The MEW reserves the right to audit any or all claims made in the offer. Failure to comply with any requirements will result in cancellation of the offer. Failure to comply with requirements detected after the contract award will result in contract penalties and / or cancellation of the contract itself. ~ Reputed & established for the subject equipment Tenderers are required to participate in the tender for works in Power Stations and Water Distillations. Tenderer shall have the technical, organizational and financial capacity at the level and the manner required in manufacturing, installing & commissioning of the equipment. The tenderer must submit their profiles with supporting documents and other evidence of their technical, organizational and financial abilities to execute the works and provide future service support for the supplied equipment, ~ Kuwaiti Representation. In case of foreign Tenderers, he must have a Kuwaiti Company as agent registered with the Kuwait Ministry of Commerce & Industry and the Kuwait Chamber of Commerce as per Clause (31) of law no. 49 of 2016 Public Tenders Law & revised by law no. 74 for year 2019. A certified copy of the agreement between the Tenderer and the Agent, signed by both parties, must be submitted. = Corporate Requirements. © General. The Tenderer must have the corporate experience and organization, technical, managerial and quality control expertise to manufacture, install, commission, guarantee and document the work. The ‘Tenderer must have valid certificate for Quality Management System ISO 9001:2015. These abilities must, in the opinion of MEW, be appropriate to the work involved and to the value of the installation to be supported & maintained as a service provider during the whole life of the supplied equipment. Transformers —(11KV / 415V), OEM must have been in business of manufacturing Transformers of specified or higher capacities for more than the last 10 years and shall have these equipment of same or higher capacities in service for more than the last 10 years under similar climatic conditions as those prevail in Kuwait. End-User Certificate from Owners confirming recent completion of two contracts, similar to those applied for, in the role of Main contractor / OEM shall be submitted along with offers. Experience claims will only be credited if the Plant owner's name, full contact address, telephone & fax numbers are given. Contract value, size of labour force supplied by the applicant and sufficient detail of scope of work carried out by the applicant to assess his participation shall be provided. Financial Conditions. The financial statement for the last 5 years, validated and sealed by a competent authority as a legal auditor by the Kuwaiti Ministry of Commerce & Industry or an International Institution accredited by the Kuwaiti Embassy abroad or the Kuwaiti Ministry of Foreign A fairs and certified by financial affairs of the Ministry of Electricity & Water. ‘The company Equity shall be as mentioned in CAPT — Law No: 49 for year 2016 & revised by law no. 74 for year 2019 & Announcement No: 4 ~ 2019. Conditions. 1.1- Electrical Substations - For New Buildings MEW intends to expand its internal power distribution network to newly constructed buildings at Sabiya Power Station. For this purpose two L.V. Substations shall be constructed having 2500K VA, LIKV/415V, transformers along with L.V. Switchboards with incommers ACB's & outgoing feeders. The work also includes supply, laying, termination & commissioning of MV, LV & Control cables to each transformer and LV switchboards from LIKY Station switchgears as required, Tentative locations of these substations are indicated. The work also includes preparation of site, construction of transformer pens & LV switchgear rooms, which shall accommodate LV switchgear fed by the transformers with sufficient space for future extensions of switchgear on both ends. Detailed specification for new equipment i.e. transformers, MV / LV control cables, LV switchgear etc shall be exactly identical to those equipment in service at Sabiya Power Station. The whole work of supply and installation is on turn-key basis and any item not specifically mentioned which found essential for completing the work, shall be deemed included in scope of work. Contractor shall visit the site and collect his own information on the subject. Location of Substation are indicated with their approximate distances from feeding LIKV Switchgears. Air Circuit Breakers and all control devices shall operate normally within range of 110% and 80% of rated control voltage. ‘Two sources of control voltage 110V DC through separate cables from AECB & Annex-B, D.C. Distribution boards for Substation ~ 1 & 2 respectively shall be used. Automatic change over from one source to the other shall be incorporated in case of failure of one source at each Substation LV Switchgear. Transformers shall be fed from spare feeders / panels of existing 11KV switchboards as