GUIDELINES FOR THE CONVERSION/MODELLING OF EXISTING


DAY CARE CENTERS (DCCs) INTO CHILD DEVELOPMENT CENTERS (CDCs)

“ANNEX A”

The ECCDC design standard for the Child Development Centers (CDC’s) defines the basic
requirements for an Early Childhood (Pre-K) or “Child Friendly” facilities that considers design
features for young children 0-4.11 years old. The CDC design parameter shall encourage the
compliance and provision of a more convenient, age-appropriate and safe areas that shall
accommodate a range of Pre-K activities and organized learning as well as serve the needs of adult
staff and parents, and facilities staff-child relationship building.

DCC’s conversion to CDC’s shall initially encourage the LGUs to highlight the importance of
the early year’s educational development of young children.

I. INFRASTRUCTURE COMPONENT

A. Prioritization

Respective LGUs with functional National Child Development Center (NCDC) with full
compliance of the counterpart obligations (perimeter fence and playground) including the
submission of complete liquidation reports shall be the conversion of the 10 Day Care
Centers (DCC’s) into Child Development Centers (CDC’s).

The 10 recipient Barangay DCCs shall be selected by the respective LGUs based on the
following requirements:

1. Have existing functional CDC, either in a LGU or barangay-owned property that is in dire
need of either repair/rehabilitation or upgrading of existing facilities.
2. Have qualified Child Development Teacher/Worker to undergo and complete the Early
Childhood Education Program (with minimum qualifications indicated in Section II
Human Resource Development Component)

B. Scope of Words

1. Completion of Words
Completion of construction works for permanent but unfinished building
components, part or whole to make the structure functional, safe for occupancy,
complete and a child friendly facility.
2. Provision of Building Attributes/ components
Supply and /or provision of building components and/or additional design features,
part or whole, to make the building functional or workable, convenient, compliant to
building laws/regulations and safe for its users concrete ramp with railings for
PWD’s and water & sanitation facilities including handwashing counters.

3. Repair, Rehabilitation & Renovation

A. Major Repair Works


Replacement of building components which are subjected to critical structural
loads and tresses and are estimated to cost 10% or more of the cost of a
standard building unit that materially increases the value or extend the useful
life of the building like repair of roof, roof farming, columns, walls etc.

B. Minor Repair Works


Replacements of building components which are not subjected to critical
structural loads and stresses and which are estimated to cost less than 10% of
the cost of the standard unit, such works keeps the building in fit condition for
use without increasing its capacity or otherwise adding to its normal value as an
asset like repair of windows, doors, partitions, painting, replacement of
hardware and accessories, etc.

C. Rehabilitation, Renovation and/or Refurbishment


To put back its functional condition and involves comprehensive repair of the
whole structure or a major section of portion of which that shall incorporate or
consider the “child friendly” design feature or any physical change made to
ensure its value, utility and/or improve its aesthetic value.

4. Provision of Teaching and Learning Materials

The teaching and learning materials that shall be provided to the CDCs shall be
developmentally appropriate for children. These materials shall be any of the
following indicated in “Annex A-1”.

NOTE: It is Mandatory for all selected DCCs to adopt the ECCDC’s Standard Color Scheme for exterior
portion of the building. The name of the center (Brgy. _________________ Child Development
Center) shall be painted on the frontage part of exterior wall of the structure or portion of wall
visible to public.
C. Budgetary Limit

a. Total of Php 1,000,000 (One Million Pesos) shall be allocated for each City/Municipality for
the conversion project which will cover the 10 selected existing functional Day Care
Centers. An estimated budgetary allocation per DCC conversion is One Hundred Thousand
Pesos (Php 100,000.00). In cases where in there is an excess budgetary requirement per
DCC beyond the allowable limit, the required additional cost could be
compensated/realigned from the other DCC’s with lesser budgetary need requirement;
b. Approximate costing range was provided as initial reference for each building attributes,
item of works/ description to identify the minimum and maximum limit of direct cost per
item per Barangay DCC;
c. Cumulative direct cost for item of works/ description shall be computed as per actual
design/works for all pre-assessed, pre-identified building attributes needed for repair or
prior to improvement / conversion of the structure in compliance to the design standard
for a Child Development Center.
d. The LGU may opt to provide additional budget allocation as counterpart to supplement any
excess fund needed beyond the original budget allocation.
e. The LGU shall return to the ECCD Council any unused balance of fund transferred and
refund of disallowance upon completion of the works.
f. The LGU may opt to use the unused balance upon completion of the works for the
procurement of teaching and learning materials (Annex – B) following the provision &
guidelines of the RA 9184.

