R&D Program of Small UAS Traffic Management

The document outlines Japan's roadmap for commercial unmanned aerial vehicle (UAV) applications and technology development. The roadmap aims to enable level 3 operations, or beyond visual line of sight flights in uninhabited areas, by around 2018. Key technology development goals by this time include ensuring UAV safety if it crashes, and collision avoidance technologies based on operational management. Looking further to the 2020s, the roadmap aims for level 4 operations, which would allow beyond visual line of sight flights in populated areas, through developing technologies that provide UAVs with similar safety functions as manned aircraft.
