5. Sustainability

1. Work Plan
1.1 What is the purpose of your project? *
Proof of concept: piloting of concept/prototype with beneficiaries in a specific country/market to gain an early, real-world assessment of the viability of the
proposed solution.
Testing impact and delivery: testing a proven concept/prototype for social impact, improved outcomes and/or market viability, as well as operational
refinement for sustainability and scale.
Scaling-up or replication: adaptation of an existing solution to new contexts or geographical areas within any of the eight SIFA partner countries.
State all the main objectives of the project. The objectives should be SMART – Specific, Measurable, Attainable, Realistic/Relevant and Timely.
Describe the proposed methodology to implement the project. Will the project be using specific tools/methodology to guide the implementation?

Outputs are specific tangible deliverables that are produced by the project in each Milestone as a result of its activities supported by inputs. Note that by reaching a milestone and
claiming for related reimbursement, the project must provide the SIFA FMT and AUDA-NEPAD team with a Milestone Progress Report. This is a narrative explaining how the project has
arrived at the Milestone, assessing barriers and obstacles as well as conditions to progress towards the next Milestone(s). A Milestone Progress Report is complemented by a Financial
Progress Report explaining what resources have been used and by which partner during the Milestone. The SIFA FW3 project requires Mandatory Technical Outputs (e.g., Market
Validation Report) that will be used to verify the progress made in the market validation project. It is up to the project to decide how many technical outputs are produced. A minimum
of four, but no more than 8 technical Outputs are required.

2. Project Milestones
The purpose of the SIFA FW3 market validation project is to clarify the innovation owner’s thinking about future market deployment and set out a business case
to secure the first internal or external financing. The duration of the SIFA FW3 market validation project is up to 18 months and focuses on demonstration, user
feedback and peer reviews.

The project is proposed to be divided into three phases (excluding Preparatory Phase) called Milestones. Each phase - including the preparatory phase - has a
pre-dened duration and end, culminating in the achievement of a milestone marked by key deliverables (output) such as the Market Validation Report. It is the
achievement of veried Milestones and related Outputs against which the grant funds will be disbursed.
In this section of the proposal, you should describe each phase (Milestone) including its objectives, key activities, and expected outputs as per
the below.
This phase will be achieved after the Project Partnership has signed the Implementation Agreement. The agreement can be signed only after an initial, detailed Work Plan for the project
is established. The basis for the Work Plan is provided in your proposal, but further negotiations and detailing is usually needed with the SIFA FMT & AUDA-NEPAD team.
This phase will be achieved after the Project Partnership has finished the Market Study and finalized the Market Validation Plan. The Key Outputs include the Market Research Report
and Market Validation Plan (How, where, with whom and by who will the solution be tested) and lead way to actual validation conducted in a real-life environment with users. External
resources and research can be used to support the achievement of Outputs.
This phase will close the project. The key Output is the Final Report documenting the findings of the project, including a business/investment plan as part of the reporting. Projects are
also expected to have a final audit done of the project account before the final disbursement of the grant will be released.
A results framework is an explicit articulation of the different levels or chains of results expected from a particular intervention, be it a project, program, or
development strategy (Designing a Results Framework for Achieving Results, 2012, IEG, WB). Applicants are requested to upload the project results framework
with the anticipated outcome and expected results in the form of measurable outputs (i.e., with associated outcome indicators).

