Introduction
Cambrian Engineering Corporation Pte Ltd was engaged by ANDERCO PTE LTD to conduct workplace
noise monitoring at its factory premises located at 3 Tuas View Circuit, LBG Building, Singapore
637645 on 29th Dec 2022, 04th Jan 2023, 07th & 08th Feb 2023. The measurement of noise levels was
conducted under normal working hours on the day of monitoring.

Objective
The objective of the noise monitoring is to evaluate workers exposure level to noise emission in the
respective areas and to comply with Workplace Safety and Health (Noise) Regulations, 2011.

Relevant legislation
Noise exposure to workers within the work area is governed by the Workplace Safety and Health
(Noise) Regulations, 2011. The maximum permissible noise limit stipulated by this regulation is 85dB

(A) TWA8h.

Methodology
Occupational noise exposure monitoring was conducted in accordance with the Workplace Safety
and Health (Noise) Regulations 2011 and American National Standard Measurement of Occupational
Noise Exposure, ANSI S12.19-1996. The sound level meter was set up for hearing conservation: 85
dB(A) criterion level, ‘A’ weighted, slow response, 3 dB(A) exchange rate.

Noise level screening


Noise measurements were taken over a 5-minute period at each location using the class-1 integrating
sound level meter. The meter was placed 1.2 metre above ground level with the microphone facing
the equipment / activities.

Verification of meters used.


Verification was conducted for the meter used, before and after the monitoring. Details of the meter
and calibrator used are as shown in Table 1 and 2. The meter was found to be within the acceptable
tolerance stated in Table 1.

Objective
The objective of the noise monitoring is to evaluate workers noise level exposure in the respective
areas and to comply with Workplace Safety and Health (Noise) Regulations, 2011.
Relevant legislation
Noise exposure to workers within the work area is governed by the Workplace Safety and Health
(Noise) Regulations, 2011. The maximum permissible noise limit stipulated by this regulation is
85.0 dB (A) TWA 8h.

Methodology
Occupational noise exposure monitoring was conducted in accordance with the Workplace Safety
and Health (Noise) Regulations 2011 and American National Standard Measurement of
Occupational Noise Exposure, ANSI S12.19 -1996. Personal noise monitoring measured during the
major part of the day (more than 80% of the work shift) and covered all significant periods of
noise exposure using a Pulsar Instruments plc noise dosimeters. Dosimeter microphones were
placed on the lapel of workers near the ear. The dose Badge was covered with Windshield for
protecting from dust, moisture and other contaminants. It also reduces the noise generated by
‘spurious’ events. Dosimeters were calibrated before and after use. The dosimeters were set up
for hearing conservation: 85 dB (A) criterion level, a weighted, slow response, 3 dB (A) exchange
rate.
Workers who are exposed to or are likely to be exposed to excessive noise are identified and
included in the Noise Monitoring exercise. SEG was defined after verification and consultation
with the workers and department head.
Based on the Noise Mapping Result potential high noisy area was identified. Similar Exposure
Group (SEG) achieved by grouping workers Performs the same tasks and working at the same
location. As per Workplace Safety & Health guideline (Hearing conservation Programme) the
following number of dosimetry samples included in the Noise Monitoring exercise. Detailed
sample size of Individual SEGs listed in Table 6. The information listed is provided by ANDERCO
PTE LTD Representative.

3.3 software and test result is attached with this report.

Verification was conducted for the meter used, before and after the monitoring. Details of the
meter and calibrator used are as shown in Table 7 and 8. The meter was found to be within the
acceptable tolerance.

Part H. Recommendation for Implementation of Hearing Conservation Program
Recommendation for Implementation of Hearing Conservation Program and status of
implementation at the point of compiling this noise report is attached. Hearing Conservation
Programme Evaluation Checklist is attached. The status listed is provided by ANDERCO PTE LTD
representative.

Recommendations
 Management advised to conduct a noise monitoring in every 3 years, or when there are
changes in the activities or machine / equipment layout (as that might incur possibility of
high noise being generated to the workers).
 Management is advised to put up warning signs in noisy areas to remind workers to wear
hearing protectors. Signage is also will display prominently at the entrance of high noisy
area to warn workers that hearing protectors must be worn during process activities.
 Management is advised to place a training programme to educate workers on the effects
of noise, use of hearing protectors and the importance of hearing tests. All noisy
workplaces should implement a hearing conservation programme.
 Management is advised that it is mandatory under the WSH (Medical Examinations)
Regulations 2011 to send all workers exposed or likely to be exposed to excessive noise to
undergo pre-employment and regular audiometric examinations or hearing tests to detect
any signs of hearing loss.
 Management is advised to ensure workers within the plant put on hearing protectors
issued to them and to have a proper record of PPE being issued out.
 Workers are advised to maintain ear protectors while working, or when entering noise
areas with sound level identified to be 85 dB(A) and above. Ears protectors, when donned
properly, are deemed to reduce the sound level depending on the noise reduction rating
(NRR) of the product.
Conclusion
Noise exposure levels at the workplace were found to be within the permissible exposure limits,
except for the shaded areas in the Noise Map indicating areas above 85 dB(A). Personal noise
dosimetry test results summarized in Table 9.

Above recommendations given based on results and relevant information collected during the
execution of the Noise survey with the findings reflected base on the date, time and location of the
area of the sampling being carried out.
To protect exposed employees from the adverse effects of noise, ANDERCO PTE LTD management
shall implement a comprehensive Hearing Conservation Programme (HCP), as part of the
company’s workplace safety and health (WSH) programme which involves the following elements.

 Identifying the noise hazard and evaluating the risk involved


 Implementing noise control measures, such as engineering controls to minimise the risk.
 Providing suitable hearing protectors and ensuring the proper use of the hearing
protectors by persons exposed to excessive noise.
 Training and educating persons involved in the HCP to raise their awareness of noise
hazard and prevention of NID.
 Conducting annual audiometric examinations to monitor the effectiveness of the HCP in
preventing NID, and detecting early hearing impairment.
 Keeping records of the measures taken to protect employees from noise hazard and
 Evaluating the HCP to determine its effectiveness and identifying areas for improvements.
