NATURE OF PUBLIC ADMINISTRATION

(Like any other field, public administration is a unique discipline


whichencompasses even some aspects of other related disciplines.)
Based on the book that Mr. Bihasa wrote the nature of public
administration is to attest its own comprehensiveness with two
contending views indiscussing public administration. According to Sri
Jipson V. Paul (2011), Associate Professor at the University of Calicut,
Kerala, India,said that there are two contending views in nature of public
administration:
INTERGRAL VIEW
MANAGERIAL VIEW
The "integral view" perceives public administration as a field that is
comprehensive and encompasses several activities that are necessary to
accomplish the objectives of the government(Peace, safety, self-reliant
and development-dominated communities).
The government uses an integral view to look at all theprocesses
or activities that the department performs that can constitute or
contribute to the entire field of public administration.

Which means that the public administration leaves no room for


doubt that it exists but includes the managerial, technical, and clerical
activities in the government.
- Managerial activities – ( based on www.zambianguardian.com) is
concerned with the making of government policies and control of those
structure in charge of thepublic affair while regulating the behaviour of
public servants.,
- Technical activities –(based on spot.gov.si) collecting funds and
monitoring their use; managing basic research activities; managing and
implementing activities in the field of general economic and social
planning and statistical services on various state levels; managing
public funds that may acquire finances onfinancial markets.
- Clerical activities – (based on www.indeed.com) Clerical jobs
typically involve handling basic office duties like answering phonecalls,
sorting and filing documents, scheduling appointments, andmaintaining
office records.

There is no difference between managerial and clerical activities and


both are considered as primarily functions of public administration. The
absence of one will render public administration incomplete and biased
against upper managerial positions. Even in most. developed countries
public administration they covers all the necessary levels in the
government.

(The integral view includes the activities of all the persons engaged in
administration).
"MANAGERIAL VIEW"

On the other hand the,"managerial view" is the exact opposite of


the integral view. It perceives public administration as a field which limits
itself to managerial activities disregarding the technical or clerical
functions that form part of the discipline.
Unlike the integral view, the managerial view is not as popular as
the other among the scholars of the discipline. It confines itself with
managerial activities which in the first place would not be able to function
without the activities in the lower tiers of any government agency. Both the
upper and lower tier of any government agency is important because they'
guides and motivate people to work efficiently.
However, the upper tier would be useless unless the lower tier is
considered and takes the part which for a long time has made the
government survive in the process.

Even as administrations come and go, the government stays because


the people continue to expect to be provided with the needed public
services which are not affected by the usual transitions in the government.
Not including the other levels as an orientation in public
administration will delimit the perspective or the discipline.
(the managerial view restricts itself only to the activities of the few
persons at the top.)