D. Time Frame

The project implementation (procurement to completion) by the LGU shall be within two
hundred ten (210) calendar days to be reckoned from receipt of fund transfer. The project duration
shall be based on the actual project/construction implementation per approved Program of Works
to be summited by respective implementing units (LGUs).

E. Other conditions/provisions

Should the LGU fail to implement the same within the said period, the LGU shall refund to
the ECCD Council the total project cost of all uncompleted projects.

F. Liquidation and Project Completion Report

The LGU shall submit liquidation report and the Project Terminal/completion report to the
ECCD Council within 60 cd from the date of project completion.

II. HUMAN RESOURCE DEVELOPMENT COMPONENT

Under this component, the ten (10) Day Care Center (DCC) Workers, hereinafter referred
to a Child Development Workers (CDW’s) shall be provided with systematic
professionalization through a specialized academic training course in Early Childhood
Education in a local Teacher Education Institution (TEI) before they become Child
Development Teachers (CDTs). This program is called the Early Childhood Education
Program (ECEP).
A. Selection of the 10 CDW’s shall be based on the following criteria:

1. Must have completed a 4-year degree course, preferably in Education;


2. Must have at least 2 years’ experience as a Day Care Worker with excellent
performance;
3. Must be among the Outstanding Day Care Workers in the LGU;

B. The ECEP is a customized academic training course granting 18 academic units in


Early Childhood Education upon satisfactory completion. This course will help CWD’s
update and enhance their knowledge, skills and attitudes in the implementation of
quality ECCD Programs in the community. It is implemented with and through a
partner state university which is a duly recognized TEI.

C. After the training, the CDW’s will be converted into CDTs who shall be responsible in
implementing the CDC programs, namely, the Infants and Toddlers Early
Development Program, the Early Learning Programs Pre-K1 and Pre- K2, and the
Family Support Program. They become Trainers in ECE and Are obliged to train other
CDWs in the municipality. After training, only those who have completed a 4-year
degree course shall be renamed as Child Development Teachers (CDTs), while those
who have completed at least 2-year degree course shall retain the position of Child
Development Worker.

WHEREAS, the ECCD Council is dully mandated in accordance with


Republic Act 10410 (Early Years Act) to institutionalize a National system
for Early Childhood care and Development (ECCD) that is comprehensive,
integrative and sustainable that will involve multi-sectoral and interagency
collaboration at the national and local levels to promote the optimum growth
and development of Filipino children ages zero (0) to four (4) years;
WHEREAS, in pursuance of the above mandate, ECCD Council aims to
further enhance the provision of quality home-based and center-based
ECCD programs in partnership with stakeholders;

WHEREAS, Section11 of R.A. 10410 also mandates the ECCD Council for
the conversion of Existing Day Care Centers into Child Development
Centers;

WHEREAS, as a phase of the process of conversion, the ECCD Council will


assist ten (10) Day Care Centers (DCC) in each LGU where an NCDC has
been established in the form of 1) human resource development for Day
Care Workers now known as Child Development Workers/Child
Development Teacher and 2) funding support for instructional materials
and/or renovation/repair/rehabilitation/completion of DCCs;

WHEREAS, the LGU intends to use the funding support for the
instructional materials and/or renovation/repair/rehabilitation/completion
of DCCs;

NOW THEREFORE, on motion made by Councilor _______________________


duly seconded by all members present;

RESOLVED as it is hereby resolved authorizing Honorable Bertoldo J.


Murallon Jr. City/Municipal Mayor, Misamis Occidental to sign for and in
behalf of the City/Municipality Government of Don Victoriano, the
Memorandum of Agreement (MOA) with the Early Childhood Care
Development Council (ECCD) represented by Dr. Teresita g. Incoming, Vice-
Chairperson & Executive Director regarding the conversion of Existing Day
Care Centers into Child Development Centers.

RESOLVED FURTHER to transmit this resolution to all concerned for their


information.