a) Skills Initiative for Africa (SIFA) reserves the right to change the timeline of the application and evaluation process which may vary depending on the number
of applicants received as appropriate to the participating country of the Application and retains its exclusive right, in its sole discretion, to alter, limit or
discontinue the site or application process or any materials in any respect, at any me by sending an email notice to the registered email address, SIFA
consequently reserves the right to reject an application until the signing of the implementation agreement without further explanations.
b) After the final evaluation, the AUDA-NEPAD will send the assessment and ranking of the shortlisted Proposals to KfW for No-Objection. Upon No-Objection,
the assessment and ranking of the shortlisted Proposals are presented to the SIFA Investment Committee for final approval. The Lead Partner of the winning
proposals are then officially informed by a letter signed by the AUDA-NEPAD inviting them to negotiations and signature of Implementation Agreements. The
Implementation Agreements will be signed between the Applicants and the AUDA-NEPAD.
c) All Applicants will be informed of the outcome of the final evaluation. The Lead Partner shall be responsible for the registration and submissions of their
invited members
d) Applications received after the submission deadline will be rejected.
e) All financial information included in the Application and for conducting the project shall be in EURO (or converted to EURO at an acceptable currency

f) While implementing a SIFA funded grant, the Grantees are required to follow all approved rules and guidelines on financial management, procurement, and
environmental, social, health and safety safeguards. The applicants need to be able to obtain all relevant permits, certificates, licenses, endorsements,
approvals, etc for the implementation within the designated timeframe.
g) SIFA’s grant decision is not binding until the Implementation Agreement with annexes has been signed with the AUDA-NEPAD following successful
negotiations.
h) SIFA Financing Facility reserves the right to reject any Proposal until signing of the Implementation Agreement. Upon signing the Implementation Agreement,
the Applicants commit to reporting - on a quarterly basis - to the SIFA Financing Facility according to the Results, Activities, and Associated Indicators (both
quantitative and qualitative) stated in their proposal. This reporting will be done in the online management system (SmartME). In addition, the SIFA Financing
Facility may visit to collect additional information, stories, lessons learnt etc., and the Applicants must commit to being available and provide information if
required.
i) The due diligence/verification will in most cases include on-site visits, applicants will be informed via e-mail of the planned on-site due diligence visits,
however, the site visits may be unannounced.
j) Any entity that has been engaged in any prohibited practice (misappropriation, bribery, corruption, laundering, concealment, acquisition, possession,
facilitation, use of proceeds of a crime, or wilful misconduct) will be considered ineligible.
k) The applicant and partners agree that the information supplied can be used to further Skills Development in Africa. All information provided by the applicant
must be factual and a true representation of the conditions stated at the time of completing these forms. Should any material declaration prove to be false or
deliberately misleading at any me, SIFA reserves the right to disqualify the application.

n) The Lead Partner and project members further warrant that they are duly authenticated representatives of the specified members Structures. SIFA reserves the
right to request additional information at any stage of the application process and the applicant, therefore, gives consent for SIFA to make all inquiries
necessary to verify the information provided herein. These inquiries include but are not limited to employers, credit holders, credit references, and financial
institutions.
o) The procurement of works, goods, and services will be done in close collaboration with the AUDA-NEPAD. Approved national or public procurement rules and
procedures will apply, depending on the type of project and the project amount. All expenses related to the project implementation, including the accounting and
procurement procedures, will be subjected to auditing by the AUDA-NEPAD and KfW for compliance with the rules and conditions attached to the Implementing
Agreement. The approved procurement rules and procedures will be made available to the selected winning Applicants/Grantees. Procurement funds, when
disbursed are paid directly to service providers and/or suppliers.
q) All the operations and practices regarding the collection, storage, and processing of personal information are in accordance with the EU Data Protection
Directive 95/46/EC.
r) Once a grant amount is approved, no additional funds will be made available and the Applicants will, in the event of any shortfall, be responsible for ensuring
the full financing and completion of the project
s) Applicants will specifically enable email receipt and read acknowledgment transmissions within their server and email client software. Failing which all mail
sent to the registered email address will, in the event of no bounce, be deemed to have been delivered.
Important: The following annexes to the application are required and should be completed before the submission of the application: Annex 1 - Legal Entity
Declaration, Annex 2 – Good Standing Declaration, Annex 3 – FW3 Feedback Survey, and Annex 4 - Environmental and Social Categorisation.
