MODULE 1 Introduction: The Nature of Educational Assessment

OVERVIEW Assessment and evaluation are inseparable subjects, though, they are not
synonymous with each other. They belong to two sides of the same coin wherein one
side is assessment and the other side is evaluation. This subject is required in teacher
education.
In the field of education, students are taught to construct test to assess and
evaluate test results scientifically, but their attitude towards assessment and
evaluation is negative and self-defeating. They come to a conclusion that this subject
is difficult to comprehend.
In this module, you will learn nature of assessment and evaluation in education,
which provide you understanding in particular subject like social studies. Also you will
learn the basic concept in assessment and evaluation to be familiarize the usage and
learn the different application in assessment and evaluation.
At the end of the lesson you are expected to:
 Explain the need and purpose of evaluation
LEARNING  Discuss the principles of assessment
OBJECTIVES  Compare the difference among measurement, assessment and evaluation
 Discuss the characteristics of modern educational assessment, students’
progress and performance

The Nature of Educational Assessment

Assessments of school learning provide information to help educators, policy
makers, students, and parents make decisions. The specific purposes for which an
assessment will be used are an important consideration in all phases of its design.
For example, assessments used by teachers in class rooms to assist learning may
need to provide more detailed information than assessments whose results will be
used by state policy makers. The following define the nature of assessment;
assessment, evaluation, measurement, competency evaluation, course evaluation,
educational evaluation, performance evaluation, program evaluation.

 Assessment – refers to the collecting of data based on the performance,

analysing and interpreting the data of Rubric evaluation by using statistical
techniques to arrive at valid results.
 Evaluation – refers to consideration of evidence in the light of value standard
and in terms of the particulars situations and the goals which the group of
individuals are striving to attain (Good, 1945).
 Measurement – define as an instrument or device to measure individual’s
Let’s get to know achievement, personality, attitudes, intelligence and among others that can be
more expresses qualitatively.
 Competency evaluation – it includes a range of assessment tools and
activities, such as feedback, competency sampling, observation, 360 review,
presentations and papers. No matter what method or tool utilized, four
paramount features must be incorporated. These are validity, reliability,
fairness, and flexibility.
 Course evaluation – it is short survey conducted by an educator at the end
of a class or course of study. The evaluation form aims to collect general
information on what each student liked and disliked most about the class with
the goal of improving the educational experience for future students. Course
evaluation forms may be created by an individual educator or may be
standardized across a department or an entire educational institution. The
format of the evaluation almost always conforms to the type of instruction that
is being offered. For example, online forms are usually provided for web-based
courses while paper copies are generally handed out during the final class for
in-person coursework.
 Educational evaluation - “The process of gathering and interpreting evidence
changes in the behavior of all students as they progress through school is
called evaluation”.

Distinction Among Measurement, Assessment & Evaluation

Measurement may be define as an instrument or device to measure individual’s
achievement, personality, attitudes, intelligence and among others that can be
expresses qualitatively. For instance, test, questionnaires, rating scales, checklists,
etc. On the other hand, evaluation refers consideration of evidence in the light of value
standard and in terms of the particulars situations and the goals which the group of
individuals are striving to attain (Good, 1945). For instance, teachers and professors
evaluate students’ achievements simply because of their concern whether or not they
are able to reach the purpose or goal of their teaching efforts.

ASSESSMENT AND EVALUATION IN SOCIAL STUDIES INST. JOY S. CASTILLO

8

In contrast assessment refers to the collecting of data based on the

performance, analysing and interpreting the data of Rubric evaluation by using
statistical techniques to arrive at valid results. A teacher gives to the learners to
determine if the level of understanding achieved the specific learning task.

Principles of Assessment
 Fairness - based on the individual learner’s needs being considered during
the Assessment process.
 Flexible
The Flexibility principle, much like the Fairness principle, involves considering
the various needs of individual learners during the Assessment process.
Assessment is flexible and considers the individual learner by:
 Reflecting their needs
 Assessing their skills no matter how or when they were acquired
 Considering a range of assessment methods and using those that best
fit the context, unit, assessment requirements and the individual
learner
.
 Validity - It ensures that the Assessment decision is based on evidence of
performance. Essentially, it means that the assessment process does what it
claims, assesses the competency of the individual learner. In order for this
process to be valid, the following is required:
o Assessments cover the broad range of skills and knowledge required
for competent performance
o Assessment of knowledge and skills is integrated with practical
application
o Assessment concludes that the learner can demonstrate skills and
knowledge when required
o Competence is based on learner performance being aligned to unit/s
of competency and assessment requirements
o Assessment tool must adequately cover all requirements of each unit,
and be able to confirm repeatability of performance. To be valid, the
assessment must not omit anything from the unit, nor expect anything
above and beyond unit requirements.
 Reliability - refers to the consistency of Assessment outcomes, meaning that
given the same conditions for the same unit of competency, all assessors
should reach the same conclusion regarding the competency of the learner.

