ORDINANCE NO. ____

AN ORDINANCE INSTITUTING THE BARANGAY COUNCIL FOR THE PROTECTION OF


CHILDREN OF BARANGAY IPIL, SURIGAO CITY, DEFINING ITS FUNCTIONS,,
CONSTITUTING ITS MEMBERSHIP, PROVIDING FUNDS THEREFOR, AND FOR OTHER
PURPOSES.

Whereas, Article 87 of PD 603 (Child & Youth Welfare Code) provides that “every Barangay
Council shall encourage the organization of a Local Council for the Protection of Children (LCPC);”

Whereas, DILG MC No, 2002-121 mandates the strengthening of local councils for the
protection of children to support the goal and objectives of the Philippine National Strategic Framework
for Plan Development for Children, 2000 – 2025, or Child 21;

Whereas, the Child Welfare Code of Surigao City, otherwise known as City Ordinance No.
219, series of 2004, sets forth the mandatory establishment of a Barangay Council for the Protection of
Children (BCPC) in every barangay;

Whereas, the institution of the Barangay Council for the Protection of Children (BCPC) will
enhance the capability of the Barangay Council to assess and analyze local child needs, formulate
plans and implement and evaluate initiatives for children in the barangay.

NOW, THEREFORE, the Sangguniang Barangay of Barangay IPIL, Surigao City, do hereby
ORDAIN:

SECTION 1. This Ordinance shall be known as an ACT INSTITUTING THE BARANGAY


COUNCIL FOR THE PROTECTION OF CHILDREN, DEFINING ITS FUNCTIONS, CONSTITUTING
ITS MEMBERSHIP, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES.

SECTION 2. DUTIES AND FUNCTIONS - The Barangay Council for the Protection of
Children (BCPC) shall have the following functions:

1. Foster education of the child;


2. Take steps to prevent juvenile delinquency and assist parents of children with
behavioral problems so that they can get expert advice;
3. Adopt measures for the health of children;
4. Conduct capability building projects to increase knowledge and skills in
handling children’s programs;
5. Encourage the proper performance of duties and responsibilities of parents
and provide learning opportunities on the adequate rearing of children and
positive parent-child relationship;
6. Promote wholesome entertainment in the community;
7. Prepare Annual Work and Financial Plan for Children and recommend
appropriations to the Sangguniang Barangay;
8. Provide coordinative linkages with other agencies and institutions in the
planning, monitoring and evaluation of plans for children;
9. Establish and maintain database on children in the barangay;
10. Advocate for the establishment and maintenance of playgrounds, day care
centers, reading centers, and other facilities necessary for child and youth;
11. Protect and assist children in need of special protection (e.g. abandoned,
maltreated and dependents) and refer cases filed against child abusers to
proper agencies/institutions;
12. Monitor situational reports on children and prepare quarterly updates including
the implementation of children’s programs and make recommendations to the
City Council for the Protection of Children for consideration and application.
13. Perform such other functions and other child-related laws especially on
matters of child and parent education, health, entertainment, etc.
The Barangay Council for the Protection of Children (BCPC) shall meet once every
two (2) months or as frequent as the need for such so requires.

SECTION 3. COMPOSITION OF THE BARANGAY COUNCIL FOR THE PROTECTION OF


CHILDREN (BCPC) - The following agencies shall constitute the Barangay Council for the Protection
of Children:

Chairman - Punong Barangay


Co-Chair - Barangay Kagawad
(Chairman, Committee on Social Services)
Members - Barangay Kagawad
(Chairman, Committee on Women & Family)
Barangay Kagawad
(Chairman, Committee on Health)
Barangay Kagawad
(Committee on Education)
Barangay Secretary
Barangay Treasurer
Barangay Nutrition Scholar
Barangay Health Nurse/Midwife
Barangay Health Worker
Field Social Worker of City Social Welfare & Development Office
Day Care Worker
DepEd Principal(s) or School Incharge
Chief Tanod
SK Chairperson
Children’s Representative to be appointed by the Punong Barangay
from among three (3) representatives of the Katipunan ng mga
Kabataan
President of the Parents-Teachers Association (PTA)
NGO/PO Representative to be appointed by the Punong Barangay
from among three (3) nominees of the Barangay Development
Council (BDC).

