Preface

Climate change has globally affected the weather condition. Each year,
typhoons hit with such immense intensity, enough to make agricultural lands barren
and hundreds to thousands of families homeless. Just then, when people thought that
the calamity is over, landslides, storm surges, and flash floods ensue. Human-induced
hazards such as accidental fires, vehicular accidents, or building collapse also
account for loss of lives and increased structural damage.

True to its promise, the local government of Cabanatuan remains responsive to


the needs of its residents. As a city that has had experienced various accidents,
calamities, and disasters, it ceaselessly devise plans to secure the welfare of the
public and the safety of the rescue teams.

This Contingency Plan was prepared by the City Disaster Risk Reduction and
Management Office, the implementing arm of the Local DRRM Council in accordance
with Republic Act No. 10121 (Philippine Disaster Risk Reduction and Management Act
of 2010) to address the possible extent of a disaster, as well as, the measures that
must be undertaken, from the issuance of early warning to rehabilitation phase.

This contingency plan is the fruit of careful deliberation and consideration of the
four thematic areas. It aims to effectively mobilize resources for a well-coordinated
emergency response. Deactivation of the plan may be done once the situation has
stabilized or when the hazard is no longer threatening.

Cabanatuan City

CHAPTER I. BACKGROUND
A. Introduction

Cabanatuan City is located at the central plains of


Luzon, about two to three-hour drive from Metro Manila.
It is a first class component city at the heart of Nueva
Ecija province and is bounded by the municipalities of
Talavera and Gen. Natividad on the north; Palayan City
on the east; municipality of Sta. Rosa on the south; and
municipality of Aliaga on the west.

Located at the central plains of Luzon, the major industry of the city is agriculture. Its
products comprise of palay, corn, vegetables, and livestock meat.The city’s terrain begins
from the lower points in its vast rice lands in the southern, northern and western portions,
leveling off eastward, and then, gradually increasing in elevation to rolling hills approaching
the mountains of Palayan City and municipality of Laur.

Over the time, trade and commerce grew with the significant increase in the numbers
of enterprises opening business in the city. The opening of giant business conglomerates
like SM and Robinson marked the impressive investment inflows brought about by the city’s
favorable business climate.

Cabanatuan City
The city is accessed through major roads and expressways. The North Luzon
Expressway (NLEX) and Subic-Clark-Tarlac Expressway (SCTEX), link the city to Manila
and Tarlac respectively. The Nueva Ecija-Pangasinan Road, the Nueva Ecija-Aurora Road
and the Cagayan Valley Road are the major alternate routes. Thus Cabanatuan connects
Northern and Southern Luzon provinces. This feature made Cabanatuan City one of the
fast becoming trade, commerce and industry hub of Central Luzon.

Other significant factor is the city’s population. According to the 2015 Philippine
Statistics Authority (PSA) census, Cabanatuan is the most populated city in Nueva Ecija
with 302,231 total populations. Because of this, the city is few steps away in becoming
highly urbanized.

Of the 89 barangays of the city, the three (3) most populated barangays are:
Barangay Camp Tinio with a population of 11,449 followed by Barangay Caalibangbangan
with a population of 11,112, and Barangay Bantug Norte with 8,695 people.

The population in urban and rural barangays is almost equal with 145, 974 or
50.05% and 145, 665 or 49.95% respectively.

Land Use:

The city has a total land area of 19,228.63 hectares. Approximately, 58.19% are
agriculturally developed and utilized as farmland, grazing land and fishponds. Table
below shows the existing land use of the city.

Cabanatuan City
Climate: Generally the dry season is from December to April and the wet season
during the remaining months of the year. The average annual precipitation is 2,100
mm. or approximately 82 inches. The average sea level pressure is 10.11 lbs.
Temperature ranges from 5 degrees centigrade to 38 degrees centigrade. The
prevailing wind is from the Northeast while wind direction is from East to Northeast.

Topography: Cabanatuan City’s contours indicate a predominantly flat terrain. No


mountain or hill exists. The city’s terrain starts at its lower points in its vast rice lands
in the south, north and western portions, leveling off eastward, gradually increasing
in elevation to rolling hills approaching the mountains of Palayan City and
Municipality of Laur.

