Updates on 2019 Fire Code of the Philippines

Objectives

• Identify new provisions in the new Fire Code of the


Philippines that will impact project design and execution
Background

• The IRR of the 2019 Fire Code of the Philippines (FCP) was
released last September 16, 2019 and will be effective
October 17, 2019.

• A maximum of 1 - year prescription period is observed before


BFP enforces full implementation on existing buildings –
October 16, 2020

• Based on review, there are 23 provisions that were changed


in the 2019 FCP, 7 of which we are currently practicing.

technology was developed from residential sprinkler technology. QR

provides additional discussion on thermal sensitivity and fast-response
technology. Exhibit 3.11 shows a glass bulb–type QR sprinkler. The nozzle in
Exhibit 3.28 is equipped with a standard-response heat glass bulb. The
difference in the size of the operating elements of QR and standard-response
sprinklers should be noted. Where glass bulbs are used for standard spray
sprinklers, the diameter of the bulb of a QR sprinkler is typically less than
that of a standard-response sprinkler. Where a metallic alloy is used, the
operating heat responsive element of a standard-response sprinkler has
more mass than the element used in a QR sprinkler.

accordance with Section 10.2.7.3 of this RIRR shall be provided in the cited

SECTION 14.0.0.6 ALTERNATIVE AND/OR REMEDIAL FIRE SAFETY


MEASURES
A. In cases of existing buildings which when forced to comply will
compromise its structural stability and/or integrity, the Chief, BFP may
accept adequate alternative and/or remedial fire safety measures in lieu
of the fire safety requirements of this RIRR upon application by the
owner/occupant/building administrator of the building or structure.

B. For this purpose, a Fire Safety Technical Committee shall be created to


assist the Chief, BFP in determining the adequacy of the said alternative
measures.

C. The basis for the evaluation of the Fire Safety Technical Committee shall
be in accordance with the implementing guidelines approved by the
Chief, BFP.