SECTION 4. COMMITTEES, FUNCTIONS AND COMPOSITION - The Barangay Council for


the Protection of Children (BCPC) shall have the following committees with their corresponding
functions and composition:

a. COMMITTEE ON CHILD SURVIVAL - The Committee on Child Survival shall have the
following functions:

1. Coordinate and monitor the delivery of primary health care services


and nutrition programs;

2. Recommend to the BCPC initiatives to support and complement


resources available to the barangay in the expansion and improvement of
health programs and services;

3. Establish and maintain a database on the standard health indicators


for children;

4. Prepare a plan of action on health programs and services for children


and its corresponding annual investment plan;
5. Assist in the implementation of the early screening and intervention

program for children with disabilities and other special needs at the barangay;

6. Recommend to the BCPC initiatives that shall mobilize and encourage


private sector initiatives for the establishment of health programs;

7. Recommend to the BCPC local policies and legislations relative to


health programs and services for subsequent endorsement to the
Sangguniang Barangay;

The Committee on Child Survival shall be headed by the Barangay Kagawad who is the
Chairperson of the Committee on Health of the Sangguniang Barangay and shall be
composed of the following:

 Barangay Kagawad
(Chairperson, Committee on Education)
 Barangay Treasurer
 Barangay Health Nurse/Midwife
 Barangay Health Worker
 Barangay Nutrition Scholar
 The Child Representative

b. COMMITTEE ON CHILD PROTECTION - The Committee on Child Protection shall have


the following functions:

1. Coordinate and monitor the delivery of programs and services on


child protection;

2. Recommend to the BCPC initiatives to support and complement


resources available to the barangay in the expansion and improvement of
protective programs and services for children;

3. Establish and maintain a database on the protective indicators for


children;

4. Prepare a plan of action on protective services for children and its


corresponding annual investment;

5. Assist in the implementation of intervention programs and diversion


programs for children in conflict with the law;

6. Recommend to the BCPC initiatives that shall mobilize and


encourage private sector initiatives for the establishment of protection
programs for children;

7. Recommend to the BCPC local policies and legislations relative to


child protection programs and services for subsequent endorsement to
the Sangguniang Barangay;

The Committee on Child Protection shall be headed by the Barangay Kagawad who is the
Chairperson of the Committee on Women and Family of the Sangguniang Barangay and
shall be composed of the following:

 Barangay Kagawad
(Chairperson, Committee on Social Services)
 DepEd Principal or School Incharge
 Field Social Worker of the City Social Welfare & Development Office
 Day Care Worker
 SK Chairperson
 Chief Tanod
 President of the Parents-Teachers Association (PTA)

c. COMMITTEE ON CHILD PARTICIPATION - The Committee on Child Participation shall


have the following functions:

1. Coordinate and monitor the delivery of programs and services on


child participation;

2. Recommend to the BCPC initiatives to support and complement


resources available to the barangay in the expansion and improvement of
participation programs and services for children;

3. Establish and maintain a database on the participation indicators for


children;

4. Prepare a plan of action on participation services for children and its


corresponding annual investment;

5. Assist in the implementation of child participation programs and


services conducted by government agencies and non-government
organizations;

6. Recommend to the BCPC initiatives that shall mobilize and


encourage private sector initiatives for the establishment of participation
programs for children;

7. Recommend to the BCPC local policies and legislations relative to


child participation programs and services for subsequent endorsement to
the Sangguniang Barangay;

The Committee on Child Protection shall be headed by the Barangay Kagawad who is the
Chairperson of the Committee on Women and Family of the Sangguniang Barangay and
shall be composed of the following:

 Barangay Kagawad
(Chairperson, Committee on Social Services)
 The Barangay Secretary
 DepEd Principal or School Incharge
 Field Social Worker of the City Social Welfare & Development Office
 SK President
 Children’s Representative
 Three (3) NGO Representatives

d. COMMITTEE ON CHILD DEVELOPMENT - The Committee on Child Development shall


be headed by the Punong Barangay and composed of all the members of the Barangay
Council for the Protection of Children (BCPC). I shall exercise the following functions:

1. Coordinate and monitor the delivery of educational programs and


services;

2. Recommend to the BCPC initiatives to support and complement


resources available to the barangay in the expansion and improvement of
educational programs and services for children;

3. Establish and maintain a database on the development indicators for


children;
4. Prepare a plan of action on development services for children and its
corresponding annual investment;

5. Assist in the implementation of programs and services under the Early


Childhood Care and Development (ECCD);

6. Recommend to the BCPC initiatives that shall mobilize and


encourage private sector initiatives for the establishment of education
programs for children;

7. Recommend to the BCPC local policies and legislations relative to


child development programs and services for subsequent endorsement to
the Sangguniang Barangay;

SECTION 5. SECRETARIAT FUNCTIONS - The Barangay Secretary shall provide


secretariat functions and administrative support to, and coordinate programs and services of, the
Barangay Council for the Protection of Children (BCPC). As such, the Barangay Secretary shall be
entitled to an HONORARIUM equivalent to at least FIVE HUNDRED PESOS (P500.00) per month
which shall be chargeable to the BCPC Funds of the barangay for the current year.

SECTION 6. APPROPRIATION - Pursuant to Section 15, Title III of Republic Act 9344 also
known as the Juvenile Justice and Welfare Act of 2006, the Sangguniang Barangay shall regularly
appropriate funds of not less than 1% of its Internal Revenue Allotment (IRA) to support the
administrative and operational needs of the Barangay Council for the Protection of Children. The said
appropriation shall form part of the statutory and mandatory allocations of the Sangguniang Barangay
for every budget year.

SECTION 7. EFFECTIVITY – The ordinance shall take effect upon its approval.
