Chapter I

INTRODUCTION

Schools should be safe places for everyone. But in the Philippines, students who

are lesbian, gay, bisexual, and transgender (LGBT) too often find that their

schooling experience is marred by bullying, discrimination, lack of access to

LGBT-related information, and in some cases, physical or sexual assault. These

abuses can cause deep and lasting harm and curtail students’ right to education,

protected under Philippine and international law.

In recent years, lawmakers and school administrators in the Philippines have

recognized that bullying of LGBT youth is a serious problem, and designed

interventions to address it. In 2012, the Department of Education (DepEd), which

oversees primary and secondary schools, enacted a Child Protection Policy

designed to address bullying and discrimination in schools, including on the

basis of sexual orientation and gender identity. The following year, Congress

passed the Anti-Bullying Law of 2013, with implementing rules and regulations

that enumerate sexual orientation and gender identity as prohibited grounds for

bullying and harassment. The adoption of these policies sends a strong signal

that bullying and discrimination are unacceptable and should not be tolerated in

educational institutions. As time passes, we become more and more united as a

whole. Every day, regardless of gender, we all deserve to be treated with respect

and knowledge of the kind of people we are.


Background of the Study

The LGBT community in the Philippines continues to face widespread discrimination, the
majority of which goes unreported. LGBT people in the Philippines are generally denied
political, economic, cultural, and human rights, including denial of public service, refusal of
admission to or expulsion from educational institutions and jobs, unequal workplace
treatment, harassment, and violence. The denial of basic human rights such as employment,
housing, education, and health is pushing the community deeper into poverty. To date, no
legislation has been enacted to ensure the full protection of LGBT rights in the country.

Bullying and discrimination have had a negative impact on the health of Filipino LGBT
people, but the literature does not focus on this group specifically and only discusses a few
aspects. For example, in 'Let us be,' they provided extensive information about politics and
culture but little about religion. In the book Being LGBT in Asia. Many aspects were
discussed in the Philippines Country Report, but it did not specifically target LGBT people.
Neither was based on the viewpoint of an LGBT organization. As a result, it is worthwhile to
investigate the challenges they face, as well as the causes of those issues and potential
solutions. Furthermore, to understand why this country is regarded as gay-friendly despite

Given the amount of academic research and evidence that is endorsed by reputable
institutions such as the Centers for Disease Control, plus the acknowledgment from major
news organizations and national nonprofit advocacy groups, it is quite clear that anti-LGBT
discrimination has negative effects for gay people, their families and friends, and the entire
society. For people of color who are LGBT, life can be especially challenging due to a number
of the customs and religious traditions of our communities. In private spaces, such as
individual homes, people are free to avoid associating with those who are LGBT.That is
discriminatory, but in a free society, people get to make those decisions. However, in public
spaces—especially schools where young people are forming their own values and identities
—discrimination against anyone, including LGBT people, has no place. This paper has
presented convincing evidence as to why that argument is sound.

The aim of this study is to better understand the problems and challenges that LGBT people
face in the Philippines, as well as to look into potential solutions.
Statement of the Problem

Discrimination against individuals who identify as LGBT (lesbian, gay, bisexual,

transgender, and queer) is a pervasive and persistent problem that affects

individuals' rights, opportunities, and well-being. This includes unequal treatment

and bias in areas such as employment, housing, healthcare, and access to public

services, as well as social stigma and prejudice. The consequences of LGBT

discrimination can be devastating, including poverty, homelessness, poor health

outcomes, and increased risk of violence and discrimination. Addressing this

problem requires a comprehensive approach that promotes equality and respect

for all individuals, regardless of their sexual orientation or gender identity. The

problem investigated in this research concerns about the problem of

discrimination against individuals who identify as LGBT continues to be a major

issue in many communities and countries, with widespread and systemic impacts.

This can include unequal treatment and denial of rights and opportunities in areas

such as employment, housing, and healthcare, as well as hate crimes, bullying,

and other forms of violence and harassment. Throught understanding the

struggles faced by the victims, Research on discrimination against the LGBT

(Lesbian, Gay, Bisexual, Transgender, Queer/Questioning) community is

significant for several reasons:

Social Justice: Discrimination against the LGBT community is a widespread issue

that affects their rights and well-being. Research on this topic can help to shed

light on the nature and extent of the problem, and can inform advocacy and policy

efforts aimed at reducing and ending discrimination.

Mental Health: Discrimination against the LGBT community have been linked to

poor mental health outcomes, including higher rates of anxiety, depression, and

suicide. Research on discrimination can help to identify the specific ways in which

it contributes to these negative outcomes, and can inform the development of

effective interventions to improve LGBT mental health.


Improved Understanding: Research on discrimination against the LGBT

community can contribute to a greater understanding of the experiences of this

population, including the challenges they face and the resilience and strengths

they display in the face of adversity.

Overall, research on discrimination against the LGBT community is important for

promoting social justice, improving mental health outcomes, and advancing our

understanding of this important issue.

Specifically,This is aim to hoped that this research will provide answers to the

following questions:

1.How does discrimination impact the mental health of LGBT individuals?

2.What is the prevalence of discrimination against LGBT individuals in different

settings such as the workplace, housing, and healthcare

3.What are the experiences and perspectives of LGBT individuals on discrimination

and its impact on their lives?

Scope and Limitations of the Study

The study focused on LGBT discrimination of Philippines based in our research

the Philippines has ranked 19th among 156 nations in closing gender inequality.

This means that the Philippines still has a 21.7% gender gap to close.

The research focused on LGBT Discrimination in our country because many Lgbt

people are insulted because of their gender, especially at school, the teachers

don't see it because they are afraid to tell them, it has a lot of effects on them, they

lose confidence and afraid to speak up

The study only focuses on the discrimination against LGBT and does not include

the other country and; the study focused on discrimination in the Philippines.
Significance of the Study

The Students In This Research Really Expect That This Will Be Useful To Some

People Discriminating LGBT. This Research Will Help Some People Understand

The LGBTQ+ Community Like The Meaning Behind Each Letter.


Through This Research We Will Help Some People To Stop Discrimination The

LGBT Community And We Will Promote Them Moreover This Research Presented

In This Will Cover Values information About LGBT That Will Help Some People To

Stop Discrimanating Them This Study Also Spread Awareness In Our Community

To Recognize The LGBT Community Here In THe Phillipines

Specifically, This Research Will Benifit LGBTQ+ Community Because They Become

Part Of Our Society And We Will Try To Protect Them By Trying To Teach People

To Understand Them So That It Will Reduce People Discriminating

ThemThroughout This Research We Will Try To Educate People Discriminating The

LGBTQ+ Community Here In The Phillipines Is A Big Deal

Definition of Variables

Sexual orientation: Refers to an individual's sexual identity, such as gay, lesbian,

bisexual, or heterosexual, as reported by the participant.

Gender identity: Refers to an individual's sense of their own gender, regardless

of the gender assigned to them at birth, as reported by the participant.

Type of discrimination: Refers to the specific forms of discrimination experienced

by LGBTQ individuals, such as employment discrimination, housing

discrimination, or hate crimes, as reported by the participant.

Impact of discrimination: Refers to the effects of discrimination on the victim,

including physical and emotional harm, loss of employment or housing, and

other negative consequences, as reported by the participant.
