INTRODUCTION
It is possible that implementing this Mother Tongue-Based Multilingual Education Law will
help learners to enhance and engage in their learning development or will it have a negative
impact on the children’s growth and learning development? Based on some people’s
observations, the MTB-MLE program is beneficial to a child’s learning growth development.
Because the MTB-MLE law order which implemented by DepEd in 2012 makes the learners
more actively engaged inside the classroom where they can comfortably participate because
they use their native language. It has a positive impact on the learning needs and
development of students from kindergarten to grade three because there is no language
barrier since they used their mother tongue which is their native language.
DISCUSSION
So what is mother tongue? , Mother means “Ina” or this is were you came from. And
Tongue is the one an individual use to talk. In a nutshell, mother tongue refers to the origin
of language or the first language you used since birth.
MTB stands for “First Language, First Education,” and it is very effective for a learner’s
learning development because their native language is the one that will be used to teach
students. In the year 2012, the Department of Education (DepEd) implemented the use of
Mother Tongue-Based Multilingual Education in all public schools, specifically in Grades 1, 2
and 3. At first, there are 12 languages selected to use in different regions such as; Tagalog,
Kapampangan, Pangasinense, Iloko, Bikol, Cebuano, Hiligaynon, Waray, Tausug,
Maguindanaoan, Maranao and Chabacano. Teachers use this as a medium of instruction to
assist their students develop their critical thinking skills and vocabulary, learning pyramids
that are cognitive and affective domain, and with the help of this program it can make
learners definitely understand their lessons because not all learners are able to read and
understand other languages that they are not used to and with the help of this law learners
will be more capable easily understand and learn more. The MTB-MLE will encourage
students to make appropriate noise in their classrooms which will motivate them to actively
engage in participating and interacting within their classmates and teacher.
The implementation of MTB-MLE truly promotes gender equality and social equality across
racist and culture because if MTB-MLE is emphasized in the curriculum all languages or
dialects within a specific place are acknowledged as being emphasized by the curriculum.
APPLICATION
The Child Language will serve as the fundamental language for literacy learning (DepEd)
which means language is clearly the key to effective communication and comprehension in
the classroom. MTB-MLE is a knowing the known into unknown means that if they have now
mastered their own language, once they have nurtured and know what is known, they are
now ready for additional language. In a nutshell, it begins with Mother Tongue and proceeds
to Filipino and then English that will be introduce as the language of instruction after grade
three. Children who have a strong foundation in their first language often have a better
understanding of themselves and their place in society, as well as a greater sense of well-
being and confidence. The implementation of MTB-MLE is one method of respecting
fundamental rights of different cultures because their languages are included and are used
for medium instructions that the children will feel they belong in the group because they
can relate and interact with their teacher and classmates. There is no language barrier in
MTB-MLE because their mother tongue is their native or first language, and they are free to
express themselves better using that particular language or dialect.
Additionally in teaching, teacher has no difficulty presenting his or her lessons because
she/he is using their native language. Language is very important in a person’s life. The
language helps people understand their surroundings, learn concepts, and master a variety
of skills. A child who learns their lives well will acquire a wide range of language skills that
will allow them to express themselves and expand their thinking capacity. Furthermore, this
pervades every aspect of their lives, including their academic performance, gives a child
confidence and a sense of self-worth.
