TASK ORGANIZATION (Annex “A”)

2. PURPOSE:

This IMPLAN provides the guidelines and procedures to be undertaken by


offices/units of Cavite PPO in the implementation of the PNP KASIMBAYANAN
(Kapulisan, Simbahan at Pamayanan), a community mobilization program
highlighting the synergized and collaborative partnership between the PNP and the
general public through the intervention and help of the religious sector towards the
goal of a holistic transformation that involves the PNP and the community it serves
and protects.

3. SITUATION:

The aggravating situation where some of the PNP personnel are misguided
and were engaged in illegal activities has greatly affected the PNP organization and
how the general public view the image of the PNP. The effort to deal with this has
confronted the PNP to intensify its existing programs particularly on internal
cleansing.

The PNP has implemented various programs particularly internal cleansing


initiatives addressing the issues on the misguided PNP personnel such as the PNP
MC No. 2018-036, otherwise known as the “Revitalized PNP Internal Cleansing
Strategy” and the PNP MC No. 2019-027 or the Squad Weekly Interactive Meeting
(SWIM). This time, on a wider and inclusive perspective, the organization has to
extend the implementation, requiring the need to involve the engagement of the
community, recognizing the valuable contribution of the religious sector.

The maintenance of peace and order is always a shared responsibility


between the people and the police. To mention an instance, Cavite PPO crafted a
plan to combat the menace of crime and illegal drugs and to ensure public safety at
the local level by utilizing some concepts in “Alsa Masa” of Davao City and in “Masa
Masid” of DILG. Through this public safety program, citizens will be empowered to
participate at the barangay level by helping the police gather asserts that community
mobilization is important because each member is ultimately responsible for and
affected by situations of safety and security. Conversely, if the community is not
mobilized, the ideas and initiatives put forward by police and other line agencies will
not prosper.

Moreover, the expected gains of transformation will not be sustained and will
not be effective without the involvement of the general public wherein the mindset
has also to be influenced/swayed through the implementation of PNP
KASIMBAYANAN.

It is through this situation that the PNP, with the valuable support of the
religious sector, intends to reach out to the different communities to inform them of
the following: that crimes committed by the citizens are not only violation of local
ordinances but in reality, violation of God’s commandments; the Internal Cleansing
in the PNP requires the active participation of the community by their faithful
observance of the existing laws; and that crime prevention is a duty of every citizen
to his/her country and ultimately to God. Therefore, the role of the religious leaders
is significant in this program.

4. MISSION:

The GMA MPS concurrent with its mission and function, with the support of
the religious sector, aims to strengthen its partnership with the general public and
bring awareness to the various communities that PNP personnel and the people they
serve have a vital role in contributing peace, order, progress, and even holistic
transformation of the society. Further, the full support of all unit commanders to this
program is necessary so that transformation is ensured within the PNP organization
and in the communities, they serve and protect.

5. DEFINITION OF TERMS:

a. Assessment Committee and Board — is a group led by the PNP and


DILG responsible in assessing and implementing the program together
with different program partners.
b. Barangay Defense System — a group of people who live in a
neighborhood who develop tactical ways to protect its locality from
lawlessness and criminality.

c. Barangay Immersion Program — a plan/program to be conducted by


the PNP, Local Government Units (LGU) and the religious leaders to the
communities where it engages the recipients in various activities with a
set of significant goals.

d. BPATs — means Barangay Peacekeeping Action Teams whose


functions are law enforcement, conflict resolutions, disaster
preparedness and response, environmental protection, people's
organization, and speakers bureau.

e. BIN — means Barangay Intelligence Network whose functions is to


assist the PNP in intelligence information gathering.

f. Certification of Mobilized Barangay — is the recognition of barangays


that have established their own Barangay Defense System and
demonstrated excellent efforts in reducing level of criminality, hindering
proliferation of illegal drugs, and downgrading their ISO Affectation in
partnership with community groups and other stakeholders.

g. Community Empowerment and Mobilization — is the process wherein


people are brought together to act on a common interest with the end
goal of building a responsive community through shared decision making
and responsibilities.

h. Community Information and Education — is the institutionalization of


awareness, alertness, participation, cooperation, and reciprocal
responsibility among constituents relative to PNP's crime prevention and
public safety efforts.

i. Community Organization — a process by which people are brought


together to act in common interest with the end goal of building a
changed community by empowering its community members with
knowledge and skills.

j. Household Clustering — is a small cluster of community, composed of


ten to twenty households.

k. Household Leader — is the identified potential contacts/individuals,


whom the PNP can obtain relevant information in crime prevention and

solution efforts and lead his cluster in public safety activities with
credibility and responsiveness.

l. Household Profiling — is the process of identifying the members of a


household and gathering brief written description that provides
information about the member's individuality.

