Module 1.2 - Methods of Policy Analysis

Policy analysis is a multidisciplinary process that aims to create, critically assess, and communicate policy-relevant knowledge to help solve practical problems. It draws on social science methods and theories to understand policy problems, potential solutions, and expected outcomes. While policy analysis relies on traditional disciplines, there is no single methodology as each policy issue requires a customized approach. The goal is to provide pragmatic, evidence-based guidance to improve policies.

APPLICABLE IN

NO!

"one size fits all" methodology is

not possible as each policy
issue/problem is different,
hence, a different system of
methods will be required.

Policy Inquiry
The methodology of policy inquiry contributes to the
reflective understanding of theories, methods, and
practices of specialized fields such as benefit–cost
analysis in economics, implementation analysis in
political science, and program budgeting in public
administration.

The importance of ethical knowledge in policy
analysis is well stated by a former
undersecretary in the Department of Housing and
Urban Development: " Our problem is not to do
what is right. Our problem is to know what is

The rationale for
policy analysis is
PRAGMATIC.
In today’s world, multidisciplinary

Policy Relevant Knowledge
Policy analysis addresses five types of questions:
• What is the nature of the problem for which a solution is
sought?

• Which of two or more courses of action should be chosen to

solve the problem?

PROBLEMS
Policy problems are
representations of problem
situations, which are diffuse sets
of worries, inchoate signs of
stress, or surprises for which there
is no apparent solution. Sources of unintended consequences

EXPECTED POLICY
OUTCOMES
Expected policy outcomes are likely consequences of
adopting one or more policy alternatives designed to
solve a problem. Knowledge about the circumstances
that gave rise to a problem is important for producing
knowledge about expected policy outcomes.

PREFERRED POLICIES

Preferred policies are potential

solutions to a problem. To select a
preferred policy, it is necessary to
have knowledge about expected
policy outcomes
OBSERVED POLICY
OUTCOMES
Observed policy outcomes are
present or past consequences of
implementing a preferred policy.
It is sometimes unclear whether
an outcome is an effect of a
policy.
Policy performance is the degree to
which an observed policy outcome
contributes to the solution of a problem.
In practice, policy performance is never
perfect. Problems are rarely “solved”;
most often problems are resolved,
reformulated, and even “unsolved.”