Major Rivers: It has big rivers; the Pampanga River which is on the northwestern
part of the city and Cabu River on the eastern part of Cabanatuan. The Pampanga
and Cabu Rivers and their tributaries nourish the city’s lands. The watershed
reservation of Pantabangan supports the existing government water-based
infrastructure facilities in the city and supplies the much needed water for rice
cultivation during the dry and wet seasons.

B. Hazard Identification
The scale shown in the table below was used in assessing the probability of hazard
occurrence in the city. The scale ranges from 1 to 5 with 1 ranking as most unlikely
and 5 as almost certain probability of occurrence.

The City of Cabanatuan is exposed to five (5) natural hazards: earthquake, typhoon,
flashflood, river flooding, and drought.

As seen in the above probability and impact ratings of the hazards, typhoon ranks as
number 1. Based on historical records, typhoon left most devastation in the lives and
properties of the communities. Some of the devastating typhoons that occurred in
the Municipality from year 2003 to 2016 were TY “Winnie” and TY “Yoyong” in 2004;
TY “Glenda” and “Henry” in 2006; TY “Chedeng” and TY “Dodong” in 2007; TY
“Julian” in 2008; TY “Kiko” in 2009; TY “Falcon”, TY “Pedring”, and TY “Quiel” in
2011; TY “Ofel” in 2012; TY “Santi” in 2013; TY “Luis” in 2014; and TS “Kabayan”,
TY “Lando”, and TY “Nona” in 2015.

During the onslaught of TY “Lando”, at 77 out of 89 barangays were flooded, 74,331


families from different barangays were affected and 22,604 individuals were served
inside the designated evacuation centers. Damage to infrastructure reached
₱1,156,290,000.00. Meanwhile, damage to agriculture and live stocks reached
₱754,379,250.00 and ₱11,162,100.00 respectively.

C. Hazard to Plan for: Typhoon

Based on the assessment of the hazards, the city requires having a


contingency plan for typhoon that shall help ensure preparedness for effective
response in the 89 barangays and the entire locality.

The root cause of the typhoon is the geographic location of the city. Typhoons
may occur in the month of June to December. However, there may be also typhoons
during the months of January to May due to climate change.

The early warning signs that the CDRRMC needs to watch out for are the
PAGASA Weather Bulletins; tri media (TV, radio and internet); indigenous
knowledge such unexplained migration of birds; blood red coloration of the sky
during sunset and sunrise; and convergence of cirrus clouds at one point in the
horizon.

The typhoon which may landfall in or within PAR may be triggered by other
weather disturbances like Habagat or Southwest Monsoon, Low Pressure Area and
Inter-tropical Convergence Zone (ITCZ).

At the very least, the city has established existing mitigating measures in
response to a typhoon. These include non-structural measures like de-clogging of
rivers, tree planting, and continuous Information, Education, and Communication
Campaigns (IEC) which includes orientations, seminars, trainings, drills, and
simulation exercises.

D. Scenarios

Cabanatuan City
The city will have to prepare for the worst case scenario as described in the
above table. In this case, a super typhoon is expected to make a landfall with
maximum sustained winds of greater than 250 kph, possibly triggering the
occurrence of flooding in the identified areas more so, in the low-lying areas near
bodies of water.

A total of 45,000 individuals/5,000 families will be affected, approximately 10%


of which are foreigner. Death toll will reach 400 with 10,000 injured and 500 missing
persons.

Six hundred (600) houses are projected to be totally damaged and one
thousand (1000) houses are likely to be partially damaged.

Power blackout will be experienced. Communication facilities will be totally


damaged. Transportation will be interrupted and main roads and bridges will not be
passable. There will also be damages on water and drainage facilities.

The agricultural land and products will suffer extensive damages. Tourism
industry will be severely affected as well.

