BASIC FAM VISIT

REPORT
BHQ (Base Head Quarters)
Base Head Quarters is the main operational unit. The head quarters consists of Base
Commander and the Staff Officers. The hierarchy of the BHQ is:

QA : Quality Assuranc
FSO : Flight Safety Officer
GSO : Ground Safety Officer
SOO : Staff Operation Officer
CPO : Chief Protocol Officer
Lodger Units
These are the sections and depots other than the main wings of the base. PAF Base Nur Khan
has 57 lodger units. Some of them are 108 AED, 104 AED, 130 AED, 486, TCS, etc. Their
administration support, accommodation, finance and housing is look after by base commander
and AHQ.
Matters: There are four types of matters; P1, P2, P3 and P4.

1. P1 matters: They are discipline related matters of officers, airmen and civilians. They
are dealt by Base Legal Officer. It inlcudes inquiries,observations, reports, letters
(warning, advice, displeasure) and court martial.
2. P2 matters: They are the matters of officers and are dealt by Base Adjutant. It
includes POR, NOC, temperory duties, leaves, allowances, documentations, APW
(Air passage warrant), Air Civies.
3. P3 matters: They are the matters of airmen and are dealt by OC admin.
4. P4 matters: They are the matters of civilians and are dealt by OC admin.
Base Adjutant
Base adjutant works on the behalf of Base Commander and acts the administrative unit. The
main responsibilities of base adjutant are:
1. Orders addressed by AHQ come to base adjutant and on behalf of base commander
adjutant contact with OC wings.
2. The mails of base commander are returned by adjutant.
3. He has to keep the record of all directives and minutes of meetings of the base
commander.
4. Base adjutant is responsible for the finalization of base routine order which usually
consists of Ordering of : Board of officers, Formal investigation, Board of inquieries
and summary of evidence, Duties, lists of BDO (Base duty officer) who performs
securtiy rounds and look after the VIP movement, list of base orderly officer and
sergeant.
5. He deals with the problems, residence and correspondance of retired officers.
6. He deals with temperiry duties, parades, timings, holidays.
7. He solve the quieries related to other bases.
8. He writes the officer evaluation report (annual, special, posting)
QA Squadron
QA is quality assurance and it is process oriented. In QA, sampling is done and one sample is
picked out and checked whether that product is working or not and then the QA is passed and
failed accordingly. AFM 73-1 is related to QA. What QA does on base?
1. Special Inspections:
QA inspectors do the monitoring rounds. They check the technical areas,
maintenance areas, units, performs surprise checks, the workers has the TMA or
not, the workers are following the manuals or not, the workers are using the specified
tools or not. The QA inspectors then raise four kinds of reports.
a. SO (Special observation)
If something is happening unusual, out of manual or procedure.
b. UCR (Unsatisfactory condition report)
A/C servicing is going on and oil is splashed on the ground, ladder not
locked.
c. TDV (Technical data violation)
Workers are going against the technical manual.
d. DSV (Detected safety violation)
Workers are missing the steps or rules related to safety.
2. QVI (quality verification inspection):
It is performed of the A/C components. Its performed after the scheduled inspection,
pre flight, post flight and thru flight. If major entry comes, QVI is failed.
3. Personnel Evaluation:
Evaluation of the personnel on quality of work.
FS Squadron
FS is the flight safety squadron which is concerned with safeties related to aircraft. AFM related
to flight safety is 62-1 to 62-17. Some of the responsibilities of FSO (Flight Safety Officer) are:
1. FSO is a representative of AHQ and it is a channel between AHQ and base.
2. Solves the flaws and discrepancies related to flight safety.
3. Keeps record of AORs.
4. Ensure timely investigation and smooth flying
5. BASH (Bird A/C Strike Hazard)
Ways to distract birds: de nesting, sprays, bird shooter (training, deployment), scare
crows and owl eyes scared, gas cannon (VMBRS: Vehicle mounted bird repellent
system), grass cutting, tree trimming.
6. Bird Hazard Control Committee is arranged with CAA (Civil aviation authority)
7. To keep a record of FOD (foreign object damage). They are of two types:
a. Metallic : Nuts, screws from A/C
b. Non-metallic: Rubber washers, eroding surfaces
FOD is tracked that from where it came and then returned to that A/C. When
something goes missing, its entry is made in FOD register.
8. Overview work ethics and notice the trends in discrepancies
9. Implementation of CPM (Corrective preventive measurements) is done by QA and
ensured by FSO
GS Squadron
GS is the ground safety squadron. They look after the safety of all the ground related
equipments and infrastructures. AFO 32-8,9 and 10 is related to ground safety. Their areas
include:
1. Road traffic
2. Health and occupational
3. Environment
4. Mess/ canteens
5. Back shops ( safety items, open wiring)
6. Fire flight
7. Schools, colleges
8. Residential areas, parks, barracks
9. Construction sites
10. POL site (survey of oil)
11. Sports fields
12. Waste disposals
13. Mosques, restaurants
They raise the ground occurrence report (GOR). AHQ addresses the yearly campaigns and
surveys related to fire, heat and electricity which are conducted by Ground Safety Squadron.
They also make a post activity report with pictures. The trends in GOR are taken in
consideration and protective measurements are introduced. OTI (one time inspection) is
conducted if severe accident is happened on any base.