mentioned. These spare panels shall be retrofitted by replacing protection relays, C.T's, measuring devices etc. to suit for transformer connection. Accordingly, control, tripping & interlocking circuits shall also be modified. To keep uniformity of equipment, all retrofitted devices such as protection relay, C.T.'s & metering and control devices shall be of same make as those installed for other existing transformer feeders. As per existing control scheme all Transformer Feeders are operated from ECR. So for these Feeders, the wiring to ECR shall be checked, completed and Feeders shall be commissioned from ECR desks. Modification work on existing IIKV Switchboards shall be done by OEM of these Switchgears. ‘The whole scheme of controls, interlocks, protections & alarms for transformers & switchgear shall be exactly identical to existing set of identical switchgears in the Station. So No. of control, protection & alarm cables shall be as per approved design which shall be based on similar existing equipment in the Station. After signing contract, successful tenderer may collect relevant existing drawings from Station and prepare his proposal based on these requirements and detailed site surveys and submit for approval drawings, equipment catalogues etc, Upon approval from MEW, the contractor shall proceed with procurement & site work. All Cables shall be XLPE insulated and as per the mentioned system voltages. ‘The Contractor shall submit his design of Substation, short circuit level at LV Switchgear, Voltage drop through proposed size of cables for approval to MEW. Wherever size of cables is mentioned, shall be considered as minimum acceptable. Minimum size of conductor for control cables & switchgear intemal wiring shall be 2.5m Control cables shall have 20% spare cores. Cables shall be laid in single lengths and no jointing is allowed. Wherever available, contractor may utilize existing cable tunnels / trays for cable laying. Part of route, cables will be buried underground. So such cables shall be XLPE insulated and steel wire armored. For road crossings new ducts shall be installed. Wherever buried underground, all cables shall be laid at 1.25 Mt depth. Thus excavated trenches after laying cable shall be filled properly by sand, tiled and provided with warning tape, as per MEW standard requirements in this regard. All excavated areas shall be normalized afier completion of work. As such scope of work shall include supply, installation & commissioning of following items but not limited 10; 1.4- Civil Construction. Civil construction shall be exactly identical to existing identical Substation "Store Electrical Building & Station electrical workshop equipment". Switchgear hall shall be dimensioned as specified for each Substation with the following works; 1. Two A/C package Units of not less than 60,000 BTU capacity shall be supplied & installed in each Switchgear hall. 2. Transformer pens shall be filled with shingle (of approved size) up to half meter depth and shall be walled & fenced as per existing identical installations. 1.5- Accordingly, proposed general arrangement and construction drawings shall be submitted indicating the following; 1. Site layout showing configuration of equipment, enclosures, setting out data, clearances, finishes, drainage ete. 2. General arrangement drawings, floor layout, dimensional access, operation and maintenance clearances between and around equipment. 3. Cable entries & outgoing services. Switchgear Room. ‘An automatic Fire detecting system consisting of heat / smoke detectors shall be installed and connected to a local fire alarm panel of existing Fire Alarm system. 2. Transformers. Release sprinklers as a heat sensing device shall be used for pneumatic release system pipework, which shall be installed over the transformers. The transformers shall be protected by a deluge valve Station. The deluge valve station will be connected to the pneumatic release system. General Requirements, ‘Transformers shall have ONAN cooling arrangement. For this purpose, separate and detachable radiators shall be assembled, framed and braced in such a manner as to provide mechanical protection to themselves and to prevent vibrations, Radiators shall be pressure tested to ensure liquid tightness. However, no payment shall be paid to the contractor from the budget allocated for this item if no unforeseen works are encountered. = The work will be initiated by MEW, where urgent measures are necessary, and as soon as reasonably practicable, thereafter confirm in writing, the Contractor to perform any work which is necessary to avoid the risk of an accident/outage. The Contractor, on receipt of written instruction from MEW shall immediately carry out the work as instrueted. If the work is in the scope of the contractor, price quoted in this contract will be applied. In the absence of availability of rates in the contract, Contractor will be paid the reasonable prevalent commercial market rates for such work.