m. Information Operation — involves a practical application of principles


or processes in the communication or reception of knowledge or
intelligence.

n. Nationalism — a feeling that people have of being loyal to and proud of


their country often with the belief that it is better and more important than
other countries.

o. Patriotism — the outmost love that people feel for their country with
involvement of sacrifices.

p. Reciprocal Responsibility — a relationship in which two people or


groups agree to do something similar for each other, to allow each other
to have the same rights with moral, legal, or mental accountability.

q. SARA Model — is a problem-solving technique using Scanning,


Analysis, Response, and Assessment.

r. Social Responsibility — refers to something that one should do


because it is morally right and legally required that affects the individual's
relationship to other people or society in general.

s. Social Investigation — is the conduct of preliminary study on the


community's physical environment, economic and lifestyle, cultural, socio
political, and organizational aspect.

t. Speakers' Bureau — is a group of people composed of uniformed


personnel or civilian volunteers that provides information to the public.

u. Stakeholders — individuals or group of individuals who have invested


their time and resources in developing an environment that is
economically, socially, and physically healthy for everyone to reside, visit
and work.

v. Vigilantism — is the quality or state of being alertly watchful and


carefully noticing problems or signs of danger to avoid it.

6. EXECUTION:

a. General:
The valuable partnership between the PNP and the general public is
considered the building block of this mobilization program. The primary players of
this program are the PNP, religious leaders, Local Chief Executives from the cities
and municipalities to the barangay level while other parties shall provide necessary

support and assistance in mobilizing the citizen in crime prevention and public safety
activities. Participation by the religious leaders representing all affiliations shall be
ensured as they will play a significant role in the implementation of this program.
b. Specific:
1) There shall be a Technical Working Committee (TWC) created for the
purpose of this program. The Cavite PPO shall initiate to conduct
series of consultative meetings with the LGUs and religious leaders
prior to its launching. The launching will be highlighted with the
signing of Memorandum of Agreement (MOA) with the LGUs through
the Department of the Interior and Local Government Cavite and
PNP Cavite. Further, Covenant Signing will also be incorporated
which will be participated in by representatives from religious sectors,
anti-crime groups, academe, and other stakeholders to mark their
support to the endeavor. Similarly, this will be replicated in all Police
Stations (PS) provincewide;

2) The key players of this program shall plan out and develop a tailor-fit
Barangay Immersion Program as appropriate to the needs of each
barangay under the AOR of all PPOs;

3) The Chiefs of Police (COPs) and the Community Affairs Sections,


must coordinate with their local religious leaders such as the Parish
Priest, Local Pastors, and other Religious Workers for the
implementation of this program guided by the Barangay Immersion
Program;

4) The PNP must identify and organize the community of barangay into
different sectors (youth sector, transport sector, student sector,
business sector, etc.) as a preparation for future information drive,
meetings or pulong-pulong sa barangay, seminars, crime prevention
education, etc. that will be conducted by PNP personnel with the help
of the local religious leaders. Community information and education
shall be the approaches to be used during this phase;

5) PNP personnel with the help of religious leaders shall reach out to
different sectors of the community through drives, meetings or pulong
pulong sa barangay (barangay congress), seminars, crime prevention
education and other activities which further strengthen police
community relations. The PNP personnel may also coordinate with
the Parish Priest, Local Pastors, Imams, and other Religious Workers
that they may be allowed to become part of their religious
gatherings/Basic Ecclesial Community gatherings to share significant
information about policing that affects the life of the community
members (eg. crime situation in the area, prevalent crimes in a
certain barangay or locality, peace and order situation of a certain
locality, tips on how to prevent crimes, brief explanation of a new law
or ordinance, etc.);

6) The PNP in partnership with other agencies must enhance the


capability of the community through the regular conduct of training,
providing assistance and encouragement for the community

mobilization, and enhance responsiveness of the community to
participate in providing knowledge and ideas. These volunteers may
also be used in the conduct of crime prevention awareness and
education and other public information activities;

7) Empower the community by allowing them to share decision-making


and responsibilities through linkages in social accounts and text
messaging in the police stations and LGUs' Hotlines and Complaint
Centers;

8) To institute an effective reporting/monitoring system there shall be an


established 24/7 Hotlines and Complaint Centers ideally in all police
stations where the general public can contact to report any
information and complaints. These can be done through a
landline/mobile phone, calls and SMS, various social media
platforms, and radio calls;

9) The PNP as far as practicable encourage the respective LGUs to


issue an appropriate Certification of Mobilized Barangay to recognize
the Barangays that have established their own Barangay Defense
System and demonstrate excellent efforts in reducing the level of
criminality, hindering proliferation of illegal drugs, and downgrading
their ISO affectation;

10) Progressive announcements of the gains of implementation in the


barangay level shall be made. This is to ensure that the details and
mechanics of the program are strictly implemented and program
partners are well informed of the same;

