre-arranged with the subject
teacher and adviser.
Note: Official excuse slip is required for any absence (excused or not excused). This
serves as a “pass” for student to be admitted in his/her class.

PRESCRIBED UNIFORM AND HAIRCUT


ALL SHS STUDENTS MUST WEAR THE PRESCRIBED UNIFORM AND SCHOOL ID AT ALL TIMES.
A. BOYS:
Navy Blue slacks (not maong, flared or baggy pants)
Blue Polo shirt with the school seal on the left pocket
White plain undershirt
Black leather shoes and BLACK socks

B. GIRLS:
Royal blue pleated skirt (2 inches) below the knee
Sky blue blouse with marine/sailor collar, royal blue stripes cravat
Black shoes (flat shoes)
C. P.E. Uniform should be worn during P.E. Classes only.
Boys and Girls: Royal blue with printed school seal and navy blue jogging pants.
Rubber shoes (slippers, mojo, clogs and sandals are not allowed except in
very special cases)
D. Prescribed Haircut for Boys:
2 inches above the collar fold
Skin-head type or spiked style is not allowed. Girls should keep hair away from
faces. Dyed hair is not allowed.
Wearing of Jewelry or Expensive watches is discouraged.
No dangling earrings for girls. Wearing of earrings among boys is strictly prohibited.
Identification Card
ID Card with picture of the students must be worn at all times while inside the school
premises.

NO UNIFORM LAGAW POLICY


ALL SHS STUDENTS ARE NOT ALLOWED TO WEAR THEIR SCHOOL UNIFORMS (Official School Uniform
and PE Uniform) IN PUBLIC PLACES WITHOUT A WRITTEN CONSENT AND APPROVAL OF THE ADVISER,
TEACHER-IN CHARGE FOR DISCIPLINE AND THE PRINCIPAL.

1. Students are expected to act accordingly in public places.


2. They are allowed to ONLY wear their school uniform in public places provided they are with
their parents/guardians doing errands, dining out, or if they are commuting on their way home.
3. They are prohibited to wear their uniform in public places such as; malls, plaza, coffee shop,
game shops and mini stores (tyangge) if they have unnecessary errands to do. They must
change into their civilian clothes such as any kind of T-shirt for them to be able to loiter or stroll
around.

GATE PASS
All SHS students are required to get a GATE PASS for the following emergency purposes:

1. Special Gate Pass shall be given for those who are going out of the school premises whenever a
school event is finished early and is picked up by their parent/s.
2. To go out during lunchbreak provided the parent will secure a special gate pass for them.