Based on the scenario, it is assumed that the priority barangays will be those
located near Pampanga River and low-lying barangays namely: Aduas Centro,
Aduas Norte, Aduas Sur, Bagong Sikat, Balite, Barrera, Caalibangbangan,
Calawagan, Caudillo, Cinco-Cinco, Communal, Cruz Roja, D.S. Garcia, Daan Sarile,
Imelda, Isla, Mabini Homesite, Matadero, Mayapyap Norte, Mayapyap Sur, M.S.
Garcia, Nabao, Obrero, Pagas, Palagay, Pamaldan, Polilio, Rizdeliz, Samon, San
Josef Norte, San Josef Sur, San Juan Accfa, Sapang, Sta. Arcadia, Sto Niño,
Sumacab Norte, Sumacab Sur, Talipapa, and Valdefuente; followed by Barangay
Bagong Buhay, Bantug Norte, Barlis, Bitas, Bonifacio District, Cabu, Camp Tinio,
Dalampang, Dicarma, H. Concepcion, Ibabao bana, San Roque Sur, Sangitan
District, Sangitan Este, and Kapitan Pepe. The city’s Incident Management Team
(IMT) will have to be activated with few response groups from local and private
clusters. However, more response capabilities will be needed due to the severity of
the impact brought about by the typhoon.

Below is the summary of the population that will be affected by the typhoon,
as well as those who will possibly be displaced.

CHAPTER II. GOAL AND OBJECTIVES


A. Goal

The goal of the contingency plan is to provide effective, efficient, timely and well-
coordinated response mechanisms in the event of the occurrence of typhoon in
Cabanatuan City. Such mechanisms shall help to protect lives, properties and the
environment, and restore the immediate needs of the affected communities.

B. General Objectives

The general objectives of the contingency plan are as follows:

1. To determine the immediate tasks required for the typhoon response operations;

2. To conduct inventory of resources available among Cabanatuan CDRRMC member-


agencies, including the CSOs;

3. To establish proper coordination through efficient communication and linkage among


Cabanatuan CDRRMC member agencies and stakeholders;

4. To provide the immediate and appropriate needs of the affected population of the
city; and

5. To reinforce the standards of reporting system set by the NDRRMC.

1. Search, Rescue and Retrieval (SRR) Cluster

Lead: Cabanatuan City Disaster Risk Reduction and Management Office (CDRRMO)
/Cabanatuan Emergency Search and Rescue (CESAR) Team

Members: PNP, BFP, BDRRMC, ACDV, CHO, MVGCCGH

Scenario: Typhoon makes landfall in Cabanatuan City, Nueva Ecija. This leads to
the occurrence of flooding, landslides and storm surges in the city. The strong winds
uproot trees and topple down electric posts and telecommunications facilities. Roads
and bridges are rendered impassable for a certain period of time.

Out of 45,000 individuals/5,000 families, there are projected 400 deaths, 10,000
injuries and 500 missing persons. Some are reported to be trapped in their
respective homes due to the flooding. Furthermore, a lot of families need to be
transported to evacuation centers.

While the local responders are already deployed, majority of them and their families
are victims themselves. Furthermore, debris is all over the area making SRR
operations difficult to perform.

Specific Objectives of the Cluster:

1. To ensure the safety and security of the response teams deployed by the SRR
cluster;
2. To ensure timely, effective and efficient conduct of SRR operations;
3. To facilitate and assist in the retrieval, identification and proper management of
human remains; and
4. To account all the responses made by the SRR cluster.

Roles and Responsibilities:

The SRR cluster shall have the following roles and responsibilities:

• Organize and deploy self-sufficient and capable response teams to conduct SRR;
• Provide resource augmentation, to include manpower and equipment, to other areas
as needed;
• Coordinate with the other clusters for the resource needs of the SRR teams;
• Consolidate all the activities made by the response teams into one cluster report

Protocols:

1. Upon activation of the contingency plan, all key representatives of the SRR
cluster headed by the CDRRMC and CESAR Team will have to convene at
the EOC to undertake coordination work.

2. The SRR cluster shall organize 6-man teams composed of a leader, 5 rescue
specialists and a logistics officer:

• Decides which tools should be used to perform specific

• Manages the tools, equipment and accessories, and
other resources
1 Logistics Officer • Requests from the Team Leader the resources
necessary to complete the task.
• SRR members will take turns assuming this
responsibility.