11) PCAD section is in-charge in the creation of an Assessment


Committee and Board shall be replicated in your respective stations
(See Annex "B");

12) The Municipal Assessment Committee and Board may identify other
members of the committee as they deemed it necessary. The
Committee shall meet at least once every month or as maybe
necessary to assess and evaluate the implementation of the
program. The Committee may also include an NGO member and a
representative from the religious sector;

13) GMA MunicipaI Police Station in coordination with the Peace and
Order Council shall also conduct a monthly assessment to evaluate
whether the program has positive effects to the overall peace and
order situation in the locality;

14) The COP shall submit the assessment report to the PNP Provincial
Director for subsequent submission to the Regional Director. The
RCADD shall be the official repository of records for this program;
and

15) For the purpose of recognizing the efforts of the community in
promoting and ensuring peace, order and security and in formulating
and activating their barangay defense system, designated PNP
personnel shall assist their respective barangays in the consolidation
and preparation of reports to recognize their efforts in crime
prevention and suppression and public safety and he/she shall also
ensure the regular submission of such to the City/Municipal
Assessment Committee.

c. Tasking:
1) COP
a) Act as over-all supervisor in the implementation of this Plan;

2) DCOP

a) Act as assistant supervisor in the implementation of this Plan; and


b) Perform other task as directed.

3) MESPO
a) Assist the COP and DCOP in the implementation of this Plan;
and
b) Perform other task as directed.

4) PCAD

a) Act as OPR in the implementation of this Plan;

b) Facilitate the signing of MOA/Memorandum of Understanding


(MOU) between the Cavite PPO, religious sectors, and LGUs;

c) Coordinate with the LGUs, Non-Government Organizations and


stakeholders in the implementation of PRO 4A KASIMBAYANAN
in the communities in coordination with concerned PRO 4A
offices/units;

d) Coordinate with the local


Archdiocese/Dioceses/Parishes/Mosques and other religious
groups for the cascading of this IMPLAN and remind Church
leaders of their vital role in reminding their respective church
members to take part in crime prevention and crime solution

e) Submit monthly reports on PNP KASIMBAYANAN activities to


PACDU;

f) Supervise and monitor the conduct of dialogues with the religious


leaders and LGUs;

g) Preapare a Strategic Communication (StratCom) Plan and


Information Operations (IO) Plan;

h) Monitor the mobilization of the Coalition of Lingkod Bayan
Advocacy Support Groups and Force Multipliers actively
supporting the implementation of the Plan;

i) Cascade this IMPLAN to the respective personnel and Religious


Sector in partnership with the LGUs;

j) Shall conduct information drive and seminars for local religious


leaders (priest, pastors, imam, and other religious workers) to
orient them about their role in the community;

k) Shall monitor the PSB or Pulis Nyo Po Sa Barangay in cascading


the KASIMABAYANAN Program; and

l) Perform other tasks as directed.

5) Admin Section
a) Issue appropriate orders for the composition of the Technical
Working Committee; and

b) Perform other tasks as directed.

6) Intel Section
a) Conduct background investigation of the people/entities who will
be involved in the implementation of PNP KASIMBAYANAN;

b) Conduct security assessment of areas wherein there will be a


meeting and other related activities pertaining to PNP
KASIMBAYANAN; and

c) Perform other tasks as directed.

7) Logistics Section
a) Provide logistical requirement of the tasked offices/units; and

b) Perform other tasks as directed.

8) Finance Section
a) Provide fund support for the implementation of this plan; and

b) Perform other tasks as directed.

9) Operation Sector
a) Provide information/presentation for the briefing of PCADU in
order to update the Religious Sector and LGUs about the crimes
that are prevalent in every city/municipality of the province; and

b) Perform other tasks as directed.

10) Plans
a) Review the provisions of the MOA/MOU for PNP
KASIMBAYANAN to be drafted by the TWC; and

b) Perform other tasks as directed.

11) SHU
a) Provide medical assistance and medical support to all PNP
KASIMBAYANAN-related activities; and

b) Perform other tasks as directed.

12) PIO
a) Write press releases and use of multi-media platforms (print, TV,
radio and social media) to promote this Plan;

b) Serve as mouthpiece and voice of the PNP in dealing with the


public on PNP KASIMBAYANAN; and

c) Perform other tasks as directed

7. COORDINATING INSTURCTIONS:
a. This IMPLAN is designed to strengthen partnership of the PNP with the
general public with the support of the religious sector and brgy
awareness to the various communities that PNP personnel and the
people they serve have a vital role in contributing peace, order, progress
and even holistic transformation of the society;

b. Conduct lateral and vertical coordination with the concerned local


agencies, LGUs, NGOs, religious sector and stakeholders is highly
encouraged;

c. This IMPLAN shall take effect upon approval
