I. Introduction:
CAT is a restructuring of the Citizen Army Training required of all Grade 10
junior high school students in the Philippines both public and private high schools as
provided for in the department of education (DepEd) Order No.35,s.2003 and
reinforced by the DepEd Order No.52,s.2004)

V. What Is It

THE CITIZENSHIP ADVANCEMENT TRAINING (CAT)

A. THE PROGRAM COMPONENTS OF THE NEWLY STRUCTURED CAT
1.Military Orientation - deals with the introduction to the basic
knowledge and experiences as well as activities related to citizenship
advancement.
2.Community Service - refers to any activity that helps achieve the
general welfare and betterment of life of the members of the
community, or enhancement of its facilities especially those devoted to
improving health, education, safety, and recreation and morale of the
citizenry.
3.Public safety and Law Enforcement Service - encompasses all
programs and activities which contributory to the maintenance of peace
and order, enhancement of public safety an encouragement in the
observance of and compliance to laws.
B. The emphasis of the three (3) program components of CAT?
All the three program components of CAT shall give emphasis to
citizenship training, encouragement of the youth to contribute in the
improvement of the general welfare and quality of life of the
community, and instilling patriotism, moral, virtues, respect for the
rights of civilian and adherence to the constitution.

 Can any high school student be exempted from the citizenship

advancement training?
 No students can be exempted from this program and is a
requirement for graduation.” (DepEd)Order No.35,s.2003 and
reinforced by the DepEd order No.52,s.2004)
C. AIMS OF THIS CAT?
The CAT aims to:
 enhance the student’s social responsibility and commitment to the
development of their communities; and
 develop their ability to uphold the law and order as they assume active
participation in the community activities and their readiness in assisting
the members of the community especially in times of emergency.
D. LEGAL BASIS OF THE FILIPINO CITIZENS SERVICE TO THEIR
COUNTRY
 Section 2, Article 11 of the Constitution provides that “the
defense of the state is a prime duty of the government and the
people, and in the fulfillment of this study, all citizens may be
required by law to render personal military or civil service.”
 Section 1, Article V of the Constitution provides “among
others, that it is the duty of the citizen to contribute to his
country’s development and welfare and to cooperate with duly
 constituted authorities in the attainment and preservation of a
just and orderly society.”
 Commonwealth Act No. 1 as mandated makes it obligatory for
all citizens to render military service.
 The National Service Law or Presidential Decree No. 1706
provides for compulsory national service for Filipino citizens
which consists of three main programs namely: civic welfare
service; law enforcement; and military service.
 To serve the urgent needs of a developing country such as the
Philippines, it is very important to enhance respect for the law
and lawfully constituted authorities and provides for, promote
and develop civic consciousness and participation to insure
national defense preparedness.
 The citizens of the country ,particularly the youth, are the most
valuable resource of the nation and therefore need to be
motivated, trained, developed, organized, mobilized and utilized
in regard to their responsibilities as citizens, particularly in their
commitment to civic welfare, their respect for the law and
lawfully constituted authorities and fulfillment of their military or
civil obligations.
 Obligatory national service needs to be harnessed not only to
enhance our military preparedness but also national discipline
and other development goals which contribute to the nation’s
stability and welfare.
 Implement of the constitutional mandate making the defense of
the state a primary duty of all citizens, every Filipino is required
to defend the nations integrity and stability against those who
aim to bring it down in ruin through aimlessness, violence and
misjudgment.

E. OBJECTIVES OF THE NATIONAL SERVICE PROGRAM

1. To enable all citizens to render their obligatory national service towards
self-help and service to others;
2. To inculcate in the minds of our youth our long cherished traditional and
cultural Filipino values;
3. To enable the citizens to contribute to the country’s development and
welfare and in the attainment and preservation of a just and orderly
society;
4. To enhance the respect for law and duly constituted authorities;
5. To promote and develop civic consciousness and citizens participation
in national defense preparedness;
6. To motivate, train and develop the citizens particularly the youth, in
regard to their responsibilities;
7. To organize, mobilize and utilize youth manpower for community
development;
 8. To harness citizens manpower for the promotion of national
development programs and goals.

F. THE NATIONAL SERVICE TRAINING PROGRAM ACT OF 2001(taken

from the IRR of Republic Act No.9163)
It is a program aimed at enhancing civic consciousness and defense
preparedness in youth by developing for the ethics of service and patriotism while
undergoing training in any of the following three (3) program components
designed specially to enhance the youth’s active contribution to the general
welfare. This is taken by the college students.
1.Reserve Officer Training Corp (ROTC) - is a program institutionalized
under section 38 and 39 of RA NO.7077 designed to provide military training to
tertiary level students in order to motivate, train, organize, and mobilize them for
national defense preparedness.
2.Literacy Training Service (LTS) - refers to the program component
designed to train the students to teach literacy and numeracy skills to school
children, out-of-school youths and other segments of society in need of their
services.
3.Civic Welfare Training Service (CWTS) - refers to the program
component or activities contributory to the general welfare and the betterment of
life for the members of the community or the enhancement of its facilities,
especially those devoted in improving health, education, environment,
entrepreneurship, safety, recreation and moral citizenry and other social welfare
services.
The National Service Training Program now being implemented offers
three components:(ROTC) Reserve Officer Training Corps; Literacy Training
Service (LTS); and Civic Welfare Training service (CWTS) for a period of one
year or two semesters. effective on the 1st semester of academic year 2002-
2003, all freshmen male and female students in the tertiary level are mandated to
finish within one year any one of the three components as a pre-requisite for
graduation from any baccalaureate degree course or course from any two-year
Technical/Vocational.
NSTP recognizes the youth’s vital role in nation building, and for this
reason, the state shall promote civic consciousness among the youth and shall
develop their physical, moral, spiritual, intellectual and social well-being in
public and civic affairs.
Like the NSTP ,the CAT in the secondary schools is the take off for
students involvement in civilian military training, community service, and peace
and order promotion .When the students proceeds to the tertiary level of
education ,they will then possess the readiness to assume more complex and
varied activities that may create a far-reaching impact on the community.
Interesting, the CAT leads the way to the holistic approach and in the
country as a whole. the NSTP highlights the youth’s indispensable worth in
society. Like the NSTP ,the CAT in the secondary schools is the take off for
students involvement in civilian military training, community service, and peace
and order promotion .When the students proceeds to the tertiary level of
 education ,they will then possess the readiness to assume more complex and
varied activities that may create a far-reaching impact on the community.