3. Each response team shall:


a. Check in to the established ICP and receive instructions under the
supervision of the IMT
b. Observe 12 hours shift to prevent premature exhaustion.
c. Utilize the principle of triage to determine the order of priority to
respond to casualties
d. Shall work in pairs. There shall always be a second rescuer to stand
behind to provide physical support and monitor safety. Working in pairs
also provides the opportunity for rotations and rest
e. Account all treated/responded victims by recording important details
such as name, age, sex, and address.
f. Transport victims who do not need hospitalization to the nearest
evacuation area as instructed by the IMT.
g. Retrieve and endorse human remains to City Health Office for proper
documentation and disposal (burial). Only a doctor can officially
declare a victim dead.
h. Report all actions taken to the IMT for subsequent reporting to the EOC.

4. The SRR cluster shall provide additional SRR resource augmentation to the
IMT upon request of the IC. The principle of efficiency and effectiveness shall
always be observed.

5. Priority shall be given to the very young (0-7 y/o), old (60 y/o above), pregnant
and PWDs. The severely injured with life threatening condition but with a high
chance of survival are to be responded first, followed by the less severely
injured. Next will be the walking wounded and the last will be those with
remote survival.

1. Features of Emergency Operations Center (EOC)

Cabanatuan EOC is the repository of information and main hub for coordination of the
CDRRMC. It serves as the main communication link for all responding units, receives
emergency and non-emergency calls, monitors the security and surveillance cameras

responding units.

The contingency plan shall be activated based on the findings of Pre-Disaster Risk Assessment
by the CDRRMC, leading to the activation of the EOC. City Mayor shall then convene all the clusters to
assess the situation. Afterwards, the Mayor/Responsible Official shall officially activate ICS and
delegate authority to the IC coming from the Municipal DRRMO. The IC shall then proceed to organize
the IMT and implement tactical activities based on the strategic decisions of the clusters.

The contingency plan shall be deactivated once the situation has improved and when heightened
alert is no longer required. The recommendation for deactivation shall emanate from the IC going to
Mayor/Responsible Official via the EOC. Once deactivated, operation will still remain until such time
that the EOC will be back to “white alert” status. At this point, the operation is already terminated.

B. Non-Activation

If no devastating typhoon or calamity took place or if the situation can be addressed


through current mechanisms, the contingency plan needs not to be activated. In this case, the
plan will be maintained as a perpetual plan for future use or when needed.

ANNEX 1. Working Group

Purpose: The Working Group shall be the focal body in charge of the refinement, finalization,
testing, evaluation, packaging, updating and improvement of the contingency plan under the
supervision of the City DRRM Officer. The group shall work closely with the planners of the
municipality for the attainment of the CP objectives.

Functions:

1. Facilitate the refinement and finalization of the contingency plan to include testing,
evaluation, packaging, updating and improvement;

2. Develop work plan for the completion and updating of the contingency plan;

3. Organize consultation meetings with the planners and relevant subject matter experts
regarding the development of the contingency plan; and

4. Facilitate the presentation and endorsement of the contingency plan to CDRRMC


Chairperson and Local Sanggunian for comments and approval.

Members’ Duties and Responsibilities:

1. Overall Coordinator: in charge of the CP process; monitors the progress of CP;


initiates the conduct of meetings to review, evaluate and update the contingency plan,
as necessary; disseminates updates on the contingency plan to agencies/offices
concerned; leads the conduct of simulation exercises to test the coherence and integrity
of the plan.

2. Facilitator: facilitates CP meetings, workshops and simulation exercises; drives the CP


participants to achieve the target outputs.

3. Secretariat: documents proceedings of the meetings, workshops and simulation


exercises; take charges of the reproduction and distribution of the contingency plan and
other materials to the concerned meeting attendees and workshop participants.

4. Technical Staffs: write the contents of the actual contingency plan; assimilates
comments, inputs and recommendations gathered during meetings, workshops and
simulation exercises to improve the contingency plan; consolidates the outputs from the
clusters/clusters and integrates them into the overall contingency plan.

