The aggravating situation where some of the PNP personnel are misguided
and were engaged in illegal activities has greatly affected the PNP organization and
how the general public view the image of the PNP. The effort to deal with this has
confronted the PNP to intensify its existing programs particularly on internal
cleansing.
Moreover, the expected gains of transformation will not be sustained and will
not be effective without the involvement of the general public wherein the mindset
has also to be influenced/swayed through the implementation of PNP
KASIMBAYANAN.
It is through this situation that the PNP, with the valuable support of the
religious sector, intends to reach out to the different communities to inform them of
the following: that crimes committed by the citizens are not only violation of local
ordinances but in reality, violation of God’s commandments; the Internal Cleansing
in the PNP requires the active participation of the community by their faithful
observance of the existing laws; and that crime prevention is a duty of every citizen
to his/her country and ultimately to God. Therefore, the role of the religious leaders
is significant in this program.
4. MISSION:
The GMA MPS concurrent with its mission and function, with the support of
the religious sector, aims to strengthen its partnership with the general public and
bring awareness to the various communities that PNP personnel and the people they
serve have a vital role in contributing peace, order, progress, and even holistic
transformation of the society. Further, the full support of all unit commanders to this
program is necessary so that transformation is ensured within the PNP organization
and in the communities, they serve and protect.

6. EXECUTION:
a. General:
The valuable partnership between the PNP and the general public is
considered the building block of this mobilization program. The primary players of
this program are the PNP, religious leaders, Local Chief Executives from the cities
and municipalities to the barangay level while other parties shall provide necessary

support and assistance in mobilizing the citizen in crime prevention and public safety
activities. Participation by the religious leaders representing all affiliations shall be
ensured as they will play a significant role in the implementation of this program.
b. Specific:
1) There shall be a Technical Working Committee (TWC) created for the
purpose of this program. The Cavite PPO shall initiate to conduct
series of consultative meetings with the LGUs and religious leaders
prior to its launching. The launching will be highlighted with the
signing of Memorandum of Agreement (MOA) with the LGUs through
the Department of the Interior and Local Government Cavite and
PNP Cavite. Further, Covenant Signing will also be incorporated
which will be participated in by representatives from religious sectors,
anti-crime groups, academe, and other stakeholders to mark their
support to the endeavor. Similarly, this will be replicated in all Police
Stations (PS) provincewide;
2) The key players of this program shall plan out and develop a tailor-fit
Barangay Immersion Program as appropriate to the needs of each
barangay under the AOR of all PPOs;
4) The PNP must identify and organize the community of barangay into
different sectors (youth sector, transport sector, student sector,
business sector, etc.) as a preparation for future information drive,
meetings or pulong-pulong sa barangay, seminars, crime prevention
education, etc. that will be conducted by PNP personnel with the help
of the local religious leaders. Community information and education
shall be the approaches to be used during this phase;
5) PNP personnel with the help of religious leaders shall reach out to
different sectors of the community through drives, meetings or pulong
pulong sa barangay (barangay congress), seminars, crime prevention
education and other activities which further strengthen police
community relations. The PNP personnel may also coordinate with
the Parish Priest, Local Pastors, Imams, and other Religious Workers
that they may be allowed to become part of their religious
gatherings/Basic Ecclesial Community gatherings to share significant
information about policing that affects the life of the community
members (eg. crime situation in the area, prevalent crimes in a
certain barangay or locality, peace and order situation of a certain
locality, tips on how to prevent crimes, brief explanation of a new law
or ordinance, etc.);

mobilization, and enhance responsiveness of the community to
participate in providing knowledge and ideas. These volunteers may
also be used in the conduct of crime prevention awareness and
education and other public information activities;
12) The Municipal Assessment Committee and Board may identify other
members of the committee as they deemed it necessary. The
Committee shall meet at least once every month or as maybe
necessary to assess and evaluate the implementation of the
program. The Committee may also include an NGO member and a
representative from the religious sector;
13) GMA MunicipaI Police Station in coordination with the Peace and
Order Council shall also conduct a monthly assessment to evaluate
whether the program has positive effects to the overall peace and
order situation in the locality;
14) The COP shall submit the assessment report to the PNP Provincial
Director for subsequent submission to the Regional Director. The
RCADD shall be the official repository of records for this program;
and

15) For the purpose of recognizing the efforts of the community in
promoting and ensuring peace, order and security and in formulating
and activating their barangay defense system, designated PNP
personnel shall assist their respective barangays in the consolidation
and preparation of reports to recognize their efforts in crime
prevention and suppression and public safety and he/she shall also
ensure the regular submission of such to the City/Municipal
Assessment Committee.
c. Tasking:
1) COP
a) Act as over-all supervisor in the implementation of this Plan;
2) DCOP
3) MESPO
a) Assist the COP and DCOP in the implementation of this Plan;
and
b) Perform other task as directed.

h) Monitor the mobilization of the Coalition of Lingkod Bayan
Advocacy Support Groups and Force Multipliers actively
supporting the implementation of the Plan;
5) Admin Section
a) Issue appropriate orders for the composition of the Technical
Working Committee; and
6) Intel Section
a) Conduct background investigation of the people/entities who will
be involved in the implementation of PNP KASIMBAYANAN;
7) Logistics Section
a) Provide logistical requirement of the tasked offices/units; and
8) Finance Section
a) Provide fund support for the implementation of this plan; and
9) Operation Sector
a) Provide information/presentation for the briefing of PCADU in
order to update the Religious Sector and LGUs about the crimes
that are prevalent in every city/municipality of the province; and

10) Plans
a) Review the provisions of the MOA/MOU for PNP
KASIMBAYANAN to be drafted by the TWC; and
11) SHU
a) Provide medical assistance and medical support to all PNP
KASIMBAYANAN-related activities; and
12) PIO
a) Write press releases and use of multi-media platforms (print, TV,
radio and social media) to promote this Plan;
7. COORDINATING INSTURCTIONS:
a. This IMPLAN is designed to strengthen partnership of the PNP with the
general public with the support of the religious sector and brgy
awareness to the various communities that PNP personnel and the
people they serve have a vital role in contributing peace, order, progress
and even holistic transformation of the society;