The flying wing is No. 35 CAT (Composite Air Transport) Wing. The organizational hierarchy of
flying wing is:

This wing consists of 4 squadrons along with ATC and MET.

No. 6 squadron is Air transport support squadron which includes C-130s and Casa. 3
C-130s have ISR which includes FLIR cameras.
No .10 MRTT Squadron
No. 10 squadron is Multirole tanker transport and it consists of IL-78 which is
composite aircraft and used for air to air refueling
No. 41 LC Squadron
No. 41 is Light communication squadron and it consists of Y-12 and Phenom 100
which are used by PSOs.
No. 12 VIP Comm Squadron
It consists of Gulfstream and Citation Excel and used by VIPs, Presidents, PMs,
Chief and Foreign delegations
ATC
ATC is the air traffic control
Meteorology
It deals with the weather conditions and give clearance for flying.

Engineering Wing
Engineering wing is the maintenance hub of any base. This wing consists of 7 squadrons and
the hierarchy is:

1. Control Squadron
The role and task of control squadron is planning and controlling engineering and
maintenance support operations. They deal with computer based maintenance
management system. Control squadron is direct responsible and provides support to
OC Engineering. This squadron has following sections:
a. Maintenance control
i. Implementation of flying schedule
ii. Scheduled and unscheduled maintenance
iii. Deals with operation related equipment
b. PS&D (Planning, Scheduling and Documentation)
i. Develop monthly and weekly schedules
ii. Ensures that Oi/c and OC knows about maintenance capability,
problem areas
iii. Maintains record of PDM (program depot maintenance) schedule
iv. Schedule and conduct maintenance scheduling meetings

