The teacher should have earned a number of
masteral units that would equal the number
earned by a full-fledged Master's degree holder

The teacher is a full-fledged MA Degree holder

classroom instruction/management

Bachelor’s degree in Education with


specialization in special education or has a
minimum of 18 units of SPED at the graduate
level. The one month summer training in SPED
SPED Teacher I 14 conducted at the Philippine Normal University,
the University of the Philippines, the YMCA Open
College, Manila and other recognized institution
through the DECS DISP or other NGO funding
agencies shall be given a credit of 9 units.

Bachelor’s degree in Education with


SPED Teacher II 15 specialization in special education plus 18 units
in Special Education at the masteral level.

Bachelor’s degree in Education with


SPED Teacher III 16 specialization in special education and must be
an MA in SPED or its equivalent

He/She must have professional training in the


organization, administration and supervision in

education of children with special needs.
For Special School Principal I to qualify as Special
SPED Principal II 20 School Principal II, he/she must have at least 30
SPED teachers under his/her supervision.

a. Passed the National Qualifying Examination for Principals (NQEP) and completed the Basic Training Course for Sch
Philippines (NEAP);

b. Obtained at least fifty percent (50%) of the indicators for internal and external stakeholders' as assessed and certif

Exception to Items 8 and 9 may also be allowed provided the applicant has superior qualifications such as:

1. Supervising a school that belongs to top 10 Performing schools in the region/division/secondary or elementary fo
