Education is the most important thing a person can acquire because it helps people
succeed in life. It is essential to development and growth. The high percentage of illiteracy in the
Philippines, particularly among the poor and those living in poverty, is one of the country's
unresolved issues. The term "illiteracy" refers to a state in which people lack the fundamental
literate skills of reading, writing, and mathematics. Low levels of education are common among
poor Filipinos, especially those from isolated indigenous ethnolinguistic communities. That is
why it is anticipated that the illiteracy rate would rise as more kids are unable to attend school
and as more students are leaving out. As a result, there are now 75% more people who are
illiterate.
Additionally, not all students are proficient readers. Many educators and policy-makers
have previously expressed worry about reading proficiency in the Philippines. More than half of
10-year-olds in low- and middle-income countries have subpar reading abilities even before the
pandemic. Students below the proficiency level should be constantly examined, supervised, and
observed, according to UNICEF, "today that figure is projected to be as high as 70%." Reading
interventions can be put into place once they have been found.
Evidence shows that struggling pupils have a better chance of becoming fluent readers
later on the sooner they are recognized. In reality, given the right interventions, 90–95 percent of
struggling readers will eventually become proficient readers. 20% of pupils will require further
reading instruction, while 5% will require intensive intervention, according to Response to
Intervention models. Furthermore, according to data, 67% of pupils do not have strong reading
skills by the end of the third grade. Children from low-income homes make up 80% of this
group. This is important because students who are fluent readers by the end of the third grade are
more likely to graduate from high school and have successful careers.
Lastly, reading and writing skills are valued in the Philippines, so any initiatives taken by
the government, non-profits, or even private citizens to advance literacy are appreciated. The
needs of the student should be taken into consideration when developing reading intervention
tactics. Teachers should take into account a number of tactics that enhance reading development
when developing an intervention plan for a struggling reader. The Philippines' high incidence of
illiteracy is the reason it is still regarded as a third-world nation. Hence, the researchers decided
to make this project proposal entitled: No Children will Left Behind: Assessing the Impact of
Reading Intervention Program for Elementary Students’ of Batangas State University
Integrated School.
IV. Method of Analysis
In aiding the researchers in analysis and assessment, the use of statistical tools such as
ranking, frequency counts, percentages, etc. were implicated. The study calculated the weighted
average for the overall response for each data by first multiplying the number of individuals
selecting each rating by the corresponding rating value (1 – 4), then adding the results of those
calculations and lastly dividing the result to the total number of the respondents which is 60.
Ranking. The ranking is a question response format that is used in establishing priority among a
set of data in the study. The researchers will use 4, 3, 2, 1 to show the item if it is highly
enumerated in the tables and will be used in determining the most significant statement for the
respondents down to the least significant statement.
Frequency. The frequency is a measure of the number of occurrences of scores to organize and
summarize the survey data gathered in a tabular format. In this study, it will be used in tabulating
the data in the responses to show its actual distribution to the respondents. Additionally, this will
be used to distinguish how often the statements will be mentioned.
Weighted Mean. The weighted mean is calculated by multiplying the weight of a particular set
of scores. In this study, it will be used in determining the impact of reading intervention to
elementary pupils of Batangas State University Integrated School. The researchers will
investigate and determine the average extent of their response with the use of weighted means.
Percentage Method. Percentage method will be utilized in describing the magnitudes of the data
obtained specifically the profile of the respondents. It will be used to present the gathered data as
part per hundred of the total sampling population.

IV. Discussion of how Project Proposal can address the identified problem/Significance of
the Project Proposal
Education for all students means no one should be left behind; hence, teachers should
provide effective strategies for struggling readers. The “one-size fits all strategy” further widens
the gap between slow and advanced learners. This study used a quantitative research
methodology to assess the reading ability of 60 struggling readers in terms of word recognition,
reading comprehension, and reading speed using selected reading stories. Furthermore, it’s
undeniable that a student’s reading abilities are important to their success in school, work, and
life in general. And it is very possible to help ensure students' success through a proper reading
intervention.
Once the findings of the study were compiled, the researchers will execute their action
plan, wherein they will conduct reading intervention programs for selected pupils of Batangas
State University Integrated School. At their instructional level, the reading intervention will
provide the students with the chance to improve their reading, writing, test-taking, and study
skills. Every lesson is planned to accommodate each student's unique needs in a small group
setting. And different rates of learning are accommodated by altering the speed of teaching.
The reading intervention program will be a great help for elementary students of BSU
Integrated School in dealing with their reading problems. Students are selected based on teacher
recommendations, class performance, and assessment results including standardized tests and
individual screenings. Individualized and group assessments throughout the mid-year as well as a
review of the student's classroom performance in both English and Filipino subject helps identify
strengths, skill acquisition, and needs. Therefore, the reading intervention program will be able
to help in building self-esteem through the acquisition of reading and writing abilities and
techniques. These students will build confidence and their skills in advance through the
procedure of teaching in interpretation, comprehension, writing, study techniques, and test-taking
tactics constructed based on the school curriculum and units of study. In conclusion, young
students are the future of the nation, and this study can make a difference in the root
development of the country.