5. Cluster Leads: facilitates the completion of sub-plan for the respective cluster,
including the accomplishment of the CP forms; ensures the availability of data for the
specific cluster; coordinates with other clusters/cluster to ensure that the preparation of
sub-plans is on track, that the different cluster/cluster plans are consistent with each
other, and that all clusters/clusters are familiarized with their tasks likely to be
performed in case of an emergency.

1.2 ACTIVE FAULTS AND LIQUEFACTION

Geographically, Cabanatuan City’s nearness


to an active fault (Digdig Fault) which runs along
Bongabon, Laur and Gabaldon increases its
susceptibility to earthquakes.

Among the recorded earthquakes in the city,


the most fatal was the July 1990 earthquake with 154
people in the death toll.

municipal boundaries of Central Luzon. The map illustrates that Cabanatuan City

the assessment conducted on the said establishments, they are significantly vulnerable and are likely to collapse once

4.4 HAZARD IDENTIFICATION


One of the vital parts of a contingency plan is the identification of hazards that will serve
as the foundation for the development of the scenarios. The hazards will be identified through
the use of a simple tool that compares the different hazards threatening the LGU/ community/
agency/ office/ organization based on their “Probability” and “Impact.”

it sets down the expected outcomes, outputs, key activities, indicators, lead agencies,
and implementing partners.

*The NDRRMC and intermediary LDRRMCs shall always act as support to LGUs
which have the primary responsibility as first disaster responders. Private sector and civil
society organizations shall work in accordance with the coordination mechanism and
policies set by the NDRRMC and concerned LDRRMCs.

2.4 CABANATUAN CITY DISASTER RISK REDUCTION AND


MANAGEMENT COUNCIL

2.4.1 CHAIRMAN
The City Mayor shall be the Chairman of the Council.
He/She shall convene the Council and other offices or agencies necessary
to effectively manage disaster preparedness, mitigation, response, and
rehabilitation efforts.

2.4.2 FUNCTIONS2
The Council shall:
a. Approve, monitor, and evaluate the implementation of the city’s DRRM
Plans and annually review, test and develop the plan consistent with other
national and local planning programs;
b. Ensure the integration of disaster risk reduction and climate change
adaptation into development plans, programs and budgets as a strategy in
sustainable development;
c. Recommend the implementation of forced or preemptive evacuation of
affected residents, if necessary.

2.5 CITY DISASTER RISK REDUCTION AND MANAGEMENT OFFICE


(CDRRMO)

The CDRRM Office was first created under the City Social Welfare and
Development Office as per Ordinance No. 013-2014. It was later transferred to
the Office of the City Mayor pursuant to Section 12 (b) of R.A. 10121. Realizing

the importance of creating a separate implementing body in line with the national
framework, the CDRRMO was established as a department through Ordinance
No. 048-2014 on September 09, 2014.

According to Section 12 of R.A. 101213, the Office shall:


a. Serve as the executive arm of the CDRRM Council
b. Set the direction, development, implementation, and coordination of
disaster risk management programs within their territorial jurisdiction;
c. Respond to and manage the adverse effects of emergencies and carry out
recovery activities in the affected area

2.6 COMMUNICATION AND WARNING

Depending on the type of calamity or disaster, monitoring agencies (e.g.


PAGASA, PHILVOCS, PRFFWC, etc.) shall issue warning signals.
As soon as a weather disturbance is observed or a tropical depression
enters PAR (especially if expected to produce heavy rain showers, develop into
thunderstorms, or worse, result to flooding), PAG-ASA should issue warning
signal and forecast according to their protocol.
If deviations from normal volcanic activities are observed, PHILVOCS
should alert the general public by giving timely updates.
Such signals or information can be issued or disseminated via radio
stations, newspaper, televisions and/or coordinated to various LGUs.

Responsible government offices from National level down to the municipal


and Barangay level must be readily available to assist and protect the welfare of
the public, and facilitate relief efforts.

2.7 RESPONSE
Prior to the ratification of Republic Act 10121 or the Philippine Disaster
Risk Reduction and Management Act of 2010, the City of Cabanatuan already
had an emergency search and rescue team. During that time, Cabanatuan
Emergency Search and Rescue (CESaR) Team was mainly composed of civilian
volunteers and local government employees. Nevertheless, despite such
limitation in manpower, they make sure that the citizen’s call will be immediately
responded.