Characteristics of Modern Educational Assessment

The following eight characteristics of 21st century assessment, are essential
guide for preparation of assessment activities by educators. It is necessary to refer to
these characteristics to ensure that the learners are being assessed towards the skills
and demand of the 21st century.
 RESPONSIVE Visible performance-based work (as a result of assessment)
generates data that inform curriculum and instruction.

ASSESSMENT AND EVALUATION IN SOCIAL STUDIES INST. JOY S. CASTILLO

9

 FLEXIBLE Assessment need to be adaptable to students’ settings. Rather

than the identical approach that works in traditional assessment, 21st century
approaches are more versatile.
 INTEGRATED Assessments are to be incorporated into day-to- day practice
rather than as add-ons at the end of instructions or during a single specified
week of the school calendar.
 INFORMATIVE The desired 21st century goals and objectives are clearly
stated and explicitly taught. Students display their range of emerging
knowledge and skills. Exemplars routinely guide students toward achievement
of targets.
 MULTIPLE METHODS An assessment continuum that includes a spectrum of
strategies is the norm.
 COMMUNICATED Communication of assessment data is clear and
transparent for all stakeholders.
 TECHNICALLY SOUND Adjustments and accommodations are made in the
assessment process to meet the students’ needs and fairness.
 SYSTEMIC 21st century assessment is part of a comprehensive and well-
aligned assessment system that is balanced and inclusive of all students,
constituents, and stakeholders and designed to support improvement at all
levels.

The Need and Purpose of Evaluation

Need of Evaluation
1. (a) It helps a teacher to know his pupils in details. Today, education is child-
centered. So, child’s abilities, interest, aptitude, attitude etc., are to be properly
studied so as to arrange instruction accordingly.
(b) It helps the teacher to determine, evaluate and refine his instructional
techniques.
(c) It helps him in setting, refining and clarifying the objectives.
(d) It helps him to know the entry behavior of the students.
2. It helps an administrator.
(a) In educational planning and
(b) In educational decisions on selections, classification and placement.
3. Education is a complex process. Thus, there is a great need of continuous
evaluation of its processes and products. It helps to design better educational
programs.
4. The parents are eager to know about the educational progress of their
children and evaluation alone can assess the pupils’ progress from time to
time.
5. A sound choice of objectives depends on an accurate information regarding
pupil’s abilities, interest, attitude and personality traits and such information is
obtained through evaluation.
6. Evaluation helps us to know whether the instructional objectives have been
achieved or not. As such evaluation helps planning of better strategies for
education.

ASSESSMENT AND EVALUATION IN SOCIAL STUDIES INST. JOY S. CASTILLO

10

7. A sound program of evaluation clarifies the aims of education and it helps

us to know whether aims and objectives are attainable or not. As such, it helps
in reformulation of aims and objectives.
8. Evaluation studies the ‘total child’ and thus helps us to undertake special
instructional programs like enrichment program, for the bright and remedial
programs for the backward.
9. It helps a student in encouraging good study habits, in increasing motivation
and in developing abilities and skills, in knowing the results of progress and in
getting appropriate feedback.
10. It helps us to undertake appropriate guidance services.

Purpose of Evaluation
The purpose of an evaluation is to judge the quality of a performance or work
product against a standard. The fundamental nature of assessment is that a mentor
values helping a mentee and is willing to expend the effort to provide quality feedback
that will enhance the mentee's future performance.
What you have read it just a glimpse of the nature of educational assessment. Let us
discover and deepen our knowledge in assessment and evaluation and make this
realize to become meaningful learning. Make an interview a Deped teacher (Social
Let’s do and Studies) on how he/she administer the assessment and evaluation in her class. Ask
a permission to secure photocopies of Test with TOS. Write your comments about test

and TOS on a separated clean bond paper. Ask a teacher on the difficulties that she
has experience preparing and administered in assessment and evaluation. After write
your agreement and disagreement on of his/her conducted assessment and
evaluation.
Accomplished the Worksheet No.1 Distinction Among Measurement,
Assessment & Evaluation. The activity will evaluate if you will understood the
lesson.

The following criteria may be considered in checking the output:

How much you
1. Content of the answers
have learned? 2. Completeness of the answer
3. Timeliness of the submission
4. Technicalities (spelling, punctuation mark etc...)

Worksheet No.2. Characteristics of Modern Educational Assessment The

activity will evaluate if you will understood the lesson.

Assessment is feedback from the student to the instructor about the student's
learning. Evaluation uses methods and measures to judge student learning and
understanding of the material for purposes of grading and reporting. Assessments can
Summary range from simply asking questions during a lesson to class presentations after a unit
of study. Assessment is not only a way we can measure student performance, but it
is also a way for teachers to plan instruction and reflect on their own methods of
teaching. Both are important in understanding the growth of both teacher and students
in education because it helps us to develop more and create more innovation in
teaching.