i. Monthly meeting of defect trend analysis which includes air aborts,
ground aborts, AORs, performance parameters, A/C and trade wise
defect analysis, exceptional release.
ii. Analysis digest which is the detail of defect trend analysis and
consists of modification state and cannibalization.
iii. Morning briefs on Tuesday and Thursday
iv. SEARs (strip examination and analysis report) contains CPMs
implementation and monitory.
v. Allot the JCN number to each section
d. Material Control
i. Co-ordinate between logistics and engineering wing
ii. Manage logistics transactions for engineering
iii. Monitor the production of assets
e. Technical Administration: Deals with the administration data
f. Manning control
i. Provides man power for section of engineering wing
ii. Trade wise data of airmen and civilians
iii. Deployment of technical tradesmen with in engineering wing
g. TODO
i. Collect Technical Orders requirement from maintenance activities of
the base and distribute to all concerned upon receipt.
ii. Maintain record of requisition numbers with their status and action
taken.
iii. Anticipate any known arrival of equipment and requisition required
number of technical orders operating
iv. Inspect all technical orders on the base and ensure that they are
properly maintained as per current instructions.
2. AES (Aircraft engineering squadron)
AES consists of following sections:
a. Back shops
Repairing and maintenance is carried out here
i. Airframe shop
ii. Electric shop
iii. Instrument shop
iv. LSE shop (Life saving equipment)
b. PMF (Periodic Maintenance Flight)
Periodic inspections of the aircraft is carried out here
i. IL-78
ii. C-130
iii. CN-235
c. B&T (base and transit section)
3. GES (Ground engineering squadron)
GES consists of following sections:
a. AGES (Aerospace ground equipment section) Support the maintenance effort
and assure that procedures for operation and maintenance are enforced
b. Welding Shop
c. Metal Shop
d. Carpenter Shop
4. WES (Weapons engineering squadron)
This squadron has the following responsibilities:
a. EOD dispose vanish
b. Support ISR missions
c. Surface to air missiles
d. Transition: Equipment come to Nur Khan and dispatch to bases
e. Small arms: Supply and maintenance (C-inspection) arms come to workshop,
dismantle then oiling then maintenance and functioning and then final
assembly.
f. Explosive buildings: To mitigate the effects of explosives, contains small arms
ammunitions, missiles and their accessories, etc
g. GSE (ground support equipment):
5. Electronics Squadron
Electronic squadron has the following responsibilities:
a. Electronic Squadron primarily performs maintenance of avionics components,
navigational aids, and radio and assigned support equipment.
b. Performs operation and maintenance of voice and data communication
systems.
6. PMS (Propulsion maintenance squadron)
This squadron consists of following sections:
a. Prop shop
b. Engine shop
i. SOAP (Spectrometer oil analysis program)
ii. APU (Auxiliary power unit)
iii. QEC (Quick engine change)
iv. CTS (central tool store)
v. Supply support section
c. Test cell : Carry on engine run test
7. ASS (Aircraft servicing squadron)
SEO (Senior Engineering Officer) of all flight lines comes under Oi/c Servicing
Squadron. The flight lines at Nur Khan base are:
1. C-130 flight lines
2. IL-78 flight lines
3. CN-235 flight lines
4. No. 41 Sqn flight lines
5. No. 12 Sqn flight lines
Admin Wing
Admin wing consists of Oi/c P squadron, Oi/c Works and Oi/c Accounts. The admin wing looks
after:
1. P sqn (personnel squadron): Deals with accommodation and issues of airmen
2. Works: Deals with accommodation of officers
3. Accounts: Deals with finance, bill payment, LP, TA/DA, salaries
4. Base warrant officer: Deals with sanitary, cleaning, gardening, accommodation
5. Civil admin: Deals with documentation, record, promotion of civilians
6. Education squadron: Deals with welfare, library
7. Barrack warden: Deals with furniture, stock
8. Sports flt
9. Central registry: All Pakistan doc
10. Motivational flight: religious
Security wing
Security wing is responsible for the security of the base including the critical areas and
entrance. This wing consists of the:
1. GC Squadron
They are the ground combatiers and fighters, they tack the attack. They have their
own armoury which includes SMG, MP5, G3, RPG, grenades and snipers.
2. Provost
They look after the entrances to the base, gates, cell, discipline, investigations,
cards, interrogations
3. Crisis Control
They look after the surveillance systems and cameras.
Crisis Control
The responsibilities of crisis control are:
1. They look after the security cameras and their coverage.
2. Look after the QRF duties and their display on the screens
3. 12 and 30 area ends are under shoot areas. Their security is look after by civil police,
P&S, FLU and area note ables
4. 46 towers : 1-16 covered by ground combatiers and 17-46 covered by PAF and DSG
(defence security guard)
5. 12 QRFs , if any QRF is dropped or down , mobile force is deployed
6. Channel 3 : The channel of motorolla used by security is channel 3
7. 07 APCs (armed personnel carriers)
8. MG Posts (machine gun posts) they are for backup
9. Static posts: They are covered by PAF and DSG. They have G3, MP5 and night
vision goggles
10. Layered Defence system
a. FLU and P&S
b. Perimeter walls, guard rooms, watch towers
c. QRF, APC, MG
d. URF and OCF (Offensive combat force)
11. Crisis control has the coverage of IRS of C-130
12. Security surveillance system
a. 69 fixed cameras
b. 8 PTZ (pan tilt zoom)
c. 5 thermal cameras
Support Wing
Support wing is responsible for providing assist to the operations of the base.This wing consists
of:
1. S&T (Supply and transport)
 MT (mechanical transport) Catering (messing)
 POL (refueling, petroleum oil)
2. Log squadron
Uniform, Jet store which contains equipments for engineering maintenance), Local
purchase
3. IT
They deals with computer related problems
4. MI room
They provides the medical administration
BTS
BTS is the Base Training Squadron and its responsibility is the training of Eos, airmen and
civilians. BTS consists of 3 sections: FTC, SEP and TEC
1. FTC (Field Training Center)
a. They have the software FTC software manager which consists of the
scheduling of courses, planning and implementation of courses.
b. ATTS (annual technical training schedule) is made by FTC which consists of
all the courses to be conducted by BTS.
c. They conduct the TRC and TMC. TRC is the Type rating course which is
conducted for the freshly graduated engineering officers, airmen and civilians
who are new on the weapon system and it is of 12 weeks usually. TMC is the
type maintenance course which is conducted for those whose weapon
system is changed and it is of 4-6 weeks.
d. After completion of courses, F-292 is raised to concerning orderly rooms for
certificates of the candidates.
e. The FTC software has different modules which shows the available courses,
demand for new courses, scheduling of the courses, e-papers, rejected
courses, course status, etc
f. Oi/c control squadron sends the names for the courses to the directorates.
The officers names are send to P-branch, airmen to AMO (Airmen
Management Office) and civilians to the DCP ( Directorate of civil personnel)
2. SEP (Skill Enhancement Program)
a. SEP version 2 is the software for this program. The trainee uploads the tasks
on the software in supervision of trainer. Question bank is available for
different trades. Evaluation is done on the basis of 10 shades which include
safety, work ethics, subject knowledge and speed and accuracy.
b. There are 2 levels of SEP program: 5 and 7, 5 level is of 6 months and have
total of 6 evaluation whereas 7 level is of 9 months and have 9 evaluations.
Both levels have two exams: one mid and one final. In between 2 levels,
there is a consolidation period of 20 days in which the tasks can be repeated
if the trainee fails any evaluation.
c. Endorsement is performed by Training Co-ordinator (100%), Oi/c Section
(100%), Sqn Cdr (20%), BTO (5%), OC Engg (5%) and Base Commander
(2%).
d. After clearing the SEP, the airmen are then qualified for the rank of Cpl Tech.
3. TEC (Technical Evaluation Center)
a. TEC issue the TMA (type maintenance authorization). They are of two types :
Ground run operator and ground run supervisor.
b. TMA consists of 3 types:
i. Pink colour: Issued to the trainee under SEP, TMA helper
ii. Green colour: Issued after SEP, worker is independent
iii. Yellow colour: Issued to the supervisors, officers
4. After SEP is cleared , request is sent for TMA by the respective sections and tests
are conducted by the respective section and TEC.
5. If a section is change for more than 6 months then TMA is cancelled. The person has
to do condense SEP and then tests for TMA for the issuance of TMA again.