Upon assessment of the situation and if deemed necessary, the


Cabanatuan City Disaster Risk Reduction and Management Council (CDRRMC)
should convene to organize a plan, identify roles of member agencies, discuss
required and available resources, and develop a clear chain of directives.

Arrangements regarding evacuation, and search and rescue should be
properly coordinated to respective Barangay Disaster Risk Reduction and
Management Councils since they will the first responders for their respective
barangays.

The CDRRMO through the CESAR team will be responsible for


disseminating information, planning, and providing medical assistance. Its
WASAR team on the other hand, will be responsible for evacuating residents in
flooded areas, since they have undergone trainings on boat handling and
different search and rescue techniques.

The City Social Welfare and Development Office (CSWDO) will make the
proper arrangement on the use of school, gymnasium, or plaza as evacuation
center. Aside from providing temporary shelters, it will also cater the need of
evacuees for relief goods.

At present, the city government is continuously expanding its disaster risk


reduction and management capability by training more rescue-capable
personnel; and allotting sufficient fund for equipment and vehicles.

2.8 OBJECTIVE

To cater the needs of Cabanatueños and in compliance with R.A. 10121, the City
Disaster Risk Reduction and Management Plan (CDRRMP) was formulated. Included
therein, is the creation of a Contingency Plan that addresses the response and
resources required in a certain disaster.
Response protocol regarding specific potential disaster situations, whether
natural or human-induced, will also be discussed in this contingency plan.

It aims to provide an outline of the procedures that must be undertaken in the


event of a disaster whether natural (i.e. flood, typhoon, or earthquake), or human–made
(i.e. epidemic, fire, medical emergencies, vehicular accidents, and planned events).
In doing so, efforts towards prevention, mitigation, preparation, and response in
times of actual disaster will be more effective and efficient.

In addition, it intends to protect the welfare of the public and responders against
foreseeable crisis brought about by emergencies and disasters thus, reducing the
number of casualties and damaged properties during the onslaught of a disaster.
Standard operating procedure on all kinds of emergencies and planned events must
therefore, be incorporated.

However, for it to take effect, the collaboration between local agencies and
concerned barangays must be observed.

3 CAPABILITIES AND RESOURCES

4 INCIDENT COMMAND SYSTEM (ICS)


The Incident Command System (ICS) is a mandated command structure that
coordinates personnel, facilities, equipment, and communication in any emergency
situation. It is the center of operations for organization, planning, and transport of
patients in the event of specific or local mass casualty incident. (Dara, Ashton,
Farmer, et.al. 2005).

The team includes Incident Commander, Safety officer, Public Information


Officer, Liaison officer, Head of Operations, Head of Planning, Head of Logistics,
and Head of Admin and Finance; and representatives from other agencies involved.
However, the structure may vary in arrangement depending on the area of concern.

The figures on the subsequent pages represent the ICS Structure on different

5 RESPONSE TIMELINE

Disaster Response emphasizes the policies and procedures that must be


implemented or executed in the event of actual disaster so as to minimize
casualties and possible damage to property and loss of life. Immediate deployment,
clearing operations, evacuation, and provision of basic needs among evacuees
must be addressed as well.

Prompt response during disaster is a must. Upon issuance of early


warning signals; and receipt of recommendation based on needs assessment, the

In order to bring back the community into its pre-disaster state, quick, yet

6 CONCLUSION Cabanatuan City

The ambiguity of calamity or disaster must be


considered in anticipation. Aside from preparation,
measures to mitigate the undesirable effects of
calamities should be considered.

Moreover, relief and recovery programs should


also be undertaken and given sufficient fund.

The provisions included herein, should be evaluated and approved by the


CDRRMC and Sanggunian Panlungsod for standardization purposes.

implemented accordingly in collaboration with other agencies/institutions. Hence, the
maximum safety of the public against calamities and disaster will be ensured.

Preparation is way better than performing series of uncoordinated actions. Even


though the onset of calamity is uncertain, in the end, everyone needs to be reminded
that failure to plan will likely incur absolute failure.
